4 Mayor Mueller stated Barbara Haake has expressed an interest in continuing to serve as the ANC
5 Commission appointee and noted City Administrator Zikmund would consider to serve as the
6 alternate. She thanked Ms. Haake for her interest in considering to serve the community in this
7 capacity.

16 6. PUBLIC COMMENT

18 Valerie Amundsen, 3048 Woodale Drive, reported a letter was delivered from well -respected
19 attorney Jack Perry to the City Council on behalf of 500 Mounds View citizens with full legal
20 reasons on why Minnesota law was not followed when declaring the petition was inadequate. She
21 reported Mr. Perry believes that the petition was sufficient and meets all statutory requirements.
22 She indicated she was amazed by the lack of discussion the Council had when deciding the
23 petition was insufficient. She questioned why the Council had no discussion about this very
24 important issue and where was the Council's concern about the citizens of Mounds View. She
25 stated she has been denied being provided proper numbers to make this petition sufficient when
26 asked of Nyle and Rayla this week. She commented she was astonished and the Mounds View
27 citizens should be too. She encouraged the Mounds View City Council to follow the law.

29 Brian Amundsen, 3048 Woodale Drive, asked why this Council was afraid of the citizens having
30 a vote if the Charter language limiting annual taxes was voted on. He indicated the Council has
31 limited the citizens right to make decision and asked if this was due to the City Administrator,
32 the City Attorney or the City Council. He reported since 2016 the tax burden on Mounds View
33 residents has increased from $3.8 million to $5.2 million which was a 33% increase in City taxes
34 alone. He discussed how the City was no better off even with higher taxes, but rather had more
35 rentals in single family neighborhoods, along with increased crime rates and gun violence. He
36 discussed how he and his wife had worked to collect the necessary signatures to put the change to
37 the charter language to the citizens or reconsider the Ordinance adoption. He reported the City
38 Attorney should have known that the courts have determined that format was not the measure for
39 petitions.

41 Mayor Mueller encouraged Mr. Amundsen to put his concerns with City staff in writing. She
42 indicated she would not allow Mr. Amundsen to disparage City staff at a public meeting.

44 Mr. Amundsen requested the City Clerk properly inspect the petition, find the petition sufficient
45 and pass a proper Resolution onto the City Council.

3 A. Metro Transit Presentation: Victoria Dan, Cyndi Harper

5 Peter Lindstrom, Met Council representative, introduced himself to the Council and provided
6 updates on the Met Council's zero -emission bus plan. He commented on the three BRT routes
7 that would be pursued in the east metro in the coming years.
8
9 Cyndi Harper, Metro Transit representative, thanked the Council for their time. She introduced
10 herself and stated she appreciated the invitation to attend this meeting.

12 Victoria Dan, Metro Transit representative, provided the Council with a presentation on the plans
13 Metro Transit has for the east metro. She discussed how operator shortages and COVID-19 has
14 impacted routes and then discussed considerations Metro Transit has for future services. A chart
15 for ridership from 2020 to 2021 was reviewed. The routes running through Mounds View were
16 further discussed and the number of users was described pre and post-COVID. The principles in
17 place for local route planning was reviewed noting routes must serve a variety of trip purposes
18 and destinations, match level of service to demand and be simple and direct.

20 Council Member Meehlhause thanked Ms. Dan for the thorough presentation. He asked if Route
21 250 served the Medtronic facility in Mounds View. Ms. Dan reported this was the case.

23 Council Member Bergeron requested further information on how Metro Transit defines
24 "intersection density". Ms. Dan explained this gets at the intensity of roadway connections
25 within a community. She stated within an urban street grid there would be a higher density of
26 roadway connections, which was conducive to transit. Ms. Harper explained as the Met Council
27 works to update the Transportation Policy Plan they will be taking another look at some of the
28 things that influences the likelihood to ride transit.

30 Council Member Bergeron questioned how auto availability was evaluated by Metro Transit. Ms.
31 Dan reported this was conducted through data research, studying the number of private vehicles
32 and the population over 16 years of age within a certain area.

34 Mayor Mueller asked if there was a route in Mounds View that would take residents to the
35 Northtown area. Ms. Dan explained Route 25 would take residents to the Northtown Transit
36 Center at the Northtown Mall. She reported Route 804 would take residents south through New
37 Brighton to St. Anthony and terminates at Silver Lake Village.

39 Mayor Mueller requested further information regarding the suburb to suburb commute and if
40 times had improved. Ms. Harper described the suburb to suburb routes that were available
41 currently to Mounds View residents, noting these were the most challenging routes for Metro
42 Transit. She commented further on how reroutes were considered four times a year.

44 Council Member Bergeron reported the suburb to suburb bus connections were important to
45 Mounds View residents. He encouraged Metro Transit to do whatever they can to improve the

times on these routes in order to allow those living in Mounds View to get to their jobs in a more
efficient manner.
Mayor Mueller stated it was also important for Metro Transit to offer rides for Mounds View
residents to the DMV and social security offices.
Mayor Mueller asked what the rates were for bus routes. Ms. Harper reviewed the current rates
for the different types of bus routes running in the metro area.
Mayor Mueller thanked the representatives from Metro Transit for their presentation this
evening.
8. COUNCIL BUSINESS
A. Public Hearing: Resolution 9546, Approving a Conditional Use Permit for an
Accessory Building Exceeding 952 square feet at 7975 Long Lake Road.
Community Development Director Sevald requested the Council approve a Conditional Use
Permit for an Accessory Building Exceeding 952 square feet at 7975 Long Lake Road. He stated
the property used to have a one car garage, which has been removed in anticipation of a larger
one. He noted the proposed garage was 36' by 28' or 1008 square feet. He noted the R-1 zoning
district allows up to three accessory buildings per property totaling 1800 square feet and a CUP
for any one structure that was more than 952 square feet. He reported CUP's for oversized
garages was not unusual. The requirements for the garage were discussed in further detail with
the Council and staff recommended approval of the request.
Mayor Mueller opened the public hearing at 7:46 p.m.
Hearing no public input, Mayor Mueller closed the public hearing at 7:47 p.m.
MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9546,
Approving a Conditional Use Permit for an Accessory Building Exceeding 952 square feet at
7975 Long Lake Road.
Mayor Mueller commended the applicant for the great work on these plans and for making an
investment in their property.
Council Member Meehlhause agreed stating he supported the proposed request.
LaShawn Albert Hart, 7975 Long Lake Road, explained she has been a Mounds View resident
since 2001 and her daughter recently purchased a home in Mounds View. She thanked the
Council for considering her request.

B. Resolution 9528, Approving PT Public Works Office Assistant Job
Description and Authorizing Recruitment Process.
Human Resources Director Ewald requested the Council approve a part time Public Works
Office Assistant job description and authorize the recruitment process. She stated this matter
was discussed by the Council at a worksession meeting and noted the HR Committee also
discussed this position. She reported this position would require 20 hours of work per week.
Mayor Mueller questioned how soon this position would be posted. Human Resources Director
Ewald indicated this position would be posted tomorrow on the League of Minnesota Cities, at
Ameriprise, at local colleges and on the City's website.

9528, Approving PT Public Works Office Assistant Job Description and Authorizing
Recruitment Process.

