2. Acknowledge there are no minutes from the February 26, 2004 meeting.
3. Unfinished Business:
a) Facility Guide Update- Staff is working with the YMCA for making revision to the draft.
Additional pictures are still needed. The draft should be ready to present back to the Commissioners
at the April meeting.
b) Park Usage Survey/Data Collection—A request for volunteers to assist the city in collecting
information and filling out the Park Usage Observation Sheet was placed in the March/April
addition of the Mounds View Matters. The observation sheet along with a guidance information
printed on the back are available at City Hall and on the City's WEB site. At of this date no requests
for the sheets have been made.
c) Community Survey— Shari Kunza has developed a draft questioner to be included in the May/June
addition of the Mounds View Matters.
d) Garbage Hauler Donation Fund—All residential haulers in Mounds View were contacted. The City
has received a total of four responses at this time—three in favor of the program, one opposed.
Attached is summary of the responses.
e) YMCA Committee Update—The YMCA Advisory Committee met on March 1, 2004.
f) Groveland Park Building Replacement. —The Commissioners made a motion to recommend
developing constructions plans. This issue has been placed on the April 5, 2004 City Council Work
Session Agenda. Support by the City Council on the Groveland Building replacement is
questionable. The Commission may want to consider what data needs to be presented to the City
Council on April 5th. The Commission may want to consider presenting a recommended long-range
park building plan as part of the recommendation to proceed with the replacement of the Groveland
building.
g) Lakeside Lions Park Parking Lot—Update is attached

Lakeside Lions Park—Parking Lot
On March 8, 2004 the City Council gave direction to proceed with adding in the "Option 1"parking lot of the
Lakeside Lions Park. Since then, two more options (3 and 4) have been developed. These are direct spinoffs of the
City Council's recommended Option 1. Options 3 and 4 are nearly the same size and cost of Option 1. However,
they have angled parking. Option 3 has a one-way circulation pattern. Option 4 has a two-way. By making Option
4 four feet wider (making it close to the size of Option 1) this will allow for striping of the lot as per Option 1 or as
per Option 4. This is the solution Staff is recommending to the Mounds View City Council. It is also the
recommendation being proposed to the Spring Lake Park City Council.

SUBJECT: New Customer Donation from Residential Garbage Haulers
At the February 26, 2004 Parks and Recreation Commission meeting a request was made
of staff to poll the garbage haulers if they would be interested in a"new resident
donation"program like ACE Solid Waste has. (See attached letter from ACE.)

Explanation Larry feels that this is "ridiculous to ask the haulers
for this donation",he stated that the haulers "have
to pay for a license and road restriction permits
already". Larry also felt that customers will"bounce
back and forth between the haulers and it will be a
constant win/loss thing for the haulers". Larry said
if "the Commission wants such a contribution,they
should pass the hat around to themselves and the
Council."
(Larry's Quality Sanitation is a family owned
business and they do something in-house with their
customers to appreciate them;they have monthly
drawings for Cub gift certificates.)

MEETING NOTES

1. Quarterly/Year End Program Report
The next quarterly report will be available at the April 5th meeting.
2. Distribution of Mounds View Matters to Schools
The March/April City Newsletter will be distributed to all local
elementary schools. Marta is to collect feedback fro schools about the
distribution and participants will be asked how the found out about
programs. City staff is to check the cost of printing just recreation
brochure piece.
3. Pay Phone at Community Center
It was a general concensus that it would be a good idea to purchase a pay
phone at $950 plus $600 for installation and charge $.50 per call, rather
than lease at $415 install, plus $55 per month. Kurt will check with the
Mermaid to see if they will be willing to help pay for the phone.
4. School Coordinator Fee Discussion
Charlie will contact Jill Stevens at the School District to get information
on which groups are using and being charged for the facilities.
5. Electronic Defibrillator
The YMCA is interested in having the surplus heart defibrillator installed
at the MVCC. Pat is research where the YMCA got their storage
container for the defibrillator and give that information to the City.
6. MVCC Maintenance Contact Person
Kurt Ulrich announced that Steve Daenski is now the designated
maintenance contact person for the MVCC. All tenants and City Staff
have been notified of this fact. Due to new tenants and the work of other
staff on lease issues, there had been some confusion about who to go to
with maintenance issues.
7. Next Meeting
The Committee established the 1St Wednesday of each month as the
regular meeting date, at 2:30 pm. Kurt will distribute annual calendars.
8. Adjourn
The meeting was adjourned at 3:33pm.

