Carter Johnson, being first duly sworn, on oath states as follows:
i. I am the publisher of the SHOREVIEW PRESS, or the publisher's
designated agent. I have personal knowledge of the facts stated in
this Affidavit, which is made pursuant of Minnesota Statutes §331A.07.
2, The newspaper has complied with all of the requirements to constitute a
qualified newspaper under Minnesota law, including those requirements
found in Minnesota Statutes §331A.02.
3. The dates of the month and the year and day of the week upon which the
public notice attached was published in the newspaper are as follows:
Once a week, for one week, it was published on Tuesday, the 22nd day
of November, 2022.
4. The publisher's lowest classified rate paid by commercial users for
comparable space, as determined pursuant to §331A.06, is as follows:

portion of the newspaper's circulation is in the latter county.

NOTICE OF PUBLIC HEARING
ORDINANCE 995
NOTICE IS HEREBY GIVEN that the Mounds View City Council will hold a
public hearing during its regularly scheduled meeting on Monday, December
12, 2022 at 6:30 p.m. to.consider Ordinance 995, an ordinance amending
Section 4.05, Subdivision 1, of the City of Mounds View Charter pertaining to
the Vacancies in -Municipal Elected Office. The amendments are w-follows:
Section 4.05, subdivision 1 of the Mounds View City Charter is hereby
amended by adding the dauble`undedioed language and deleting the atr can

Subdivision 1. When a vacancy inan elected office of the City occurs with
365 days or more remaining in the term of the vacated office, there shall be
a special election held within ninety days after the vacancy occurs to elect
a successor to serve for the remainder of the unexpired term of the office

AN ORDINANCE AMENDING SECTION 4.05, SUBDIVISION 1, OF
THE CITY OF MOUNDS VIEW CHARTER PERTAINING TO VACANCIES
IN MUNICIPAL ELECTED OFFICE
THE CITY OF MOUNDS VIEW ORDAINS:

1.01. The city of Mounds View ('City') Is governed by a home rule charter
(the "City Charter"), adopted pursuant to the Constitution of the State of Min-
nesota and Minnesota Statutes, chapter 410 (the "Act').
1.02. The Mounds View Charter Commission has proposed the adoption
of an amendment to section 4.05 of the City Charter (the "Amendment") and
recommended to the City Council that the Amendment be adopted by ordi-
nance in the manner presorl bed by section 410,12, subdivision 7 of the Act.
1.03. A public hearing on the Amendment was held on November 14.
2022, by the Mounds View City Council otter publlsfied notice containing the
text of the Amendment, as required by the Act. and all persons desiring to be
heard with reference to the Amendment were heard at said public hearing.
1.04. The Mounds View City Council finds and determines that it Is In the
best interests of the City and its inhabitants that the Amendment be adopted.

2.01. Section 4.05, subdivision 1, of the Mounds View City Charter is

be effective until approved by 51% of the voters voting on the question of its
adop lion at an election called by the Counoll for that purpose.
2.03. On the effective date of the Amendment, the City Clerk is authorized
and directed to fife copies of the Amendment with the Secretary of State of the
State of Minnesota, the Ramsey County Recorder, and the City Cleric's office
together with the certificate required by section 410.11 of the Act.
