Nygren : Please accept this communication on behalf of the Mounds View Parks and Recreation Commission to request that a portion of the Red Oak School property be retained as parks and open space . The 1111 Red Oak School site has been utilized as a community and neigh- borhood park for the past decade and consequently has become an integral part in the City parks and open space system. The Red Oak site has two ballfields that are used on a full-time basis during the summer months, as well as playground equipment which is utilized by the local neighborhood children . The Park Commission is well aware that the site will be sold to a developer for the highest and best use , but would request an op- portunity to review the development plans when they are received . At a minimum, the Park Commission would like to be forewarned to when the property might be sold so that we can make alternative arrangements for relocating and rescheduling the active play spaces during the summer . We appreciate you consideration of this issue and look forward to continuing the positive , cooperative efforts that the City of Mounds View and School District have shared in the past. ADJOURNMENT MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION c � CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA January 26 , 1984 Mounds View City Hall Council Chambers 6 : 30 p.m. CALL TO ORDER The meeting was called to order by Chair- person Burmeister at 6 : 32 p.m. ROLL CALL Commissioners present : Commissioner Silvis , Bowman , Long , Wermager , Letendre and Chair- person Burmeister Commissioners absent : Commissioner Weflen Councilmembers absent : Councilmember Doty called to indicate that he had a meeting conflict and would be unable to attend Staff present : Director Anderson and Pro- gram Supervisor Saarion APPROVAL OF MINUTES Motion was made by Commissioner Silvis , 4111 seconded by Commissioner Bowman to approve the minutes as submitted . Motion passed unanimously. 6 ayes , 0 nays CHAIRPERSON' S REPORT Chairperson Burmeister indicated that the cross country ski trail and Silver View Park had been groomed and was concerned about the snowmobiles destroying the trails. He fur- ther indicated that he had received some criticisms that the trail was not groomed on a frequent enough basis. REVIEW GUIDELINES FOR Staff briefly reviewed the Park Development PARK DEVELOPMENT AND Fund Guidelines indicating that the Council PLANNING FUND is concerned that the money might be deple- ted in one year and secondly, that a detail- ed list of park priorities or criteria should be included to eliminate any ranking of projects in the future . The Commission reviewed the Council ' s concerns and felt that they should be taken into consideration and possibly added at a future date but they did not feel that the guidelines should be modified at this time . The Commission did add an additional item indicating that an annual audit would be provided to the Parks • and Recreation Commission in January of each year by the City staff . A motion was then made by Commissioner Bowman , seconded by Commissioner Wermager to accept the Park Develor :nt Fund Guidelines as amended . Motic, ,ssed unanimously. 6 ayes . 0 nays -2- WELLNESS PROGRAM UPDATE Staff provided a brief background on the Wellness/Healthy Lifestyle Programs and indicated that Ms. Linder would be in atten- dance at the next regularly scheduled Park Commission meeting . Staff reviewed the February 16 Wellness Day and indicated that an invitation would be forwarded to each of the Commissioners during the coming week. Commissioner Letendre stated that the Gil- • lette Corporation as a Stay Well program which has been well received by his fellow employees. SWIMMING POOL REQUEST Staff indicated that a Ms. Connie Harris had contacted staff regarding the feasibility of developing an outdoor pool facility at the Red Oak School site . Staff indicated to Ms. Harris that we did not feel that it would be feasible at this time due to the initial construction as well as maintenance costs. The Park and Recreation Commission then discussed the Red Oak site in general and directed staff to forward a letter to the Superintendent of Schools indicating that they would like the School District to con- sider the recreational needs of the neigh- borhood when reviewing future development plans. • GROVELAND PARK DANCE Mr. Ron Schmidt , a representative from Groveland Park Foundation , was on hand at the Park Commission meeting and encouraged each of the Commissioner to attend the Groveland Park Dance slated for February 10 , 1984 at the Bel Rae Ballroom. Mr . Schmidt also indicated that the Groveland Park Foun- dation was having a meeting on Monday, Jan- uary 30 at 8 : 00 p.m. at the Groveland Park shelter building and welcomed each of the Commissioners to attend if possible . The Commission thanked Mr. Schmidt for the fine work that had been accomplished through the Groveland Park Foundation and indicated their continued support of their efforts. STAFF REPORT Staff reviewed the staff report highlighting the Metro Monitor survey which indicated that 94% of the metropolitan areas adult population think parks are valuable . The study went on to say that the majority of people chose parks ahead of public transit, fire protection , libraries, welfare and sew- ers as a public service spending priority. • _3_ r ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Wermager to adjourn the meeting at 8: 46 p.m. The motion passed unaniously. 