For example, some car dealerships installed touch screen kiosks for customers wishing to purchase vehicles since most of their staff was off site. Some Counties and other governmental agencies have converted to kiosks for licensing and other general services. It is not known if another pandemic, version, or wave will hit the U.S. and many companies have decided to continue working remotely. Therefore, staff has researched the kiosk option in order to keep the same level of services for residents. Discussion: Advanced Kiosks has been asked to provide the City Council with an overview of their products and services and options for transitioning to a hybrid system. Advanced Kiosks will be streaming into the meeting via a Microsoft Teams meeting. As, they have stated that they have been in overdrive since the pandemic started. Advanced Kiosks offers a variety of options including licensing, payment, permitting, general information, language translation, voice & video, and even the ability for any staff member to interact via voice and/or video remotely. This could be a good alternative in keeping the front lobby area open in case of another shut down or even offering services off hours. Paying utility bills or other bills, contractors needing to fill out permits, dog licensing, general questions in multiple languages eliminating the need to hire an interpreter, and offering a 24 hour service to residents is all possible with the kiosk system. As, some residents still prefer to drive to City Hall to take care of their needs and the kiosk option will allow them that convenience whether or not City Hall is closed or open. This may even be a good option for the Community and Event Center. Strategic Plan Strategy/Goal: A Progressive City that is welcoming and a desirable destination to all ages & cultures, who seeks progress through partnerships, and a place where residents can work, live, and play and show pride in the community. Provide good customer service in a timely manner. Financial Impact: The cost for the kiosk service varies depending on service and type of machine. Some local governments have used the CARES Act to pay for a kiosk. More details will be provided in the Zoom presentation. Recommendation: Listen to the Advanced Kiosk presentation and ask any questions as necessary. Item No: 02 Meeting Date: January 3, 2023 Type of Business Council Worksession MOUNDSVIEW City Administrator Review City of Mounds View Staff Report To: Honorable Mayor and City Council From: Brian Beeman, Assistant City Administrator Item Title/Subject: Ardan & Greenfield Park Wetland Delineation Study & Development Concept Review Introduction: On April 5, 2021 the City Council heard a presentation by staff on all of the potential redevelopment sites in the city. Ardan and Greenfield Park redevelopment areas were discussed and it was determined that a wetland delineation study was needed in order to define what is developable and what is to remain as wetland. The wetland delineation study was completed early towards the end of September 2022. The study was distributed to developers with instructions to submit a concept map and general plan proposal to the City Council for it's January 3, 2023 City Council Worksession meeting. Those proposals are attached. Each developer will be presenting their concept to the City Council. Should the Community Center expansion go forward, there is plans to utilize the wetlands in that area for a new parking lot. This would require the City/developer to create additional wetlands in a 2:1 ratio or purchase wetland credits. The most likely area the wetlands can be expanded is the Ardan and Greenfield Park wetland areas. This may affect what can be developed, however staff believes it is important to hear from developers so that the Council can advise how to proceed. It is believed that that the amount of new wetland needed to be created will be known by the Community Center architects in mid -January 2023. Further studies would likely need to be conducted should the project move forward. Staff believes that it may be more cost effective if the developer purchases wetland credits versus creating additional wetlands. Discussion: The City Council to hear each developer proposal and make comments and ask questions respectively. The Council to provide feedback on which development or combination of developments they would like to see. Should the Council wish to continue discussions with one or more developers, the Council should set a date to further discuss in detail those developments. Strategic Plan Strategy/Goal: • Create and maintain a positive business climate where businesses want to locate and remain in Mounds View through a good BR&E program and redevelopment efforts. Maximize utilization of development space and current list of available sites. Support the development of a variety of housing stock that includes affordable and market rate and the maintenance of properties. Consider more townhomes and affordable apartments and other housing options. • Increase the EDA levy to have funds available for redevelopment projects. Identify and set aside strategic lots within the City like Ardan Park redevelopment area. Ensure townhomes are integrated into the neighborhood with proper style and landscaping. Financial Impact: Project is developer lead. Actual costs and revenues depend on product type, number of units, total project cost, etc. Recommendation: Listen to each developer proposal and ask any questions as necessary. Provide feedback and further direction as next steps. CENTRA HOMES LLC To: City of Mounds View City Council Planning Commission City Staff Re: Concepts Plans for Excess City Owned Land We are excited to share with you our ideas and thoughts regarding how two parcels of land might develop into Residential Neighborhoods. We have focused on some excess land near Ardan Park and some land near Greenfield Park. We have tried to balance the desire for additional density with the existing uses of standard single family lots in the area. With these two competing ideas we have settled on proposed small lot detached single family homes but we have proposed two options regarding narrow lot homes. In addition we are open to suggestions and feedback regarding the proposal we have brought