1. Roll Call
2. Approval of minutes from the August 26, 2004 meeting.
3. Unfinished Business:
a) Greenfield Park Play Equipment - On July 26, 2004,the City Council approved the dedication of
$48,000 to the Greenfield Park Playground Equipment Project. The neighborhood group has since
received a donation in the amount of$12,500 from the Bethlehem Baptist Church(see attached
email dated 9/7/2004). Staff will be contacting Ms. Palm to determine the final amount raised and
whether or not the neighborhood group wishes to approach the Park and Recreation Commission
and City Council for additional dedication of funds. This information will be presented at the
October 28, 2004 Park and Recreation Meeting.
b) Groveland Park Building Replacement. —On August 23, 2004, the City Council approved a Request
For Proposal (RFP) for work associated with the preparation of a site plan, construction plans, and
specifications for the Groveland Park Building Replacement Project. This was advertised as well as
directly sent to several engineering and architectural firms in the City's consultant pool. The
deadline for submittal is September 24, 2004.
c) Facility Guide Update—This was presented at the August 26, 2004 meeting. There are several
changes needed. Steve and Desaree will work to address the recommended changes. A draft will be
distributed at the October 28th meeting.
d) Park Usage Data Collection Sheets—The data sheets were collected at the August 26th meeting.
How should the data be summarized? Staff can summarize this data—similar to the summation of
the Community Survey.
e) Community Survey—The deadline for submittal is September 3, 2004. A total of 37 surveys were
filled out and returned to the City. Attached is a summary of the survey results.
f) YMCA Committee Update—A meeting was held on September 13, 2004. A verbal update will be
provided.
g) Lakeside Lions Park Parking Lot—The concrete curbing and base course of bituminous have been
installed. The plans originally called for seeding the disturbed areas around the perimeter, however,
the City of Spring Lake Park has requested and approved for this area to be sodded. The installation
of the sod is anticipated to be completed by September 24, 2004. The wear course of bituminous is
scheduled for Friday, September 27th. The striping of the parking lot will occur a few weeks later.
h) Lakeside Fishing Pier—Due to workload delays, the DNR has rescheduled the installation of the
pier for spring of 2005. The wording of the sign has been determined—see attached email dated 8-
30-2004.

AUGUST 26TH

Present: Kunza, Silvas, Kroeger, Long, Aukee, Dazenski, McIntyre and Kunz
came a little late.
Absent: Lee, Steeves and Edmond
2. Approval of minutes from July 22, meeting.

3. Unfinished business:
a) Clarification $40,000 on equipment, $8,000 on border and fibar fill.
Open business=How is the neighborhood committee doing on fund
Raising? (There was no answer on this, see attached E-mail from Kurt)
Dazenski stated that we will have to make plans with supplier soon so that
We could install in the spring of 2005.
b) City is sending RFP's to other engineering firms because TKDA was in
the cities opinion too high as we own the prints and there was just some
minor modifications required to make the shelter into what the parks need
to have for a wider range of uses. We advertised in a construction bulletin
and the Brighten Bulletin. Deadline for RFPs is September 24, 2004.
c) Changes to facility guide:
Add Greenfield and Lambert
Number of people park shelter can accommodate
Make map clearer, include park names and locations.
Show trails, pathways, and proposed pathways and make up (blacktop or
aggregate)
Community Center information (expand)
Possibly increase size of the paper so that more info. Can be included.
Put in less for Golf Course and more for MVCC.
Include date that the brochure was created.
Possibly just average the depths of softball fields
Park rental info. Remove fees and install deposit and fees apply.
What budget is the brochure coming out of? " Park Dedication Budget"
We should use the old layout for the format, "just update the info."
d) Kunza asked if there was staff available to collect data? It was suggested
That Dazenski collect the sheets and the Commission would decide what
to with the data, how it should be summarized.
e) Kroeger made a format for survey and will start sorting data.
f) There was not a meeting Nothing to report
g) What is the completion date? Approx. 2 weeks...Status? The surface and
bumpers have been removed and grading has been started.
h) Fishing pier will be delayed till next spring because of Minn. Cons back
log. The DNR will be supervising the project.
4 a) Dazenski gave a wonderful report on what has been done off the Needs
Analysis List.
b) Dazenski with the aid of an aerial photo pointed out that we could make a
usable but small soccer field on the Oakwood Park area. It would require
elevation corrections for run off and level playing surface but it was
explained that materials could be secure at low or no cost to the city.
c) No other items discussed.
5 a) Porta potty has been moved to the backstop area.
b) Volleyball courts: Dazenski explained that the timbers are used to
contain the sand and not for boundaries. There is rope that designates
the boundaries.
c) Sedimentation pond: Dazenski explained that the pond had been dug
out and that the engineers would have to approve final grade. The weir
and culvert will be installed sometime in the next two weeks as we need
to get the seed and mulch in as soon as possible.
• Purple Loostrife update: We did not see any blooming on the east
end of the pond and that is a very good sign that the beetles did
their job!
• The DNR would like to harvest beetles from our sites next spring.

