The meeting will actually be three meetings in one with three different groups:

Staff 'gill be distributing sets of the specifications for Phase One development
of Silver View Park at the meeting.

1111 PARK REFERENDUM TASK FORCE COMMITTEE
CITY OF MOUNDS VIEW

1111 PRE - MEETING Staff reviewed the task forces progress to
date and outlined the goals and objectives
which were outlined by the City Council.
A number of questions were raised regarding
the survey process which was completed by th
Park Commission in February, 1980 . Staff
reviewed the process and indicated that the
priorties appeared to oriented towards adults
or family activities as the following items
were listed as the highest priority:
1. Bicycle Trails 52 . 9%
2 . Tennis Courts 50. 1%
3 . Picnic Areas 49 . 7%
4 . Hiking and Walking
Trails 49 . 3%
5 . Marked Nature
Trails 43. 8%
Task force member Letendre than stated that
he had heard the reaction that we needed more
recreation faucilities for the younger gener-
ation.

meeting and opened up the general meeting.

• November 4 , 1980
Referendum Staff introdiced the subject stating that th
referendum had failed november 4 by 259 vote
and furthermore that it had generally Carrie
South of 10 and failed North of 10 .
Following the brief introduction a general
discussion was had by all members a synopsis
of their reactions is as follows :
Dave Long 1. Felt it was too extensive
2 . Too many tennis courts
3 . Residents didn' t generally understand
the issue
Ed Letendre 1. Too many tennis courts
2 . Residents wanted more
a. ballfields
b. horseshoe pits
c. bleachers, benches
3 . Park should be oriented towards children
4 . Can' t send children anywhere for $20-25 . 1
Jerry Blanchard 1. Citizen will pay for the faucilities and
• improvements if there informal
2. Should have nore personal conduct in
selling of issue
3 . Residents received too much literature
4 . Many of the "old time" residents already
had sizeable lots which may detract from
voting on the views
Bob Stone 1. The residents basically did not understa
the issue that was to be voted upon
The following issues were generally agreed
upon as to why the issue failed:
1 . The general election was not ideal for tr
park referendum.
2 . The proximity to the successful school
referendum
3 . Too many brochures were mailed out to
residents which may have confused some
voters.
4 . The referendum was possibly to large and
it should be scaled down.
5 . The issue of "how the parks would be
maintained" was discussed by residents.
6 . A stronger corps of citizens is needed to
• sell the issue on a individual basis to
the resident.

• Review Park Brochures : 1 . The general consensus was that a simplier
brochure would be better than an extensiv.

2 . Simple graphs and details outlining the
financial working sould be included.
3 . Benefits and imporvements for each neigh-
borhood park should be listed.
4 . The question should be simply worked to
ensure that there is no confusion.
Meeting Stategy The group decided that they would just have a
general discussion wil the Park Commission on
Thursday, June 4th, and that no agenda would
be necessary.
Next Meeting The next meeting is scheduled for Thursday,
June4 , 1981 in the City Hall Council Chambers .
Adjournment The meeting was adjourned at 7 : 35p.m.

RE: Monthly report, April of 1981
After reviewing our department's work schedule for the month of April , 1981,
we would like to report the following highlights for your edification:
RECREATION
Bicycle Safety Week was April 20 - 26 and to follow the encouragement of the
State, we provided two basic programs to emphasize bicycle safety. Officer Nelson
from the'Minnesota State Highway Patrol was contacted and scheduled to speak with

his "talking bike, Mike" at Pinewood and Red Oak Elementary Schools . Also, the
Mounds View Parks, Recreation and Forestry Department offered a Bicycle Safety and
Awareness Open House at City Hall , Tuesday, April 21 from 4:00 p.m. to 7:00 p.m.
Unfortunately it was a miserable evening with cold temperatures and rain . Even
so, fifteen people attended. The open house offered a film, slide-tape presentation,
bicycling brochures, and information and a bicycle maintenance check. Pedal Power
camp alumni Hans Vinge and Percy volunteered their expertise for the program.
Over 60 applicants were interviewed for summer part time leadership positions
including:
Water Safety Instructors
Lifeguards
Playground Leaders and Assistants
Playground Supervisors
Junior Leaders
Puppeteers
Of the t0 applicants, 25 candidates were offered positions . Job descriptions and
111/1 work agreements were mailed to eachapplicant. As candidates accepted the jobs,
files were made on each new employee. The applicants this year were surprisingly
qualified and older than other previous years .

SSoftball Summer Adult Program was organized during the month of April with
57 teams participating. We began issuing permits for field practice times on
Monday, April 13. We issue approximately 2,000 permits each year for practices,
games, and picnic facilities . The managers meetings were held April 27th . Ball
distributions , game schedules , and rules , and manager packets were provided.
Several Lakeside Park Commission meetings were held during the month of April in
hopes of finalizing the duties and responsibilities in the new organization and
implementation functions of the beach.
The Festivities Commission also met in hopes of finalizing the details of the 1981
"Festival in the Park."
Summer activities registrations began during the month of April . As a result,
the recr9ation office becomes extra busy with walk-in registrations and field
permit Calls .

PARK DEVELOPMENT
There were four major developments in the area of park improvements during
April , 1981:
1. The electrical installation at City Hall Park was completed and
approved by the electrical inspector for the price as bid by
Collins Electric.
2. Silver View Park continues to be a major project as the month of
April saw the final approval of the Park Master Plan by the City Council
and Planning Commission. The City Council also directed staff to proceed
with the specifications for Phase One development. Our current time line
is to have the Park Commission review the specs on June 4 and present them
to the City Council on June 8th.
3. The 1981 Preliminary grant application was submitted for Phase 2 development
a of Silver View Park. The proposed grant application was for $136,000.00,
broken down as follows:
® 4 lit tennis courts - $110,000.00
2 multi-purpose courts -$ 10,000.00
ice hockey rink $ 16,000.00

4. Staff finalized the agreement for the operation of Lakeside Park.
The formal resolution was adopted by the City Council at the
May 11, 1981 Council Meeting.
FORESTRY
The City Forester completed the wood pile inspection during April and began
receiving additional requests for donating trees to the parks . During April
we received 20 tree donations from Mounds View residents .
Our current policy on transplanting trees is to relocate them in the neighborhood
park closest to the home we receive them from.

• The other major forestry related issue during April was the re-bidding of the
tree and stump removal contract for 1981-82. The low bid of $6,532.70 was
received from Clark Landscaping at the May 11, 1981 Council meeting.
CLERICAL
At the risk of becoming redundant, once again I must reiterate the important role
our clerical staff plays within our department. Sandy currently provides clerical
services to three full time professional staff as well as a variety of community
organizations:
1 . Sunrise Seniors
2. Lakeside Park Commission
3. Cub Scout Troop #68
4. Festivities Commission
5. 4Irondale Basketball Association
• During the first quarter of 1981 Sandy has been extremely busy and we all look
forward to slowing down a bit during May and June.

• MONTHLY SUMMARY
April becomes the real doing month after the busy March planning. Once we get
through May we are really "over the hump" regarding our peak busy period. The
program and clerical staff are to be commended for their extra effort and long
hours during the busy summer planning months .