C. Resolution 9529, Approving PT Storm Water Assistant Job Description and
Authorizing Recruitment Process.
Human Resources Director Ewald requested the Council approve a part time Storm Water
Assistant job description and authorize the recruitment process. She explained this position was
discussed by the Council at a recent worksession meeting and was recommended for approval.
Mayor Mueller asked if this was a new position. Finance Director Beer reported this was an
interim position that has been carried in the budget for several years and were converted to
different part time positions.
MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution
9529, Approving PT Storm Water Assistant Job Description and Authorizing Recruitment
Process.

D. Second Reading and Adoption of Ordinance 987, Deleting Title XI, Chapter
111, Sections 111.20 through 111.030, Amusement Devices and Centers.

Chapter 111, Sections 111.20 through 111.030 regarding Amusement Devices and Centers. He
reported staff received no comments from the public regarding this amendment and recommends
adoption.
MOTION/SECOND: Bergeron/Mueller. To Waive the Second Reading and Adopt Ordinance
987, Deleting Title XI, Chapter 111, Sections 111.20 through 111.030, Amusement Devices and
Centers and directing staff to publish a summary of the ordinance.
A roll call vote was taken.

E. Resolution 9545, Amending MPCA Loan Agreement.
City Administrator Zikmund requested the Council amend the MPCA Loan Agreement. He
explained this agreement provided zero interest loan money through the MPCA for single family
and multi -family rehabilitation work. He commented further on the loan agreement amendments
and recommended approval.
Council Member Meehlhause asked how many residents have taken advantage of this loan
program. City Administrator Zikmund reported two residents have taken advantage of this
program.
Council Member Meehlhause questioned if staff had scheduled a meeting with the manufactured
home parks. Public Works/Parks and Recreation Director Peterson reported he had a meeting
scheduled with them and noted work on the sewer lines would be discussed.
MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9545,
Amending MPAC Loan Agreement.

F. Resolution 9548, Approving Transfers between Funds for 2021.
Finance Director Beer requested the Council approve transfers between funds for 2021. He
explained as part of the 2021 budget a number of transfers between funds had been approved.
He noted the General Fund had a surplus due to ARPA funds and LGA. Staff commented further
on the proposed transfers and recommended approval.
Mayor Mueller asked if the ARPA funds had restrictions in the way these dollars could be spent.
Finance Director Beer discussed how the City opted to spend the dollars for capital projects,
public safety and other one-time projects.

G. Resolution 9550, Approving Proposal for a Preliminary Review of Water
Treatment Plant Designs.
Public Works/Parks and Recreation Director Peterson requested the Council approve a proposal
for a preliminary review of Water Treatment Plant Designs. He stated this matter was discussed
by the Council at a recent worksession meeting. He commented on the work the City has been
doing on its water treatment plants. Staff recommends Barr Engineering be hired to review the
design and specs of Water Treatment Plants 2 and 3 to make sure everything was all right.
Finance Director Beer reviewed the fund that would be used to pay for this project.
MOTION/SECOND: Bergeron/Hull. To Waive the Reading and Adopt Resolution 9550,
Approving Proposal for a Preliminary Review of Water Treatment Plant Designs.

H. Resolution 9551, Approving Change Order #2 to Include Bid Alternate #4
during the 2021 Sewer Lining Project.
Public Works/Parks and Recreation Director Peterson requested the Council approve Change
Order #2 to include Bid Alternate #4 during the 2021 Sewer Lining Project. He stated this project
was bid last year with the base bid and alternates # 1 through #4. Staff recommended that
Alternate #4 proceed at this time for additional sewer lining as part of the 2021 sewer -lining
project.
MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9551,
Approving Change Order #2 to Include Bid Alternate #4 during the 2021 Sewer Lining Project.

1 Council Member Bergeron reported he would be attending a Cable Commission meeting on
2 Thursday, February 17.

4 Council Member Cermak stated she attended the Father Daughter Dance on Saturday, February
5 5. She thanked all of the volunteers that worked so hard to make this event possible.

7 Council Member Meehlhause explained he would be attending an NYFS Finance Committee
8 meeting on Wednesday, February 16 and an NYFS board meeting on Thursday, February 24. He
9 noted the search committee was working with a search firm to assist in hiring a new Executive
10 Director.
12 Council Member Meehlhause reported he would be attending a Twin Cities Gateway Board
13 meeting on Tuesday, February 15. He commented further on the revenues that were received by
14 this organization over the past year stating it was a great year, even with COVID.

16 Mayor Mueller reported the Festival in the Park Committee would meet on Tuesday, February 15
17 at 7:00 p.m. at the Public Works Building. She encouraged those interested in getting involved
18 in the community to consider attending this meeting.

20 Mayor Mueller stated the Ramsey County League of Local Government would be meeting next
21 on Thursday, February 17 where mental health and homelessness would be discussed. She
22 commented on Friday, February 18 she would be meeting with the Minnesota Women in City
23 Government and on Thursday, February 24 she would be meeting with the Minnesota Mayors
24 Association Meeting at the League of Minnesota Cities building in St. Paul.

26 B. Reports of Staff.

28 Finance Director Beer reported the annual audit would begin next week.

30 Public Works/Parks and Recreation Director Peterson reported there was five feet of frost in the
31 ground this year.

33 City Administrator Zikmund shared with the Council an email that was sent from SBM Board
34 President Joe Flaherty announcing that on March 1, 2022, Deputy Chief Recka will be promoted
35 to the position of Interim Fire Chief and be given all administrative and operational control. He
36 noted Fire Chief Charlie Smith announced his retirement effective May 1, 2022.

Item Title/Subject: 2021 Quarter 4 report
Background:
As part of the City Strategic Plan process, Department Heads provide a quarterly report
outlining the status of their projects and percent completed in achieving the goals and
policies adopted by the City Council through the Strategic Plan.
Discussion:
At the beginning of 2021 the Mounds View Police Department completed 100% of the
action steps and tasks in order to fulfill the goals and strategies to support the City
Councils Vision and Mission as outlined in the 2019-2021 City Strategic Plan. Some of
these gains were lost during the last year of the COVID19 crises and civil unrest but have
risen back to the levels we have come to expect from our agency.
Strategic Plan Vision/Strategy/Goal: Vision: A progressive community that is
welcoming, and desirable destination to all ages and cultures, who seeks progress
through partnerships, and where residents can work, live, and play safely and show pride
in the community.
Goal A: Increase enforcement and responsiveness to drugs, traffic, code violations, and
petty crimes.
1. VCET continued to make major narcotics arrests (to include federal charges)
2. DUI officer recognized for amount of arrests, citations, and quality of work.
3. Officers back to pre-pandemic/unrest levels of proactive activity despite climate.
4. Agency fields two K9 teams, full time DUI/traffic officer, full- time VCET officer.
Goal B: Continue community outreach programs. Focus on diversity events and public
relation activities.
1. NRO conducted numerous outreach events, many tried for the first time.
2. Continued National Night Out, numerous rock wall events.
3. Numerous crime prevention presentations, community presentations
4. Police Foundation neighborhood officer house partnership
Goal C: Network with other communities and organizations.

