Unfinished Business: a) Greenfield Park Play Equipment - request from residents to have the equipment upgraded now. As requested by the Commissioners, a financial summary was done on the Park Dedication Fund (attached). The report shows a half million dollar depletion of the fund over the next two years +$442,222 in 2004 to -$51,061 by years end 2006. b) Groveland Park Building Replacement. —This issue has been placed on the May 3, 2004 City Council Work Session Agenda. On May 10, 2004, the City Council approved Resolution No. 6203 Authorizing the Preparation of a Site Plan, Construction Plans, Specifications, and Consultant Selection for the Groveland Park Shelter Building Replacement Project. Steve is working with the consultant TKDA to develop the site and construction plans. TKDA has submitted a Letter Agreement, which included a cost estimate of$19,600 for completing the plans specifications. The Letter Agreement will be presented to the City Council on June 28th for approval. c) Facility Guide Update— Steve and Desaree are meeting on July 6th to develop the layout of the Guide. A draft will be distributed at the July meeting. d) Park Usage Data Collection Sheets—any up dates? e) Community Survey—This was included in the May/June addition of the Mounds View Matters. As of 6/23/2004 a total of 26 surveys were filled out and returned to the City. The deadline for submittal is September 3, 2004. The Commission requested to review the surveys received so far at the next meeting. These are attached. f) YMCA Committee Update g) Lakeside Lions Park Parking Lot—This was included in the 2003 Street Improvement Project as a bid alternate. Bids were received for this project. The low bid was $99,965.25. The engineer's estimate was $104,750. This was awarded by City County on June 14, 2004. The reconstructive work on the parking lot is estimated to begin by mid August. h) Lakeside Fishing Pier—The DNR is developing the necessary agreements to be signed by Spring Lake Park and Mounds View. The installation of the pier is approximately scheduled for mid-July. 6. New Business: a) 7. Commissioner/Staff Reports a) 8. Approval of April 22, 2004 Meeting Minutes: Motion to approve: 2nd: Motion passed unanimously 4. Rick Wriskey, the City Forester, provided a forestry update for the Commissioners. • This is the 23rd year of Mounds View being a Tree City • Drought concerns; two-lined Chestnut Borer are starting to affect declining Oak Trees Look similar to Oak Wilt. • Oak Wilt—lost 36 tree. Trenching is about 90% effective in containing oak wilt. • Planted 55 new trees last year./The City has a"No net loss of tree policy". Planted Sugar Maple, American Linden, Hack berry... • This Arbor Day swamp white oaks were planted in Groveland park to replace the locus trees that were removed. • Planting of trees along County Road H2 will begin in a few weeks. There will be about 30 trees planted on a contractual basis. • The City received a GIS/GPS Tree Inventory Grant. This will allow a database and layer in ArcView to be created to enable better tree management within City owned property. This was a matching fund grant. • Emerald Ask Borer; preys on ask trees. Rick provided a handout • Discussed storm damage from 5/26/2004 • Boulevard trees are typically 12 to 15 feet from the curb line. 5. Unfinished Business: a) Greenfield Park Play Equipment - request from residents to have the equipment upgraded now. • Steve met with a neighborhood group to develop a playground equipment plan for Greenfield Park • Steve presented a proposed plan to the Commissioners. 1 • The proposed playground is 76' X 85'. It would have wood fiberfill base. • The Commission asked, "to what standard will it be built to?" The equipment will come with a compliance letter—it will comply will all of the industries standards as of that day. • The Commission asked about maintenance issues. Steve stated that replacement parts can be found up until about 8 years (industry standard). • This project would need to go through the competitive bidding process. • As per City Legal Counsel, Park Donations are most likely tax deductible. As of 5/25/2004 • A total of 19 surveys were filled out and returned to the City. • The deadline for submittal is September 3, 2004. • The Commission requested to review the surveys received so far at the next meeting. f) YMCA Committee Update • The committee discussed the contract at their last meeting—but not to any great extent. • Looked at park usage fees • Discussed possible visa payment option—City is looking into the cost of getting a printer • The YMCA is promoting LaCross • Discussed the January through March Program report. g) Lakeside Lions Park Parking Lot • This was included in the 2003 Street Improvement Project as a bid alternate. • Bids were received for this project. • The low bid was $99,965.25. The engineer's estimate was $104,750. • Should the City Councils of Mound View and Spring Lake Park wish to proceed with the parking lot project, they will need to award it to the contractor. • The bid award was originally scheduled for May 24, 2004. However, due to issues with the Rice Creek Watershed District regarding the 2003 Street Improvement Project, the bid award was continued until June 14, 2004. • The joint powers agreement with the City of Spring Lake Park was revised to include the Lakeside Lions Park parking Lot. The City Council approved this revision on May, 10, 2004. • Commissioners asked if there was going to be a conflict with construction and use of the park. There will be some disruption, however, it will be