2. Approval of January 22, 2004 Meeting Minutes:
3. Unfinished Business:
a) Facility Guide Update- a draft will be handed out as part of the overall information packet. The City
is still looking for pictures to include in the guide. Are there pictures the Parks and Recreation
Commission would like to submit?
b) Park Usage Survey/Data Collection—Has the Commissioners started collecting data? A request
for volunteers to assist the city in collecting information and filling out the Park Usage Observation
Sheet was placed in the March/April addition of the Mounds View Matters (attached). The
Commissioners are to provide guidance information for filling out the observation sheet. The
observation sheet with the guidance information printed on the back will then be available at City
Hall and on the City's WEB site.
c) Community Survey—The City Wide Survey is no longer being considered. However, if the
Commissioners want to spend Park funds on a survey, a survey can be conducted solely focused on
the City's Parks. Attached is the February 2003 question list.
d) Garbage Collection Fund—Attached is a letter from Ace Solid Waste
e) Groveland Park Building Replacement. —Hillview Construction Plans along with Groveland Park
Site Plans will be available at the meeting. A review of Park Building is attached.
4. New Business:
a) Ice Rink Usage Report—Attached
b) Lakeside Lions Park Parking Lot—Provide a recommendation to the City Council as to whether the
City should proceed with this project. See attached information.

January 22, 2004
Meeting Called to order:
1. Roll Call:
Present: Kroeger, Kunz, Long, Silvis, Kunza, Edmond, Steeves, McIntyre,
Dazenski, Lee
Absent: Mandoza
2. Approval of December 18, 2003 Meeting Minutes:
Kunza—under Park usage survey Kunza will not be doing Woodcrest and
Random.
Spelling change—3B "bleachers" spelling

3. Unfinished Business:
a) Facility Guide Update- Draft is being currently being formatted. It will be
presented at the February meeting. The City is looking for picture to
include in the guide. Are there pictures the Parks and Recreation
Commission would like to submit?
• Look at pictures from residents at Greenfield Park.
• The City does have a digital camera, however due to the time of
year outdoor pictures may be difficult to obtain.
b) YMCA Executive Committee Meeting—There was a meeting on January
5, 2004. Any update from this meeting?
• Page one of the meeting minutes were the minutes for December.
• Talked briefly about report the Finance Director developed.
• Comparison was conducted between
• Program the YMCA is currently running
• It was the Commission's understanding that this committee was to
review the previous contract.
• No Council representative were there.
• Kroeger requested a copy the policies and the new rates. Steeves
said she would have it ready tomorrow.
• Edmond asked what the relationship the YMCA had with the City.
ANSWER from Steeves: The City hires the YMCA to manage the
City programs.

• Kroeger: the role of the Park and Recreation Commission: to look
over the programs provided, how they are being used fee structure,
how the gym is used,...
• No news on when the next meeting is.
c) Park Usage Survey/Data Collection—
Any ta
process. Include in the March/April addition odf the Moundsates on the aViewlection
Matters?
• Deadline is Monday January 26, 2004 to submit information for
the March/April Mounds View Matters.
• Commissioners decided NOT to put the park use survey in the
Mounds View Matters.
• Commissioners (Kroeger/Mandoza) will develop a description on
how to fill out the park usage survey—guidance information.
• The Commission gave direction to staff to put an article to ask
request assistance in filling out the Park Usage Form.
• Forms will be available at City Hall and on the WEB site, the
instructions to be developed by the commissioners will be printed
on the back.
d) Community Survey— On hold
• Several firms have been contacted.
• However, the City has not contract with any firm to do the survey.
e) Garbage Collection Fund— On hold
• Next step is to get a written description of their program.
fl City Council Appointments—On January 12, 2004, the City Council
approved Resolution No. 6162 appointing John Kroeger to another term
on the Park and Recreation Commission and appointing him as
Chairperson on this Commission.
• The Chairperson is appointed annually
g) Ice Rink Update
• The rinks were established twice this year.
• Now with the colder weather the rinks are doing better.
• There is about 6" of ice.
• The rink survey should include hockey skaters as well as pleasures
skaters.
• Edmond asked what causes the boils in the ice. ANSWER:
Dazenski: This is caused by the fermentation of the soil
underneath (gases). There's not much we can do about it. If it gets
too bad it can be chopped up.

