CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE INSTALLATION OF A LOW—PRESSURE ALARM REMOTE
TELEMETRY UNIT (RTU).
WHEREAS, On October 31, 2022 the City experienced low water pressure in the
water system; and
WHEREAS, the SCADA alarm dialer as well as the back-up alarm dialer failed to
notify Public Works Staff of the situation; and
WHEREAS, Staff provided the Council with an overview and time line of what
caused the low water levels and the alarm dialers to fail, at the November 7, 2022 City
Council Work Session; and
WHEREAS, Staff proposed to the Council of adding a low pressure alarm, this
alarm would notify Public Works Staff if the pressure in the water system reaches and
critical set point. The alarm would be separate to the SCADA system; and
WHEREAS, Staff received a proposal from Automatic Systems Inc to install and
program at Low -Pressure Alarm Remote Telemetry Unit (RTU) at a cost of $16,451.00.
The proposal does not include the yearly cellular cost.
WHEREAS, Staff was directed to move forward and to bring this item back to a
City Council meeting for formal approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. Accepts the Proposal from Automatic Systems for installing a Low -Pressure Alarm
Remote Telemetry Unit (RTU) at a cost of $16,451.00.
2. To be funded from the 2022 Drinking Water Budget, fund account 700-4823-7050
with a budget of $800,000 for water treatment plant upgrades.
3. The Director of Public Works is authorized to make approvals related to installation
of the unit during construction of the Project on behalf of the City Council as per the
Purchasing Policy.

4. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in
order to accomplish the intent of this Resolution.
