CALL TO ORDER Chair Jim Freichels called the meeting to order at approximately 7:30 a.m. 2. ROLL CALL Members Present: Chair Jim Freichels, Commissioners, Gary Stevenson, Gary Rundle, Donn Linstrom, & Jason Helgemoe Members Absent: Vice Chair Dan Larson, & Lisa Marquis Staff Present: Assistant City Administrator, Brian Beeman Meeting Attendees: Gary Meehlhause APPROVAL OF NOVEMBER 18, 2021 AGENDA Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded the approval of the November 18, 2021 EDC agenda. Motion Carried: 5 Ayes, 0 Nays APPROVAL OF FEBRUARY 18, 2021 EDC MINUTES Commissioner Stevenson recommended the addition of a City Council Member section to the Agenda and Minutes. The rest of the Commissioners agreed and Assistant City Administrator Beeman will add a Council Section for the next EDC agenda packet. Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded the approval of the February 18, 2021 EDC minutes. Motion Carried: 5 Ayes, 0 Nays EDC BUSINESS Resignation Chair Freichels announced the resignation of Lisa Marquis from the EDC. Assistant City Administrator Beeman stated that Commissioner Marquis notified him in July that she moved and is running a business in another city. The EDC didn’t hold a meeting until November therefore, Commissioner Marquis’s resignation became official at the November 18, 2021 meeting. No motion or resolution was necessary. Recommendations for new Commissioners Beeman informed the Commission that there were four applicants for three Business Representative seats and two applicants for one Resident Representative seat. The EDC recommended that Jim Freichels and Jason Helgemoe retain their Business Representative seats for an additional term and Jeff Moritko fulfill the remaining term of Lisa Marquis who resigned. The Commission recommended that Gary Stevenson retain his seat for an additional term as the Resident Representative. Motion/Second: Commissioner Rundle moved and Commissioner Lindstrom seconded the motion to recommend Jim Freichels, Jason Helgemoe, and Jeff Moritko as the Business Representatives with Jeff Moritko taking over Lisa Marquis’s seat and Gary Stevenson as the Resident Representative. Motion Carried: 5 Ayes, 0 Nays REPORTS OF STAFF Assistant City Administrator Beeman provided an update on approximately a dozen projects happening within the city. REPORTS OF CITY COUNCIL MEMBERS Council Member Meehlhause provided an update to the EDC on a potential expansion of the Community Center. The City has hired a consultant to research the feasibility of adding three new gyms and bringing in sporting events in coordination with the Blaine Sports Center. The results should be back in about two months. REPORTS OF COMMISSIONERS Commissioner Helgemoe encouraged the Commissioners to attend the next Mounds View Business Council meeting at the Community Center December 8, 2021. Commissioner Freichels confirmed Helgemoes statements. No other Commissioners had reports. NEXT REGULAR EDC MEETING The Commission will not meet in December but Beeman reminded the Commission of the upcoming January and February meetings. 11.
