Elevator Pitch: The City of Mounds View is a third ring suburb
of diverse residents with a population of 13,378 located 10
miles north of Minneapolis and St. Paul in Ramsey County and
surrounded by the Cities of Blaine, Arden Hills, Shoreview, New
Brighton, Fridley, and Spring Lake Park. We are known for our
large residential lots, mature, trees, medical companies, and
excellent school district.

Goal: Increase enforcement and responsiveness to drugs, traffic, code violations, and petty
crimes.
Completed:
1.VCET continued to make major narcotics arrests (including federal charges)
2.Officers continue to enforce traffic laws by conducting traffic stops, arrests, and
citations and enforcement details through the Ramsey County Traffic Safety Initiative
3.Officer Dison continues to serve as the DWI Officer conducting proactive traffic
enforcement and bike patrols
4.A second radar sign has been purchased and has been deployed in various areas
throughout the city

Item Title/Subject: Park Dedication Fees – Specific to Commercial/Multi-Family
Introduction:
Does the City Council have a desire to reduce Park Dedication Fees for multi-family and
commercial/industiral developments?
Discussion:
In recent months, Park Dedication Fees deterred one commercial subdivision from moving
forward (FedTech), and Sewer Availability Charges (SAC) nearly delayed another project
(Kusina). During the June Work Session, the City Council’s consensus was to only use Tax
Increment Financing (TIF) as a last resort to subsidize development. TIF was most recently
used to subsidize The Villas of Mounds View ($1,770,000), which paid $420,000 in Park
Dedication Fees,1 $358,000 in building permit fees, and $48,000 reimbursing the City for
attorney/engineering review (about $826,000 in total fees). Staff is requesting direction if the
City Council would consider other subsidies, such as reducing development fees to spur
development. Development Fees include; application fees, park dedication fees, permit fees,
and reimbursement for City consultants. This discussion is specific to Park Dedication Fees.
Under Minnesota Statute, the Park Dedication Fee (or land dedication) …“must bear a rough
proportionality to the need created by the proposed subdivision or the development.” 2 This
“need” is based on the City’s 5-year Financial Plan, and the Comprehensive Plan.3 In other
terms, what additional strain (additional users) will the development add to the parks system?
Park Dedication Fees shall be used for park facilities, not operations & maintenance. In the
past five years, Fees funded $495,100 in improvements to the Splash Pad, Silver View Park
(shelter improvements), Random Park (new playground), and Lambert Park (hockey rink).
Mounds View’s Park Dedication Fee is $3,500 per residential unit, and up to 10% of the
Estimated Market Value (EMV) of land for non-residential subdivisions. The City of Roseville
maintains an annual survey of Park Dedication Fees (attached). Some cities charge a flat fee,
while others’ are based on the size (acres) or a percentage of land value.

Continue BR&E program, maximize utilization of development space and current list of available
sites, encourage land owners to maintain their properties, & consider residential redevelopment.
Financial Impact:
A reduction in Park Dedication Fees will result in delayed park projects, unless another funding
source is identified (e.g. increase property tax levy, increase park dedication fee for other
developments).
Recommendation:
Staff requests direction if Park Dedication Fees should be reduced for multi-family, and/or
commercial subdivisions, or otherwise studied in preparation for the 2023 Fee Schedule.

EDUCATIONAL FOUNDATION
GIVING BACK
Our founder and CEO, Michael J. Levitt has embedded in
our corporate culture a deep commitment to “giving back.”
Foremost in this effort is enhancing educational opportu-
nities for residents in our affordable and military housing
communities.
Scholarship recipients receive grants ranging from $1,000
to $10,000, which can be used toward educational expenses
at any accredited college, university, or vocational training
school in the nation. Scholarships are awarded annually,
and students may reapply each year of their education for
continuing grants.
Since its founding in 1991, The Michaels Organization
Educational Foundation has helped many high achieving, but
economically disadvantaged students achieve their dreams
of higher education, including many nontraditional and older
students, who never had a chance earlier in life to go to
college or vocational school.
The scholarships have made it possible for them to earn
their degrees, advance their careers, and improve the
economic circumstances for themselves and their families.
Foundation funds are raised through the financial support
of corporations, companies, families, private trusts and
individuals known throughout the Michaels business
network. Michael Levitt and his wife Pat Levitt contribute $2
for every dollar raised by the Foundation.