Mounds View Police 2021 S no sis
The Mounds View Police Department experienced one of the most trying years in the history of
the agency, yet continued to achieve proactive enforcement goals as well as our continued
commitment to outreach events. Mounds View officers responded to over 13,000 calls for
service that included numerous serious incidents including: homicide, drive by shootings,
sexual assaults, criminal vehicular homicide, officers being shot at as well as having to use
deadly force. There are currently two incidents still under investigation by the MN BCA
involving our jurisdiction. Mounds View officers were also tasked with civil unrest response
during the Potter shooting and resulting incidents. The agency was part of a training and
response collaboration between numerous Ramsey County suburban agencies, several of which
deployed to help us in Mounds View as well as St. Paul. The year was also challenging coming
up with enough manpower to respond to incidents as several officers were injured long term,
or officers experiencing COVID.
The first police K9 in the history of the agency (Niko) retired in December. K9 Niko received a
retirement send off and the agency is thankful to the hard work of Niko and Officer Erickson to
make the Mounds View Police K9 unit an award winning and reputable K9 unit. An intense
selection process was conducted for a new K9 handler and Officer Alex Aase was selected to be
the replacement, with training starting in the spring of 2022. We also said thank you and
goodbye to Investigator Berling who retired in November. Investigator Berling will be missed
and served the citizens of Mounds View with distinction earning numerous awards, including
the Meritorious Service Award, during his stellar career. Officer Nick Erickson was selected to
replace him as the new Investigator. Officer Erickson left the NRO (Neighborhood Resource
Officer) position leaving that needing to be filled. Officer Sarah LeVoir was selected to replace
him as the NRO. We were blessed to hire two new outstanding officers who made it through
the FTO process and are having an immediate impact: Officer Wes Vert and Officer Nathan
Boscardin joined our force and Boscardin has been serving as the SRO (School Resource Officer)
during the 2021 school year. Vert comes to us with extensive prior police experience and serves
on the midnight shift. In 2021 Officer Mike Hanson was promoted to Sergeant and serves on
the midnight shift as well. The TZD DUI officer grant was awarded to the agency again, and
Officer Sydney Dison was selected for this position and is excelling as expected. The hard work
and success of our officers was honored at our Bi-annual awards banquet, funded by the
Mounds View Police Foundation. Numerous officers were awarded the Meritorious Service
Award, the Life Saving Award, Community Policing Award, Mounds View Police Team Spirt
Award, and the Rob Frisby Memorial Award. Officer Aase also received several state awards in
2021 for his DUI enforcement efforts.
The Mounds View Police is looking forward to several major milestones this next year to
include: receiving and implementing the virtual reality use of force simulator (2"d in state of
MN) through a grant, and implementation of a new K9 training process that is new and industry
leading (Red Team K9).
The outreach efforts of the agency and Neighborhood Resource Officer reached new highs in
2021. Officers were able to partner with the Police Foundation, Mounds View Reserve Officers
to achieve another first place finish with the annual coat drive (with us hosting at community
center). The Police Foundation also partnered with us to launch a new program: The Police
Foundation Neighborhood House. This house is paid for by the city and foundation and imbeds
an officer living in the Colonial Village Community. Officer Dison serves as the officer living in
this house and acts as a neighborhood liaison as well as coordinator with the NRO for outreach
efforts specific to this neighborhood. This partnership was demonstrated with our Heroes and
Helpers Christmas program were we were able to select and bless two families with Christmas
gifts. The summer of 2021 also saw numerous mobile rock wall events, PD vs FD softball game,
outreach picnics, PD/Foundation annual dog walk event, Earth Day cleanup, Festival in the Park,
food drive, Halloween event, Pink Patch Project, and Polar Plunge for Special Olympics.
Drugs, firearms, and violence will continue to be an issue (as they are in all of the metro) in
2022, but our VCET officer and patrol officers continue to address these issues head on. VCET
set records in 2021 with the amount of narcotics recovered, and firearms being recovered from
suspects is an all too often occurrence. Having a full time VCET investigator, two K9's, and full
time DUI enforcement officer, demonstrates our commitment to proactive police work and to
combat these issues.
In 2021, the Ramsey County VCET Unit saw Drug Trafficking quantities and prices return to
more normal levels unlike the year prior due to the COVID-19 pandemic. In 2020, narcotic
prices doubled and tripled due to the United States / Mexico border being closed for a long
period of time. A pound of methamphetamine went from approximately $4,000 per pound to
over $10,000 per pound in some cases. The Mounds View VCET Investigator continued to work
alongside other Ramsey County VCET Investigators, Investigators throughout Minnesota /
United States, and federal Law Enforcement agencies such as the DEA, ATF, FBI, and HSI.
The following notable cases were led by the Mounds View VCET Investigator unless otherwise
stated in the case summary:
In early 2021, the Mounds View VCET Investigator was assigned a fatal overdose case. After
further investigation, a suspect was developed who was said to be possessing and selling large
quantities of controlled substances which were laced with fentanyl. A Confidential Informant
was obtained who conducted numerous Controlled -Buys from the suspected fentanyl dealer.
Search Warrants were simultaneously executed at numerous locations which resulted in the
arrests of the suspect and his / her co-conspirator. At the completion of the Search Warrant,
pound levels of fentanyl was recovered along with cocaine, heroin, three firearms, and nearly
$25,000 US Currency. One of the firearms was reported stolen and the other had an obliterated
serial number. The fentanyl dealer was indicted and charged in Federal Court while his / her co-
conspirator was charged in State Court.
In May and June 2021, the Mounds View VCET Investigator and New Brighton VCET Investigator
opened a narcotic investigation into a Drug Trafficking Organization (DTO) operating in the
Saint Paul area. After days of surveillance, Investigators observed a narcotic customer meet
with the methamphetamine dealer. A traffic stop was conducted on the customer in which a
pound of methamphetamine was recovered. Within days of that arrest, the Ramsey County
VCET Unit executed a Search Warrant at the methamphetamine dealer's home. At the
completion of the Search Warrant, a large quantity of methamphetamine and US Currency was
recovered. Investigators also recovered a firearm from a co-conspirator which he / she was
prohibited from possessing. Three individuals were booked at the Ramsey County LEC for drug
and weapons charges. After further investigation, Investigators learned that this DTO was
supplying narcotics customers in Green Bay, Wisconsin. The Mounds View / New Brighton VCET
Investigators began working with the Green Bay Investigators to locate and arrest narcotic
suspects from their case that were residing in Minnesota.
In August 2021, the Mounds View VCET Investigator and New Brighton VCET Investigator
opened a narcotics investigation into a known methamphetamine dealer in the Saint Paul area.
After weeks of surveillance, probable cause was obtained and Search Warrants were authorized
for his / her premise, vehicle, and person. At the completion of the Search Warrant, a half -
pound of methamphetamine was recovered along with numerous firearms which he / she was
prohibited from possessing. There was also a large quantity of stolen property found at the
address. The methamphetamine dealer was later charged in State Court with 15t Degree
Possession and Sale of a Controlled Substance. NOTE: In January 2022, Investigators learned
that the same individual was continuing to possess and sell large quantities of
methamphetamine in the Twin Cities metro area. Further investigation led to an additional
Search Warrant which resulted in the recovery of another pound of methamphetamine and
four firearms, two of which were stolen in a Washington County burglary. Investigators also
recovered a stolen truck and thousands of dollars' worth of stolen tools.
In October 2021, the Mounds View Police Department responded to an "Accident with
Injuries". Upon arrival, they observed two individuals on scene that sustained injuries during
the cash. While conducting their investigation, they noted that both individuals possessed large
quantities of US Currency. They also observed a large quantity of Blue M30 pills (Oxycodone)
scattered throughout the vehicle and ground which later totaled 834 pills. Both individuals
were released to the hospital pending further investigation. Over the next month, the Mounds
View VCET Investigator opened a narcotics investigations into the two individuals, one of which
was a Mounds View resident. After weeks of surveillance, probable cause was obtained and
Search Warrants were authorized for the search of premises, vehicles, and individuals. At the
completion of the Search Warrant, another 1,300 Blue M30 pills were seized from the same
individual along with two firearms and nearly $45,000 US Currency. With the assistance of the
SPPD Financial crimes unit, another $60,000 US Currency was frozen in numerous bank
accounts and await forfeiture. One of the individuals arrested has at least four open narcotic
cases throughout the Twin Cities metro all of which involve the possession and/ or sale of Blue
