Dear Mayor and City Councilmembers:
Members of the Trailways Advocacy Group have met on a monthly basis beginning in November of 1991.
This proposal is the culmination of the task of the Trailways Advocacy Group. It is the intention of this
resident group to see City Council support for development of trailways whenever street improvements,
maintenance or repairs are performed, when grants are available for trailway projects and when other
circumstances lend itself towards the development of trailways.
This proposal outlines the goals and objectives of the Trailway Advocacy Group. A resolution outlines a
desired policy for considering trailways whenever opportunities arise for the development of trailways.
Finally, this proposal provides a map and explanation of the recommended trailway route. This trailways
proposal provides a linkage to neighboring city and county trailways and offers a network of connector
routes throughout the City of Mounds View.
The members of the Trailways Advocacy Group have a desire to continue to meet on a quarterly basis or
as necessary to further the development of a trailways system in the City of Mounds View.
This proposal, as reviewed, submitted, and presented to the City Council, is intended to provide a
document which can be referred to by all city departments as they relate to issues concerning the use and
development of trailways.
Your interest and consideration of this proposal is greatly appreciated by this group of residents who have
so diligently worked to provide a plan for a trailway system in the City of Mounds View..

Goals Objectives
I. Provide the highest level of safety possible to ensure the health
and welfare of the pedestrian9 bicyclist, and motorist.
a. Encourage compliance of traffic laws through applicable departments.
b. Develop and promote guidelines governing the appropriate use of the trail
system.
C. Establish a signage standard for trail use that minimizes potential conflicts
among users.
d. Conform to existing Minnesota Department of Transportation engineering
standards.
e. Minimize bicycles/pedestrian/motorist encounters by providing off-street
trailways whenever economically possible.
L Promote safe bicycling through publications, programs and events while
assisting with the promotion of bicycle safety education through the City
Newsletter publications within the City.
II. Provide and maintain a system to achieve a high recreation
potential.
a. Provide a link between Ramsey County and Anoka County, and
neighboring cities' trailway systems.
b. Develop a system that can be used as a recreational link between the
existing city parks, and to promote a means of making the park property as
well as recreation activities accessible to all residents in the city.
C. Provide a recreation opportunity for the family and individual which use of
trailways can provide.
d. Develop a system that would be suitable to short distance recreational use
as well as long distance trail use.
e. Utilize man-made or natural linear resources in order to take advantage of
the scenic qualities in the City.
III. Provide and maintain a system that can be used as an alternate
transportation mode.
a. Promote a system to provide access to high population concentration areas
(i.e. shopping centers, schools, parks, library, businesses, etc.)
b. Promote a system that would provide an efficient means of destination
oriented traffic.
C. Connect the bikeway/walkway system with existing and future mass
transportation systems.
d. Encourage the development of secure bicycle parking opportunities at
existing commercial and industrial developments.
L Advocate safe trailways through communication of requests and needs to
roadway owners including Ramsey County and MnDOT.
g. Promote environmental- and ecological consideration in the development of
the bikeway/walkway system.
IV. Publicize trail use opportunities in the community.
a. Provide for citizen involvement throughout the entire planning process.
b. Support and encourage the community in the development of a trailways
system.
C. Recommend the adoption of a Resolution by the City Council supporting
the concept of a trailways system.
d. Encourage application for grants and funding aid for trailway projects.
RESOLUTION NO. 4227
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
WHEREAS, multi -use trailways is a very popular recreational activity for many
residents of the City of Mounds View; and
WHEREAS, adequate numbers of properly designed trailways increases the safety
of bicyclists, pedestrians and motorists; and
WHEREAS, there is a need to provide trailways on or off of streets to make use
as safe as possible; and
WHEREAS, the City of Mounds View is a connector city between trailway
systems of Anoka and Ramsey Counties, and linkages of neighboring communities of
Shoreview, New Brighton, Fridley, Spring Lake Park and Blaine.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
hereby adopts the following policies as part of a trailways system policy for the City for
the City of Mounds View to help promote safe bicycling:
1. A Trailways Advocacy Group (TAG) be commissioned to provide ongoing advice to
ensure the development and safe use of trailways in the City.
2. The TAG shall be made up of trailway users of the City of Mounds View plus
representation from the Parks and Recreation Commission and Planning
Commission.
3. The TAG shall work with the City Staff and other commissions in consideration of
street and other capital projects as they affect the trailway system map in the short
term. In the long term, the TAG shall help continue to advocate the safe use,
development and maintenance of trailways as per the TAG Goals and Objectives.
4. The City shall coordinate planning, construction and maintenance of a city-wide
system of trailways, combining on and off-road trails, with the purpose of
developing a networking route of trailways in the City which provide a linkage to
other neighboring trailways.
5. All new road construction, major street repair and striping on arterial and
connector streets of the City of Mounds View include, wherever feasible and safe,
the provision for appropriately marked trail lanes on one or both sides of the road
or, where appropriate, off road trails.
6. Acquisition of land should be considered for the development of trailway corridors
when opportunities arise.

