RESOLUTION 9723 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />ACCEPTING BIDS AND APPROVING THE 2023 FOG AND CRACK SEALING <br />PROJECT <br />WHEREAS, the City has a pavement management program that includes City <br />streets, trails, and parking lots; and <br />WHEREAS, the City entered into a Joint Powers Agreement (JPA) with the City of <br />Coon Rapids on February 13, 2017 (Resolution 8704) to provide routine street maintenance <br />such as traffic marking, street sweeping, crack sealing, and seal coating; and <br />WHEREAS, the City of Coon Rapids prepared plans, specifications, and bid <br />documents using combined quantities of the all the members of the JPA for the 2023 Fog <br />and Crack Filling Project and a public bid solicitation was executed to obtain pricing; and <br />WHEREAS, Allied Black Top Inc. and Warning Lites submitted the lowest bid of <br />$54,495.82; and <br />WHEREAS, Staff recommends accepting the bids received by the JPA and <br />concurring with the City of Coon Rapids to enter into a contract with Allied Black Top and <br />Warning Lites; and <br />WHEREAS, the JPA provides for an Administrative Fee to be paid to the City Coon <br />Rapids based on the construction cost; and <br />WHEREAS, the Administrative Fee is calculated to be $1,067.44 <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br />View, Ramsey County, Minnesota as follows: <br />1. The bid proposal for $54,495.82 submitted by Allied Black Top, and Warning Lites for <br />the 2023 Crack Sealing Project (City Project No. 2023-001) is hereby approved. <br />2. The City Council concurs with the City of Coon Rapids to enter into a contract with Allied <br />Back Top and Warning Lites for in an amount not to exceed $58,288.05, which includes <br />a 5% construction contingency of $2,724.79 for minor work associated with project <br />unknowns, and quantity over -runs and $1,067.44 for the administrative fee. <br />3. The City Council accepts the Administrative Fee in the amount of $1,067.44 payable to <br />the City of Coon Rapids. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
