9 A. Authorize Staff to Allow for the Posting of Two Facilities Maintenance
10 Positions within the Parks and Recreation Department.

12 City Administrator Zikmund requested the Council make a motion to allow for the posting of
13 two facilities maintenance positions within the Parks and Recreation Department.

16 Facilities Maintenance Positions within the Parks and Recreation Department.

23 City Administrator Zikmund requested the Council approve the Employee Health Benefits Poole
24 Membership Agreement and Bylaws due to a name change as Sourcewell has changed its name
25 to Better Health Collective.

33 A. Reports of Mayor and Council.

35 Council Member Cermak reported the Police Foundation would be meeting on Tuesday, August
36 9 at Random Park at 5:30 p.m. She explained the group would be finalizing plans for Festival in
37 the Park. She stated on Saturday, August 13 the Police Foundation would be hosting a brat sale
38 at Von Hanson's Meats in North Oaks from 11:00 a.m. to 3:00 p.m.

40 Council Member Meehlhause stated he would be attending three convention bureau (Twin Cities
41 Gateway) meetings over the next two weeks. He commented on the Smith Travel Research
42 Report noting June was a great month for hotels in Mounds View as well as all member cities.
43 He explained Twin Cities Gateway had the highest occupancy rate in the Twin Cities, the State
44 of Minnesota, and throughout the entire United States for the month of June. He anticipated July
45 would be another great month for Twin Cities Gateway.

2 Mayor Pro-Tem Hull explained Mayor Mueller was on vacation this week.

4 Mayor Pro-Tem Hull reported he attended Night To Unite on August 2 with the City
5 Administrator. He thanked everyone who turned out to attend local neighborhood events.

7 Council Member Cermak encouraged all residents to vote in the Primary Election on Tuesday,
8 August 9.

10 B. Reports of Staff.

12 Finance Director Beer reported the City would be receiving $850,000 in LGA in 2023.
13
14 City Administrator Zikmund discussed the power outages that occurred last week noting a fiber
15 line was cut in Roseville. He noted inter -City phone service has since been restored.
16
17 City Administrator Zikmund commented on the complaints staff had addressed that were raised
18 at Night To Unite events.
19
20 City Administrator Zikmund reported Water Treatment Plant #1 was operational.
21
22 Sherry Gunn, 5485 Landmark Circle, invited the public to attend Festival in the Park noting
23 events were being held on Friday, August 19 and Saturday, August 20.

2022 2nd QUARTER REPORT
2022 2nd QUARTER SYNOPSIS
The officers of the Mounds View Police Department continue their balance of answering 911
calls, proactive enforcement, and community outreach, to the citizens of Mounds View.
Mounds View Officers answered 3026 calls for service, made 103 arrests, wrote 273 citations,
and conducted 798 traffic stops in the second quarter of 2022. ❑ur VCET (Violent Crimes
Enforcement Team) continues to make major narcotics arrests as methamphetamine and
heroin/opiates continue to drive crime in the twin cities. The NRO and the new Foundation
House officer continue to work in conjunction with each other and conducted numerous
outreach programs together in Colonial Village, as well as other areas of the city. We welcomed
Officer Nina Katzenmaier to ❑ur team this quarter, and she successfully made it through
training and has a bright future with the agency.
INVESTIGATOR HELLPAP 2nd QUARTER INVESTIGATIVE HIGHLIGHTS
40 cases assigned during the quarter
Collaborated with Investigator Erickson to charge a suspect with several counts of Stalking after violating
a restraining order against the victim several times
Investigated a missing juvenile case who fled after she was advised she would be going to a juvenile
facility. The investigation went on several months as the juvenile was evading law enforcement. She was
finally located in Cambridge after obtaining information from Snapchat that led to information about
who she was with.
Investigated a child abuse where pattern injuries similar to a belt was found on the child. The suspect
was eventually charged with Gross Misdemeanor Domestic Assault.
Catalytic Converter Theft, two suspects were interrupted stealing a catalytic converter from a vehicle in
the parking lot. Investigation lead to identifying the suspects who did over $2000 in damage. Charges
are pending.
Two burglaries occurred at the Greystone Flats apartment buildings on consecutive days where multiple
key fobs and checks were stolen and items were ordered using the apartment credit card. The suspects
were identified with surveillance tape, tips, and phone records. Charges are pending review.
3rd Degree Assault, a serious assault of two people with a weapon where one victim nearly died. The
scene was processed, statements were taken as well as forensic evidence. The suspect was arrested and
charged with 3rd Degree Assault, but could be upgraded to 1st Degree Assault pending the victims
ongoing medical condition.
INVESTIGATOR ERICKSON 2nd QUARTER INVESTIGATIVE HIGHLIGHTS
In the second quarter, 32 cases were investigated by Investigator Erickson. Of those cases, 11 cases
were charged out by arrest. 11 cases are still under investigation. Among the cases:

• 2 Robberies
• 3 Missing People Investigations
• 5 Domestic Assault Investigations

• 2 Weapons related Investigations
Officers were called to the 2100 block of Dickens Lane for a Domestic Assault Report. The suspect and
his girlfriend were having a bonfire when the suspect became upset with the girlfriend, then picked up
the fire pit and threw the active fire and burning logs/coals on her. The case was further investigated by
Investigator Erickson and is now pending charges with the Attorney's Office.
Officers received a call from the caller stating that his adult son was missing. The caller's son lives in
Mounds View, but was supposed to by traveling to Florida and North Carolina. The caller and family
were now unable to reach him. Through the investigation the son was located in Jackson FL after being
in a serious car accident. The family was notified.
Officer responded to the 2900 block of Mounds View Blvd for a theft report of a stolen bicycle.
Investigator Erickson reviewed camera footage and was able to identify the suspect taking the bicycle.
After making contact with the suspect, the bicycle was returned to the owner.
Officers had received numerous complaints from the caller reporting that her ex has been harassing and
stalking her. The caller lived in CA with her ex where he has harassment charges pending there as well.
The victim had moved to Mounds View MN to get away from him. The suspect found her and showed
up and began to repeatedly harass her by repeated text messages, phone calls from various numbers,
fake Facebook accounts, showing up outside her window and sending messages of him watching her
from outside the apartment. The suspect sent several messages and calls about killing the victim or that
he was going to kidnap her. The suspect also made false reports to police dispatch stating that there
were weapons and gun shots fired, giving the victim's address. The suspect is also believed to have
stolen items from the victim's car and damaged her car. The suspect was eventually located and
arrested where he was then charged in custody with felony Stalking.
Officers responded to the 2200 block for a male that attempted to rob a business by a note advising the
business that this was a robbery and demanding money. Officers and investigator were able to locate
the suspect and take him into custody. Investigator Erickson interviewed the suspect who admitted to
the robbery. Investigator found that this was the suspect's 4th robbery. The suspect was arrested and
charged in custody by the County Attorney's Office.
Investigator Erickson was conducting predatory offender registrations and found that the suspect was
not living at his registered primary residence. Further investigation showed the predatory offender not
to be in compliance with registration. The predatory was charged by criminal complaint and a warrant is
out for his arrest.
Mounds View Police K9 Unit — 2022 Q2 - Sgt. Schultes and K9 Grizz
On 4/24/22 at 2047 hours, officers were dispatched to the 5200 block of Red Oak Drive for a
possible burglary in progress. The caller could hear a cell phone ringing in their garage that did
not belong to them. Officers arrived and made contact with the caller. I deployed K9 Grizz on
lead and we cleared the garage to ensure there were no suspects inside.
On 5/3/22 at 2040 hours, officers were dispatched to the 2600 block of Scotland Court for a
violation of a domestic abuse no contact order. The caller advised the male was damaging
property in the hallway, then likely fled the area on foot. The male was known to officers, and
is a habitual violator of the no contact order. Due to the circumstances, I deployed K9 Grizz for
an area search for the male. K9 Grizz led officers to a camp site in a nearby wooded area.
Based on his behavior, it was apparent someone had recently been in the camp, but was no
longer there. He cleared the surrounding area and we determined the suspect was no longer in
the area.
On 5/8/22 at 0019 hours, officers were dispatched to the 2100 block of Dickens Lane for a
domestic assault. After speaking to the victim, it was determined that the suspect threw a fire
pit with an active fire burning inside at her, causing visible burns to her clothing and skin. The
suspect was believed to be in the area, possibly waiting for a ride. I deployed K9 Grizz for an
area search to make sure he wasn't hiding near the victim's home. After extensively searching
the area, it was determined that the suspect had fled the area.
On 5/26/22 at 2227 hours, Officer Katzenmaier conducted a traffic stop on a motorcycle with
no license plates at a gas station on the 2600 block of County Road I. Mounds View officers had
history with the male driver possessing a stolen motorcycle. I responded to the area to assist
with officer safety due to the circumstances. After further investigation, it was determined that
the driver would be placed under arrest. To prevent the male from fleeing, I positioned my
