CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZING THE EXECUTION AND DELIVERY OF THE RAMSEY COUNTY CRITICAL CORRIDORS
PREDEVELOPMENT PLANNING GRANT AGREEMENT
WHEREAS, Ramsey County has awarded the City of Mounds View a Critical Corridors grant to
reimburse the City up to $50,000, to create a concept plan for the redevelopment of the Mounds View
Square shopping center at 2573 Mounds View Boulevard and Sunrise United Methodist Church site at
7687 Long Lake Road in the City of Mounds View into a mixed -use development with retail and
residential uses (the "Project") which will result in the removal of a blight and the construction of new
housing; and,
WHEREAS, The City of Mounds View agrees to use the Funds solely for the purposes and
activities described in the Project Activities. The Grant shall not be used for (a) costs in the Project
Activities that are not labeled as Eligible Uses, or (b) administration expenses (each an "Ineligible Use")
Labor costs are only eligible to be covered if the labor is done by a third -party who has no financial
interest in the Premises, as defined herein, other than the value of such work; and,
WHEREAS, the Project Activities shall be completed in a timely manner and all Grant funds will
be expended no later than December 31, 2023; and,
NOW, THEREFORE BE IT RESOLVED, that the City of Mounds View authorizes the City
Administrator to sign the Ramsey County HRA Critical Corridors Predevelopment Planning Grant
Agreement, and submit it to the Ramsey County HRA.