M30 Oxycodone pills.
The Ramsey County VCET Unit is one of the largest Narcotics & Violent Crime Task Forces in the
State of Minnesota. With Minneapolis — Saint Paul being a main narcotic distribution hub within
Minnesota, the Ramsey County VCET Unit is often called upon to assist other Task Forces
throughout Minnesota and / or United States. The Mounds View VCET Investigator assisted
numerous Task Forces throughout 2021 which led to the discovery of large quantities of
narcotics, US Currency, and firearms.
For example, in July 2021, the Mounds View VCET Investigator assisted the Lake Superior Drug
& Violent Crime Task Force with a suspect vehicle that traveled to the Twin Cities metro area.
After sharing details of their case, an operation was planned and executed during the evening
hours. After hours of surveillance, a traffic stop was attempted on the suspect vehicle however
it fled at a high rate of speed before crashing in the City of Saint Paul. The driver was arrested
for fleeing in a motor vehicle and a passenger had arrest warrants for his / her person.
Investigators located a loaded firearm underneath the driver's seat which had an extended
loaded magazine. The driver was later charged with felony firearm charges.
In August 2021, the Ramsey County VCET Unit assisted the DEA with a narcotic investigation in
the Twin Cities metro area. After probable cause was obtained, a Search Warrant was
authorized for an address in Dakota County. At the completion of the Search Warrant, over 268
pounds of methamphetamine was recovered along with other controlled substances and US
Currency.
In September 2021, the CEE-6 Drug & Violent Crime Task Force (Meeker County area)
requested assistance with a methamphetamine dealer that was traveling to the Twin Cities to
obtain large quantities of methamphetamine and then returning to rural Minnesota
communities to sell the product. On a Sunday afternoon, the Mounds View VCET Investigator
was informed that the methamphetamine dealer was on his / her way to the Twin Cities and
that the Cee-6 Investigators would not be able to catch up to the suspect in time to conduct
surveillance. The Mounds View VCET Investigator responded to a location in Ramsey County
and located the suspect. After conducting surveillance and observing the suspect meet with his
/ her source of supply, the suspect began traveling back toward west -central Minnesota. After
the suspect arrived in the Cee-6 area of operation, a traffic stop was conducted in which
pounds of methamphetamine was recovered.
In September 2021, the Mounds View VCET Investigator assisted the Annandale Police
Department with the arrest of an individual with six felony arrest warrants. After conducting
hours of surveillance in Ramsey County, VCET Investigators observed the individual exit a
vehicle and enter into a building. A short time later, the individual exited the building and
attempted to get into a vehicle to flee. Investigators were able to apprehend the individual
prior to this and he / she was booked at the Ramsey County LEC for their warrants.
In November 2021, the Mounds View VCET Investigator was contacted by the Fort Dodge Police
Department (Iowa) regarding an attempted murder / home invasion investigation. Due to the
Iowa Investigators not having Police powers in Minnesota, the Mounds View VCET Investigator
was their liaison as they attempted to locate and arrest two of the suspects in Mounds View.
After days of surveillance, Investigators located and arrested one of the suspects as he / she
was leaving an address in Anoka County. Around this time, Investigators learned that the
second suspect was attempting to flee the country via the Minneapolis — Saint Paul
International Airport. After speaking with Confidential Informants and using other surveillance
techniques, Investigators apprehended the second suspect as he / she was about to board a
flight to Europe. Both individuals were later extradited back to Iowa where they remain in
custody as their cases proceeds through the Criminal Justice System.
Case Update: In February 2020, the Mounds View VCET Investigator opened a narcotic
investigation into a DTO operating in the Twin Cities metro area which resulted in the seizure of
over 30 pounds of methamphetamine. Investigators traveled to Phoenix, Arizona to further the
investigation through undercover operations. In August 2020, six individuals from Minnesota
and Arizona were indicted and extradited back to Minnesota. In 2021, all six individuals pled
guilty to the conspiracy to distribute methamphetamine and received sentences which ranged
from 60 months to 180 months. All six individuals are currently serving their federal sentences
throughout the United States. Other Law Enforcement agencies that assisted with the
investigation were the Minneapolis DEA, Phoenix DEA, Minnesota State Patrol, and the West
Central Drug Task Force (Fergus Falls, MN Area).
Case Update: In September 2020, the Mounds View VCET Investigator opened a narcotic
investigation into a methamphetamine dealer operating in the Twin Cities metro area. After
weeks of surveillance and the assistance of the Hennepin County Violent Offender Task Force,
approximately 50 pounds of methamphetamine was recovered from a storage unit in Hennepin
County. The methamphetamine dealer was later indicted and charged with the conspiracy to
distribute methamphetamine which he / she pled guilty to in 2021. The individual was later
sentence to 121 months with the Federal Bureau of Prisons.
2021 Annual Report —Neighborhood Resource Officer
The NRO had responded to 808 calls for service in 2021 and participated in 44 community
outreach events. 195 of the cases were investigations received from Child Protection and Adult
Protection reporting maltreatment of children and vulnerable adults.
The Mounds View Police Department reestablished the Crime Free Multi Housing Apartment
Landlord Coalition. The NRO and Building Inspector met with Landlords to discuss topics
regarding recent crime trends and tenant rights regarding eviction processes due to Covid. The
Apartment Coalition meeting is rebuilding and growing in attendance with each meeting.
The NRO works closely with the landlords and management of rental properties. Through the
Crime Free Multi -Housing coalition, The NRO has sent out 27 strike letters this year to landlords
regarding disturbances on their properties. There have been three 2nd strike letters that have
been sent and no 3rd strike letters were necessary. The NRO continues to work with Code
Enforcement regarding on going property management issues.
The NRO has worked closely with the Northeast Youth and Family Services to provide assistance
for youth, adults, and families in need of mental health counseling and community support
services. This year the NRO has worked with the NYFS on 16 cases including juvenile diversions,
assistance for homeless individuals, and mental health services.
The NRO worked with four separate homeless individuals that were in Mounds View. The NRO
assisted the individuals with resources and finding safe shelter.
The NRO continues to monitor and stay consistent with predatory registry in Mounds View. The
NRO meets with predatory offenders to insure their information, address, and employment
stays current for records. This year there has been three non -compliant registered offenders
and seven Offenders has moved out of Mounds View.
The NRO worked with the community to plan and host 44 community outreach events this
year. Some of the events included,
• In March the Mounds View Police Department participated in the Polar Bear Plunge in
White Bear Lake. The Polar Bear Plunge is a fundraiser held annually to support the
Special Olympics. The Mounds View Police Department was able to raise $3,260.
• A Police Foundation Fundraising Event was planned at Manitou Grill on May 20tn
• A first annual K9 Walkathon was held on May 22"d at Silver View Park. The event
included a dog walk with everyone's four -legged friends, food, and a demonstration by
the Mounds View Police K9's.
■ On Earth Day, the NRO met with a neighborhood watch group and worked together to
clean Greenfield Park.
• On August 3rd the NRO organized with block Captains for the Police Department to
attend 27 block parties celebrating Night to Unite.
• On August 14tn, the NRO worked with the DNR to organize the first 4 wheeler safety
certification course held in Mounds View.
With the SBM Fire Department, the first Police vs Fire Softball Game was organized. The
Police Department came out victorious this year.
• Working with the MKG Martial Arts and other businesses of Silver View Plaza, the PD
had the first Halloween Safety Night. The Fire Department, and SWAT team attended
the event as well. Families came in costumes to learn important Halloween Safety
Advise, play games and get prizes, and meet the first responders.
• The Mounds View Police Department hosted this year's Coat Drive through the
Salvation after being last year's highest coat drive recipients. Mounds View PD won the
coat drive challenge again this year totaling 708 coats donated for the Salvation Army.
• The Mounds View PD, Police Foundation, and SBM Fire Department participated in
Heroes and Helpers this year by finding families struggling with the times and providing
them with Holiday gifts. Many of the gifts were donated by thoughtful and giving
members of the community including the Lion's Club, the Police Foundation, Abiding
Savior Church, Pinewood Elementary, Edgewood Middle School, bikes4kids, and MN
Recyclery.
The NRO also attended and helped with events including the football Combine at Irondale High
School, The Bethlehem Church Summer picnic, the Doggy Day Parade in Lake Court Drive,
Abiding Savior Church family night, Apartment Safety night together with the SBM Fire
Department, the Community Resource Fair, the Town Hall Meeting, Fire Department Open
House, Veteran's Day ceremony at Bel Rae Senior Living, and attended the Schools to teach
students about Bike Safety and Internet Safety.