squad car with K9 Grizz facing him while actively barking as a deterrent. The male was taken
into custody without incident and booked at the Ramsey County Jail.
On 6/3/22, K9 Grizz and I participated in a meet and greet at the Pinewood Elementary carnival.
Children and adults were able to socialize with K9 Grizz and learn about the MVPD K9 Unit
while waiting in line to use the rock wall.
On 6/17/22, officers were dispatched to a residential burglary alarm on the 5200 block of
Irondale Road. I deployed K9 Grizz behind cover in the back yard, while other officers checked
the perimeter of the house. We maintained perimeter on the house while officers made sure
the house was secure. The house was found to be secure and there was no evidence of forced
entry.
On 6/27/22 at 2244 hours, officers were dispatched to an attempted robbery at a restaurant on
the 2600 block of County Road I. The caller reported that two males wearing masks demanded
money before fleeing out the back door. It was unknown if they fled the area on foot or in a
vehicle. After officers arrived and determined there was no longer a threat at the call location, I
deployed K9 Grizz on lead. K9 Grizz checked the surrounding area for a track left by the fleeing
suspects with no positive indication. It was determined the suspects likely fled the area in the
vehicle.
Officer Aase and K9 Ace
Officer Alex Aase and his K-9 partner Ace, began K-9 school on April 18th 2022. They recently
completed their criminal apprehension certification on June 29th 2022. Officer Alex Aase and
Ace, completed over 400 hours of training over the past few months. Officer Aase and Ace
trained all over the metro area. The training consisted of obedience, stability, tracking,
apprehension, building/area searches, and much more. Officer Aase and Ace had their first
official shift together on July 5th 2022.
Ace excelled during training, getting better and better each and every day. He really enjoyed
going to training and being with his handler Officer Aase. Ace's favorite part about training by
far was tracking. He really enjoys getting out in the field and trying to locate his ball, or a
person. In his down time, Ace really loves sitting in the backyard and chewing on sticks.
2022 2nd Quarter Report —Neighborhood Resource Officer
As of June 27th Officer Le Voir transitioned into the full time role of Neighborhood Resource
Officer from overnight patrol. During the second Quarter Officer Le Voir assisted in field training
the newest Patrol Officer during phase 2 and shadow. Officer Le Voir has begun learning the
duties and tasks for predatory offender registration from Investigators, with the goal of having
that be the responsibility of the NRO position. Officer Le Voir also attended a 40 hour training
hosted by the Minnesota Crime Prevention Association regarding Crime Prevention Through
Environmental Design. The CPTED certification Officer Le Voir received will greatly assist with
safety premise surveys offered to residents.
The NRO continues to work with rental properties participating in Crime Free Multi Housing.
During the 2"d Quarter New Brighton Department of Public Safety hosted the quarterly
meeting. Several property managers from Mounds View attended and a specialist from Ramsey
County Environmental Health gave a presentation focused on hoarding. 5 first strike letters
were issued by the NRO. No second strikes have been needed thus far. The NRO maintained
regular communication with property managers in regards to police calls for service, and
providing copies of reports. The NRO will continue to work with Code Enforcement on property
issues around the city.
The NRO has continued working with Northeast Youth and Family Services to provide assistance
for residents in need of mental health counseling and community support services. This quarter
the NRO worked with NNYFS on 4 cases including mental health support, financial support and
housing support.
Community events have increased in the past quarter. The NRO was able to attend the
Sunnyside Elementary School carnival, and the MVPD was able to bring the rock wall to the
Pinewood Elementary School Carnival. The NRO also attended a career fair at Spring Lake Park
High school with the help of an MVPD Reserve Officer. Officers through the department
participated in the Law Enforcement Torch run to assist in raising money for the Special
Olympics. The NRO also continues to work with Officer Dison in her position as the Colonial
Village liaison. Officers continue to host Coffee with a Cop. In addition, Officers put on Mounds
View's first bicycle rodeo. Children aged 6-14 attended the event and learned about Bicycle
safety, participated in an obstacle course, and were each presented with a custom bicycle
driver's license.
Current and relevant information continues to be posted on Nextdoor.com, Twitter, and
Instagram. NRO regularly checks social media accounts to answer any questions or comments
necessary.

