The project includes two twin -homes, and one tri-plex. A revised sketch plan was submitted March 3rd. Staff has not had sufficient time to review, prior to Council packets going out on March 3ra Discussion: The intent of a Sketch Plan is for the City Council/Planning Commission to provide comments to the developer prior to the applicant incurring costs of preparing a preliminary plat. Comments are non -binding. Lon Lake Rd3 Side 100'+ 10, 10, Rear 100'+ 30' 30' If the project is (3) twin -homes, then zoning can be R-2 or R-3. There is no difference between the two, if twin -homes. If zoned R-3, then the project could include two twin homes and one tri-plex (7 units), attached townhomes (6 units), detached townhomes (6 units), or apartments (6 units). A Conditional Use Permit (CUP) is required for anything more than twin -homes. In the R-3 district; if twin -home, then 6,250 sq ft p/unit. If townhouse, then 6,500 sq ff p/unit. If Multi -family, then 2,500 sq ft p/unit. Example; (2) twin -homes = 25,000 sq ft lot area, + (1) three unit townhome = 19,500 sq ft (44,500 sq ft). The property is deficient by about 44 sq ft, requiring a Variance. This may change once a survey is completed. Density allows 7 units (44,544 sq ft - 6,250 sq ft p/unit = 7.13 units). If R-2, then six units e.g. 3 twin -homes). If R-3, then seven units (e.g. 2 twin homes & possibly 1 tri-plex). Mounds View City Code 160.055(C)(1) (Yard Requirements); Where principal buildings in existence on lots within the same block on the same side of the street have front yard setbacks different from those required, the minimum front yard setbackfor any new principal buildings shall be the minimum frontyard setback in existence for any one lot. In no case shall the front yard setback be less than 30 feet. For purposes of this division (C)(1), a BLOCK shall be defined as that group of lots lying along a street between the two closest intersecting streets; except that, where the length of the street frontage between the two intersecting streets is greater than 1,400 feet, the block shall be the lots within 650 feet on either side of the lot in question, or to an intersecting street whichever is less. Item 01 Page 2 of 4 Other: • The project is on two county roads. The County will allow one access, minimum of 200' from the intersection. The project will need one driveway serving all units. • If driveway access is on Co Rd I, it will require permission to cross St Paul Board of Water land (owns 30' between road and subject property). • Lot is heavily wooded. City Code encourages (but does not require) preservation of significant and specimen trees. A tree plan is required.' • Requires; (1) Zoning Map amendment (rezoning), (2) Comprehensive Plan amendment, (3) subdivision (including watershed permit); (4) CUP for multi -family. Strategic Plan Strategy/Goal: Continue BR&E program, maximize utilization of development space and current list of available sites, encourage land owners to maintain their properties, & consider residential redevelopment. Financial Impact: N/A Planning Commission Recommendation: The Planning Commission reviewed the sketch plan (three twin -homes) at their March 2, 2022 meeting. There was discussion of similar twin -home and townhome projects in Mounds View with shared driveways. Some discussion on changing the positioning of the buildings. After the Commission's meeting, the developer revised the sketch plan (attached). Staff Recommendation: Staff requests that City Council members provide feedback regarding the sketch plan, and their expectations for the development. The north side of County Road I is a mixture of single-family, twin -homes (two units on one lot), and attached townhomes (two units on two lots). Twin -homes is consistent with the corridor. In order for staff to have time to include any Strategic Planning initiatives & capital expenditures into the 2023 Budget & CIP process the timing of completing the Strategic Plan update ideally should be updated by the April -June timeframe. Discussion: Each Council person was interviewed and asked a series of questions as it relates to the Strategic Plan update. Those responses were combined into one draft document. Many categories had two or more of the same or similar responses. For simplicity, duplicated responses were reduced to one main statement. The Draft 2023-25 Strategic Plan is attached for your review. Strategic Plan Strategy/Goal: Complete the "What We Want" section of the 2023-25 Strategic Plan. 1) Notice, the highlighted areas in the "What We Want" section. Specifically, the Themes, Vision Statements, and Strategies. These are the areas staff would like the Council to focus on. When looking at the highlighted areas look for anything that is missing or needs to be deleted or edited in any way. 2) Once the Council has agreed on any edits, the next objective is for the Council to prioritize those responses. Many of the Major Themes and Objectives/Goals were very similar if not the same as the last Strategic Plan. However, the order of priority has changed. 3) Time permitting, the Council to offer any insights/edits to the "How We Get What We Want" section. Financial Impact: Much of the Strategic Plan will require capital resources in order to successfully plan, implement, and successfully complete the overall Vision and Mission of the City. An overview of the main expenditures can be found in the "How We Get What We Want" section. This highlights the main Goals, Strategies, and Vision Statements for the 2023-25 Strategic Plan. Recommendation: Complete the "What We Want" section, then time permitting, complete the "How We Get What We Want" section.
