Summary of Commission Activity: January 2021 to November 2021
January 26, 2021, Election of Commission officers. Discussion of steps for
Chapter 7, Taxation and Finances, for March and April meetings. First
consideration of Bylaws amendment to update Open Meeting statute reference.
Meeting was held by electronic zoom and roll-call votes were taken.
March 23, 2021, Further discussion of amendment for Chapter 7, Taxation
and Finances, to address reserve fund balance through a revision of the levy
limit in Subdivision 7.03. Motion to meet April 27, to further discuss issue.
Meeting was held by electronic zoom and roll-call votes were taken.
April 27, 2021, Further discussion of amendment for Chapter 7, Taxation and
Finances. Approval of three alternate tax levy limits for Council consideration
and feedback at meeting in June, to be set by Council. Approval of Bylaws
Article III, Section 1 Open Meeting statute reference number. Meeting was
held by electronic zoom and roll-call votes were taken.
June 22, 2021, Commission met with Council members at Special Council
meeting to discuss and receive feedback on alternate tax levy limit language.
No agreements or motions were taken. Meeting was chaired by mayor.
August 17, 2021, Chapter 7, Taxation and Finances, discussion on Council
preferred levy limit language. Motion to adopt language was tabled for next
meeting. Adopted motion setting meeting dates for September to January 2022.
September 21, 2021, Chapter 7, Taxation and Finances, August motion taken
from the table and amended to the latest language received from attorney
Kennedy and Graven, amendment adopted. Motion adopted to recommend the
new language under 410.12, subdivision 7, charter amendment by Council
passing ordinance of same language. Meeting was held by electronic zoom
and roll-call votes were taken.
November 16, 2021, Chapter 4, Elections and Nominations, discussed updates
needed to comply with statute election laws, while maintaining unique features
of Mounds View Charter. Commission met to approve the Chair's Annual
Report to the District Court.