BE IT FURTHER RESOLVED, that the City of Mounds View continues to work
with Ramsey County, Anoka County, and MnDOT in advocating for off. -street or on -
street trails to be included in the development, upgrading or repair of roadways in the
City of Mounds View.

Trailways Connection1 County Linkages
Anoka `r®t1l1tY
The Rice Creek Chain of Lakes Regional Park Corridor begins in Anoka County at
Centerville. The Trail Corridor plans show a trailway continuing through Circle Pines,
Shoreview, Arden Hills and Mounds View and continuing along Rice Creek through New
Brighton, Fridley and finally connecting to the Mississippi River Trail. The Rice Creek
Rice Creek Trail connection to Lexington and County Road J
Trail will be a long distance of beautiful scenic areas. The trail is a joint effort between
Anoka and Ramsey Counties. The portion which is in Mounds View lies along Rice
Creek. A portion of Rice Creek that follows through the Arsenal property is currently a
hindrance of the project. This portion of Rice Creek which is located on Arsenal
property is currently being advocated by federal legislators who are negotiating with the
United States Army.
The Mounds View portion of the Rice Creek Trail Corridor would link the passage
through the Arsenal property to New Brighton leading to Long Lake Regional Park.
When the Rice Creek Trail Corridor finally becomes a reality, it is the proposal of the
Trailways Advocacy Group that the connecting link to Mounds View trailways routes
would be Edgewood Drive, across County Road H. This connector would provide a safe
route connecting to Mounds View trailways.
Mounds View is located in the middle of this long Rice Creek Trail Corridor, having the
route to Centerville Chain of Lakes in one direction and the Mississippi River Trail
connection in the other direction. For this reason, Mounds View will benefit from the
completion of these exciting trailways.

Ramsey County trail connections include a route to downtown St.
Paul. The City of Shoreview has developed and continues to
expand upon their trailways system. The City of. Mounds View
currently has a link to their system on County Road I. This trail
connects to Lexington or continues to connect to Highway 49
(Hodgson Rd which then becomes Rice St. at Hwy 96). Ramsey
County proposes that both
Lexington Avenue and Rice
Street become routes to
downtown St. Paul. The

Trailway Connection to Minneapolis
Mounds View also has the opportunity to connect onto trailways leading to downtown
Minneapolis. The connection to Silver Lake
Road offers an off street sidewalk all the
way to County Road D, entering the City of
St. Anthony and connecting to Highway 88.
At this point, many routes to downtown
Minneapolis can be pursued along
residential routes.
The Mounds View connection to this

Minneapolis is using the Long Lake /
County Road H connector or the
Groveland/ Knollwood/ Pleasant View Dr.
route (or the many connectors in between).

to Neighboring City Linkages
The Shoreview Connection
The City of. Mounds View currently has an established connection to Shoreview with the
trail along County Road I. Another connection which could become a reality in the
future is along County Road J. The City of Blaine has a right of way along the north
side of County Road J. A right -of. --way is thought to exist along the south side of County
Road J east of Coral Sea Road. An off-street trail is located east of the 35W bridge
leading into Shoreview, connecting to Lexington off-street trailway. MN DOT is planning
on having an eight foot wide sidewalk along one side of the Hwy 610 overpass. There is
opportunity for County Road J to be a connector road if trailways were advocated by the
participating cities of Mounds View, Blaine and Shoreview. The Rice Creek Corridor
will also provide a linkage between Shoreview and Mounds View.
The New Brighton Connection
Trailway connections to the City of New Brighton are offered on an off-street path along
Long Lake Road (the Mounds View portion to be completed the summer of 1992).
Also, the connections to Silver Lake Road provides a direct arterial route to New
Brighton trailways. This proposal accesses Mounds View routes to both Long Lake Road
and Silver Lake Road trailways continuing into New Brighton and beyond.
Future Old Highway 8 Connection will provide opportunities to plan a trailway along Old
Highway 8 for a connection to Long Lake Regional Park. The intersection of Old
Highway 8, County Road H and Highway 10 will be re -aligned during the development of
the Rice Creek Trailhead project coordinated by Ramsey County. This re -alignment will
provide an opportunity to connect trailways which are recommended in this proposal.
Fridley Connections
The City of Mounds View connects to the Fridley trailway system along County Road H,
County Road H2 and County Road I. All three connectors provide access onto the
Fridley trailway system.
Spring Lake Par"laine Connections
Common city boundary trailways have not been indicated by the Cities of. Spring Lake
Park or Blaine. The future may offer opportunities to establish trailway linkages with
Mounds View and Spring Lake Park and Blaine.