Annual Report
September 2021— December 2021
Officer Boscardin began this quarter working in all three of the schools within Mounds View.
Working in all three schools at one time had challenges. One challenge was connecting with the
staff/students within each school. Officer Boscardin enjoyed being in all three schools, because
there was always something going on or a task that Officer Boscardin needed to tend to.
Officer Boscardin started each day by turning the school zone traffic lights on. Officer Boscardin
would then direct student drop off/pick at Pinewood Elementary in the morning and afternoon.
After conducting traffic control, Officer Boscardin would turn the school zone lights off and
complete a patrol around the school. During the patrol Officer Boscardin would ensure doors
were locked and check -in with students.
After Officer Boscardin completed the morning routine at Pinewood, Officer Boscardin drove to
Edgewood Middle School for sixth through eighth grade lunches. Officer Boscardin was presence
in the lunch room allowed him to connect/build relationships with students/staff, aid in the
supervision of students, and prevent physical altercations between students during the lunch
hours. Between lunches Officer Boscardin performed a patrol around the school checking
entrances and speaking with students.
Officer Boscardin participated in the Mounds View Police Departments Heroes and Helpers
outreach event. Officer Boscardin selected two families to participate in the outreach event.
Officer Boscardin obtained Christmas lists for each family member in the household. Officer
Boscardin assisted in purchasing the gifts for the families along with Officer Erickson, Officer
Dison, and Officer Le Voir. Officer Boscardin found two addition families that donated to the
Heroes and Helpers outreach event, allowing us to purchase more gifts for the families involved.
Chief Harder and Deputy Chief Zender gave NRO Erickson and Officer Boscardin the names of
two companies that donate bicycles to families in need. NRO Erickson and Officer Boscardin were
able to pick up enough bicycles for the children in each family this year.
During this school year Officer Boscardin recovered three spring loaded BB guns from Edgewood
Middle School and led the investigation. Officer Boscardin submitted his findings to the county
attorney. Officer Boscardin also investigated multiple disorderly conduct reports, harassment
reports, fights, took a few criminal sexual conduct reports, helped multiple students work
through social media drama, and assisted students in working to change their social behaviors to
be a better member of their communities.
Officer Boscardin investigated several weapons reports at Pinewood Elementary, documenting
each of them. All weapons reports were found to be unfounded. There were two gun reports and
one report of a student with an edged weapon threatening other students.
Officer Boscardin assisted in one incident at Bridges, where a student had to be put on a transport
hold. Aside from that incident staff handled all student issues. Officer Boscardin spent the last
hour of my day at bridges connecting with students, before going to Edgewood for dismissal.
Officer Boscardin looks forward to continuing his work in the schools and building more ties with
the community, students, and their families.