Mounds View / Ramsey County VCET Cases
During the Second Quarter of 2022, the Mounds View VCET Investigator conducted numerous
narcotic investigations which led t❑ substantial seizures of narcotics, weapons, and US Currency
in which some are detailed below. Some of these investigations are currently ongoing involving
undercover officers therefore not all of the details can be disclosed at this time.
In April 2022, Undercover Officers conducted Controlled -Buy purchases of pound level
quantities of methamphetamine. Through the investigation, many suspects, vehicles, and stash
houses were identified in the Twin Cities metro area. After learning that the main suspect
recently traveled out of state for the purpose of obtaining large quantities of narcotics, a traffic
stop was conducted in which numerous kilos of narcotics were discovered hidden inside a
speaker inside the vehicle. Subsequent Search Warrants were executed on the stash houses in
which more narcotics were found along with multiple firearms. Two individuals were arrested
and remain in custody while their case proceeds through the Criminal Justice System.
In April 2022, the Mounds View VCET Investigator was assigned a narcotic / weapons case in
which the arrestee was found to be in possession of a "Ghost Gun" (Firearm without a serial
number). The Mounds View VCET Investigator was familiar with the arrestee and knew he was
believed to be recently involved in multiple drive -by shootings. The Mounds View VCET
Investigator assisted the neighboring county with multiple Search Warrants which led to the
confession of the arrestee as being the individual that pulled the trigger during the drive -by
shootings. The arrestee was later charged with numerous felonies in multiple counties.
In April 2022, Undercover Officers purchased pound level quantities of methamphetamine from
a ❑rug Trafficking Organization in the Twin Cities metro area. After conducting numerous
purchases and conducting surveillance, a Search Warrant was executed in which approximately
30 pounds of methamphetamine was recovered•
In May 2022, the Mounds View VCET Investigator conducted a narcotic investigation into a
pound level methamphetamine dealer in the Twin Cities metro area. After conducting
surveillance and controlled buys, the suspected was arrested and found to be in possession of a
large quantity of methamphetamine. A subsequent Search Warrant was executed in which
additional methamphetamine was located inside the home. The suspect remains in custody on
a Minnesota Department of Corrections hold and 15t Degree Possession / Sale of a Controlled
Substance
In June 2022, the Mounds View VCET Investigator assisted the Crow Wing County ❑TF with a
narcotic investigation in the Twin Cities metro area. The Mounds View VCET Investigator
located the Crow Wing County DTF suspect in the Twin Cities and conducted surveillance as the
suspected entered a known stash house. A traffic stop was later conducted ❑n the suspect in
which a large quantities ❑f methamphetamine was located inside a pale that the suspect was
observed leaving the house with. The suspect was also found in possession of a large quantity
of ammunition which he was prohibiting from possessing.
In June 2022, the Mounds View VCET Investigator conducted another narcotic investigation into
a Drug Trafficking ❑rganization that was distributing pounds of methamphetamine in the Twin
Cities metro area. After conducting hours of surveillance and conducting Controlled Buys,
numerous traffic stops, and Search Warrants were executed in which approximately 50 pounds
of methamphetamine was recovered. Numerous arrests were made in which multiple suspects
remain in custody.

Introduction: The Mounds View City Code, Chapter 701, provides for limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Residents
are limited to no more than eight chickens or ducks restricted to only backyard areas. Becky
Whitehead has submitted an application to raise four chickens on the property located at 5209
Jeffery Drive.
Discussion: The applicant, Becky Whitehead, has submitted an application to raise chickens on
the property located at 5209 Jeffery Drive. The applicant is currently renting this property. The
property owner, Laura Maldonado, has given her approval for the chicken -keeping to take place
on her property.
This property is located on the corner of Jeffery Drive and Woodale Drive. The applicant has
submitted a site plan showing where the coop will be located and it complies with City Code
requirements. The City also requires that backyard areas within which the chickens roam must be
fenced. The applicant has a fence that runs from the front south side of the house along Woodale
Drive up the length of their driveway and connects to the garage. The coop would be located
within this area.
In accordance City Code, initial applications shall be considered by the City Council after holding a
public hearing. Approval of renewal applications are done administratively unless the City has
received complaints or related violations have been documented during the previous year.
Staff published a public hearing notice in the August 2, 2022, edition of the Shoreview Press, the
City's official newspaper. In addition, as required, notices to residents within 350 feet of the subject
property were mailed on August 4, 2022.
Ms. Whitehead has indicated that she will be present at the City Council Meeting/Public Hearing.
Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision
Statement, "...welcoming a desirable destination to all ages and cultures...and a place where
residents can live, work and play."

