1. Roll Call
2. Approval of minutes from the August 25, 2005 meeting
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern.
4. YMCA Advisory Committee Update – The Committee met on September 6, 2005. Items discussed included:
City Hall Relocation Plan
Temporary Part-time Help during City Hall Project
Community Center Building Security
Showing of the Banquette Center to potential renters
RecWare Update
Other Use and Maintenance Issues
5. Unfinished Business:
Groveland Park Building Replacement –
Random Park Building / Golf Course Building –
Steve is contacting building contractors to get cost estimates to remove the Random Park building, construct a foundation for the golf course building, and set up the golf course building
on the Random site. The City recently received three more quotes for moving the Golf Course Clubhouse. The original quote was $45,000. The three additional quotes were: $28,500, $32,000,
& $96,000. Quotes did not include tree trimming, power lines work, or intersection help/removal.
Oakwood Park Renovation Project
Then next steps are as follows:
Develop a layout for the plan. (To be presented at the October Meeting)
Develop a cost estimate for the individual items in the plan.
Conduct an open house for the neighborhood to get their input.
Bring the proposal to the City Council with the Commissioners recommendation and neighborhood input.
The Parks Supervisor is working with the engineering technician to have the plans overlaid onto an air photo (including proposed field, fences, new trees, picnic tables, benches, tot-lot…).
The City Forester will also be consulted to develop a tree-planting plan. Finally a line item cost estimate will be developed. It is anticipated that this plan will be presented to
the Commissioners at the October Meeting.
County Road 10 Corridor Improvement Program – The Design Theme Subcommittee last met on July 20, 2005. The City’s engineering consultant provided the City Council a project status update
at the September 6, 2005 City Work Session. The City has applied for a grant for construction of a 10’ wide bituminous trailway on the north side of County Road 10 from County Road H
to Silver Lake Road. The estimated project cost is $625,000. If successful, grant funds ($500,00) would be allocated in 2009/2010 -perhaps sooner under special conditions. The Park
and Recreation Commission would also be given the charge of reviewing and overseeing and design of the trailway, landscaping, and lighting.
Groveland Park Field – status of creating an athletic field in the northwest corner of Groveland Park. - Striping it.
Unfinished Business Currently On Hold:
Facility Guide Update –
The Commissioners have recommended to delay the printing of the Facility Guide to late fall of this year. At that time there will be more information pertaining to the Groveland Building
and the Medtronic proposal to develop the golf course property.
6. New Business:
City Property East of Sysco – Staff walked the site on September 19, 2005. It appears likely that nearly this entire site is wetland. Any development of this site may be difficult. In
October, Staff will request authorization to seek assistance in determining the feasibility of developing this site.
Golf Course Closing - With the closing of the golf course there is an opportunity to reserve equipment to be used in parks. Some of these items will impact the operations within various
parks.
Trailway Program – Review Trailway Comprehensive Plan (depending on the time, the Commissioners may want to start this discussion at the October meeting)
Relocation of meetings to New Brighton City Hall - 803 Old Highway 8
Meeting Times and Dates – it was requested by Commissioners Aukee to look into the feasibility and benefit of changing all Park and Recreation meetings to be prior to a Council meeting.

7. Commissioner/Staff Reports:
Active Living Ramsey County – Thursday, September 29, 2005 4:30 to 8:00 p.m. at the New Brighton Family Service Center, 400 Tenth Street NW
Spring Lake – City of Mounds View, City of Spring Lake Park, St. Paul Water Resource Commission, RCWD, DNR, and the Spring Lake Association will be meeting next week to discuss how to
address
the low water levels, and the low dissolved oxygen content of the lake. Possibly look at the introduction of water this fall and aeration this winter.