forward. Greenfield Park Land: This land is located off of Jackson Dr and adjacent north of Greenfield Park. The parcel of land is a tight site with Hwy 10 just to the north. As we looked at the land, we felt like the best option would be to have housing product with front doors facing Jackson Dr and garages in the rear of the house. We have contemplated detached homes with a private street providing access to the Garages. These homes would have a Homeowners Association to own and maintain the street as well as provide lawn/irrigation maintenance and snow removal. These homes are 20 feet wide with 5 foot side yard setbacks. We built a neighborhood in the City of Ramsey of a very similar product. We have included a picture of the completed homes, for reference. Ardan Park Land: We approached this land slightly differently since not all of the land is City Owned - we tried to highlight the land not owned by the City in our Concepts. We decided to propose two concepts for this land to provide another idea on how it might develop. Concept #1 for this area is a rear loaded home the same as the home contemplated for the Greenfield Park area. CENTRA HOMES,,. Since the Ardan Park area includes a few parcels that are not owned by the City, we wanted to provide another option that would allow this area to develop if the other property owners did not want to participate in the development. Concept #2 for this area includes 'front -loaded' homes and thus no private road. The contemplated homes are 30 feet wide with a 5 foot side yard setback so the lots would be 40 feet wide. This neighborhood would not have a Homeowners Association with the yards privately maintained and the road would be public. We have provided a picture of the 20' wide product that is currently built in the City of Ramsey. We have also created a Architectural Rendering of how these 20 foot wide homes might look if Concept #1 is selected with the view looking down the new street off of Long Lake Road. We have provided Marketing Flyers that include Elevations and Floorplans for both the 20 wide and 30 wide plans that we have proposed in this document. These are homes we are currently building and we typically make changes to the homes as we enter a new neighborhood but these will give you a very good idea of the product that we propose. We proposed the following specifics of exterior house finishes of either concept: e Architectural Asphalt Shingles ® Vinyl Siding with a variety of exterior masonry accents ® Landscaping to include One front yard tree per lot and fully irrigated and sodded yard o Variety of Exterior Color selections ■ Do not allow the same color and elevation of homes next to or across the street from each other As stated earlier we are excited to present our proposal to the City and would appreciate any feedback as we are open to make adjustments. Pulte Infill/Redevelopment Experience One of Pulte's primary focuses is on infill/redevelopment. We have partnered with many cities throughout the years to successfully complete infill/redevelopment sites throughout the Twin Cities. We recognize that when developing an infill property there are additional considerations that must be considered and addressed. Typically, these include focusing on the various goals of a city and being sensitive to the neighbors. We have gained experience and skill in these areas. In recent years, we have completed infill/redevelopments projects in the nearby communities of New Brighton (2), Fridley, and others. Please see the project bios at the end of this submittal for details on some of these infill developments/redevelopments. Site Plans The process of creating a site plan involves balancing many forces. These forces typically pertain to physical constraints, the housing market, City goals, and sensitivity to the neighbors. We take pride in carefully contemplating the various forces to find a balanced and logical site plan. We evaluated the Greenfield site and concluded that the physical constraints were too great to resolve. The extent of the floodplain left little land to develop. We turned our focus to the Ardan Avenue property. Below you will find a description of the example site plans submitted for review. At this early stage, they are conceptual in nature and are certain to change as new information comes forward. We created three different site plans for us to better understand what could occur on the site. Concept 1 includes only those properties that area currently owned by the City. This proved to us that a workable redevelopment project could occur without the acquisition of any additional properties. Concept 2 is a highly sensitive site plan which assumes the acquisition of some adjacent properties and retains extraordinary wooded buffers to some of the adjacent properties. Concept 3 is what we would consider to be the maximum use of the City land and adjacent properties. Concept 1 The underlying assumption with this site plan (concept) is that only City properties would be developed. This could be the result of the City wanting the redevelopment to be limited in scope or it could be the result of neighboring property owners not being interested in selling their properties. The site plan shows two story townhomes (see a later section in this narrative for more details on the housing). In general, the layout of this site plan is functional and practical. We haven't taken this site plan to the next level in detail dealing with guest parking, potential amenities, etc. Typically, townhomes have private streets and public utilities. In this scenario, the streets serving the townhomes would need to be public to enable the existing platted lots to be served by a public street. Since these existing lots generally do not have sewer, water, or street access, they would be assessed their share of the public infrastructure costs. 