INV. HELLPAP FOURTH QUARTER INVESTIGATIVE HIGHLIGHTS
Inv. Hellpap has investigated 132 cases this year (35 cases this quarter).
Investigator Hellpap is still investigating the Homicide at 2583 County Rd I from August. 8
warrants have been executed on 3 addresses, 8 phones, several Facebook pages, and a number
of cell phone records. 8 cell phones have been downloaded with one still pending. Numerous
lab results are still pending.
9/22/21 Investigator Hellpap responded to t an Officer Involved Force incident. Hellpap acted
as a liaison with the BCA and assisted in securing and documenting the scene.
10/16/21. Officers took a report of a Theft of a large amount of diapers from CVS. Investigator
Hellpap was able to identify the suspect using records with her license plate. It was found she
was arrested for the same thing in another jurisdiction and some items from the Theft in
Mounds View were recovered. She was charged with Theft.
10/23/21 Investigator Hellpap investigated a missing vulnerable juvenile case where the
juvenile fled from a group home. Investigator Hellpap checked wooded areas for evidence and
made calls to numerous people over several days. He then spoke with several convenience
stores in the area and found the juvenile had contacted his mother to pick him up and she was
lying to relatives about it. His return was negotiated but charges against the biological mother
were declined.
11/28/2021 Investigator Hellpap responded to the Officer Involved Shooting incident. Hellpap
acted as a liaison between the BCA and the department and assisted as needed with the BCA
investigation.
12/1/21 Investigator Hellpap investigated a Robbery in which a female dated a male she met
online who assaulted her and stole her computers. Hellpap was able to identify the male and
contact him and negotiate the return of the computers. The suspect was very uncooperative.
Robbery charges were declined by the County Attorney and the case is pending a lower level
charging decision.
12/10/21. Investigator Hellpap investigated a 5th Degree Criminal Sexual Conduct. The juvenile
suspect was drinking underage and sexually touched a juvenile female, which Hellpap was able
to locate on surveillance video. The case is pending review by the juvenile County Attorney.
12/13/21 Investigator Hellpap is investigating a Theft and Felony Lottery Ticket Fraud in which
the suspect stole several lottery tickets and cashed the winning tickets. The suspect has not
been identified as yet.
12/21/21 Investigator Hellpap investigated a Fraud case in which the victim reported a check of
hers was cashed by an unknown person. After a subpoena was served it was determined the
transaction was a bank error and not fraudulent.
12/21/21 Investigator Hellpap is currently investigating a Fleeing Police case in which the
suspect fled from another officer during a traffic stop. Surveillance video was located and
photos of the male suspect were obtained, however, no identification has been made yet.
INVESTIGATOR BERLING FOURTH QUARTER INVESTIGATIVE HIGHLIGHTS
Since January 1, 2021 Inv. Berling investigated a total of 114 cases.
Investigator Berling retired after 16 years of service with his last day being December 9th, 2021.
With that being said, Inv. Berling's case load has been closed out or they were passed onto Inv.
Nick Erickson as the new investigator.
9/22/2021 Inv. Berling assisted in attempting to locate a male who assaulted his girlfriend and
shot a round off at the Mermaid. The male was located on the 2300 block of County Road H2.
The male shot at a Mounds View officer as well as a Ramsey County Deputy. The Ramsey
County Deputy utilized his squad and stopped the threat. The suspect later passed away. Inv.
Berling assisted MN BCA with the investigation. The investigation is active and ongoing by the
M N BCA.
10/7/2021 Inv. Berling investigated a burglary/robbery where the suspect forced his way into
an elderly lady residence. The suspect assaulted her and demanded money. The suspect
eventually fled the scene and Inv. Berling and Inv. Hellpap pursued the suspect in the
neighborhood. After speaking to neighbors in the area, the suspect was later identified. Inv.
Berling and Inv. Hellpap put together a photo lineup and the victim picked the suspect out of
the lineup. A pickup and hold was put out for the suspect and about a week later he was
arrested. The suspect was charged with two counts of 15t Degree Burglary. The suspect has
several felony convictions to include burglary simple robbery, felony theft 3rd degree assault,
and theft of a person. The suspect was also recently released from prison.
10/18/2021 Inv. Berling investigated a phone theft/fraud case where a phone was stolen and
illegally transferred money. Inv. Berling sent out subpoenas for Verizon as well as Venmo. No
suspect has been identified at this time and the case is currently inactive
10/21/2021 Inv. Berling investigated a providing false name of another case (fraud). A traffic
stop was conducted and the male driver provided a false name. After further investigation the
real identity of the driver was learned and the driver had a felony warrant and a gross
misdemeanor warrant out for his arrest. Inv. Berling sent it to the City Attorney and charged
the male with gross misdemeanor give false name of another.
10/28/2021 Inv. Berling investigated an order for protection violation. After further
investigation, the County Attorney declined the charges due to an arrangement with another
county to plead guilty to another case.
11/2/2021 Inv. Berling investigated a burglary where the suspect broke into a residence and
stole thousands of dollars of money and items. The suspect was arrested by officers shortly
after receiving the call. During the course of the investigation, money was returned to the
owner. The case was sent to the County Attorney where the suspect was charged with Felony
2nd Degree Burglary.
11/8/2021 Inv. Berling investigated a receiving stolen property/narcotics case. Officers arrested
a male in a stolen vehicle and located narcotics in the vehicle. It was also learned that during
the investigation that the suspect provided a false name. The case was sent to the County
Attorney where the case was declined. The case was then sent to the City Attorney where the
suspect was charged with give false name of another and gross misdemeanor 5th degree
controlled substance.
11/12/2022 Inv. Berling investigated a weapons arrest that stemmed from a traffic stop. A
traffic stop was conducted and during the course of the investigation, a handgun was located in
the vehicle. A magazine and ammunition were located in the suspect's pockets. Inv. Berling
discovered the suspect does not have a permit to carry a firearm. The case was sent to the City
Attorney and the suspect was formally charged with gross misdemeanor carry/possess pistol
without a permit.
11/15/2021 Inv. Berling investigated a DWI/weapons arrest. A male was arrested for DWI and
during the search incident to arrest a handgun was located on the suspect's person. Inv. Berling
discovered the suspect did not have a permit to carry a firearm. The case was sent to the City
Attorney and the suspect was formally charged with gross misdemeanor 2"d Degree DWI, 3rd
Degree DWI, gross misdemeanor carry a pistol without a permit, and misdemeanor carry a
pistol while under the influence.

