CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF
THE INTENT OF THE CITY OF MOUNDS VIEW TO DISPOSE OF PROPERTY;
4889 OLD HIGHWAY 8, AND 4943 OLD HIGHWAY 8,
IN COMPLIANCE WITH THE COMPREHENSIVE PLAN
WHEREAS, in 1996, the City of Mounds View purchased real property located at 4943 Old
Highway 8, for the purposes of realigning Old Highway 8; and,
WHEREAS, in 2018, the City of Mounds View Economic Development Authority (EDA)
purchased real property located at 4889 Old Highway 8, for the purposes of redevelopment (Resolution
18-EDA-318); and,
WHEREAS, in 2020, the City of Mounds View EDA acquired real property, commonly known
as a 33' Highway Easement in-between 4889 Old Highway 8, and 2151 Mustang Drive (Second Judicial
District Court, File No. 62-CV-1080); and
WHEREAS, in 2021, the City of Mounds View EDA entered into a Purchase and Development
Agreement with Bio-Clean Mobile Wash Inc. (2151 Mustang Drive), to purchase the 33' Highway
Easement, and a portion of 4889 Old Highway 8 for the purposes of expanding the Bio-Clean facility
(Resolution 21-EDA-342); and,
WHEREAS, in 2021, the City of Mounds View EDA entered into a Purchase and Development
Agreement with MWF Properties, LLC to purchase the remainder of 4889 Old Highway 8, for the
purposes of redeveloping the site for workforce housing (Resolution 21-EDA-341). The EDA intends to
include real property located at 4943 Old Highway 8 (remaining land, after road realignment) as part of
this Preliminary Development Agreement; and,
WHEREAS, Minnesota Statute §462.356, Subd 2 states; ..... "[N]o publicly owned interest in
real property within the municipality shall be acquired or disposed of, nor shall any capital improvement
be authorized by the municipality..... .....until after the planning agency has reviewed the proposed
acquisition, disposal, or capital improvement and reported in writing to the governing body..... .....its
findings as to compliance of the proposed acquisition, disposal or improvement with the comprehensive
municipal plan ".....
NOW, THEREFORE, BE IT RESOLVED in consideration of the proposed development
projects, the Comprehensive Plan, and Staff Report, the Planning and Zoning Commission (Planning
Agency) makes the following Findings (italics);

Goal 1: Stabilize and strengthen neighborhoods

• Establish and preserve neighborhood character through public investments identified in
the Capital Improvement Program (CIP).
• Ensure redevelopment complements adjacent land uses and character. When considering
development, preserve vegetative buffers between different land uses when possible and
establish vegetative buffers when none exist.
Goal 3: Strategically invest in redevelopment opportunities.
• Identify sites deemed blighted or detracting from the city's character for potential facade
improvements.
• Map opportunities to assemble properties.
■ Encourage affordable housing in redevelopment.
• Meet the City's goals of creating livable wage jobs on redeveloped sites.
• Support new industrial businesses.
FINDINGS: The proposed sale of real property, and related re -development; (expansion of Bio-
Clean; and development of The Villas of Mounds View a 120-unit workforce housing
project), will stabilize the neighborhood in comparison to the previous Skyline Motel;
will complement adjacent uses (e.g. industrial and manufactured home park); is mapped
for redevelopment (Comprehensive Plan, Figure 2-1: Potential Redevelopment Sites);
encourages affordable housing (e.g. 120-unit The Villas of Mounds View); may create
livable wage jobs (e.g. expansion of Bio-Clean Mobile Wash); and supports industrial
businesses (e.g. Bio-Clean Mobile Wash).
Housing Goals and Policies
Goal 1: Support development and redevelopment which accomplishes 2040 forecasted population
growth and the supportive land use designations identified in this plan.
Goal 3: Support a mix of housing types reflective of the needs and desires of the community.
FINDINGS: The proposed sale of real property and related re -development; supports redevelopment,
and contributes to the 2040 forecasted population growth. The Comprehensive Plan
Table 1-1 (Projections Forecast Year) forecasts the addition of 220 households and 200
residents between the years 2020 — 2040. The planned The Villas of Mounds View
project will add 120 households, and 223 residents (based on Metropolitan Council's
2019 Household Size by Unit Type). The redevelopment project supports a need for
additional affordable housing.
NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View Planning
Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes.