0) Concept 2 The underlying assumption with this site plan is that adjacent properties would be acquired. This site plan shows two story townhomes. This layout presents an expansive vision and would add housing units in a range of sizes and price -points the data suggests are most desired and needed in the community. The wide wooded buffer of trees preserved behind the Long Lake Road homes would be considered in the industry to be extraordinarily. It is our opinion that this site plan could be adapted and refined to balance all competing forces, resulting in a successful infill/redevelopment project. It should also be noted that this site plan shows the addition of a second housing type. If supported by the City, we will partner with YardHomesMN SBC, a builder of small, detached homes. These homes are only shown on Concept 2 as an example. Although our Concepts 1 and 3 do not explicitly show any YardHomesMN SBC homes, we are certainly willing to adapt those plans to include them. We believe that providing multiple types of housing in this infill/redevelopment project results in several public benefits. We have begun to incorporate some details such as guest parking, but many details remain to be discussed, decided, and incorporated into the next versions of the site plan. For instance, potential public trails/amenities, potential private trails/amenities, etc. Concept 3 The underlying assumption with this site plan is that adjacent properties would be acquired. Please understand that we are not proposing to proceed with this site plan. In our opinion, it is too dense and is not sensitive enough to our neighbors. However, this site plan provides us all with a better understanding of what could be and how the various pieces could fit together. It shows two story townhomes. We haven't taken this site plan to the next level in detail dealing with guest parking, potential amenities, etc. This site plan is illustrative of what could be the maximum number of homes on the site. We consider Concepts 1 and 3 to be guard rails within which a practical plan could be created. The Homes We believe that providing multiple types of housing in this infill/redevelopment project results in several benefits. Our goal is to serve different types of buyers, thereby satisfying existing needs in this area. The benefit to the City is that we can satisfy more of your current residents that are unable to find the type of housing that they desire. They can continue living in Mounds View. It is good for our builder team because we can sell homes to a wider demographic and psychographic group of home buyers. All homes are sold as owner -occupied homes. Below you will find a description of the different housing types proposed. Pulte Townhomes We build a variety of townhomes including two-story, three-story, and four-story floor plans. We find that each floor plan is suitable in specific environments and to specific buyers. Three -and four-story floor plans are more fitting in an urban setting. For instance, if you tour our two redevelopments in adjacent New Brighton, you will notice that both are in very urban settings, which called for three-story townhomes. In our opinion, the most appropriate floor plan for the Ardan Avenue site is a two-story townhome. The appearance and height of the two-story townhome is entirely consistent with the single-family homes found in this area. This versatile design has been very popular among our home buyers in the past few years. We have designed a two-story townhome that feels and lives very much like a single-family home. It includes structural options that lead to a wide range of floor plans and sale prices. This type of home attracts a variety of different types of buyers. It attracts the traditional townhome buyer which includes singles, young couples, and young families. The floor plan versatility and HOA "snow and mow" maintenance also leads to about 30% of our buyers being empty nesters. This leads to a nice blend of demographic groups living together in the neighborhood. Townhomes will start at approximately 1,850 square feet of finished living space. A popular option among empty nesters is the two-story addition to the rear of the home which adds a sunroom to the first floor and a sitting room in the master bedroom on the second floor. Depending on what options are chosen, anticipated townhome prices will range from the mid $300k's to the high $400k's. Our customers appreciate this range of customization. The number of homes within each building will vary from four to six. Every home will have a two - car garage with space in the driveway for two additional cars. As things progress, we will also incorporate guest parking stalls. We have placed considerable effort on the architecture of the homes. Front facades are individualized and stylized with varying windows, gables, shutters, materials, dormers, and roof lines. The use of shakes and banding boards serve as strong accents. Side elevations present a variety of roof lines and siding materials/patterns. Rear elevations also present a similar combination of interesting and varied features and colors. You'll note that the front elevations have varying amounts of stone as well. Pulte offers a variety of energy efficiency and sustainability options. If our team is chosen to proceed to the next step, we would be happy to have a detailed discussion about these features. Pulte Townhome HOA Pulte will create a professionally managed homeowners' association (HOA's) for the townhome neighborhood. The HOA will be responsible for snow removal, lawn maintenance, private street maintenance and the exteriors of the buildings. YardHomesMN SBC YardHomesMN SBC is a New Brighton -based provider of prefabricated compact homes often used as Accessory Dwelling Units or in small clusters or villages. Ranging from 320 to 700 square feet, these homes leverage the productivity and cost benefits of off -site construction 4 technologies. By building the entire home or major parts of the home in a manufacturing facility, YardHomes can deliver overall prices typically 20% lower than traditional site -built homes, in about half the time. A key market for YardHomes is seniors. The company offers slab -on -grade single level living environments that incorporate Universal Design and that are highly accessible. The units feature market -leading sustainability features making them extremely energy efficient. This lowers energy costs to our residents and enhances the affordability of the home. YardHomes would provide a group of units in this smaller, single level living format that would generally be highly desired by seniors, although they would not be limited to seniors unless this was part of a deliberate