CALL TO ORDER Vice Chair Dan Larson called the meeting to order at approximately 7:30 a.m. 2. OATH OF OFFICE Assistant City Administrator Brian Beeman administered the Oath of Office to newly appointed Commissioners Lisa Marquis and Donn Lindstrom 3. ROLL CALL Members Present: Vice Chair Dan Larson, Commissioners, Jim Freichels, Gary Stevenson, Lisa Marquis, Gary Rundle, Donn Linstrom, & Jason Helgemoe Members Absent: None Staff Present: Assistant City Administrator, Brian Beeman Meeting Attendees: Gary Meehlhause, Nyle Zikmund, Dennis Farmer 4. APPROVAL OF JANUARY 21, 2021 AGENDA Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded the approval of the January 21, 2021 EDC agenda. Motion Carried: 7 Ayes, 0 Nays 5. APPROVAL OF NOVEMBER 19, 2020 EDC MINUTES Motion/Second: Commissioner Freichels moved and Commissioner Rundle seconded the approval of the November 19, 2020 EDC minutes. Motion Carried: 7 Ayes, 0 Nays 6. EDC BUSINESS Recommendations for Chair and Vice Chair Assistant City Administrator Brian Beeman reviewed Section 408.07 of the Mounds View Municipal Code regarding the appointments for EDC Chair and Vice Chair. After discussing the matter a motion was introduced. EDC Minutes January 21, 2021 Page 2 of 3 Motion/Second: Commissioner Larson moved and Commissioner Helgemoe seconded the motion to recommen to the EDA that Jim Freichels serve as the EDC President and Dan Larson serve as Vice President for the 2021 term. Motion Carried: 7 Ayes, 0 Nays Discuss Future Topics & Presentations in COVID-19 Environment Beeman informed the Commission that in 2020 the EDC heard updates on code enforcement trends and follow-up enforcement procedures and a review of all of the redevelopment sites and activities. Beeman requested the EDC’s recommended topics for 2021. It was recommended that new business owners to the City of Mounds View be invited to speak at an upcoming meeting dependent upon their availability and COVID protocols. Donnelly Stucco, Tommy’s Car Wash, Filipino Village, and Gray Stone Flats were suggested as possible new businesses to be considered. It was also suggested that the EDC be invited to hear an updated redevelopment presentation from Assistant City Administrator Brian Beeman and City Planner Jon Sevald at an upcoming City Council work session expected to be held in April 2021. The EDC will be able to review and make recommendations to the City Council. The Commission agreed that these were good ideas, however any presentations will be determinant upon the COVID protocols. 7. REPORTS OF STAFF Assistant City Administrator Beeman provided an update on Gray Stone Flats, the 128 market rate apartment project expected to open in the spring of 2021, Rice Creek Commons, which is still in a law suit with the City of Arden Hills, the next Mounds View Business Council meeting to be held at the Mounds View Community Center March 10, 2021 from 8:00 to 9:00 a.m., Skyline Redevelopment project, Long Lake Woods residential in-fill project, Tom Fields vacant lots, Popeye’s restaurant which is still on track to open in 2021, Tommy’s Car Wash to open in spring of 2021, Filipino Village who is open but is also renovating the other half of the building to be open spring 2021, Vino’s Stogies who now has a new owner and will use the building for the same purpose, New Vision Theater who is still looking for a new tenant and also redeveloping the parking lot into a coffee shop and also looking into a possible mixed-use or multi- family facility, the Mermaid who has applied to the new State grant business program to assist businesses affected by COVID, the old El Loro building has interest from a restaurant owner that is negotiating a letter of intent with Pastor Enterprises, and Nice-N- Fit, which is a health nutrition store looking to locate into the old Cost Cutters suit in Mounds View Square. 8. REPORTS OF COMMISSIONERS Commissioner Meehlhause informed the Commission that the City Council allocated monies from the CARES ACT to assist the operations of the Police Department, refunded some business license renewal fees, and rebated some liquor license fees. In addition the Council allocated payment of $8750.00 to each of four local non-profit organizations through the CARES ACT fund. The area hotels at near 50% occupancy despite COVID, the Council also passed and EDA levy of $100,000 to help assist local business and residential assistance programs. Commission Lindstrom asked about the EDC Minutes January 21, 2021 Page 3 of 3 details of the programs. Beeman explained the various programs in detail. There were no other Commissioners updates. 9. NEXT REGULAR EDC MEETING Vice Chair Larson reminded the Commissioners that the next EDC meeting will be held February 18, 2021. 10.
