1. CALL TO ORDER
Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.

3. APPROVAL OF FEBRUARY 17, 2022 AGENDA
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the approval of the February 17, 2022 EDC agenda.

4. APPROVAL OF JANUARY 20, 2022 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded
the approval of the January 20, 2022 minutes.

5. EDC BUSINESS
Review 2022 EDC Priorities:
Motion/Second: Commissioner Larson moved and Commissioner Stevenson seconded
the motion to approve the 2022 EDC Priorities adding number ten Community Center
Expansion.

Review EDC Bylaws:
Motion/Second: Commissioner Stevenson moved and Commissioner Lindstrom
seconded the motion to approve the EDC Bylaws as-is.

Assistant City Administrator Beeman provided an update on approximately a dozen
projects happening within the city.

Item Title/Subject: Review Applications for EDC Commissioner Openings and
Make Recommendations to the EDA
Background:
The Economic Development Commission is comprised of seven members—three business
representatives and four resident representatives. Each member serves a three year term
which are staggered to ensure continuity of service.
Dan Larson’s term ends December 31, 2022 and he has not resubmitted his application for
an additional term as a Resident Representative.
Gary Rundle’s term ends December 31, 2022 and he has resubmitted his application for an
additional term as a Resident Representative.
Discussion:
There are two EDC Resident openings starting January 1, 2023. Two Resident applications
have been received. The EDC to discuss and ask questions of the candidates as necessary
in order to make a recommendation to the EDA.
Recommendation:
The EDC to make a motion recommending two Resident Representative commissioners to
the EDA for consideration. The EDA will review and consider the EDC’s recommendation at
its November 28, 2022 regular EDA meeting.

Item Title/Subject: Establishing the EDC Meeting Calendar for 2023
Background
Section 408.07 of the Mounds View Municipal Code and the EDC Bylaws require that
the Economic Development Commission establish a meeting calendar. The EDC did
this last November for 2022. The Bylaws also specify that the meetings shall occur on
the third Thursday of each month which can be amended by a resolution. The
Commission has traditionally met at 7:30 am. It is recommended that the EDC meetings
be held on the third Thursday of each month as-needed at 7:30 a.m. A resolution has
been prepared to reflect those dates.
The following dates represent the third Thursdays through 2023.
January 19, 2023 February 16, 2023 March 16, 2023
April 20, 2023 May 18, 2023 June 15, 2023
July 20, 2023 August 17, 2023 September 21, 2023
October 19, 2023 November 16, 2023 December 21, 2023
It does not appear that any of the above dates conflict with observed holidays.
Staff Recommendation
Staff recommends the Commission make a motion to approve Resolution NO. 22-EDC-
48 establishing the calendar of meeting dates for 2023 and confirm the time of day.

RESOLUTION ESTABLISHING CALENDAR OF MEETING DATES FOR 2023
WHEREAS, The Mounds View Economic Development Commission plans to hold one
business meeting per month throughout 2023 as needed, with the exception of Special
Meetings; and WHEREAS, the adoption of a list of meeting dates provides an orderly system of
advance notification for the benefit of the EDC, City staff and the general public.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Commission
hereby adopts the calendar of 2023 meeting dates attached hereto.

Item Title/Subject: Reports of Staff
A. Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility
installation, and primary roadways on the site. This work was slated to be completed in 2019.
Initially, the first phase of housing and early commercial construction was expected to begin in
2020 and when fully realized, the mixed-use development was expected to offer 1,460
housing units, support at least 4,000 living-wage jobs, and generate approximately $8.6
million in property taxes annually. Ramsey County Commissioner Nicole Joy Frethem met
with the Mounds View City Council January 11, 2021 and stated that the law suit is still in
effect however, neither party is at liberty to mention any details of the lawsuit. However, she
stated that they feel progress is being made and they are nearing an agreement. As of
November 2022, all construction is still on hold.
B. Mounds View Business Council Meeting
The next meeting will be held at the MV Event Center Wednesday December 14, 2022 from
8:00-9:00 a.m. All meetings are free and all EDC Members are encouraged to attend. The
featured speaker is expected to be Xcel Energy.
C. Skyline Redevelopment
The EDA has entered into a Development Agreement with MWF Properties for the Skyline
Redevelopment site. They are in the process of construct 120 units of affordable senior
housing. Bauer Welding and Bio Clean plan to expand their operations as well, resulting in the
potential of four development projects on the overall redevelopment site.
D. Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would
like to break ground in the spring of 2023. He apparently has about four homes that would be
built right away once the development has been completed.
E. Tom Fields Estate
A developer had planned to purchase three lots from Tom Fields located across from Lambert
Park to construct three assisted living homes, however Mr. Fields has delayed the project.
Therefore, the developer has backed out of the project. Three more developers have inquired

about these lots, however the asking price is too high and they have backed out as well. This
project is on hold until the land owners agree to move forward.
F.Simon’s Building
The Simon’s property has been purchased by Sabry Shrara, the owner of Mounds View
dentistry. He initially, wanted to construct a new professional building consisting of a new
dental office and two additional suites to be leased to a future tenant with apartments on the
upper levels. However, he couldn’t get lending for that type of use, so he is changing the
product to all multi-family. He needs the Donnelley Stucco site in order to make the project
financially feasible. He is working with a developer who is trying to find land to build a new
building for Donnelley Stucco but there isn’t much available and the market is tough with
construction at an all-time high and rates going up. He has since, purchased the Subway strip
mall and he will move his current dental office to the barber shop location and also occupy the
vacant suite.
G.Kusina Restaurant
The Kusina Filipino Restaurant is now complete. They are open Thur-Sun business hours
for the time being until they can solve some staffing issues (can’t hire anyone willing to work
30+ hrs a week).
H.MV Square
Staff met with Paster Enterprises in September to seek their interest level in redeveloping the
Mounds View Square area. They see the potential need to redevelop the site. However, they
need time to brainstorm and will check-in 2023. The City as submitted a grant for $50,000 to
Ramsey County to help with redevelopment planning for this area. Does the EDA have any
additional ideas for this redevelopment that staff can pass along to the developer?
I.Ardan Park & Greenfield Park Redevelopment
Wetland delineation studies were completed this fall on both sites. Several developers are
showing interest for mainly townhomes that would be owner occupied. Developers will present
their interest level and concepts at the January 3, 2023 City Council worksession.
