Honorable Mayor & Council Members:
Prior to our February meeting, City Administrator Ericson contacted the Charter Commission
with a request to review notification requirements included in Sections 8.04, 8.05 & 8.06. It
was staff’s recommendation to make all those notification expectations be consistent with each
other as some require a two week notice and some require a 30 day notification period. Staff
noted that the majority of notices fall into the two week category and it would be a significant
benefit to staff if they all required a minimum of two weeks.
After a lengthy discussion of the Charter Commission in February, the consensus was that
while consistency would be desirable and easier to apply, we were not comfortable infringing
on publicly voted notification requirements to make some shorter for the sake of convenience.
We would support making them all have the same requirement for notification if it was at the
longer 30 day minimum but we don’t believe that would be a greater benefit to the work of
city staff despite the consistency. Our belief was that staff would rather work under the current
requirements than have them all require a 30 day notification period.
If having all the notification requirements at the same longer minimum would be of interest to
the City Council and staff, we would be happy to revisit the issue and see what language
changes would be required. The Commission has also flagged this section for further
discussion as part of Chapter 8 when all the time frames will be analyzed and reformatted. At
that point, it may be appropriate to readdress all those windows. We hope that we have
