1. CALL TO ORDER
Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.
2. ROLL CALL
Members Present: Chair Jim Freichels, Commissioners, Gary Stevenson, Gary

Members Absent: Vice Chair Dan Larson, & Lisa Marquis

4. APPROVAL OF NOVEMBER 18, 2021 AGENDA
Motion/Second: Commissioner Stevenson moved and Commissioner Rundle seconded
the approval of the November 18, 2021 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
5. APPROVAL OF FEBRUARY 18, 2021 EDC MINUTES
Commissioner Stevenson recommended the addition of a City Council Member section
to the Agenda and Minutes. The rest of the Commissioners agreed and Assistant City
Administrator Beeman will add a Council Section for the next EDC agenda packet.
Motion/Second: Commissioner Rundle moved and Commissioner Stevenson seconded
the approval of the February 18, 2021 EDC minutes.
Motion Carried: 5 Ayes, 0 Nays
6. EDC BUSINESS
Resignation
Chair Freichels announced the resignation of Lisa Marquis from the EDC. Assistant City
Administrator Beeman stated that Commissioner Marquis notified him in July that she
moved and is running a business in another city. The EDC didn’t hold a meeting until
November therefore, Commissioner Marquis’s resignation became official at the
November 18, 2021 meeting. No motion or resolution was necessary.

Recommendations for new Commissioners
Beeman informed the Commission that there were four applicants for three Business
Representative seats and two applicants for one Resident Representative seat. The
EDC recommended that Jim Freichels and Jason Helgemoe retain their Business
Representative seats for an additional term and Jeff Moritko fulfill the remaining term of
Lisa Marquis who resigned. The Commission recommended that Gary Stevenson retain
his seat for an additional term as the Resident Representative.
Motion/Second: Commissioner Rundle moved and Commissioner Lindstrom seconded
the motion to recommend Jim Freichels, Jason Helgemoe, and Jeff Moritko as the
Business Representatives with Jeff Moritko taking over Lisa Marquis’s seat and Gary
Stevenson as the Resident Representative.
Motion Carried: 5 Ayes, 0 Nays
7. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on approximately a dozen
projects happening within the city.
8. REPORTS OF CITY COUNCIL MEMBERS
Council Member Meehlhause provided an update to the EDC on a potential expansion of
the Community Center. The City has hired a consultant to research the feasibility of
adding three new gyms and bringing in sporting events in coordination with the Blaine
Sports Center. The results should be back in about two months.
9. REPORTS OF COMMISSIONERS
Commissioner Helgemoe encouraged the Commissioners to attend the next Mounds
View Business Council meeting at the Community Center December 8, 2021.
Commissioner Freichels confirmed Helgemoes statements. No other Commissioners
had reports.
10. NEXT REGULAR EDC MEETING
The Commission will not meet in December but Beeman reminded the Commission of
the upcoming January and February meetings.

There being no further business, Chair Freichels adjourned the February 18, 2021

Item Title/Subject: Administer Oaths of Office to Newly Appointed EDC
Members
Background
At their November 22, 2021 regular meeting, the the Economic Development Authority
(EDA) appointed Jim Freichels, Jason Helgemoe, Jeff Moritko, and Gary Stevenson to
the Economic Development Commission (EDC) with terms starting January 1, 2022 and
ending December 31, 2024. Except, for Jeff Moritko who is filling Lisa Marquis’s term
ending December 31, 2023.
As per standard practice, all new commission appointees are required to be sworn in, or
in other words, take an oath of office.
Staff Recommendation
The Oaths of Office for each appointee is attached and will be administered at the
beginning of the January 20, 2022 EDC meeting.

Item Title/Subject: Appoint 2022 EDC Chairperson and Vice Chairperson
Background
Per the following Section 408.07 of the Mounds View City Code:
Subd. 1 Organization: At the first regular meeting of the year, the Commission shall
appoint a chairperson from among its voting members. This appointment shall be
subject to Authority approval and shall consist of a one (1) year term. The position
of chair shall rotate among members, with no Commissioner serving in that
capacity for more than two (2) consecutive terms. The Commission shall also
elect a vice-chair from among its appointed members for a term of one (1) year.
The Commission may create and fill such other offices from its members as it may
determine to transact Commission business.
Current and past EDC Members highlighting past Chairpersons is attached.
Staff Recommendation
Consistent with City Code, Staff recommends that the EDC make a motion
recommending appointment of the 2022 EDC Chairperson and Vice Chairperson to the
EDA. The appointment will be confirmed by the EDA on Monday, January 24, 2022.
Once the appointments are confirmed by the EDA in January, the new EDC Chair and
Vice Chair will begin their duties at the February 18, 2021 at the regular EDC meeting.