4. New Business:
a) Groveland Park Building Replacement. —Initiate discussions on this topic.
Attached is a park building usage summary.
• Groveland and Random are the higher used building.
• They are both old and need of repair.
• The review of the park building this last year deemed that the
repair was not the best solution of Groveland building.
• There is $20,000 to start the design process for the Groveland
Building in 2004.
• There will be design costs for Groveland, regardless if the plans of
the Hillview building is used.
• Groveland and Hillview are currently the same size
(approximately).
• A serving counter similar to what is available at Silver View may
be a nice amenity. The design of Groveland should include this.
• Hillview plans could be used with some modification.
•
Motion to replace the building at Groveland Park using the Hillview design:

Discussion:
• Hillview shelter open air porch was added on .
• Commissioners next month look at Hillview shelter
• Amendment was added by Kroeger to use the Hillview design as a base
line and to add a kitchen / serving area. 2nd: Kunz
• Next meeting bring Hillview plans and any sight plans of Groveland Park.

b) Skate Park—Initiate discussions on this topic. This item is currently in the
City's Capital Improvement Program scheduled for 2004. It was not
recommended in 2003. Does the Commission want to proceed with this,
delay it, or remove it from the Capital Improvement Program?
• Spend a lot of time on this already.
• It might be good to let it"simmer".
• Delay it until we find a suitable location of financing.
• As presented last year, this was planned to be supervised.
• Public Meeting was held, at the following Park and Recreation
Meeting it was decided not to proceed with it.
• Maintenance of the park would be derived for the City's general
fund.
• There were other financial needs of the City.

Amended to look at it one year from now. Change it in the City's Capital
Improvement Program from 2004 to 2005.

c) Discussion of Community Center/Recreation Operations— see
attachment
• This is an analysis did by the City's Finance Director to compare a
City run Community Center versus the YMCA.
• The result is that there isn't any financial difference.
• No action is sought by the City Council.
• Was discussed by City Council on January 5th
• No direction was given.
• YMCA contract was a 5-year contract that expires at the end of
this year.
d) YMCA Registration Process For Youth Sports Programs
• McIntyre presented the policy on how youth sports are composed.
• McIntyre was looking for the Commissioner's input.
• Add requested are considered but not guaranteed.
5. Commissioner/Staff Reports
• Kroeger gave the Maplewood program to the YMCA
• Kroeger request for the Commissioners to do the Park Usage Survey.
County Road H Pathway—from Silver Lake Road to the West City Limits
• Bids were received on January 8, 2004 for the County Road H project.
• The City will be awarding a contract on January 26, 2004
2004 Pathway Project
January 5, 2004 City Council Work Session Update
• Construct a pathway along County Road H2 from County Road 10 to
Program Avenue.
• Remove consideration of a sidewalk along Edgewood Drive until the
roadway is upgraded.
• Construct a pathway along Silver Lake Road from County Road H to
County Road 10.
• Include sidewalks shown in the City's Comprehensive Plan with street
projects.

There was a discussion of grants. The DNR Grant are mainly applicable to trailways.
There was a question as to if there is a grant to aid in financing the Groveland park
Building. This should be brought up when we get to the design phase of he Groveland
building

play. Skateboarding, rollerskating and hockey play on tennis
courts deteriorates the court surface. If you see anyone partici-
pating in these activities on the courts, please inform the Recrea-
tion Department. Remember...always year your tennis shoes on
the courts.

HELP OUT BY BECOMING A PARKS OBSERVER....
The Parks and Recreation Commissioners are requesting the help of citizens to assist
them in collecting information pertaining to the use of City Parks. This information will
be used by the Commissioners to determine what park amenities are being used and what
ones should be upgraded.
Citizen responsibility would consists of visiting your neighborhood and/or favorite park
and simply recording the number of people present, along with the amenities they are
using and activities in which they are participating. This can be done at anytime that is
convenience to the volunteer, and at parks of their choosing.
This is a great way for citizens to help out and ensure that the use of their neighborhood
park is documented, which would then assist in the justification of any recommended
improvements. "Park Usage Observation sheets" along with detailed instructions are
available at City Hall, or can be faxed, or emailed by contacting City Hall at 763-717-
4000. The observation sheets and instructions may also be down loaded from the City's
website at http://www.ci.mounds-view.mn.us/
Guidelines for Mounds View Parks Usage Observation Survey
The purpose of this survey is to obtain a wide level of park usage information not
normally recorded through the Community Center. This will help guide the Parks and
Recreation Commission make park facility decisions.
DO:
• Visit one or more parks close to your neighborhood on various days and times.
• Fill in the upper information section of observation sheet (Observer and park
name, date, day and observation time).
• Estimate the number and age of all park users.
• Observe and record park facilities usage and activities for 10-15 minutes on the
observation sheet.
• Note any additional observations that may identify non-listed park usage
information.
DO NOT:
• Record or interrupt activities occurring in park buildings (meetings, etc.).
• Record the number of ice skaters when warming houses are open.
These uses are already recorded through the Community Center.
You can get three park observation times on each sheet. Once the sheets are
completed, please bring them during normal working hours to the front desk of the
Community Center.
Additional observation sheets can be obtained from the Community Center or City
Hall.

SERVICE
The Random building is in decent shape and could last for years with some up keep. Staff
feels that the park is not really suitable for having a Hillview type building erected
because of it's relatively small size and the playground is only suitable for very young
children. Any of the activities that the building is being used for could be done at the
M.V.C.C.
Silverview Park has a shelter that has running water,bathrooms, food preparation area
and this park has ball fields, volleyball fields, basketball court, horseshoe pits, soccer
field, walking trails and disc golf course along with a very nice playground and it is
located on the south side of the city.
