EDC Accomplishments
February 2020 Report
Marketing Plan: Risdall branding study and implementation, signage, trademarked logo,
letterhead, MV Matters
MV Blvd: Renaming, several meetings with Ramsey County officials
• Skyline Motel: Acquisition & redevelopment 2005. 2019 EDA purchased motel and burned, 2020
two developers chosen and two industrial expansions on approx. 6 acres for an approximate $50
mill plus in improvements.
■ Housing Improvement Loan Program: Added Emergency Loan and Mobil Home Park loan
Program
• Business Improvement Loan Program for improving the fagade of established businesses
• Medtronic TIF: Currently approx. 4100 employees in three towers with the potential of a fourth
tower, 2033 Decertify TIF District
■ MWF Workforce Housing Project: Housing TIF, EDA purchased two tax forfeiture lots, then sold
in simultaneous transaction, 6 funding sources. At ribbon cutting (1) room left, now a waiting
list.
• Continue BR & E program: Started very informally, now a well-oiled machine.
• Crossroad Pointe Redevelopment: INH 128 market rate apartments, 3 stories, underground
parking. $1.1 mill and $250,000 for infrastructure improvements
• ID & Create list of properties with redevelopment potential
• Snyder Pharmacy: Multiple 50 or more inquiries, now going to be a car wash
• EDA levy: $100,000 p/yr assists as a funding source for purchasing and redeveloping properties.
■ Bauer Welding Expansion: 2005: Will become a reality two years from now.
• Completion of pedestrian trails along both sided of MV Blvd: Completed
• Support implementation of city-wide street & utility improvement program
• 2011 Monitor TCAAP Activities: Stale Mate: Current in a law suite
• Bel Rae Senior Living approx. 98 units: Completed
• Review Comprehensive Plan: Business section and have at least one EDC Member join the Comp
Plan Task Force
• New Website 2017: Currently undergoing a three year redesign.
■ Open to Business: Spoke to EDA December 2019. Rep setting up regular monthly hours staring in
March

1) Redevelopment along the Mounds View Boulevard corridor
a) Improve the aesthetics of properties located on Mounds View
Boulevard
b) Silver View Plaza
c) Simon's, Tires N More, & EDA-Owned Lot
d) Rydell Auto & Adjacent Bio Life Lot
e) 5 lots along Mounds View Boulevard & Woodale Drive Lots SE of
Bel Rae
f) 5 lots west of MWF (Boulevard Apartments)
g) Western Bank Lot
h) Steve's Appliances Redevelopment
i) Retail mixed-use at the Movie Theater
2) Monitor development plans for the Rice Creek Commons site in Arden
Hills
3) Arden Park & City owned lot-Consider purchasing rear lot & house with
no city service connections and adjacent lots for a housing
redevelopment
4) Monitor Mounds View commercial properties in transition
5) Skyline Motel redevelopment & Bauer Welding vacant lot
6) Monitor and assist with Citywide housing issues and projects & older
properties as well as cooperating with residential property owners to
assist with upgrading facilities
7) Monitor & explore new business categories through trade groups like
Medical Alley and identify available spaces in Mounds View with the
intent to fill those spaces with new companies
8) Continue business retention & expansion program
9) Snap Market Redevelopment
