CALL TO ORDER Chair Jim Freichels called the meeting to order at approximately 7:40 a.m. 2. ROLL CALL Members Present: Chair Jim Freichels, Commissioners, Gary Stevenson, Lisa Marquis, Gary Rundle, Donn Linstrom, & Jason Helgemoe Members Absent: Vice Chair Dan Larson Staff Present: Assistant City Administrator, Brian Beeman Meeting Attendees: Gary Meehlhause, Nyle Zikmund APPROVAL OF FEBRUARY 18, 2021 AGENDA Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded the approval of the February 18, 2021 EDC agenda. Motion Carried: 6 Ayes, 0 Nays APPROVAL OF JANUARY 21, 2021 EDC MINUTES Motion/Second: Commissioner Rundle moved and Commissioner Marquis seconded the approval of the January 21, 2021 EDC minutes. Motion Carried: 6 Ayes, 0 Nays EDC BUSINESS Review 2021 EDC Priorities Assistant City Administrator Brian Beeman reviewed the EDC priorities from 2020 and suggested deleting Tires N More from 1) c) for the 2021 list. The EDC recommended changing the name of Rydell Auto to Bear Lot which is under new ownership and also changing Western Bank to American National Bank and finally deleting priority number seven. Motion/Second: Commissioner Helgemoe moved and Commissioner Stevenson seconded the motion to accept the 2021 EDC priorities as recommended. Motion Carried: 6 Ayes, 0 Nays Review EDC Bylaws Beeman informed the Commission that the City Code indicates that the EDC should review its Bylaw annually, and that it should be conducted at the first regular meeting in February. Motion/Second: Commissioner Rundle moved and Commissioner Marquis seconded accepting the EDC Bylaws as-is. Motion Carried: 6 Ayes, 0 Nays REPORTS OF STAFF Assistant City Administrator Beeman provided an update on approximately 14 projects and invited the EDC to the City Council’s April worksession where Beeman and Jon Sevald, City Planner will be providing a redevelopment site review. REPORTS OF COMMISSIONERS Commissioner Meehlhause informed the Commission that the City received an award from the Center for Energy and Environment for the most usage by residents of the Energy Audit program as compared to competing cities. Commissioner Helgemoe reminded the EDC of the upcoming Twin Cities North Chamber gala. There were no other Commissioners updates. NEXT REGULAR EDC MEETING Beeman asked if the Commission desired to have him schedule some new business owner presentation. The Commission agreed to hold off on these and send out periodic email updates instead. The EDC will monitor the COVID situation and perhaps business owner presentations can be scheduled at a later date. The Commission agreed to reconvene the EDC meetings in the fall. Chair Freichels reminded the Commissioners that the next EDC meeting will be held November 21, 2021 unless otherwise noted.