THE HOLIDAY TOY DRIVE
THE SPIRIT OF GIVING
The Michaels Organization’s mission to lift lives goes
beyond providing beautiful housing to our residents.
Among Michaels’ resident-based initiatives is the annual
Holiday Toy Drive.
In 1993, the Michaels Holiday Toy Drive was originally
suggested by administrative employees in the
management division who wanted to bring holiday cheer
to as many Michaels families as possible. Since then, the
Toy Drive has grown each year and is only made possible
by voluntary, generous contributions from Michaels
teammates. Every year, sites around the country sign up
for the holiday toy drive and Michaels employees volunteer
to provide toys for the families-- and each year, every
family who has signed up has been sponsored.
Since its inception, the Toy Drive has grown inordinately
and has become one of Michaels’ most successful
initiatives for lifting the lives of our residents. From 2012 to
2021 alone, the number of families and children served has
more than doubled, and the program is expected to be a
continued success for years to come

As President of Michaels Management at The Michaels
Organization, Kimberlee leads property management functions for
all of the company’s affordable, military and student/market-rate
communities.
Kimberlee joined The Michael’s Organization as Vice President for the West Coast
Portfolio in December of 2009. Her responsibilities included acquisitions and operations.
Kimberlee was named President of Management, Affordable in Fall of 2015. She has had
responsibility for a portfolio of more than 50,000 units across 375 properties in 35 states,
the District of Columbia, and the U.S. Virgin Islands. The Michaels Organization has been
an Accredited Management Organization since 1983, and has 40 years of expertise in
managing public, section 8 and tax credit housing as well as mixed -income, and market-
rate housing. In both 2017 and 2019, Michaels was named the Property Management
Firm of the Year by the National Association of Home Builders.
Kimberlee brings over 30 years of management experience to the Michaels team. She
has worked for numerous large national companies to include: Balcor, AIMCO, and Equity
Residential. Her Property Management experience is diverse and includes market rate,
lease up / acquisitions, Military Housing and Tax Credit, as well as HUD and USDA
Affordable Housing.
Kimberlee has served as The Colorado Springs Association President for three terms and
also as a Colorado State Legislative delegate to the National Association Fellows
Program.
Kimberlee Schreiber
President, Management
Don is the Executive Vice President of Michaels Management. His
responsibilities include oversight of the financial management and
reporting requirements for all of the communities that Michaels
manages, as well as oversight of Michaels Management’s
corporate financial accounting. In addition, he is also responsible
for the financial management of several of the associated entities
including the employee retirement plan, employee health plans and
The Michaels Organization Educational Foundation.
Mr. Miller was promoted to the role of Executive Vice President in January of 2017 after
having served as Senior Vice President of Accounting since March 2014. Mr. Miller
assists and supports the President, coordinating special projects such as the conversion
to RealPage, and serves as second-in-command in the event of the President’s absence.
Mr. Miller oversees a staff of approximately 60 professionals who provide accounting,
billing, accounts payable and cash management support.
Mr. Miller joined The Michaels Organization in 1994 as a Regional Accounting Manager,
after having worked for a CPA firm that specialized in providing services to the affordable
housing industry. Mr. Miller continued working in various roles in financial management at
Michaels until 2003, when he took a position as an Operational Vice President. In 2011,
Mr. Miller took a position as a Vice President where he was responsible for assisting i n the
underwriting and modeling of tax credit syndications as well as asset management and
investor reporting.
Mr. Miller holds a Bachelor of Science in Business/Accounting (cum laude) from the
University of Pittsburgh and a Master of Science in Taxation from Temple University. He is
licensed as a Certified Public Accountant in New Jersey and also holds Real Estate
Broker licenses in 7 states.
Donald Miller, Jr.
Executive Vice President, Management
As Executive Vice President of Affordable Operations, Mr. Williams
has primary oversight responsibility for the Michaels affordable
portfolio, which includes affordable and workforce housing
communities located in urban centers, the suburbs, and rural areas
from coast to coast. Michaels is the largest private sector owner of
affordable housing in the country, and provides management for its
own portfolio, as well as fee-management services to other owners
and non-profit organizations. Mr. Williams reports directly to the
President of Michaels Management, and leads a team of Senior
Vice Presidents and Regional Vice Presidents.
Mr. Williams joined The Michaels Organization in 2005 as a Regional Property Manager.
He was promoted to Regional Vice President in 2012, and to Senior Vice President in
2017. He was named Executive Vice President in 2022.
Prior to joining The Michaels Organization in 2004, Roger spent 14 years at two other
property management companies. He holds a Bachelor’s of Science in Business
Administration from Kutztown University of Pennsylvania. Roger holds a real estate
license from the state of New Jersey.
Roger Williams
Executive Vice President, Management
As Senior Vice President of Operations for Student Living, Cheree's
responsibilities include developing operational efficiencies
throughout the company's portfolio, including student, market-rate,
and affordable housing. She directs the company's Regional Vice
Presidents and Regional Property Managers in the process of
acquisitions, dispositions, rehabs, lease-ups, maximizing income,
expense control, and staff development.
Cheree joined Michaels Management in 2015 as a Regional Manager and was promoted
to Regional Vice President in 2019. Prior to joining Michaels, Cheree held positions at
Greystar and Campus Apartments where she oversaw the daily operations of over 20
communities. A recognized industry leader and mentor, Cheree brings 25 years of
experience and expertise in all class types from new development, luxury, market -rate,
and student housing.
Throughout her career, she has been responsible for overseeing 30,000 apartment
homes, where she developed strategic initiatives to ensure goals and objectives were
achieved. Cheree is dedicated to producing bottom -line results, fostering relationships
with clients, and building productive operational teams.
Cheree studied at The University of Oklahoma, where she graduated with a Bachelor of
Arts Degree.
Cheree Lujan
Senior Vice President, Operations
Brandon Hegland serves as a Vice President of National Marketing
and Leasing in Camden, NJ for The Michaels Organization. He is
responsible for implementing and monitoring effective leasing and
marketing strategies that align with the business needs of each
management portfolio.
With over 24 years in multifamily management, Brandon Hegland has supervised the
construction and lease-up of 17 market, affordable, condo, and commercial properties and
has extensive experience working in partnership with development teams. He has
supervised the renovation of five acquisition rehab communities and is an expert in
marketing, managing, and completing ground up lease-ups, rehab projects, stabilizing
completed developments, and facilities. Past roles include apartment owner/operator,
founder/operator of a successful real estate marketing and relocation company, and
regional property manager. His current role gives him complete oversight of marketing
initiatives and leasing strategies from the concepts phase to final implementation for
market rate, student, military, and affordable housing.
Brandon served as an Army staff sergeant for 10 years including a combat tour in Iraq,
volunteers as a coach of little league athletics whenever possible, is an avid outdoorsman,
an IREM CPM Candidate, and is a member of the National Apartment Association faculty
currently serving as an advanced instructor for the NAA Education Institute.
Brandon Hegland
Vice President of National Marketing and Leasing
Aaron Richards is the Vice President of Administration for The
Michaels Organization, overseeing program compliance,
government affairs, policies & procedures, internal auditing and
504/Fair Housing matters. Prior to June 2016, he was the Assistant
Vice President in Michaels’ West Coast Division.
Aaron Richards joined The Michaels Organization in October 2010 after thirteen years
with The PAM Companies where he served as an Operations Specialist, Associate
Director of Operations, Director of Operations, Executive Analyst & Vice President of
Administrative Affairs. Previously he was with The Loewen Group International and a
faculty member at Treasure Valley Community College (Ontario, Oregon). He graduated
magna cum laude from BYU in 1993 as an inductee of the Phi Kappa Phi, Pi Kappa
Lambda & Golden Key collegiate honor societies.