Recommendation: Staff recommends opening this public hearing for public comment and
approval of Resolution 9619 approving a chicken -keeping license for Becky Whitehead This is an
annual license, January 1 to December 31, and if approved, will expire on December 31, 2022.

WHEREAS, the City Council passed Ordinance 903, which amended Chapter 701

Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 8 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during the
previous year
5. Detailed site plan showing:
• All existing structures on the property
• Coop dimensions
• Coop setbacks from all property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the Zoning
Cod
• No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
• Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,

Introduction:
Current Recreation Coordinator Darryl Thibodeaux has resigned his full-time position at the Parks
and Recreation Department in order to pursue a new career opportunity. In order to help out the
Parks and Recreation Department while staff seeks a replacement, Mr. Thibodeaux has
generously offered to work remotely up to 15 hours per week on a part-time basis.
Discussion:
Staff is requesting to start an open recruitment process for the vacant Recreation Coordinator
position. Staff is appreciative that Mr. Thibodeaux has offered to work remotely. The City would
need to provide a laptop, cell phone, and connectivity for remote access. The Public Works/Parks
and Recreation Director has agreed with the request, and the information has been shared with
the HR Committee. Additionally, Mr. Thibodeaux, may be available to assist with training in the
new hire (Darryl would stay at his current wage of $28.48/hour. Note, a slight revision was made
to the job description.

Position Title: Recreation Coordinator
Department: Parks and Recreation / Community Center
Accountable to: Director of Public Works/Parks and Recreation
Status: Non -Exempt
PRIMARY OBJECTIVE OF POSITON
This position performs intermediate technical work planning, organizing, and administering
various youth and adult recreational programs. This position prepares and maintains appropriate
records and related work as apparent or assigned.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Parks and Recreation Superintendent.
SUPERVISION EXERCISED
This position will provide leadership to part-time seasonal Parks and Recreation employees when
assigned, and volunteers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Coordinates, plans and implements recreation programs including, but not limited to after
school programs, special events, youth sports, recreation sports leagues, outdoor ice rinks,
programs including but not limited to basketball, baseball, t ball, softball, soccer leagues,
volleyball, ice skating programs, summer playgrounds, tennis, summer camps, and sport skills
classes, adult programs.
• Prepares information for instructors, class lists, emergency procedures and building use
policies.
• Assists Human Resources with recruitment and selection process.
• Assists in training, directing and evaluating staff.
• Responsible for notifying registrants of program changes or cancellations.
• Recommends and develops recreation programs for future community needs.
• Assists in reviewing and recommending fee structure for recreation programs based on
instructor, material, facility, and cost recovery policies.
• Continually evaluate all programs and activities to assure that they are achieving goals and
objectives.
• Assist the Parks and Recreation Superintendent in overseeing and managing the Recreation
registration software.
• Assists the Parks and Recreation Superintendent in preparing the operating budget for
programs, and reviews the financial status of programs to ensure proper financial control.
• Keeps the Parks and Recreation Superintendent informed of any issues and concerns within
the department.
• Assists the Parks and Recreation Superintendent in preparation of the seasonal program
guide.
• Prepares program flyers, press releases, and the bi-annual program guide for residents.
• Assists with overseeing adult leagues, including marketing, scheduling games, coordinating
games, and hiring officials, etc.
• Build and maintain strong relationships with neighboring communities.
• Assists with departmental filing, data entry and special projects.
• Maintain data on digital filing system.

MINIMUM QUALIFICATIONS
• High School diploma or GED
• Minimum three (3) years of experience coordinating, planning and implementing youth and
adult recreational programming.
• Minimum two (2) years of coordinator experience.
• Experience working with people from diverse backgrounds.
• CPR/First Aid Certification (or have within six (6) months of hire).
• Valid Class D driver's license.
DESIRABLE TRAINING AND EXPERIENCE
• Associate's degree in recreation administration or related field preferred.
• Fluent in a second language (or multilingual).
• Experience in grant writing.
• Experience with recreation related software.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
• Thorough knowledge of recreation administration principles and practices.
