NOT PRESENT: Bergeron, Mueller
4. APPROVAL OF AGENDA
A. Monday, August 8, 2022, City Council Agenda.
City Administrator Zikmund requested Item 8A and 8B be added to the agenda.
MOTION/SECOND: Meehlhause/Cermak. To Approve the Monday, August 8, 2022, agenda as
amended adding Item 8A and 8B.
Ayes – 3 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. Approval of Minutes: July 25, 2022.
B. Just and Correct Claims.
C. Resolution 9615, Authorizing Separation Compensation for Police Officer
Melissa Klukas.
D. Resolution 9618, Authorizing the Purchase of NEOGOV Online Recruitment
Module.
Council Member Meehlhause reported the Council had a revised Resolution for Item 5C. City
Administrator Zikmund explained a technical correction was made to the Resolution.
MOTION/SECOND: Meehlhause/Cermak. To Approve the Consent Agenda as presented.
Ayes – 3 Nays – 0 Motion carried.

7. SPECIAL ORDER OF BUSINESS
None.
8. COUNCIL BUSINESS
A. Authorize Staff to Allow for the Posting of Two Facilities Maintenance
Positions within the Parks and Recreation Department.
City Administrator Zikmund requested the Council make a motion to allow for the posting of two
facilities maintenance positions within the Parks and Recreation Department.
MOTION/SECOND: Meehlhause/Hull. To Authorize Staff to Allow for the Posting of Two
Facilities Maintenance Positions within the Parks and Recreation Department.
Ayes – 3 Nays – 0 Motion carried.
B. Resolution 9620, Authorizing Employee Health Benefits Pool Membership
Agreement and Bylaws.
City Administrator Zikmund requested the Council approve the Employee Health Benefits Poole
Membership Agreement and Bylaws due to a name change as Sourcewell has changed its name to
Better Health Collective.
MOTION/SECOND: /. To Waive the Reading and Adopt Resolution 9620, Authorizing
Employee Health Benefits Pool Membership Agreement and Bylaws.
Ayes – 3 Nays – 0 Motion carried.
9. REPORTS
A. Reports of Mayor and Council.
Council Member Cermak reported the Police Foundation would be meeting on Tuesday, August
9 at Random Park at 5:30 p.m. She explained the group would be finalizing plans for Festival in
the Park. She stated on Saturday, August 13 the Police Foundation would be hosting a brat sale at
Von Hanson’s Meats in North Oaks from 11:00 a.m. to 3:00 p.m.
Council Member Meehlhause stated he would be attending three convention bureau (Twin Cities
Gateway) meetings over the next two weeks. He commented on the Smith Travel Research Report
noting June was a great month for hotels in Mounds View as well as all member cities. He
explained Twin Cities Gateway had the highest occupancy rate in the Twin Cities, the State of
Minnesota, and throughout the entire United States for the month of June. He anticipated July
would be another great month for Twin Cities Gateway.

Mayor Pro-Tem Hull explained Mayor Mueller was on vacation this week.
Mayor Pro-Tem Hull reported he attended Night To Unite on August 2 with the City
Administrator. He thanked everyone who turned out to attend local neighborhood events.
Council Member Cermak encouraged all residents to vote in the Primary Election on Tuesday,
August 9.
B. Reports of Staff.
Finance Director Beer reported the City would be receiving $850,000 in LGA in 2023.
City Administrator Zikmund discussed the power outages that occurred last week noting a fiber
line was cut in Roseville. He noted inter-City phone service has since been restored.
City Administrator Zikmund commented on the complaints staff had addressed that were raised at
Night To Unite events.
City Administrator Zikmund reported Water Treatment Plant #1 was operational.
Sherry Gunn, 5485 Landmark Circle, invited the public to attend Festival in the Park noting events
were being held on Friday, August 19 and Saturday, August 20.
C. Reports of City Attorney.
There was nothing additional to report.

Next Council Meeting: Monday, August 22, 2022, at 6:30 p.m.