minimal. Then lot will always be usable on weekends and evenings. h) Lakeside Fishing Pier 3 • The DNR is developing the necessary agreements to be signed by Spring Lake Park and Mounds View. • Staff will review the status/installation schedule with Spring lake Park and report at the next meeting 6. New Business: a) 7. Commissioner/Staff Reports a) Commissioner Kunza had a question regarding the trailway on the north side of County Road 10 at County Road H2. She question way there was no pedestrian landing/continuation of the trailway. Lee responded by stating that there several future project that willl address this situation. First is the trailway plan for the north side of County Road 10. Second is the City comprehensive plan from this trailway to continue to the east. However, this will most likely be done with a trailway project along the north side of County Road 10. And finally as per the County Road 10 Redevelopment plan,this intersection will be upgraded including pedestrian features and the geometric changed. 8. Our services will be provided in the manner described in this Proposal subject to the terms and conditions set forth in the attached"General Provisions of Architect-Engineer Agreement" dated October 1993. Hereinafter, the City of Mounds View is referred to as the OWNER. I. PROJECT DESCRIPTION The OWNER would like to develop plans for a New Park Shelter at Groveland Park, based on the plans that TKDA developed for Hillview Park in 2001, with specific modifications to those plans. A site survey will also be required to develop the site plan to locate the building on the site and to set the building floor elevation. The OWNER will provide construction administrative services and attend required meetings with the Park Board or City Council. SERVICES TO BE PROVIDED BY TKDA Based on TKDA'S understanding of the Project, we propose to provide the following services: A. MODIFICATIONS TO THE HILLVIEW PARK PLANS 1. Create a straight wall on the porch side of the building by eliminating jogs by the existing storage area and women's bathroom. 2. Reduce the size of the bathrooms to create space next to the women's bathroom for a new enclosed storage space with a lockable access door. 3. Add a wall separating the mechanical area from the existing storage area. Change this storage area to a food serving area with a tub sink, microwave, stainless steel countertop, and metal rollup shutter. 4. Add air conditioning to the shelter with an air conditioning unit to be located in the attic. 5. Provide an alternate bid for a removable rubberized flooring suitable for ice skates. 6. Provide some type of wood or other backing to aluminum eves to deter damage from hockey sticks. 7. Emphasize floor slopes to floor drains to provide positive drainage. B. DESIGN 1. Meet with the OWNER to review the Project scope and receive the proposed layout. 2. Conduct a topographic survey of building site (approximately 200' x 300') using onsite hydrant as benchmark and adjacent streets for horizontal control. 3. Plot survey data into a site base map to be used as a background for the site plan. 4. Prepare proposed building plan layout. 5. Prepare site plan showing proposed building location and floor elevation. Prepare final plan layouts incorporating review comments. 8. Prepare construction drawings and specifications manual (Contract Documents). 9. Provide the OWNER with one electronic copy and three hard copy sets of the Contract Documents for use in obtaining bids for the construction. III. ADDITIONAL SERVICES If authorized by you, we will furnish or obtain from others Additional Services of the types listed below which are not considered as basic services under this Proposal. Additional Services shall be billable on an Hourly Rate basis as defined in Article 3 of the General Provisions, and such billings shall be over and above any maximum amounts set forth in this Proposal. A. Further design effort or documentation beyond that described in SECTION II, including additional meetings or evaluations requested by the OWNER. B. Meetings with the Park Board or City Council. C. Bidding or Construction Phase services. D. Permit application fees. E. Subsurface exploration or testing. F. OWNER'S RESPONSIBILITIES The OWNER'S responsibilities shall be as set forth in Article 8 of the General Provisions and as further described or clarified hereinbelow: A. Designate one individual to act as the OWNER'S representative with respect to the work to be performed, and such person shall have complete authority to transmit instructions, receive information, interpret and define policies, and make decisions with respect to critical elements pertinent to the Project. B. Provide TKDA with access to the site as required to perform services listed in SECTION II above. C. Provide TKDA with record drawings for utilities serving the existing park shelter and for utilizes in the adjacent streets. D. Provide Bidding and Construction Phase services. E. Provide reviews of materials furnished by TKDA in a reasonable and prompt manner so that the Project schedule can be maintained. V. PERIOD OF SERVICE We would expect to start our services promptly upon receipt of your acceptance of this Proposal and to complete SECTION II services within three months thereafter. VI. COMPENSATION Compensation to TKDA for services provided as described in SECTION II of this Proposal shall as described in Article 3 of the attached General Provisions in the Lump Sum amount of $19,600. Reimbursable expenses are not included in the Lump Sum amount and will be invoiced at cost.