program with the City. The current concept is for one bedroom, one bath units of around 600 square feet. It is anticipated that home prices will be below $200k. Models opened in March 2017. This is a typical example of a public/private partnership that Pulte has become skilled at executing. The neighborhood has been a great success for both the City and Pulte. Utilizing innovative site planning, we were able to maximize the land while meeting community goals of providing a better housing choice for the 55+ demographic including a mix of slab on grade homes and basement options. Note how we intentionally oriented the homes in such a way as to protect the living portions of the homes from the busy traffic on Weaver Lake Road. We developed and built 89 single family homes and 36 townhomes. The infill project was challenging due to significant environmental remediation requirements due to the property's historical uses including stockyards, an asphalt plant, and other businesses that released petroleum -based soil contaminants. Pulte partnered with the City and MPCA to successfully remediate the property and gain all required clearances to allow for development of the property for residential use. In Fall 2017, the project completely sold out and was one of the top 10 selling communities in the Twin Cities. The project is a great example of Pulte Homes partnering with a City and was awarded the Minnesota Brownfields Rescape Award for Community Impact in 2016. This infill project had many site development hurdles including wetlands, topography, poor soil conditions, an existing railroad and perimeter major roadways. Our site design approach utilized the natural topography of the site, resulting in a very attractive neighborhood serving both the millennial and 55+ demographics with stylized housing products. This complicated infill project had many challenges that resulted in the property lying dormant for years. The property had three different zoning categories. Half of the property also fell within a shoreland district, creating complexities related to density and storm water runoff. The property also required right-of-way vacation and shared a private driveway access with a separate property owner. We worked diligently with City staff to arrive at a solution for each challenge and to address all neighbor concerns, resulting in a highly successful and very attractive neighborhood with 82 townhomes. Together, the partnership delivered housing that was in desperate need: 204 senior rental homes, 154 family rental homes, and 53 townhomes. This intricate redevelopment project involved the demolition of an old school and the challenge of delivering critically needed housing while being sensitive to the neighbors. We worked diligently with City staff to provide a public park, vacating a street, and reconstructing a busy intersection. Our close partnership with Dominium resulted in phased land closings and an equitable infrastructure cost sharing agreement. We worked hard to be sensitive to the needs of the neighbors and carefully built 25 luxury single family homes in the new neighborhood. We took an innovative approach to dealing with storm water by creating an underground storage system that would temporarily flood the open space above it during heavy rains. The area is used by the residents as green space. This dual use of land is highly efficient and adds value to the homes in the neighborhood. This change is similar to Spring Lake Park and Columbia Heights (revocation hearing after 30-days of non- compliance). Discussion: The City licenses 255 rental properties, consisting of 1,885 units. Multi -Family rental properties are inspected every three years (housing inspection). Fire inspections of common areas are conducted annually. Thirty-three percent of households are renter occupied.' Staff spends a considerable amount of resources on a small number of rental properties. This was exacerbated in 2020-2021 with the Rental License Revocation of 2075/2081 Hillview Road which took about 1'/2 years to resolve. The problems which we're trying to solve are complex, and much of it is outside our control (e.g. homelessness, substance abuse, domestic disputes, hording, deferred maintenance, etc.). The problems are not limited to negligent owners, but also managers and tenants for both apartment buildings and single-family rentals. Staff is considering an Ordinance Amendment in which the Council would conduct a Hearing to revoke the Rental License of a property, if non -compliant in excess of 90-days. Once revoked, tenants have 45 days to vacate the property. After revocation, a License may be reinstated if violations are corrected and the owner pays a fee, 5X the annual rental license fee.' In effect, Staff would have a low -to -no tolerance for non-compliance, and defer to the City Council to grant any leniency. Once revoked, if occupied after 45-days, the City would file civil charges against the owner to enforce the vacancy (4-6 month process). The primary difference in the change is; (1) the removal of Staff granting leniency or extensions to correct violations; and (2) the substantial cost of reinstating a Rental License should encourage owners to maintain their properties, or get out of the rental business. For comparison, in conversations with Columbia Heights staff, their Council conducts one or two revocation Hearings every month. After revocation, and prior to posting units as "Illegal to Occupy" (45 days later), about 90% of owners make repairs to avoid evictions. Strategic Plan Strategy/Goal: Encourage landowners to maintain and take care of properties to ensure they are following codes and rules and forcing them to keep up maintenance. Make low interest loans available to address maintenance needs. Financial Impact: More enforcement will incur more legal fees. Recommendation: Staff is requesting direction. Staff has been frustrated for some time regarding rental owners who consistently violate the City Code. Currently, Staff has the discretion to bring these to the Council for revocation. But the question for the Council is, if the Council would like to take action on all of them (e.g. revoke licenses of all violators after 90-days), or leave it to Staff's discretion (threaten revocation, but seldom take action).
