miles north of Minneapolis and St. Paul in Ramsey County and
surrounded by the Cities of Blaine, Arden Hills, Shoreview, New

1.City Council adopted a $150,000 street improvement fund levy for 2019–2022, and
included in preliminary levy for 2023

Item Title/Subject: Woodale Apartments
Introduction:
Reuter Walton (developer) is proposing “Woodale Apartments”, a 140-unit apartment building to
be located at 2310 Mounds View Boulevard, east of Bel Rae Senior Living. The property is
currently vacant. The project will include affordable housing. The developer is requesting
assistance from the EDA, Ramsey County, and Minnesota Management & Budget (MMB).
The intent of this Work Session item is to discuss the Planning Applications. Specifically, any
questions the Council has about the project that can be answered prior to the November 28th
Public Hearing, to avoid the Council tabling action due to lack of information provided.
Discussion:
The City Council reviewed a concept plan1 at its August 1st Work Session, providing a
consensus to the developer to proceed with an application. Applications were submitted in
October. Below, is the meeting schedule:

As a Planned Unit Development (PUD), the project may deviate from the minimum requirements
of the City Code. Proposed deviations include:
1. Density is increased, from 50 units, to 140 units (e.g. increased from 1 unit per 2,500 sq ft
lot area, to 1 unit per 890 sq ft lot area). The Comprehensive Plan guides PUD’s within a
Mixed Use area for a density of 15-50 units per acre. The project proposes 49 units per
acre.
2. Usable Open Space is reduced, from 625 sq ft per unit, to 237 sq ft per unit.
3. Overstory Trees are reduced, from 31 to 19 trees.

4. Building Setback along Woodale Drive is reduced from 30’ to 21’. Along Mounds View
Boulevard, the maximum setback is increased from 5’ to 21’.
5. Building Height is increased, from 3-stories, to 4-stories (above partially underground
parking).
6. Parking is decreased from 350 stalls, to 198 (garage & surface parking).
7. Excessive exterior light glare from parking lot lighting spills over onto the eastern
properties by a distance between 0’ – 25’.
8. Approved Exterior building materials (brick, stone, stucco, glass) is reduced from a
minimum 50% per wall, to 45%-60% per wall. “Superior” material may be substituted. In
this case, the Developer is requesting that the additional material be accepted (cement
board siding, corrugated metal, and other accent material).
As a PUD, the City Council may require items above and beyond the minimum requirements of
the City Code (e.g. additional landscaping & screening). Thus far, no requirements have been
made.
Strategic Plan Strategy/Goal:
Continue BR&E program, maximize utilization of development space and current list of available
sites, encourage landowners to maintain their properties, & consider residential development.
Financial Impact:
To be determined. If the project receives funding from MMB in January 2023, the Developer will
request TIF from the City at that time.
Planning Commission Recommendation:
The Planning Commission reviewed at their November 2, 2022 meeting, recommending
Approval. Items which the Commission requested be addressed:
1. Snow storage & removal.
2. Landscaping (to be reviewed by City Arborist).
3. Proof of Parking. Are 198 stalls enough for 140-units, or does proof of parking need to be
added on the vacant corner lot.
4. Traffic. Not a Traffic Study, but an analysis of what can be expected.
5. Exterior lighting. Plans need to be revised to reduce light trespass such that it is compliant
with City Code.
Staff Recommendation:
Staff requests that the Council ask any questions it would like to have answers to, in time for the
November 28th Public Hearings. Additionally, if the Council has any concerns about the seven
City Code deviations requested, or would like to require items above & beyond the minimum
standards of the City Code.

RE: Woodale Apartments – 140-unit Workforce Housing Project
Reuter Walton Development is proposing a 140-unit affordable housing development located at 2310
Mounds View Blvd. The proposed project main entrance would be off Woodale Drive. The property currently is
a 2.98-acre vacant overgrown site that has sat underutilized for the last 30 plus years. The site is located in a
Qualified Census Tract (QCT) and the developer currently has the site under purchase agreement with the
current landowner.
The proposed project would be a 4-story building with a flat roof. The building would also include a
underground parking level. The exterior façade materials would consist of fiber cement siding, brick, stone,
glazing that would be comparable to the 2 adjacent multi-family projects in Gray Stone Flats and Bel-Rae
Senior Living Project.
Reuter Walton’s housing proposal includes a total of One Hundred Forty (140) units of affordable
housing serving households earning 60% of Area Median Income (AMI) or less. 10% of units would be
proposed to be set-aside to individuals earning 30% of the AMI. The proposal includes housing for both
individual and family households with thirty-seven (37) one‐bedroom units, sixty-eight (68) two‐bedroom units,
and thirty-five (35) three‐bedroom units. Each unit will include Energy‐Star appliances with laundry and will
feature a high quality of design and finishes. Community amenities include a fitness area, community room,
wifi lounge, private offices for property management, underground parking, additional surface parking and an
outdoor gathering space.
The project site highlights its close proximity to many of the city’s attractive elements. The project is
located across the street from Edgewood Middle School and within .5 miles of Irondale High School giving its
easy access for the families living at the building. The project will also be within .5 miles of Co Rd H &
Mounds View Blvd / I-35w Park & Ride along with the Route 804 bus stop on the Metro Transit bus line.
Giving residents transportation flexibility to access major employers throughout the twin cites. The project
location sites within a half-mile of Rice Creek Water Trail, City Hall Park, and within 1 mile of Long Lake
Regional Park which features a swimming beach, large playground, fishing and more than 5 miles of
walking/hiking trails. The project is a unique opportunity to give access to low-income households to the City
of Mounds View and Ramsey County parks and trails.
The proposal seeks to promote its location to public transportation and bicycle infrastructure by
providing secure, indoor bicycle parking. These will allow residents access to major employment centers.
The current ownership has left this large, well-located parcel undeveloped since they purchased it in the
early 1990s. The site has been severely underutilized for many years and the current owner’s unwillingness to
work with the city or other owners has been negated until now. We want to take advantage of the opportunity
and create a much-needed housing project for the community at a large and give the workforce another housing
option to call home.
The project site within census tract 27123040902, where the median household income was $59,797 in
2022 according to the 2022 FFIEC Estimated MSA/MD/non-MSA/MD Median Family Income. This project
will be affordable at household incomes ranging from $44,000 per year to $65,000 per year and is well
positioned to provide much needed affordable housing options for working families.