The City Council formed the EDC by Ordinance 542 on June 27, 1994. The EDC is unlike
any other City Commission because the EDC represents both residents and businesses.

Item Title/Subject: Discuss Future Topics & Presentations
Background
The EDC is an advisory commission to the EDA and meets as-needed per City Code. The Commission
meets January, February, and November each year to complete administrative requirements such as,
new Member recommendations, Oaths of Offices, Chair & Vice Chair appointments, assignment of the
annual calendar of meeting dates, review of by-laws, goals and priorities, and other topics. The
Commission normally breaks for the summer and only meets if necessary until the November meeting.
The EDC should have a discussion to identify specific topics and/or potential presenters that it feels will
add value for 2022 if needed.
Discussion
The EDC to brainstorm ideas for potential topics and speakers for 2022. At the November 21, 2019
meeting it was recommended that housing updates and business property opportunities be considered.
As a result, the Code Enforcement Officer explained the trends of code violations and what has been
accomplished. In addition the Assistant City Administrator reviewed all of the redevelopment projects
and potential redevelopment sites. The EDC to further elaborate and discuss.
Recommendation
Staff recommends the EDC continue to meet January, February, and November and meet as-needed
for the remaining of the year. If a topic/speaker is recommended then a meeting will be set up in one of
the established 2022 EDC calendar slots.

A. Rice Creek Commons (TCAAP) Development Update
In late spring of 2019 project engineers were in the process of plans for mass grading, utility installation, and
primary roadways on the site. This work was slated to be completed in 2019. Initially, the first phase of housing and
early commercial construction was expected to begin in 2020 and when fully realized, the mixed-use development
was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and generate approximately
$8.6 million in property taxes annually. Ramsey County Commissioner Nicole Joy Frethem met with the Mounds
View City Council January 11, 2021 and stated that the law suit is still in effect however, neither party is at liberty to
mention any details of the lawsuit. However, she stated that they feel progress is being made and they are nearing
an agreement. “All construction is still on hold”.
B. Mounds View Business Council Meeting
The next meeting will be held at the MV Event Center Wednesday March 9, 2022 from 8:00-9:00 a.m. All meetings
are free and all EDC Members are encouraged to attend. The featured speaker will be TBA. At the December 8
meeting Chief Harder presented information on business security.
C. Skyline Redevelopment
The EDA has entered into a Preliminary Development Agreement with MWF Properties for the Skyline
Redevelopment site. They have applied for Tax Credits through the State of MN, Ramsey County assistance, and
also a Housing TIF through the City. They are proposing to construct 120 units of affordable senior housing. Bauer
Welding and Bio Clean plan to expand their operations as well, resulting in the potential of four development
projects on the overall redevelopment site. MWF was not successful in their first round of conduit bond funding.
However, they are at the top of the list for the next round. They will be applying again in January 2022 and will find
out if they are successful in the spring of 2022. If all funding sources are in place then MWF could start construction
as early as the second quarter of 2022.
D. Long Lake Woods
Marty Harsted is moving forward in creating 12 new single-family residential lots. He would like to break ground in
the summer of 2022. He apparently has about four homes that would be built right away once the development has
been completed.
E. Tom Fields Estate
A developer had planned to purchase three lots from Tom Fields located across from Lambert Park to construct
three assisted living homes, however Mr. Fields has delayed the project. Therefore, the developer has backed out
of the project. Three more developers have inquired about these lots, however the asking price is too high and they
have backed out as well. This project is on hold until the land owners agree to move forward.
F. Simon’s Building
The Simon’s property has a signed purchase agreement by a local dentist and the Phase I environmentals have
been completed. The dentist intends to make an offer on the EDA lot soon. The proposed project is a professional
building consisting of a new dental office and two additional suites to be leased to a future tenant.
G. New Vision Theater
The movie theater property has been sold to a Minnesota owner. Details of the new owner and future use of the
property is unknown at this time. The previous owners did keep the parcel currently being used by the Bridges
School.
H. MV Square
Staff met with Paster Enterprises in September to seek their interest level in redeveloping the Mounds View Square
area. They see the potential need to redevelop the site. However, they need time to brainstorm and will check-in
2022. Does the EDA have any additional ideas for this redevelopment that staff can pass along to the developer?
