HomeMy WebLinkAbout22-EDA-357EDA RESOLUTION 22-EDA-357 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION APPROVING THE COSTS OF A WETLAND DELINTATION STUDY WHEREAS, the Economic Development Authority (EDA) owns half of the proposed Ardan Park Redevelopment area; and WHEREAS, the EDA owns a parcel of land north of Greenfield Park; and WHEREAS, the EDA wishes to fulfill its strategic planning goal to redevelop residential areas; and WHEREAS, the EDA has received several requests from developers to review a wetland delineation study before committing to a project; and WHEREAS, the EDA has received a quote from Stantek, the City's engineer, to complete a wetland delineation study for both the Ardan Park and Greenfield Park areas in the amount of $17,490 requiring approval from the EDA; NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Economic Development Authority authorizes Staff to make the necessary expenditures and any minor adjustments that may be required as presented in the attached quote Adopted this 9th day of May, 2022. (Stantec) is pleased to present this proposal for wetland delineation services for an approximately 24.9-acre area in Mounds View, Minnesota, hereafter referred to as the Ardan Area Property. The project area consists of 14 parcels located between Long Lake Road and State Highway 10, south of Ardan Park. Please see the following Scope of Work, Schedule, and Cost Estimate for details Scope of Work Task 1 - Offslte Review and Wetland Determination For portions of the project area that are within active hay land/cropland, Stantec will perform an offsite wetland determination. Board of Water and Soil Resources (BWSR) and ACOE standard off -site methodology for identifying wetlands on agricultural land will be followed. This methodology requires the review of aerial photographs paired with antecedent precipitation data to determine wetness signatures and wetland boundaries. Stantec will also review the National Wetlands Inventory, National Hydrology Database, county soil survey data (concerning hydric soils), and LiDAR data to assess potential wetland areas. Task 2 - Field Wetland Delineation Stantec will conduct a wetland investigation on your site using the on -site methodology set forth in the 1987 U.S. Army Corps of Engineers (COE) Wetlands Delineation Manual (1987 Manual) and the 2010 COE Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and Northeast Regional Supplement. Potential wetland areas will be examined per the routine methodology and wetland boundaries will be determined through analysis of the vegetation, soils, and hydrology. If wetlands are identified, wetland boundaries within the project area will be marked with labelled neon pin flags approximately every 50-100 feet. If wetland complexes are observed, wetland community type boundaries will be differentiated throughout the project area and displayed in the wetland delineation report figures. The wetland boundaries will be recorded with an iPad linked to a handheld GPS unit with submeter accuracy. Any other non -wetland water resources such as streams and ditches will also be identified based on their Ordinary High -Water Marks (OHWM) and located via GPS. Data will be collected for these resources for inclusion in the Wetland Delineation Report. The report will include the extent, boundaries, and types of wetlands and other waters encountered on site, if any. The report will also include, but is not limited to; a project location map, map of delineated onsite wetland and waterbody boundaries, ACOE wetland delineation data sheets, photographs from the site visit, and any other information that might be useful to describe the onsite findings, including GIS shapefiles. After your review and approval, the report will be signed by a Minnesota Certified Wetland Delineator and submitted to the local Wetland Conservation Act administrator and ACOE for review prior to the concurrence meeting described in Task 4. Task 4 - Coordinate Agency Approvals Stantec will coordinate and attend an onsite meeting with the Technical Evaluation Panel (TEP) after the delineation report is submitted to get concurrence on the delineated wetland boundaries. We will meet on site with the regulators and keep you informed of the outcome and any adjustments that were necessary in the delineated boundaries. Any adjustments that result from the onsite meeting will be made to the delineation report and re -submitted to you and the regulatory agencies. This proposal includes fees for one site meeting and one round of report revisions. c-�,`�(� d t J I (-,� Wetland delineations must be conducted within the growing season, which in Minnesota, is approximately from late April to mid -October. The start of the growing season is generally defined by the biological activity/growth of non -evergreen plants and soil temperature; growing season is the period when soil temperatures reach or exceed 41IF, measured at 12 inches (30 cm) below the ground surface. Stantec may begin Task 1 at the approval of this proposal, with field work beginning in mid to late April of 2022 once field conditions allow. The delineation report will be prepared and delivered within approximately two weeks of field work completion. The report will be submitted to the applicable regulatory agencies in order to obtain approval, once reviewed by you. As we are all aware, we are working in unprecedented times as a result of the COVID-19 pandemic. The situation is a very fluid one. Our proposal is based on what we understand as of today; however, this may change as conditions change. We do not anticipate impacts to this project's deliverable or timeline. Stantec proposes to perform the Scope of Work stated above in Tasks 1 through 4 at our time and materials rate for a not to exceed total of $9,897. The work detailed above will be covered under the terms and conditions in the Master Service Agreement, renewed on September 2, 2011, between the City of Mounds View, MN and Stantec. Our cost estimate does not include work that may be required beyond the scope we have described, including any additional field work.
