4. APPROVAL OF AGENDA
A. Monday, October 24, 2022, City Council Agenda.
City Administrator Zikmund requested the Council add Item 8F – Approving the Hire of Patrol
Officer Lindsey Jordon.
MOTION/SECOND: Bergeron/Hull. To Approve the Monday, October 24, 2022, agenda as
amended adding Item 8F, Approving the Hire of Police Officer Lindsey Jordon.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. Approval of Minutes: October 10, 2022.
B. Just and Correct Claims.
MOTION/SECOND: Meehlhause/Cermak. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
6. PUBLIC COMMENT
Raymond Ramirez, 5273 Irondale Road, stated he has lived in his home for the past 52 years. He
expressed concern about his recent quarterly water bill, which was $178 and he lives alone. He
questioned if his meter was reading properly.

Mayor Mueller stated staff would follow up with Mr. Ramirez regarding his water meter and water
bill.
7. SPECIAL ORDER OF BUSINESS
None.
8. COUNCIL BUSINESS
A. Public Hearing: Resolution 9641, Adopting a Special Assessment Levy for
Delinquent Public Utility Accounts.
Finance Director Beer requested the Council adopt a special assessment levy for delinquent public
utility accounts. He reported the City certifies delinquent utility bills once each year. He noted
staff sent letters to the effected properties in early October.
Council Member Bergeron asked how many residents choose to have their utilities rolled over to
their property taxes on a yearly basis. Finance Director Beer estimated 90 to 100 residents chose
to do this.
Mayor Mueller indicated there were many repeat names on this list. She questioned what the time
period was for the delinquencies. Finance Director Beer stated the time period was for one year.
Mayor Mueller inquired if rental licenses could be pulled for the property owners that were not
paying their utility bills on quarterly basis. Finance Director Beer explained when the utility bills
are certified with the County, their property will appear to be current and the property owner could
renew their rental license. He stated he was not overly concerned about property owners that opted
not to pay their utility bills because the City was getting their money.
Mayor Mueller opened the public hearing at 6:42 p.m.
Hearing no public input, Mayor Mueller closed the public hearing at 6:43 p.m.
MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9641,
Adopting a Special Assessment Levy for Delinquent Public Utility Accounts.
Ayes – 5 Nays – 0 Motion carried.
B. Public Hearing: Resolution 9642, Adopting a Special Assessment Levy for
Unpaid City Charges and Unpaid Diseased Tree Charges.
Finance Director Beer requested the Council adopt a special assessment levy for unpaid City
charges and unpaid diseased tree charges. He discussed the unpaid City and diseased tree charges
in further detail with the Council and recommended approval.
Mayor Mueller opened the public hearing at 6:46 p.m.

Hearing no public input, Mayor Mueller closed the public hearing at 6:47 p.m.
MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 9642,
Adopting a Special Assessment Levy for Unpaid City Charges and Unpaid Diseased Tree Charges.
Ayes – 5 Nays – 0 Motion carried.
C. Public Hearing: Introduction and First Reading of Ordinance No. 993, an
Ordinance Adopting the 2023 City of Mounds View Fee Schedule.
City Administrator Zikmund requested the Council introduce an Ordinance that would adopt the
2023 City of Mounds View fee schedule. He explained the Council reviewed and approved the fee
schedule on an annual basis. He reviewed the minor adjustments that were made to the fee schedule
and recommended the Council introduce the Ordinance.
Mayor Mueller opened the public hearing at 6:49 p.m.
Hearing no public input, Mayor Mueller closed the public hearing at 6:50 p.m.
Mayor Mueller commented on the reduced food truck fees. She asked if this was done to be more
compatible with surrounding communities. City Administrator Zikmund reported this was the
case.
Mayor Mueller thanked staff for reducing the rental rates at the Community Center for residents
of Mounds View. Finance Director Beer commented on how the fee schedule for the Community
Center was simplified to three different tiers for residents/non-profits, non-residents and schools.
Council Member Bergeron thanked staff for their work on the new tier schedule for the Community
Center.
Council Member Meehlhause requested staff speak to the proposed changes that were being made
to the utility rates. Finance Director Beer reviewed the new utility rates in detail with the Council.
He noted the average user would see a $31 increase for the entire year.
MOTION/SECOND: Meehlhause/Bergeron. To Waive the First Reading and Introduce
Ordinance No. 993, an Ordinance Adopting the 2023 City of Mounds View Fee Schedule.
Ayes – 5 Nays – 0 Motion carried.
D. Resolution 9639, Approving the Hire of Kris Paulseth to the Position of
Arborist/Park Maintenance.
City Administrator Zikmund requested the Council approve the hire of Kris Paulseth to the
position of Arborist/Park Maintenance. He explained Mr. Paulseth has almost 10 years of
municipal and forestry experience. He commented further on Mr. Paulseth’s work experience and
recommended approval of the hire.

MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution 9639,
Approving the Hire of Kris Paulseth to the Position of Arborist/Park Maintenance.
Council Member Bergeron stated he believed the Arborist position was vital to the community and
the City’s forest.
Ayes – 5 Nays – 0 Motion carried.
E. Resolution 9643, Approving Contract/Fee of $9,400 with Kodet Architects to
Perform a Condition Assessment of Community Center.
City Administrator Zikmund requested the Council approve a contract with Kodet Architects to
perform a condition assessment for the Community Center. He noted the contract/fee would be
$9,400. He commented further on the assessment that would be completed and recommended
approval.
Council Member Bergeron stated this assessment was the City’s opportunity to do its due diligence
for the Community Center. City Administrator Zikmund reported this was the case.
MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 9643,
Approving Contract/Fee of $9,400 with Kodet Architects to Perform a Condition Assessment of
Community Center.

F. Resolution 9644, Approving the Hire of Patrol Officer Lindsey Jordon.
City Administrator Zikmund requested the Council approve the hire of Patrol Officer Lindsey
Jordon. He reported the police department’s top candidate failed to successfully complete all
background materials. He explained this led staff to recommend the hire of Patrol Officer Lindsey
Jordon, who is a lateral transfer. He indicated the department would have to go through the hiring
process again in December.
MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 9644,
Approving the Hire of Patrol Officer Lindsey Jordon.
Ayes – 5 Nays – 0 Motion carried.
Council Member Meehlhause stated he would like to direct staff to post for another patrol officer
within the police department. He noted the City was supposed to hire two officers, and has only
hired one at this time.
MOTION/SECOND: Meehlhause/Hull. To Direct Staff to Post for Another Patrol Officer within
the Mounds View Police Department.

9. REPORTS
A. Reports of Mayor and Council.
Council Member Meehlhause indicated he would be attending an NYFS Board of Directors
meeting on Thursday, October 27. He reported he would be attending a Twin Cities Gateway
Finance Committee meeting on Thursday, November 4.
Council Member Cermak stated the Mounds View Police Foundation would be meeting on
Tuesday, November 1 at 5:30 p.m. at Random Park. She commented on the upcoming coat drive
and thanked all of the residents who would be participating.
Mayor Mueller stated Abiding Savior Church would be hosting a Trick or Trunk event on
Saturday, October 29 from 10:30 a.m. to 12:00 p.m.
Mayor Mueller commented on the Mayor for a Day essay contest that was being sponsored by the
League of Minnesota Cities.
Mayor Mueller reported the Festival in the Park Committee met last Tuesday and discussed plans
for next year’s festival. She encouraged residents to considering volunteering to assist with
planning this great community event. She stated the Festival in the Park Committee would meet
next on Tuesday, November 15 at the Public Works Facility.
B. Reports of Staff.
City Administrator Zikmund stated he would be having lunch with the NYFS Executive Director
tomorrow.
City Administrator Zikmund explained the SBM Fire Chief hiring process was moving forward at
this time and final interviews would be held on Wednesday, October 26.
City Administrator Zikmund reported he would be drafting an article for Mounds View Matters
regarding the Community Center expansion exploration.
City Administrator Zikmund commented five staff members met with Polco, which was a
community survey company. He stated staff would be meeting with an additional survey company
and would report back to the Council at a future worksession meeting on this topic. He estimated
a community survey would cost $8,000 to $10,000. He reported most neighboring communities
were completing community surveys every three to five years.
Mayor Mueller encouraged residents to participate in the General Election, which would be held
on Tuesday, November 8.
C. Reports of City Attorney.

City Attorney Riggs had nothing additional to report.