2021 Year End Summary Report: Sgt. Schultes and K9 Grizz
On 1/8/21, officers responded to a possible burglary in progress on the 5000 block of
Wellington Avenue. Officers arrived and observed forced entry to the front door, and heard
someone inside breaking property. I (Sgt. Schultes) deployed K9 Grizz and positioned him on a
perimeter position outside the front door. Commands were given into the residence, and a
female surrendered and was detained without incident. K9 Grizz assisted with safely clearing
the residence, and the female was sent to a hospital on a transport hold for a mental
health/substance abuse evaluation.
On 2/19/21, 1 (Sgt. Schultes) was on proactive patrol on the 2200 block of Mounds View
Boulevard. I was checking a business under construction, and observed a male jump out of a
window and flee on foot. I gave a K9 warning but the male continued to flee. A perimeter was
set for his last known direction. The male was last seen near a running vehicle in a hotel lot
nearby. I deployed K9 Grizz on lead, and approached the vehicle. K9 Grizz stood by as a
deterrent while other officers spoke to the occupants to see if they were involved in the
incident. The male occupant was found not to be involved, but had an outstanding felony
warrant. He was taken into custody without incident and booked on the warrant. As I was
responding to the last known area of the male who fled to start a K9 track, I observed tracks in
the snow leading to a large electrical box. I also saw part of a shirt sleeve behind the box. I
gave a loud K9 warning, and K9 Grizz barked as a deterrent from our squad. The suspect
immediately surrendered and was taken into custody without incident. He was arrested and
booked on a burglary charge.
On 5/22/2021, Officer Erickson (K9 Niko), and I (Sgt. Schultes/K9 Grizz) participated in a K9
demonstration for participants in the MVPD Dog Walk-a-Thon. K9 Grizz performed
demonstrations in obedience, suspect search, apprehension from behind cover with a recall,
and an apprehension after a mock vehicle pursuit. After the demonstration, the participants
were able to meet and socialize with K9 Niko and K9 Grizz.
On 6/11/2021, RCSO squads were dispatched to the 300 block of Labore Road in Little Canada
for an unwanted person with a warrant. The male was known by deputies to have a felony
Department of Corrections warrant with a history of domestic assaults, firearms, fleeing police,
false info, obstruction, and disorderly conduct. Deputies made contact and learned the male
was likely hiding in a garage at the complex. They found the garage door to be partially blocked
and unable to be opened. A K9 was requested, so I (Sgt. Schultes) responded with K9 Grizz.
I arrived and placed K9 Grizz in a "down" position near the partially open garage door. Entry
was forced through the neighboring garage, and I made K9 announcements into the garage. K9
Grizz barked as a deterrent, and a female came out of hiding in a vehicle and surrendered.
More announcements were made into the garage while K9 Grizz barked as a deterrent. The
wanted male, who was hiding in the back seat of the vehicle eventually surrendered and was
taken into custody without further incident. The female was booked for a charge of felony
harboring a fugitive, and the male was booked on his warrant and additional new charges.
On 7/22/21, Officer Dison initiated a traffic stop after a violation occurred on the 2600 block of County
Road I. The driver was uncooperative, and eventually pushed away from Officer Dison and fled on foot.
After a short foot pursuit, Officer Dison aired the last known location of the suspect and requested back-
up squads. I (Sgt. Schultes) responded with K9 Grizz and started a perimeter to lock down the suspect.
Other responding squads checked the suspect vehicle and saw a felony amount of drugs and a large
amount of cash in plain view.
I deployed K9 Grizz on a long lead and gave several K9 announcements for the suspect to surrender.
After hearing no response, I started a track with K9 Grizz. K9 Grizz quickly began to track the suspect,
and led us to an area of thick brush near a pond. K9 Grizz alerted that he had located the suspect hiding
near the water's edge. I gave another K9 announcement in an attempt to get the suspect to surrender.
After the suspect continued to hide and not surrender, I sent K9 Grizz to locate the suspect. K9 Grizz
apprehended the suspect in the arm and pulled him out of cover. The suspect was taken into custody
and identified. He was found to have multiple outstanding felony drug warrants.
After the suspect was cleared by medics, he was booked on his outstanding warrants and felony drug
possession.
On 7/22/21, New Brighton Officer Kostohryz made a traffic stop and was attempting to identify the
driver. During his investigation, the driver fled the traffic stop in the vehicle and New Brighton Officers
initiated a vehicle pursuit. The suspect eventually crashed the vehicle in a back yard in Mounds View,
and fled on foot. I (Sgt.- Schultes) responded to the crash location and deployed K9 Grizz on lead. We
assisted with clearing the vehicle to ensure there was nobody trapped inside.
A perimeter was set by responding squads, and I started a track with K9 Grizz after making K9
announcements. After tracking the suspect a significant distance, we returned to the last known
location of the suspect. K9 Grizz pulled hard to a fence on the perimeter of a residential property. He
alerted to the presence of human odor and located the suspect hiding behind the fence. The suspect
was taken into custody without further incident, and booked for felony fleeing, DWI, providing false
information, and a felony warrant.
On 7/29/21, Officer Erickson and K9 Niko, and K9 Grizz and I (Sgt. Schultes) met with a group of first and
second grade students at Sunnyside Elementary. Officer Erickson talked to the students and teachers
about the MVPD K9 Unit and how the K9's serve the community. Both K9 teams also worked together
to give a demonstration for the group in article and drug searches, obedience, suspect search and
apprehension, and a vehicle extraction. After the demonstration, the students were able to socialize
with the K9's.
On 8/3/2021, both MVPD K9 teams visited several block parties for Nite to Unite. We answered
questions and shared information with residents about the K9 Unit, and how our K9 partners serve the
community. The adults and children in attendance were able to socialize with the K9's.
On 8/4/21, Officer Erickson and K9 Niko, and K9 Grizz and I (Sgt. Schultes) attended the Abiding Savior
Family Fun Night. We spoke to adults and children in attendance about the MVPD K9 Unit, and they
were able to socialize with the K9's.
On 8/21/21, both MVPD K9 teams gave a demonstration for the Mounds View Festival in the Park. The
K9 teams gave demonstrations in obedience, article and drug searches, suspect search, apprehension,
and a mock vehicle pursuit. The event was well attended, with at least 200 spectators there to celebrate
K9 Niko at his final Festival in the Park demonstration. After the demonstration, the attendees were
able to socialize with the K9's.
On 9/18/21, both MVPD K9 teams gave a demonstration for the Children's Organ Transplant Association
fundraiser. The K9 teams gave demonstrations in obedience, article and drug searches, suspect search,
apprehension, and a mock vehicle pursuit. After the demonstration, the attendees were able to
socialize with the K9's.
On 10/23/2021, Mounds View officers were dispatched to the 2200 block of Mounds View Boulevard for
a large fight. The caller reported that 40 people were fighting with staff in the establishment. Due to
the circumstances, I (Sgt. Schultes) arrived and deployed K9 Grizz on lead. When officers made entry, a
female was seen trying to climb over the counter to assault staff. Upon seeing officers, the group
quickly dispersed. I placed K9 Grizz in a "down" position in sight of the group until there was no longer
an immediate threat to the public or the officers. Multiple suspects were later cited and trespassed
after the investigation was completed.
In December, 2021, Sgt. Schultes and K9 Grizz completed the Tac 21 patrol certification with the
assistance of Officers Le Voir, Dison, and Aase. They were the first team to complete the new
certification program focused on officer safety and search tactics. The certification is aimed at
improving the safety of all involved parties during K9 deployments.
Additionally, K9 Grizz was deployed on numerous occasions throughout the year for building
searches and as a K9 presence to safely deescalate situations.
K9 Niko Annual Report
1-4-2021, Officers responded with K9 Niko to assist New Brighton PD on the 500 block of County Road D
for an alarm call. Officers arrived and found forced entry to the rear service door to the business.
Officers searched the business with the K9. No one was located in the business and it appeared that
nothing was out of sorts in the business.
On 1-21-2021, Officer responded with K9 Niko to search the woodland area of Greenfield Park for an
alleged homeless encampment. Searched the area with K9 Niko but tent/shelter was not located.
On 2-8-2021, Officers responded with K9 Niko to the area of County Road H and Old Highway 8 to assist
with a search of an object discarded from the suspect vehicle after a pursuit.
On 2-10-2021, Officers were called to Cornell Drive for a burglary in progress where the suspect kicked
open the door and attempted to make entry. Officers cleared the house with K9 Niko but the suspect
was not located inside.
On 2-24-2021, Officers were called to the 5000 block of Wellington Ave for a felony warrant arrest
attempt. K9 Niko assisted with making the arrest.
On 4-8-2021, Officers responded with Mounds View Police K9 Niko to the area of Cleveland Ave and
County Road C to assist the Roseville PD with a domestic assault suspect that fled on foot. While
responding in the area, a Roseville Officer aired over the radio that he located the male sitting in front of
a building north of County Road C. Officers arrived at the location with K9 Niko and deployed him as an
arrest assist. The subject surrendered and was placed in custody without incident.
On 4-8-2021, K9 Niko was requested to respond to the area of Cleveland Ave and County Road C to
assist the Roseville PD with a domestic assault suspect that fled on foot. K9 Niko responded and the
suspect was located in front of a business on County Road C. The subject surrendered and was placed in
custody without incident.
On 5-6-2021, the ATF conducted a search warrant of a house on the 2200 block of County Road H2. K9
Niko responded for a narcotics sniff of the house.
On 5-10-2021, Officers were called to the 5000 block of Longview Drive for a burglary. The window of
the house was found broken out. K9 Niko assisted as officers cleared out the house and a male was
located inside.
On 6-2-2021, Officers responded to the 8000 block of Pleasant View Drive to assist an out of state
agency with a search warrant at the address. The subject was suspected of murder. K9 Niko assisted as
the warrant was served and the subject was detained without incident and officers safely cleared the
house.
On 6-17-2021, K9 Niko was called to assist NBPD with a K9 Drug sniff of an apartment.
On 9-21-2021, K9 Niko was used to search for evidence used in reckless discharge of a firearm. A shell
casing was located.
K9 Niko had 18 meet and greet events. The public had a chance to meet with K9 Niko and learn about
the usage for police K9's.
Niko was officially retired on Dec. 15th, 2021, thank you for your service Niko, well done!