Dear Ms.Rygwall:
On February 10, 2004 we transmitted to you a package of materials regarding a potential project to rehabilitate
the existing parking lot at Lakeside Lions Park. The materials included a cover letter, along with cost
estimates and sketches of two options for configuration of the parking lot. Also included was a cost
comparison chart for the proposed options to the existing parking lots at Terrace and Able Parks.
Option 1 of the previous transmittal was based on right-angle parking, oriented mainly in a north-south
direction. Option 2 was based on parking stalls angled at 60 degrees, and oriented mainly in an east-west
direction. Based on discussion since that time, you have requested that information be provided regarding a
third option for parking lot. Option 3 would have angled parking similar to Option 2,but oriented in a north-
south fashion as in Option 1. Traffic circulation in Option 3 would be mainly one-way.
We have completed a working drawing and cost estimate for Option 3, and are transmitting it with this letter.
Also included are the previous cost estimates and drawings for Options 1 and 2 for reference, as well as an
updated cost comparison chart to include Option 3.
It can be seen from the information that the surface area of the parking lot in Option 3 is approximately 10%
smaller than in Option 1. Despite this, we have estimated that the cost to construct Option 3 would be virtually
the same as for Option 1. The main reason for this is that under Option 3, there is a much larger area of the
existing parking lot that will need to be converted back into green space. We have assumed that a 12-inch
thick layer of imported topsoil will be needed for this area, to replace the existing bituminous that is removed,
as well as any gravel or other material not conducive to growing turf. The cost savings of new bituminous and
gravel for the smaller parking surface area of Option 3 is essentially offset by the greater quantity of imported
topsoil and sod that will be needed.
Hopefully these transmittals provide the information necessary for your upcoming report to the City Council at
their meeting of March 15, 2004. I would be happy to discuss this information in more detail if you have any

Assumptions:
1. End parking lot area at fence line for cost estimating purposes.
Costs related to curb radii, etc at the street entrance will be assigned to the street.
2. Costs related to realigning the sidewalk near the entrance are included in this estimate.
3. Sprinkler system within the park will be relocated by the cities. No costs included here.
4. Excavation depths have been assumed. A survey would be required for preparation
of a final construction plan. Quantity may change depending on that information.
5. If work is combined with the City of Mounds View 2003 Street Improvement Project,
recycled gravel base from the reclamation of the old streets will be used in the parking lot
to the maximum extent possible. The actual quantity of recycled gravel available will not
be known until the time of the street construction. For purposes of these estimates, it
has been assumed that 50% of the required gravel base will be available as recycle.
6. 12 inches of topsoil will be required on all old paved areas that are converted to green space.
7. Rice Creek Watershed District may require storm water features in conjunction with the
parking lot rehabilitation. Such features are_outside the scope of this estimate.
8. No repairs to the concrete slabs and sidewalks by the Beach House are included,
beyond the installation of new access ramps for the disabled.
9. Initial striping of the lot will be done as part of the construction. Cost are included.
Future maintenance of the pavement markings will be done by the cities.
10. Dumpster enclosure will be built by city forces. No costs included in this estimate.
11. Existing concrete parking stops will be salvaged by city forces prior to construction.
12. Typical section: 6" gravel base; 2" bituminous base; 1-1/2" bituminous wear surface

On March 11, 2004, we transmitted to you drawings and cost estimates for three options to replace the
existing parking lot at Lakeside Park with a new lot. Based on that information, you requested that we
prepare a drawing for a fourth option, which combined certain elements of the previous three. Please
refer to that transmittal for information on Options 1 through 3 as necessary.
We have completed the working drawing for Option 4 for the Lakeside Park parking lot, and are
transmitting it with this memo. Option 4 features angled parking, oriented in a north-south direction,very
similar to Option 3. However, as you requested, the drive lanes on Option 4 were widened to
accommodate two-way traffic. Option 3 had allowed for one-way traffic only. Therefore the traffic flow
in Option 4 is very similar to Option 1.
Option 4 contains a total of 80 parking stalls. This compares to 91 stalls in Option 1, and 82 stalls in
Option 3. The difference in stalls between Options.3 and 4 is due to widening of the drive lane at the
north end of the lot, which caused two stalls to be removed from the center area.
The size of Option 4 is very close to Option 1, with Option 4 only approximately 350 square feet smaller.
This is due to the fact that the lot in Option 4 is four feet less wide than Option 1, because of the angled
parking. Our letter of March 11, 2004 showed that the estimated costs for Options 1 and 3 were very
similar. While a detailed cost estimate has not been prepared for Option 4, the cost would be very similar
again to that of Option 1 or Option 3.

If Staff and Council prefer Option 4, we would recommend it be constructed an extra four feet wide,
which is the width of Option 1. That would give the City the option of striping the lot for either angled
parking per Option 4, or 90 degree parking, per Option 1. The cost difference for constructing the lot this
