Maintenance Staff worked on the following items this last month: • Final leaf pick up/mulching • Prepare both Hillview and Lambert Hockey rinks for winter season • Trimming of various trees • Flood all rinks • Planted trees at Oakwood Park • Winterize summer equipment Forestry Staff worked on the following items this last month: • Meet with tree contractor for cost estimate on last few residential trees • Schedule tree removals with contractors The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey county will be clearing the ditch along County Rd I and Silver Lake Road starting in August, hoping it is dryer by then. • Eagle Scout will start on July 1 with the installation of the T boxes, Public Works Staff started to remove some of the stumps, spread chips and prep T box sites • Eagle Scout has completed the t — boxes, staff is working to move the baskets and complete the wood chipping the trails, current plan is to have the course open beginning of September. • Staff completed installing the baskets and finished wood chipping the trails, signs will be added when they arrive from the vendor. Course will be ready to be opened Sept 1, 2017 • Disc Golf Signs need to be installed — have not been delivered — checking on status • Ramsey County started tree removal along County Road I and Silver View Road in order to re -profile the draining ditch on the North and West side of the park. Public Works Staff has received numerous calls with concerns and complaints on the tree removal. • Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. Public Works Staff Report Random Park: Building Renovation: • Staff is obtaining quotes for new tables, coat rack has been ordered. • Contractor has been given the notice to proceed with the restoration of the basketball co u rt. • Contractor has started the work on the basketball court, old paint removed, low areas filled and cracks sealed. Rainy weather is slowing progress. • Staff will be painting later this summer, early fall. • Basket Ball Court is completed • Staff continued painting exterior of shelter building, East side needs to be completed in 2018. • Table's selection made and ordered. • Vandalism of front entry — discussion tonight. City Hall Campus: Irrigation & Landscaping Improvements: • The CHPTF task force was created and meet to discuss the campus, the task force will be meeting and bring information forward at a future PRF Commission Meeting, To be discussed tonight. • City Council discussed at the July 17 work session, plans are still to move forward with construction in 2018. • Playground equipment was approved and ordered. • Received Splash Pad plans, contractor currently reviewing for installation costs. • Discussion tonight - continue vision planning Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • acope: Evaluation, design, and binding documents for option selected, to be constructed in 2016. • Budget: $15,000 (Park Dedication Fund). • Staff has received proposal to evaluate all the courts for a total of $3,000. This will be brought forward to the City Council for approval. • Council needs to approve going out for plans, specifications and quotes. Staff brining to the November 27, 2017 Council meetina. • Fred Kolkman working on plans and specs, a couple questions have been asked will be discussed tonight. 2/3 Public Works Staff Report Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re -profiling and repair of Anoka -Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • RCWD has the goal of completing this project this year, but may wait until colder weather for work to commence. • Staff has been trying to get an updated timeline for the project from RCWD • Staff meet with RCWD to clarify scope of work. Tree removals in along the ditch will likely be required to allow equipment access. RCWD will need to coordinate the stabilization of the bank after removals. Staff stated they will need to provide some cover near the parking lot. No scheduled start date. No updates at this time • Council Approve going out for plans, specifications and quotes at the November 27, 2017 Council meeting • Scheduling meeting with RCWD for ARJD#1 project, meeting date and time still in progress. Hillview Park: • City Council approved the proposal to expand the hockey rink, work will start later this summer/early fall. • Staff removed the West end hockey boards and asphalt surface in preparation of the rink expansion. • Contractor started the expansion of the rink new posts have been installed and chain link fence on the top. • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Base to be completed in 2018. Other: MCES Sewer Interceptor Project: Metropolitan Council Environmental Services is planning to III piuvC d iaiyc uiameter sewer pipe at the northwest corner of Quincy and Hillview. MCES is finalizing construction plans and have been reviewed by engineering division, comments returned to MCES. MCES still planning on a 2015 project. Some trees have been tagged in order to be transplanted in other City Parks. Project still scheduled to start later this spring. The work on the meter station at the intersection of Quincy and Hillview has been delayed due to heavy rains and flooding in September. Contractor is having to clean out the interceptor again due to heavy sediment deposits in the line. Work will continue through the winter. A December closure of Quincy Street to the north of Hillview is anticipated and is be required to complete Project is nearly completed. Staff met with MCES to coordinate the installation of trail and planting of trees as part of the restoration. A cooperative layout and tree location is being coordinated between Mounds View and MCES. Working with MCES for final restoration of the southeast corner of the park. This project has been completed and restoration of the area is almost finished, trees are planted, hydro seeding done. City contractor continues to restore the area used for street project. City contractor has restore areas used for bone yard. MCES will potentially need to gain access to the site again, they are having some issues with a flume that was installed. APPROVAL OF AGENDA — Add 8 d, Elect Chair - unanimous 4. APPROVAL OF MINUTES A. November 16, 2017 approved 5-0-1 5. PUBLIC INPUT - None 6. STAFF REPORTS A. YMCA — Winter Registration now open, Dale had a question about the rise in revenue, this was because of rise in participation in Summer programs, sports leagues, and classes, looking forward to advanced basketball training. See attached B. Public Works / Forestry — Sent messages to homeowners who have diseased trees. Working on getting a temporary Forester — See Attached 7. UNFINISHED BUSINESS A. Forestry — City Parks, and Green Spaces — General discussion on inclusion of IAS and references to ordinances. 8. NEW BUSINESS: A. Greenfield / Groveland tennis courts — Received specs for courts, Going to open for bids, decided no need for sidewalks or special holes and poles for pickleball. B. Random Park — Vandalism Repairs — Glass broken in tall window next to door, decided to have replaced with '/2 wall built to match and smaller window. C. City Hall Park — Discussion on what to do with the area that is now the playground after new playground is built. The conclusion was to just put grass there for now, and take a look at it on the May Park Tour. D. Elect Chair — Gerald Arel agreed to be chair for 2018 and he appointed Rundle to Vice Chair and Cindy will continue as secretary. 9. COMMISSIONER REPORTS — John noted that the sidewalk on the north side of Mounds View Boulevard will be extended to the new apartments being built between Groveland and Spring Lake Road. The city is looking at extending the sidewalk on the south side from CVS to Knollwood. Gerald noted there will be a presentation for Dave Long at the Jan 8t" City Council Meeting at 6:30.