Officer Dison is meeting expected goals with her activity level. She had 11
DWIs even though she was utilized to work the streets periodically due
staffing issues. Officer Dison is one of the leaders in DAR/DAS/DAC as well as
speeding citations.
Mounds View PD Reserve Unit 2021 Annual Report
The Mounds View Police Reserve unit was established at the end of 2018. The mission of
the reserve unit is to utilize non -sworn volunteers to assist sworn police officers with low risk
daily activities, help with community outreach events, and be an on call reserve element in
emergencies. A secondary objective is to identify potential candidates for open sworn police
officer positions. Reserve Officer McNair completed a 150 hour internship with our police
department at the beginning of the year. Reserve Officers Quasabart and McNair were hired by
other agencies (Shakopee PD and Fridley PD respectively). Reserve Officer Traczyk was
recognized at our awards banquet with a community service award for his efforts with the Coat
Drive. Reserve Officer Sill decided he was changing career paths and left our unit. Recruiting
reserves this year has been difficult much like recruiting police officers has been. Only one
reserve (Jose Pabon) was added to our roster in 2021.

Introduction:
The Police Department had a retirement effective December 9, 2021, which opened a Police
Officer position. Resolution 9500 passed on November 22, 2021, allowing staff to begin the
recruitment process for a Police Officer.
Discussion:
Staff conducted a recruitment process for the Police Officer position. The advertisement was
posted on the Minnesota POST Board, the International Association of Chiefs of Police, the
National Minority Update, Police1.com, multiple colleges for interested alumni, the League of
Minnesota Cities, and the City's website and social media. Staff received 12 application packets
by the deadline and 9 candidates were invited to interview with Police Department personnel and
the Human Resources Director.
Nina Garcia was selected to advance in the hiring process. Nina Garcia successfully passed the
oral board examination, Chief's interview, physical agility testing, police background investigation,
pre -employment physical, and required psychological evaluation. Nina Garcia has three and a
half years' experience as a Minnesota State Trooper. Staff is requesting to begin employment of
Nina Garcia as a Police Officer on March 14, 2022 at the starting wage of 90% top patrol rate.

Groveland Park Shelter Building
Background:
Groveland Park shelter building was constructed in 2005, the current furnace is original
and over the years only minor repairs have been necessary. Staff has performed routine
maintenance and in 2019 the Council approved the contract with Architect Mechanical to
perform semi-annual checks on the furnaces in the Park Buildings.
Discussion:
In February of 2022 the furnace began to have issues preventing it to operate correctly;
Architect Mechanical serviced the furnace but was not able to get the unit functioning
again; the unit was beyond its useful life. (At this time the unit is not operating and building
rentals have been suspended.)
Staff obtained two proposals to replace the furnace:
Trane Building Services/Kraft $ 11,037.00
Architect Mechanical $ 9,980.00
On February 24, 2022, the Parks, Recreation and Forestry Commission was informed of
the required furnace replacement and the costs to be funded from 451-4470-7050.
Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
Financial Impact: No Financial Impact to the 2022 budget will be required as the Park
Dedication Fund, 451-4470-7050 includes $236,553.00.
Recommendation:
Staff recommends the proposal from Architect Mechanical Inc. of St. Anthony MN to
replace the furnace at the Groveland Park Shelter Building at a cost of $9,980.00. Staff
also recommends Council approve a 5% contingency of $499.00 for any unforeseen
issues that may arise during the installation, all to be funded from account 451-4470-
7050.

View, Ramsey County, Minnesota as follows:
1. Approves the quote from Architect Mechanical Inc. of St. Anthony MN to
replace the furnace at the Groveland Park Shelter Building at a cost of
$9,980.00 to be funded from account 451-4470-7050, Park Dedication Fund.
2. Staff also recommends a 5% contingency of $499.00 for any unforeseen issues
that may arise.
3. The Director of Public Works is hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this
resolution.
4. The Mayor and City Administrator, Staff and consultants are hereby authorized
and directed to take any and all additional steps and actions necessary or
convenient in order to accomplish the intent of this Resolution.

Background:
Granite Inliner LLC, submitted the lowest responsible bid and was awarded construction for
the 2021 Sanitary Sewer Rehabilitation Project-CIPP. Granite Inliner performed construction
for the project during fall 2021, and was substantially complete on December 15, 2021 — the
date that the one-year warrantee period begins.
A punch list was prepared after substantial completion in reviewing all post liner videos
before project close-out. Granite Inliner LLC, completed these items and has met all
requirements of the contract documents in a satisfactory manner.
The City has been withholding final payment to Granite Inliner pending completion of the
punch list and other close-out requirements. The following is a summary of the final
construction costs:
The remaining payment amount owed to Granite Inliner is for $49,999.55
The City Council is being asked to approve the final payment to Granite Inliner LLC, in the
amount of $49,999.95
Recommendation:
Public Works (and Stantec Consulting Services) recommend the Council adopt the attached
Resolution to accept the construction work and final payment of $49,999.95 for the 2021
Sanitary Sewer Rehabilitation Project-CIPP. Granite Inliner LLC and their subcontractors
have submitted IC-134 forms (as required for project close-out).

WHEREAS, the City Council approved the 2021 Sanitary Sewer Rehabilitation
Project — CIPP (cured -in -place -pipe) and awarded the project to Granite Inliner LLC, of
Hugo. MN; and
WHEREAS, Granite Inliner LLC. completed all project construction and met all other
contract requirements for the project with the substantial completion date of December 15,
2021 and a final construction cost of $471,373.00 and
WHEREAS, Staff and its engineering consultant, Stantec Consulting Services,
recommend accepting the completed construction work and issuing final payment for
$49,999,55 to Granite Inliner LLC.; and
WHEREAS, Granite Inliner LLC, has submitted the final paper work and all close out
paper work as required.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. Accepts work completed under the contract between the City and Granite Inliner LLC,
for the 2021 Sanitary Sewer Rehabilitation project-CIPP.
2. The Finance Director is authorized to issue final payment for $49,999.95 to Granite
Inliner LLC, for completing construction of the project.
3. Staff will release the final check after all necessary final paper work according to the

Rehabilitation
Background:
The City established a maintenance program whereby well, pump, and motors for municipal
wells are inspected and rehabilitated on a seven-year cycle. A longer period of eleven years
was attempted but was too lengthy in order to identify minor problems and correct them
before they became major issues. Municipal Well No. 3 had rehabilitation in 2012 and as
part of the Water Treatment Rehabilitation Project was included in the overall budget.
Discussion:
Staff prepared plans and specifications in-house and solicited quotes from qualified well
contractors. The quote proposal included a base schedule and basic work items (items that
will be performed for the project). Additionally, an alternate schedule was also included to
solicit prices for advanced work items (work that might be required after inspection of the
well and well components).
A request for quote went to seven (7) qualified well contractors; four (4) submitted quotes:

Rehabilitation for Municipal Well No. 3 has been included in the Water Treatment
Rehabilitation Project, and in the adopted 2022 budget in the amount of $80,000.00 for Well
rehabilitation of wells 5 & 6, and funded under the water enterprise fund (700-4823-7050).
If awarded, Mineral Service Plus LLC., will begin scheduling the well rehabilitation work in
conjunction with MBI, the general contractor for the Water Treatment Rehabilitation Project
at the main Water Treatment Plant. The contract documents require that the work be
completed by June 27, 2022.

additional work resulting from unknown conditions discovered during the rehabilitation. The
total budget for well rehabilitation is not to exceed $55,020.00. All contingency funding
would require pre -approval by the Public Works Director following the purchasing policy
adopted be the City Council.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The quote proposal for $45,850.00 submitted by Mineral Service Plus LLC., from
Green Isle, Minnesota for Municipal Well No. 3 rehabilitation (City Project No.
2022-0002) is hereby approved.
2. City Staff is authorized to prepare a construction contract agreement between the
City of Mounds View and Mineral Service Plus for $45,850.00.
3. The Director of Public Works is authorized to make approvals related to quantity
over -runs or additional work resulting from unknown conditions discovered during
well rehabilitation up to a combined total of $9,170.00 (20% contingency) on
behalf of the City Council.