If the$10,000 is truley a donation, and not part of the required $25,000 BBC is required as part of their park
dedication, then BBC can donate it to the Greenfield Park Play Equipment Replacement Project. (although it would be
nice if they asked the City where it would be best spent)
However, if the $10,000 is part of this years$25,000 Park Dedication Fund from BBC, it MUST be deposited into the
City's Park Dedication Fund. The Park and Recreation Commission will recommend, and the City Council will vote on
how it would be utilized.

Two BBC representatives will bring a ckeck written out to the City for$10,000 @ 4:00 p.m. tomorrow. It
represents a "precursor gift"to the City's Park Dedication Fund and is outside the $25,000. John Grano
recognizes that a committee and funding priorities need to be established (probably over the next 4-5 months).
They are fine with the City holding the check and having it formally presented at the Sept. 13th Council meeting.

I guess that's one of the points that would need to be clarified. Would BBC's contribution represent a

contribution on their part separate and apart from any agreements they have with the City to annually fuQd
$25,000 worth of improvements? If this was to represent a part of that first-year$25k agreement, then I
involved to ensure the 10k is beingspent where we want it to be spent....

I have some good news regarding monetary donations for this project. As you know the
City Council on July 26th approved $48,000 for the playground equipment, leaving
neighborhood group to raise $22,000. First, I recommended at the TCN Chamber's
Gaming Committee on Tuesday that$2,500 be approved for the playground equipment.
This was formally approved at the Chamber's Board meeting this morning. Second, I had
some discussions with John Grano tonight regarding a gift or contribution BBC could

make for playground equipment. It appears that they are willing to contribute $10,000 for
this project this year. John would like the church to make this contribution before the end
of August. We have tentatively scheduled 4:00 p.m. on Tuesday, August 31, when BBC
reps could provide a check to the City's Park Dedication Fund. I suggested to Cindy Palm
that this would be a photo opportunity (She'll call the Bulletin) that would benefit the City
and the Greenfield Park fundraisers. My suggestions are that the Mayor, you, Cindy
Palm, John Kroeger(Park & Rec Chair) be included the photograph. Any thoughts?

Need walk bridge over Hwy 10/Edgewood
The lions have done more for Lakeside park than MV/SLP have done in the last 30.
We need more free activities for the cmty. We need feline rescue.Need activities for handicapped.
We need to thank the police and Fire dept for all the help they offer us all.
The graffiti concerns us..when lye called about it,quick action was taken to clean it up.
Hillview Sktng park never open,could use more grooming on trails,pick up branches.
Playground equip good at some,need better/more trail maps,lights didn't work at tennis courts
We like New Brighton's park program and Community Center.
Parks ave very important to our Community.
P&R needs to find more ways to get funding to update Playground Equipment. Playground Equipment needs to be a PRIORITY.
YMCA is doing a great job
Groveland park-Very Nice. Nice balance of trees&space,and great variety of play equipment for kids
Would like to see development of paths and trees along Hwy 10.
Rinks have poor maintenance-especially weekends
Just fine as it is. Stop asking for more money,not everyone is interested in these programs,features or activities

Bridges on Greenfield need better gaurds,instead of chain rope.

Thanks for the updates on the fishing pier. I noticed the sign info
attached still had the word "city" rather than "cities" on it. Was the

The following is a list of park related needs as identified by the Parks and Recreation
Commission in 2003. These include both short term and long term needs. The
identification of the park needs is the first step in developing a long term Capital
Improvement Program(CIP) and developing recommendations pertaining to the City's
park system for consideration in the 2005 Budget.
The needs list are categorized into three categories:

Subject: Hillview Building Vandalism
Deputy Chief Kinney, I'm looking for some help at the Hillview Bldg. It has been observed to be a hangout for junior high
aged kids. We are experiencing a lot of graffiti on the picnic tables that are under the overhang in front of the bldg. This is
a lit area and you would think that would be a deterrent but it happens. This may seem a little trivial but the parents of the
little ones and picnickers should not have to be subjected to this. Could you have the troops keep an eye on the place and
maybe we can curb these unwanted activities. Thanks, Steve
