MEETING MINUTES
Virtual Meeting
1. CALL TO ORDER at 6:37 PM:
2. ROLL CALL: Commissioners: Arel, Curry, Kroeger, Palm, Rundle, Sullivan, Zaiger
Staff: Peterson | YMCA: Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Kroeger. Motion passed 4-0.
4. APPROVAL OF MINUTES
April 23, 2020: Motion to approve by Kroeger, 2nd by Zaiger. Motion Passed roll call vote 4-0.
June 25, 2020: Motion to approve by Kroeger, 2nd by Arel. Motion Passed roll call vote 4-0.
5. PUBLIC INPUT
Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. No residents present.
6. Special Order of Business
A. Introduction: Dan Wattenhoffer – City Public Works Arborist/Park Maintenance Worker.
**Commissioner Rundle joining via telephone audio and later video.
7. STAFF REPORTS
A. YMCA: See attached report. Opening MVCC with limited capacity on August 3rd. Event
Center and Park Building rentals available with limited capacity. Some MVCC staff returning
July 20 along with some part time employees on Aug 3.
B. Public Works. See attached report.
8. UNFINISHED BUSINESS
A. Park brochure – review / updates
B. City Hall Park - T –Ball field: MVCC says there is a need for t-ball field for their
programming and to free up other fields for older ages and other team rentals (IBL).
Prefer t-ball field in northeast corner. Direct Staff to bring back cost estimate for fencing.
C. Random Park – Playground Rehabilitation Plan: Plan proposed up to age 12 for a cost of
$57,866 plus $22,133 installation. Discussion of closing Woodcrest playground due to
distance to Silverview, and investing in Random. Bring some elements from City Hall to
Random, and change Random to a younger age group, maybe similar to what is at
Oakwood, or look at what we can refurbish like we did with Groveland. Direct Staff to
bring some playground elements and options with costs. **Commissioner Sullivan
joined via voice.
D. Greenfield Park – Ball field layout and picnic shelters: can fit two 20’ shelters at a cost of
$14,714 plus installation of $16,217 each. This would include four 8’ square tables.
Consider contacting the Wisser family for funds. Put in Park Improvement Plan to
consider budget for 2021. Consider elevation for drainage on ball field and perhaps add
aglime behind home plate. Need to look at Park Dedication Funds for all off these
park improvements (B-E).

E. Lambert Park – Hockey Rink – size layout: Some boards and pipes need replacing.
Consider adding new boards at about 81 feet from the north and make the current rink at
about 2/3 size with new boards and fencing for hockey to the south and then the
pleasure rink on the north side about 1/3 of existing rink. Direct Staff to get cost
estimates.
9. NEW BUSINESS
A. Silver View Park – Ball field screening/netting for outfield fence: $10,895. How high is the
netting at Greenfield? Does this need to go higher netting? At what additional cost?
B. Contract between the City of Mounds View and the YMCA: YMCA is asking for 50% more
money as their revenue is down system-wide. This would be over the levy threshold in the
City Charter. City Council will meet with YMCA on August 3rd at the Work Session. If the
contract is not renegotiated, the City would need to proceed on their own for staffing and
programming. Hoping for a decision by October so can transition in January if the
negotiation falls through.
10. COMMISSIONER REPORTS:
A. Please complete your census form and be counted!
B. Primary voting on August 11th at MVCC.
11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS:
Look at Park Dedication Funds and Park Improvement Plan in order to consider priorities for how to
budget items discussed tonight.
12. ADJOURNMENT: Motion to adjourn at 8:43 PM by Kroeger, 2nd by Palm. Motion Passed 5-0.