The roads listed below play an integral role in the Mounds View Trailway System, serving
as arteries for connecting streets, linking to other trailway systems.

• Groveland Road (continuing with Knollwood Rd. south of Hwy 10).
• Long Lake Road
The remaining roads serve as connectors, providing access to the arterial roads which
lead to linking trailway systems.

In efforts to make this proposal as inexpensive, manageable and realistic as possible, this
proposal does not provide for a trailway on every city street. This trailway proposal does
provide a systematic route of accessibility to all areas of the City, making special
provisions to provide access to schools, parks, business areas and City Hall. This
Trailways Proposal also makes special efforts to link Mounds View routes with
neighborboring trailway systems.
These are the priorities of the Mounds View Trailways Proposal as recommended by the
Trailways Advocacy Group.

County Road J (E/W Arterial Route)
Current Status:
® This is a potential connecting link to Blaine and Shoreview.
• This roadway is the County line between Ramsey County and Anoka County.
• Blaine purchased an extra right-of-way to the north of the improved road for future
possibilities of off. -street trailway.
® There is not sufficient right-of-way for an off-street trailway on the southside of
County Road J, from Spring Lake Road to Coral Sea.
® An off-street trailway is the only possibility on this road due to the heavy traffic. An
on -street trailway would be too dangerous.
• MnDOT will be installing an 8 foot sidewalk on one side of the overpass.
Proposed Action:
• Promote Blaine's trailway plans, and provide whatever assistance possible.
Benefit:
• This trail would link the City of. Mounds View with trailway systems in Shoreview and
Blaine.

Current Status:
A sidewalk is located on County Road I east of Silver Lake Road to Quincy
Street. At this point, an off-street trailway advances under 35W into Shoreview,
connecting to their trailways system. `

County Road I, located west of Silver Lake Road, is owned by Ramsey County to
Pleasant View Drive. The road does not have a paved shoulder or striping.
Proposed Action:
« Provide an off-street trail along the County Road I right-of-way, west of Silver
Lake Road, using funding from grants or other sources.
Benefit:

provide an east/west arterial route through Mounds View linking Shoreview and
Fridley trails with Mounds View.

County Road
Current Status:
• County Road H2 is owned by Ramsey County west of Highway 10 but the City of
Mounds View owns the road east of Highway 10.
• The Ramsey County portion of the road west of Highway 1.0 is in poor condition,
having no or poor shoulders and varying widths.
® The City owned roadway east of Highway 10 is new and wide and has potential
for striping on -street trailway.
Proposed Action:
• The City owned roadway east of Highway 10 should be striped on one side for
two way bike traffic on the south side of the street. This would also be signed
with "no parking" signs.
• Provide trail on the Ramsey County owned portion of County Road H2 west of
Highway - construct on 8 foot off. -street trail on the existing right-of-way.
Benefit:
• County Road H2 provides on east/west
arterial route through the southern
portion of the City linking to the County
Road I route and trailways in Fridley,
while connecting Long Lake Road,
Edgewood and Silver Lake Road routes.

Current Status:
® Long Lake Road is owned by Ramsey County. Improvements will be made to the
road this spring from County Road H to County Road J. A 7 foot sidewalk will
be installed on the west side of the road. The project is anticipated to be
completed by the fall of 1992. ,
ProposedAction:
o Use Long Lake Road off-street trailway as an arterial route going north/south
through the City of Mounds View.
Benefits:
o Connects many City trail routes and also links to Blaine/Shoreview and New
Brighton trailways.
Long Lake Road when completed will offer a great arterial trail through Mounds New.
Current Status:
® Groveland Road is owned by the City. It is sufficiently wide for striping a trail
lane on the street.
Proposed Action:
• Provide striping during the normal striping schedule of the road.
• Groveland Road/Knollwood Rd. offers a north/south arterial route connecting
many north, south, east and west routes. This arterial trailway also offers linke
between Blaine/Shoreview, and New Brighton trailways.
Groveland Road offers a wide street conducive to trail lane striping and multi -use.
County Road H (EIW Arterial Route)
CurrentStatus:
This roadway is owned by Ramsey County.
Possibly has enough right-of-way for an off-street trailway.
Not enough room for a safe on -street trailway.
Proposed Action:
s Use the off-street New Brighton trail along County Road H from Silver Lake
Road to Long Lake Road.
• No action needed.
Benefit:
® ,Links to two lengthy New Brighton trail routes.
0 Provides access to Sunnyside Elementary School.

