HomeMy WebLinkAboutLakeside Lions Park Committee Meeting Minutes - March 2 2005Lakeside Lions Park Improvement Committee Minutes from March 2, 2005 Held at the Spring Lake Park Community Center The meeting was called to order at 7:04 pm by Chairman Ed Laun. Roll Call. Members present: Dan Dorsey, Al Fisher, Bob McNeil, Ed Laun, Richard Baxter, Jeanne Mason, Virginia Miller, Lenny Miller. Members absent: Bill Larson, Frank Silvis, Norm Kelzenberg, Dean Keller. Staff present: Marian Rygwall Staff absent: Greg Lee Committee Reports. A. Park Benches. Ed Laun reported that Bill Larson has spoken to MTC regarding the cement bench ends they will donate to be used at Lakeside. All we need to purchase is treated lumber for the seats and backs, which should run about $26.00 per bench. These can be installed along the sidewalk, but will need to be placed on cement pads to comply with ADA. B. Fishing pier install dates. Marian Rygwall reported the DNR is aiming for the pier to be installed by June 5th as the Tower Days celebration is the following weekend. The DNR would like to be present for the June 12th events at Lakeside to answer questions about the lake and to promote fishing at Spring Lake. C. Financial Review. The 2004 revenues and expenditures where reviewed. The gazebo installation costs came in on budget. The current fund balance is $4,505.60. D. Picnic tables for the gazebo. The 6 six foot tables and 2 eight foot handicap accessible tables were ordered in December and have come in. They will not be put in the gazebo until May. The tables are recycled plastic the same as the tables under the grandparent. shelter. The metal tables under the Jaycee shelter are always being vandalized. Kids jump on the benches bending them. Last summer Lion Paul Caouette witnessed this vandalism and called the police. The plastic tables are heavy and have not been disturbed. This winter, the Spring Lake Park Public Works crew, have been reinforcing the old tables with steel bars. Hopefully this will correct the problem. 4. New projects to be discussed. Water service to gazebo. The water service is roughed in and will be completed in May. The various types of locking handles were discussed. We will leave it up to the public works crew to decide on which type is the most effective. Planter/flower beds in the gazebo area. Bob McNeil will check with the Lioness to see if they are interested in this project. Colleen Coyle has volunteered to plant the flowers. Steve and Colleen Coyle gave a donation to the Lions to be used for flowers at Lakeside. The area around the gazebo is not yet irrigated. SLP public works employee Steve Coyle will design the system and give us a quote. Playground renovation. The plan from 2001 was reviewed. A suggested change is to move the south edge of the playground further away from the shelter pad as the location of the existing area is a hazard. People using the shelter are often seen stumbling off the edge into the sand play surface. We will get an updated quote as prices have risen since 2001. Marian will ask for a total project quote along with quotes for doing the project in stages. Other new project ideas. Lower old shelter? If lowered, would need to install a plywood ceiling so kids wouldn’t climb into the rafters. Gazebo will need to be touched up this spring where places were missed during painting this past fall. Al Fisher stated that while he was up in the ceiling of the gazebo painting last fall, he heard residents talking about “who is paying for this” and “why weren’t the residents allowed to vote on this expense”. Al did inform them that the gazebo was built with donated funds from the Lions. Marian will put an article in the Spring Lake Park city newsletter informing people of the Lakeside Lions Park improvements and how they are funded through donations. More trashcans will be needed by spring. Marian will check on ordering more. Marian will have public works pull the guard chair out this spring so people won’t think there is a lifeguard on duty. Future path lighting was briefly discussed. Spring cleanup is April 16th in Spring Lake Park. It was discussed to have volunteers from Lions, area scouts, and the community come help clean out the brush on the south and west boundaries of the park. Spring Lake Park public works will mark trees that should not be disturbed. Marian will check with the Mounds View Lions on their availability. Do we need more biffs at the park? Handicap accessible biffs were discussed. If people use the park for an extended time, they will most likely have a reservation and a key to the restrooms. It was discussed that maybe there should be an attendant on duty during the weekends for the restrooms to be open and who would also sell concessions. Past geese problem was briefly discussed. Building maintenance concerns: leaking water on the floor in the ladies restroom. Marian will have public works evaluate this spring. It was brought up should the outside showers stay operational. Since people still go in the lake it is a good idea to have the showers for people to be able to wash off immediately upon exiting the water as the lake is not currently being treated for swimmers itch. 5. The date for the next meeting was set for Wednesday, April 6, 7:00pm at the Spring Lake Park Community Center. 6. Meeting adjourned at 8:05 pm.