6 ayes , 0 nays Respectfully s bmitted , Bruce K. And r ,on.; Director Parks, Recreation and Forestry BKA/sll • NEIGHBORHOOD PARK PLANNING FUND GUIDELINES PURPOSE The purpose of the neighborhood park development and planning s fund is to encourage , promote and assist local residents , neigh- borhood organizations , and civic groups in the establishment and development of local park projects from a both financial and in- kind labor perspective . OBJECTIVES 1 . To establish, develop and create other neighborhood park planning councils using the Groveland Park Foundation as a model . 2. The neighborhood park planning fund will not expend more than 50% of the available monies on an annual basis in each of the three established and separate accounts. 3 . There will be three separate accounts established for dissem- inating neighborhood park planning funds : a. Initial or seed money account will consist of 15% of the total fund . This account will be utilized for developing new neighborhood park planning councils and first time projects proposed by local neighborhood residents, organ- izations and/or civic groups. The grant monies from this account need only be matched by an equivalent of inkind S labor from the sponsoring group. b. Short term projects. The short term project fund will not exceed 60% of the total fund balance at any time . Short term projects are those projects defined as those having a budgeted dollar amount of less that $5 , 000 and will be completed within a one year period . All short term projects are required to be matched by an equal amount of funds from the sponsoring agency or group. c . Long term project. This account will not exceed 25% of the neighborhood park planning fund and will consist of projects exceeding a $5 , 000 budgeted amount. The project should be planned with a minimum of one year involvement by the proposed group or organization and needs to be matched on a 50% cash basis and 50% inkind labor and/or materials. GUIDELINES 1 . The neighborhood park planning fund project requests will be reviewed on an individual project basis and applications may be submitted to the Parks and Recreation Commission throughout the year. All applications must be submitted on the official application form and be received at least one week prior to the regularly scheduled Parks and Recreation 41/1 Commission meeting for review at their following meeting . 2 . The neighborhood park planning fund monies are available for all neighborhood parks within this system excluding Silver View Community Park and the two school park locations, Edge- wood and Pinewood Elementary School . -2- 3 . All applications will be initially reviewed by the Parks and Recreation Commission who inturn will forward their final re- commendation to the City Council for final and formal ap- proval . p proval . 4 . All proposed neighborhood park improvement projects must com- ply with the City' s parks and open space plan as adopted by the Parks and Recreation Commission and City Council . 5. No neighborhood park planning funds may be used for funding labor or staffing positions, such as a building supervisor, or activity coordinator; as all funds must be used for capi- tal expenditures of a permanent nature . 6 . Promotion of the neighborhood park planning and development fund will be through the City Newsletter and all other media means available to the City staff and the Parks and Recrea- tion Commission . 7 . It is the goal of the park planning and development fund to become self-sustaining , with all future projects to be funded from interest derived from the principal . The initial goal for the park planning and development fund has been set a $50 , 000 . • 8 . An annual audit will be provided to the Parks and Recreation Commission in January of each year by staff . As you are aware , we held our first Wellness Day on Thursday, February 16 , 1984 at Edgewood Community Center which was attended by approximately 120 Mounds View/New Brighton employees. We are currently offering 14 health awareness programs ranging from Conditioning for Men and Women , to Managing Stress and Listening and Assertiveness . Although we have not been overwhelmed with our response to date , we feel very confident that the concept of healthy people and working towards changing individual lifestyles , is a committment that our • department needs to make . LeAnn will be providing an update on the spring classes as well as reviewing how the point system will be working to make each of eligible for a Healthy People Lifestyle t-shirt in the future . BKA/sll MEMO TO: Mounds View Parks and Recreation Commission s 41/1 FROM: Staff DATE: February 28 , 1984 RE: Playground Equipment Review As you are aware , we have some money in 1984 budgeted to develop a playground at Random Park and we have the potential to relocate some playground equipment to Silver View Park . Staff would recommend that a sub-committee of three Commission members and staff review a number of creative playground sites in the metropolitan area on a Saturday during the next couple of months . The sub-committee could then report back to the full Commission as to their findings and recommendations. Staff would like to request volunteers interested in working on this project to review playground equipment and then report back to the Commission . [WA/s11