General Resident Background Check
As part of our leasing application process, Michaels Management requires a criminal
background check for residential candidates and evaluates minimum income requirements.
Michaels follows and adheres to local, state and federal law requirements. Minimum income
requirements are typically two to two and half times the rent, contingent upon various factors
such as, whether utilities are included with the rent.

The Michaels Organization requires a background check and drug screening for all
candidates offered employment, and current employees, where applicable, as part of the
process of evaluating their qualifications and suitability for a position. A background check

transfer, to include a: Social Security Trace, Criminal Background Check and National Sex

Introduction:
Staff is seeking convenient ways for candidates to apply for employment opportunities at the City. With the addition
of the Parks and Recreation Department in 2021, and vacancies that naturally occur, positions are constantly
posted for recruitment. Presently the City has six (6) vacancies open.
Discussion:
Currently when a candidate attempts to apply for a position with the City, there are multiple steps involved. After
receiving candidate information, staff reviews, meets with supervisors, schedules interviews with qualified
candidates, and other administrative details follow.
NEOGOV offers an online recruit system which will save candidates time when completing their application
process. The system has the ability to score applications and notify candidates if they are moving along in the
hiring process.
Staff will present a visual display on the current City applicant process and a neighboring City’s NEOGOV process.
The HR Committee had an opportunity to view the NEOGOV Recruit product.
FINANCIAL IMPACT: If the City signs with NEOGOV for two (2) years, they will give us the first year at 50%
off. First year $4,954, plus $1,750 set up fee; Second year $9,908. Total cost = $16,612
If Council has consensus, staff will prepare a Resolution for consideration at an upcoming City Council meeting.
