1. CALL MEETING TO ORDER
President Hull called the meeting to order at 6:32 p.m.
2. OATH OF OFFICE
City Administrator Zikmund administered the Oath of Office to Mayor Hull, Commissioner
Lindstrom and Commissioner Gunn.
3. ROLL CALL: President Hull, Vice President Cermak, Commissioner Gunn,
Commissioner Lindstrom, Commissioner Meehlhause, and Executive Director Zikmund.
NOT PRESENT: None.
4. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Meehlhause. To Approve the January 9, 2023, Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. November 28, 2022, EDA Minutes.
MOTION/SECOND: Gunn/Meehlhause. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
6. PUBLIC COMMENT

7. EDA BUSINESS

A. Consider 23-EDA-363, Electing and Appointing Officers to the Mounds View
Economic Development Authority (EDA).
Assistant City Administrator Beeman requested the EDA elect and appoint officers to the Mounds
View EDA.
President Hull explained he would serve as the EDA President. He requested Commissioner
Cermak remain Vice President of the EDA.
Commissioner Cermak stated she would be happy to serve as the Vice President.
Commissioner Meehlhause indicated he would be willing to continue as the EDA Treasurer.
Commissioner Lindstrom explained he would serve as the EDA Secretary.
MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 23-EDA-
363, Electing and Appointing Officers to the Mounds View Economic Development Authority
(EDA) as discussed.
Ayes – 5 Nays – 0 Motion carried.
B. Ardan & Greenfield Park Redevelopment Discussion.
Assistant City Administrator Beeman reported the Council met with five developers at their last
worksession meeting to discuss a redevelopment area south of Ardan Park. He noted four of the
developers proposed townhomes and one developer proposed a tiny home, affordable
development. Staff reviewed the type of housing products, the number of units each developer was
proposing and asked for comments from the EDA on how to proceed.
Executive Director Zikmund commented on how the wetlands would have to be addressed if this
area were to develop.
Commissioner Lindstrom stated he supported the Leneer project moving forward. He appreciated
how this developer considered the best fit for the area. He appreciated how the high end housing
would fit into this neighborhood. He believed this development was both desirable and thriving.
Commissioner Gunn commented she supported Pulte and Yard Homes working together in order
to have townhomes and tiny homes on this property. She indicated this would provide a new type
of housing for residents of Mounds View. She stated her second choice would be Centra which
was another townhome development. She believed the City could use more townhomes.
Vice President Cermak explained her first choice would be the Pulte development because this
development would provide smaller units with no stairs. She reported she was not a fan of
townhomes.

Commissioner Meehlhause stated all four developers provided a high quality option for the City.
He explained he liked the Pulte development as it provided a housing combination that would
benefit Mounds View. He indicated he could also support townhomes if this was the best option
for the site. He explained his second choice would be the Centra development.
Commissioner Lindstrom indicated he liked the Yard Home option for the Greenfield site or the
property on Woodlawn. He commented his second option would be the Centra development.
President Hull explained he would like to see all units being owner-occupied and stated he could
support the Pulte development. He recommended the Yard Homes be placed on the Greenfield
property.
Executive Director Zikmund suggested the Greenfield site be removed from consideration for this
discussion and that the discussion focus on the Ardan Park property. He summarized the comments
from the EDA, which was that the Pulte development should move forward. He questioned if this
development should include Yard Homes. The consensus of the EDA was to support the Pulte
development having Yard Homes.
MOTION/SECOND: Gunn/Meehlhause. To direct staff to proceed with Pulte and Yard Homes
for the Ardan Park Redevelopment Project and to encourage the developer to maximize the
wetlands.
Ayes – 4 Nay – 1 (Lindstrom) Motion carried.

9. NEXT EDA MEETING: Monday, January 23, 2023 at 6:30 p.m.
10. ADJOURNMENT
President Hull adjourned the meeting at 6:57 p.m.
