A. Consider 23-EDA-363, Electing and Appointing Officers to the Mounds View 45
Economic Development Authority (EDA). 46

Assistant City Administrator Beeman requested the EDA elect and appoint officers to the Mounds 2
View EDA. 3

President Hull explained he would serve as the EDA President. He requested Commissioner 5
Cermak remain Vice President of the EDA. 6

Commissioner Cermak stated she would be happy to serve as the Vice President. 8

Commissioner Meehlhause indicated he would be willing to continue as the EDA Treasurer. 10

Commissioner Lindstrom explained he would serve as the EDA Secretary. 12

MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 23-EDA-14
363, Electing and Appointing Officers to the Mounds View Economic Development Authority 15
(EDA) as discussed. 16

B. Ardan & Greenfield Park Redevelopment Discussion. 20

Assistant City Administrator Beeman reported the Council met with five developers at their last 22
worksession meeting to discuss a redevelopment area south of Ardan Park. He noted four of the 23
developers proposed townhomes and one developer proposed a tiny home, affordable 24
development. Staff reviewed the type of housing products, the number of units each developer was 25
proposing and asked for comments from the EDA on how to proceed. 26

Executive Director Zikmund commented on how the wetlands would have to be addressed if this 28
area were to develop. 29

Commissioner Lindstrom stated he supported the Leneer project moving forward. He appreciated 31
how this developer considered the best fit for the area. He appreciated how the high end housing 32
would fit into this neighborhood. He believed this development was both desirable and thriving. 33

Commissioner Gunn commented she supported Pulte and Yard Homes working together in order 35
to have townhomes and tiny homes on this property. She indicated this would provide a new type 36
of housing for residents of Mounds View. She stated her second choice would be Centra which 37
was another townhome development. She believed the City could use more townhomes. 38

Vice President Cermak explained her first choice would be the Pulte development because this 40
development would provide smaller units with no stairs. She reported she was not a fan of 41
townhomes. 42

Commissioner Meehlhause stated all four developers provided a high quality option for the City. 44

He explained he liked the Pulte development as it provided a housing combination that would 1
benefit Mounds View. He indicated he could also support townhomes if this was the best option 2
for the site. He explained his second choice would be the Centra development. 3

Commissioner Lindstrom indicated he liked the Yard Home option for the Greenfield site or the 5
property on Woodlawn. He commented his second option would be the Centra development. 6

President Hull explained he would like to see all units being owner-occupied and stated he could 8
support the Pulte development. He recommended the Yard Homes be placed on the Greenfield 9
property. 10

Executive Director Zikmund suggested the Greenfield site be removed from consideration for this 12
discussion and that the discussion focus on the Ardan Park property. He summarized the comments 13
from the EDA, which was that the Pulte development should move forward. He questioned if this 14
development should include Yard Homes. The consensus of the EDA was to support the Pulte 15
development having Yard Homes. 16

MOTION/SECOND: Gunn/Meehlhause. To direct staff to proceed with Pulte and Yard Homes 18
for the Ardan Park Redevelopment Project and to encourage the developer to maximize the 19
wetlands. 20

City of Mounds View Staff Report
To: EDA President and Commissioners

Item Title/Subject: Confirm EDC Chair Appointment
Introduction:
As per Section 33.086 of the Mounds View City Code it specifies that the EDC shall
appoint a chairperson from among its voting members and such appointment shall be
subject to EDA approval. The Chair may not serve more than two consecutive one year
terms.
The Vice Chair is not subject to EDA approval. The Vice Chair is appointed and approved
from within the EDC and may serve unlimited consecutive terms.
Discussion:
On January 19, 2023 the EDC appointed Jeff Moritko as the EDC Chair.
Recommendation:
Consistent with City Code, staff recommends that the EDA make a motion confirming
the EDC appointment for Chair.
