OTHER BUSINESS ADJOURNMENT CSM OF • Phone: (612) 784-3055 A Fax: (612) 784-3462 B�esS ' Partnets" May 15, 1996 Dear Parks and Recreation Commissioners: The regular May meeting is scheduled for Thursday, May 23, 1996 at 6:30 p.m. We had decided to meet at Oakwood Park and walk Greenfield Park path. So wear appropriate shoes and dress for the weather. Upon conclusion of the walk, we'll proceed to Hillview Park to observe the area of the youth ballfield that should have safety fencing installed. I expect that we will meet at City Hall approximately 7:30 p.m. The agenda is very light. I would like to have the Commission provide direction to staff regarding proceeding with safety fencing. I will have estimates of fencing costs at the meeting. If you are unable to attend the meeting please call. I am aware that the DARE graduation is the •-• same evening at Pinewood School, so I expect that a few of you may not be able to attend. Please call me with any ideas or your desires and opinions regarding fencing at Hillview Park youth ballfield. Call me at 784-0618 if you can before the meeting. MOUNDS VIEW PARKS AND RECREATION COMMISSION STATE OF MINNESOTA RAMSEY COUNTY MINUTES Thursday, April 25, 1996 6:30 p.m. Conf. Rm. C • Commissioners met at Woodcrest Park before the meeting was called to order to observe the conditions at Woodcrest Park. CALL TO ORDER: Chair Burmeister called the meeting to order at 7:00 p.m.. ROLL CALL: • Commissioners present included Burmeister, Gunn, Starr, Dentz, Silvis, and Stevenson. Director Saarion and Park Maintenance Worker Dazenski was also in attendance. Visitor was Jeff Voyen, PE, American Engineering and Testing, Inc. APPROVAL OF MINUTES: Commissioner Silvis made a motion seconded by Commissioner Dentz to approve the minutes of February 22, 1996. Motion passed unanimously. PLAYGROUND EQUIPMENT FOR RANDOM PARK Commissioners looked over the four proposals provided for playground equipment at Random Park. All Commissioners were attracted to the proposal presented by MN/WISC Playground, Inc. The play structure was deemed most favorable and appropriate for preschool age participants. Colors were decided and agreed upon. Colors included Teal posts, Purple slides, tan platforms and cranberry handrails. Tic Tac Toe panel it was decided should be replaced with something else. Motion was made by Commissioner Starr and seconded by Commissioner Gunn to recommend award playground bid by MN/WISC Playground Inc. Motion passed unanimously. Staff will prepare recommendation for approval from City Council for purchase. WOODCREST PARK IMPROVEMENTS - DISCUSSION: • Commissioners observed the physical challenges at Woodcrest Park including the open storm water ditches, uneven landscape, abutting wetland properties, and drainage problems. Discussion included the huge cost of soil corrections and surcharging. Other less expensive options were discussed including the possibility of providing a community garden area at Woodcrest Park. Jeff Voyen was on hand to offer explanation of the parkland movement and the results of surcharging. He noted that while the construction of a ballfield may be costly, the construction of a gardening area would be of little expense. Commissioner Silvis made a motion seconded by Commissioner Stevenson to construct community gardens at Woodcrest Park for advertising in summer, 1997. Motion was passed unanimously. NEW BUSINESS: RESIDENT REQUEST FOR OAKWOOD PARK: Commissioner Dentz commented that he had a request by a resident living near Oakwood Park, Mrs. Engle, to pave the volleyball court for basketball. This is something that can be considered for the 1997 parks budget. HMONG RECREATION NEEDS: Commissioner Gunn also commented that she had talked with Ron Lehman, Social Worker at Pinewood School regarding family recreation needs of Hmong families living near Oakwood Park. Possible programs and activities were discussed. Staff will discuss options with Ron Lehman and extend information through the older siblings who tend to be the family interpreters. PINEWOOD RECESS TIME REQUEST: Commissioner Gunn also requested that Parks Maintenance schedule field maintenance during times other than recess, when the children tend to be lured to the machinery. Steve said that he would forward this information to the field maintenance crew. BICYCLE SAFETY DAY HELPERS NEEDED: Staff requested volunteers to help out with bicycle safety day Saturday, June 1 at City Hall. This is the day when bicycle helmets will be handed out to all those that complete the safety clinic. North Suburban Schwinn will be on hand to provide bicycle inspections. Commissioners Gunn and Silvis offered to work this day. NEXT MONTHS MEETING PARK VISIT: Commissioners decided to meet at Oakwood Park and walk the Greenfield Park path during the next meeting. ADJOURNMENT: Commissioner Silvis made a motion seconded by Commissioner Dentz. Motion passed unanimously.
