March 17, 2005

1. Roll Call
2. Approval of minutes from the February 24, 2005 meeting.
3. Unfinished Business:
Greenfield Park Play Equipment -
There is nothing new to report at this time. Staff still anticipates a May 2005 installation date.
Groveland Park Building Replacement. –
TKDA has completed a draft BUILDING plan. Staff will present this draft plan for the Commissioners review and possible approval. The draft SITE plan also needs to be discussed. Specifically,
the orientation of the building should be determined so TKDA can continue their work.
Facility Guide Update –
There is nothing new to report at this time. The printing of the Facility Guide will be delayed until there is more information pertaining to the Groveland Building. The cost for printing
the guide will be determined when the final version of guide is submitted for printing. The total cost to produce and print the guide along with the frequency of reproduction will need
to be discussed by the Commissioners at a future date.
YMCA Committee Update –
At the March YMCA Committee Meeting, the carpeting of the banquette center area, the new security cameras, and the recreation software were all discussed.
2004 Park Needs Analysis –
The Parks and Recreation Commission approved the final version on February 24, 2005. Items in Category B will go the City Council on March 28, 2005 for approval. Bethlehem Baptist Church
will be donating $12,000 to these items for 2005. The City Council will be discussing the Bethlehem Baptist Church donations at the April 4, 2005 Work Session Meeting.
City Wide Survey
On February 28, 2005, the City Council approved the final version to the fifty-question (50) Community Survey. The City Council also revised the funding for this survey by directing
staff to utilize Park Dedication Funds to finance the park related questions. This was to be done based on the following formula:(number of park related questions / total number of
questions)* total cost of survey. Estimate: (6/51)*$10,200=$1,200.
The survey will be conducted during the second week in March. Results will be available by April 11, 2005. There will be a Town Hall Meeting on April 30, 2005 to discuss the result
of the survey.
LaCrosse Field / Oakwood Park Renovation Project
Staff continues to work on a complete proposal for Oakwood Park including the construction of a field, the removal of the existing playground equipment, and the installation of tot-lot
playground equipment. Costs and impacts still need to be determined. Discussions with the Watershed will also need to occur. Once a proposal is completed it will be submitted to the
Parks and Recreation Commissioners for review. If acceptable, the next step will be to present the proposal to the neighborhood for review and comment. If the project proceeds, site
grading would occur in late 2005 and the tot-lot playground equipment installed and the field seeded in the spring of 2006.
Park Lighting Project
Staff continues to work on with an electrical contractor to develop a lighting proposal.
Park shelter / building reservation fee structure
Staff continues to look at restructuring the fee schedule for park shelter rental. It could be similar to the Community Center / YMCA fee structure. YMCA will submit a proposal later
this year. Acopy of the room rental policy is include in this month’s packet.
County Road 10 Corridor Improvement Program - Design Theme Subcommittee Update
A meeting was held on March 16, 2005.
Mounds View Matters Articles (due March 28th for May /June edition)
Possible topics to include: Greenfield Playground (include design?, neighborhood involvement, donations), Groveland Building, Silver View Park Pond Project, Lakeside Lions Park (fishing
pier, gazebo, new parking lot), 2005 Park Items (Category B in the Needs Analysis)
Park Dedication Fund - Financial Review
An updated summary will be submitted to the Commissioners later this spring once the final 2004 years end summary is available.