Proposed Action:
® Make a recommendation for on -street trailway for the future re -construction of
Ardan Avenue requesting the trailway be constructed with MSA Funds.
Benefit:
This street would be a north side connector between the Groveland Road and
Long Lake Road trailway arterial routes.
Ardan Avenue offers a northern section E/W connector with potential for on -street trailways.
Also, an easement connects neighborhood streets to Ardan Avenue as shown.

® Bronson Drive is a City street.
® Bronson Drive is sufficiently wide for a trail lane.
Proposed Action:
• Stripe and mark a trail lane on one or both sides of the street during regular
striping schedules.
Benefit:
• Bronson Drive offers a shortened route to City Hall Park.
This newly improved street is conducive to on -street trail markings.

Current Status:
® Hillview Road is a City street that is wide and conducive to on -street striping.
Hillview road is designated as a connector street.
• Stripe on -street trailway lanes along Hillview from the church, school and daycare
facility at Red Oak Drive to Quincy Street.
Benefit:
• It would be especially beneficial as a link to Greenfield Park and the Quincy
connection.
• It is designated as a connector street and therefore receives MSA funds, which
could be used for funding on -street trailway markings.
• It connects Long Lake Road and Groveland Road.
Hillview Rd. offers a wide road with options for on -street striping for trailways
Woodale Drive (E/W Connector)

a Woodale Drive is a City street.
Woodale Drive has sufficient width to stripe a trail lane.
Proposed Action®
Stripe a trail lane on one or both sides of Woodale Drive from Edgewood Drive
to Highway 10 and from Highway 10 to Quincy Street.
Benefits
+s Woodale Drive provides a crossing point at Highway 10 to connect the eastern
side of the City with Edgewood Middle School. Also, Woodale Drive offers a
connection to Quincy Street leading to the County Road I arterial route.
Woodale Drive already offers off -center striping offering
opportunity for trail lanes on the north side.

Current Status:
® Woodcrest Drive is a City street.
• Woodale Drive has sufficient width to stripe a trail lane.
Proposed Action:
• Stripe lanes on Woodcrest Drive during scheduled maintenance.
• Provide a crosswalk at the Woodcrest Drive/Silver Lake Road intersection.
• Complete the trail along Silver Lake Road from Woodcrest Drive east of Silver
Lake Road to Woodcrest Drive west of Silver Lake Road.
Benefit:
• Woodcrest Drive route offers an on -street trail lane connecting the
Groveland/Knollwood artery, Woodcrest Park, Silver Lake Road artery, Long
Lake Road artery and Edgewood Middle School.

Highway 10 Crossings
CurrentStatus:
® Highway 10 poses a hinderance to the trailways system. However, four crossings
have been chosen and routes established to coincide with the "best deemed"
crossings.
ProposedAction:
® This proposal recommends crossings at four intersections on Highway 10. These
crossings include:
— Woodale Drive and Highway 10
— Long Lake Road and Highway 10
— County Road I and Highway 10
— Groveland Road and Highway 10
These four intersections are recommended because they are the least complicated
intersection crossings.
0 It is recommended that the City of Mounds View encourage MnDOT to provide
adequate signal light time at the crossings for pedestrians.

Current Status:
The City of Mounds View owns a right -of --way on this property for a future
roadway.
Proposed Action:
Apply for funding through grants or other sources from the installation of an
asphalt trailway on Pleasant View Drive.
Benefit:
w This right-of-way property would connect County Road I to County Road H2 and
County Road H and Woodale routes.
® Advocate for future roadway plans to include an off-street or on -street trailway.

Quincy Street is a City street, currently redeveloped with a sidewalk on the east
side between County Road H2 and Hillview Road.
® Quincy Street has sufficient width for trail lanes.
Proposed Action:
s Stripe trail lanes on both sides of the street when doing regular striping.
• Use as a connector street to two major arterial routes including County Road I
and County Road H2.
Benefit:
s Quincy Street provides access to Pinewood School and connects the east part of
the City to County Road H2 and County Road I arterial routes.
Quincy Street offers a great NIS connector off-street
trail and is conducive to additional on -street bikelane striping

Current Status:
• Edgewood Drive is owned by the City of Mounds View and is a wide street which
can accommodate striped trailways.
• This street already has a off-street path along the property of Edgewood Middle
School.
• Another connection is the easement which is located directly across Edgewood
Drive from the Middle School.
e Edgewood Drive would connect to County Road H2.
e The hinderance is the Highway 10 intersection.
Proposed Action:
e Request an on -street striping of lanes on Edgewood Drive.
® Request an easement behind Donatelles for crossing Highway 10 to avoid the
dangerous Highway 10 intersection.
Benefits:
• Edgewood Drive provides a trailway route to Edgewood Middle School facilities.
Edgewood Drive offers a wide street conducive for on -street trailways.
Also, both an off-street sidewalk and trailway are located on portions of Edgewood Drive
