Meeting with Brandon Clawson

Current situation:
Resignations to date – Marissa Reyes-Johnson but no word from the Court on filling that as of yet.
Pending – Brooks if there is no change (Brian removed and Jonathan no leadership) and Justin – same/similar.
Concerns – Russ Warren and you
Last Tuesday’s meetings:
Marissa, Brooks and Justin all adamant on no desire to meet; however, Brooks and Justin were willing to meet with Mayor, CM Bergeron and Myself. 3 of us also met with Jonathan and end
result same – ask for resignation and declined. CM Hull joined us for meeting with Brian at 4:30 and same result.

Council Action:
Will discuss tonight under Council Reports.

Key issues/threshold events & driving forces:
Since 2002; Jonathan or Brian have been chair (up until the March meeting of this year).
Since 2002, Commission did not have full complement of members until November of 2018 and that only occurred due to commission membership going from 15 to 11 in 2003 and 11 to 9 in 2016.

Marissa was not going to re-apply until we visited and stated her desire to be chair and she was frustrated with minutia, extreme formality, and pace of process.
Brian was obstructing her desire to make changes resulting in numerous phone calls to me and in turn, with attorney.
March meeting had some of those issues surface – change of agenda, limiting the time.
May meeting issues escalated to point Marissa reached out to Brian for meeting, he agreed, then rescinded.

How Council/Staff view functioning commission:
Full complement of members
City Attorney drafts language
Commission operated in policy mode versus technical ministerial role
2-4 meetings per year

Council/Staff Concerns:
Turnover of Commission staff – since 2002, out of 36 members only 6 have completed terms and almost none renewed or refiled for another term.
