Adjournment T Y MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION • CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA April 28 , 1983 Mounds View City Hall Council Chambers 6 :30 p.m. CALL TO ORDER The meeting was called to order by Chairperson Wayne Burmeister at 6 :43 p.m. ROLL CALL Commissioners present: Commissioners Wermager, Silvis, Weflen, Bowman, Long, Letendre, and Chairperson Burmeister Councilmembers present : Councilmember Doty was not able to attend the meeting due to a family vacation. Visitors present: Gary Quick representing Groveland Park Association Staff present: Director Anderson CHAIRMAN' S REPORT Chairperson Burmeister indicated that mini bikes had become a problem at Silver View Park as they were using the berm and hill areas for a Motor Cross track. Staff indicated that they were aware of the problem and that the police had recently arrested one individual which, hopefully, will curb the problem in the future. Commissioner Long questioned what the existing park hours were for Silver View Park. Staff indicated that Chapter 52 of the City Code prohibited anyone from being in the local park areas between the hours of 11 : 00 p.m. and 6 : 00 a.m. COUNCILMEMBERS No report. REPORT REVIEW STAFF MEMO Staff reviewed the report which outlined ON POSSIBLE PLAY- possible playground development using community GROUND CONSTRUCTION and local neighborhood involvement in the AT LAMBERT & RANDOM construction phase. Staff outlined the develop- PARKS ment plans which were submitted by Paul Hogan and reviewed the estimated cost, manhours, and equipment needed in the construction phase. Following a great deal of discussion, the Park April 28 , 1983 Park and Rec. Comm. Minutes Page Two a Commission recommended that the neighborhood residents be contacted to solicit their input on the creative play area plans . To that end, a Ice Cream Social was set for Sunday, May 22 , 1983 , from 1 : 00 p.m. to 3 : 00 p.m. at the Lambert Park shelter building. A motion was then made by Chairperson Burmeister, seconded by Commissioner Silvis , to pursue the development plans at Lambert Park pending neighborhood approval . The motion passed unanimously. 7 ayes 0 nays Staff then presented a brief update on the possibility of developing Random Park also, with the same dollars from Revenue Sharing through similar construction, i.e. , community involvement and using Consultant Paul Hogan in the construction phase. A motion was then made by Commissioner Silvis, seconded by Commissioner Long, to approve, in concept , the Random Park creative play area plan, again, pending approval from the Random Park neighborhood. The motion passed unanimous) . 7 ayes 0 nays SILVER VIEW PARK Staff indicated that the Silver View Park had IMPROVEMENT UPDATE been completed in its entirety, with the out- field fences being constructed during the coming week. Staff indicated that adult soft- ball games had been scheduled for the 1983 season and we envisioned a full season of play of not only local tournaments but also league and community field rentals . Staff further indicated that a complete update of the Silver View Park improvements, including costs, would be provided to the Commission for their review at the May Park Commission meeting. Staff further indicated that we had been in contact with the DNR in that they would be stocking the area with sunfish and crappies from Pleasant Lake in North Oaks during the coming weeks. The Commission questioned whether or not a youth fishing contest could be established at Silver View Park and staff indicated that we would like to have at least one year of experience regarding how many people fish the pond, how many fish there are, etc . , before we 0 get into a possible fishing contest. Minutes Page Three 41/ tion the Commission requested to have wood duck houses placed around the pond area and staff indicated that this issue had already been addressed and was slated for a summer project. REVIEW STAFF MEMO The Park Commission members discussed the new ON POSSIBLE NEW direction plan and informally adopted the DIRECTIONS concept of establishing new park planning councils. To that end, Commissioner Bowman addressed the Commission and requested greater input from each of the individual Commissioners in the planning process in all areas of park • development. The Commission once again reviewed their plans for the Ice Cream Social at Lambert Park and determined that a subcommittee consisting of Park and Recreation Director Anderson and Park Commissioner Bowman would work out the final details for the Sunday afternoon Social . RAMSEY COUNTY LEAF Staff reviewed a memorandum from Brian G COMPOSTING PROPOSAL of the Ramsey County Public Health Department, Environmental Health Division, which recommended 411 Mounds View as one of the four major leaf composting sites in Ramsey County. Staff indicated that they supported the concept of leaf composting and stated that it was staff ' s position that the Parks and Recreation Department should become involved in leaf composting as preservation of the environment and the natural resources was as integral a part of our depart- ment as park development, planning, and maintenance. Staff provided figures showing that approximately 10% of our solid waste problems within Ramsey County was comprised of grass clippings and leaf collection. Staff felt that there was three possible loca- tions for the leaf composting program: 1. Arden Park 2 . Greenfield Park 3 . Silver View Park After some discussion Commissioner Bowman recommended using the Moga property as a possible site location. Staff concurred that this was an ideal location and would recommend this site to Ramsey County as our No. 1 alternative. IT I.. April 28 , 1983 Park anti Rec. Comm. Page Four III A motion was then made by Commissioner Bowman, seconded by Commissioner Wermager , to endorse the Ramsey County leaf composting program in concept and recommended the Moga property be the No. 1 site location. The motion was passed unanimously. 7 ayes 0 nays REVIEW POSSIBLE Staff indicated that the Saturday, April 30th, MEETING DATE WITH meeting with the City Council was not possible CITY COUNCIL as a number of City Councilmembers were going to be unavailable that date. Staff indicated that it might be more appropriate to meet with the City Council prior to a regularly scheduled Commission meeting during the summer months. The Commission directed staff to arrange for a convenient date and report back to the Commission. GROVELAND PARK Staff indicated that the Groveland Park Founda- PLANNING COUNCIL tion was requesting to install some site amenities at Groveland Park. Specific requests included bench and planter area around the volleyball court, park signs, and picnic grills . A motion was made by Commissioner Silvis, • seconded by Commissioner Bowman, to authorize the Groveland Park Foundation to install benches and planters around the volleyball area, park signs, and grills. The motion passed unanimously. 7 ayes 0 nays SUMMER RECREATION Staff distributed summer recreation brochures PROGRAM REVIEW and reviewed new program offerings for 1983 . Staff indicated that the major new program for 1983 would be offering the summer playground sites at the playground shelter buildings rather than school facilities. In addition, new structured classes for elementary school students, such as, pottery, woodworking, and arts & crafts would be offered in conjunction with the School District ' s summer school program. Staff also indicated that summer registration had been extremely good in that the adult softball and youth baseball league registrations were extremely high. ADJOURNMENT A motion was made by Commissioner Wermager , seconded by Commissioner Silvis, to adjourn the meeting. Anderson • 411 MEMO TO: Mounds View Parks and Recreation Commissioners FROM: Staff DATE: May 25, 1983 SUBJECT: LAMBERT PARK CREATIVE PLAY AREA Staff will be showing a movie outlining the proposed or possible playground construction at Lambert Park. In addition to the film, staff has included copies of the original staff report which outlines the equipment that was originally proposed for Lambert Park. As we would like to complete this project during the summer of 1983, staff would appreciate some direction from the commission as to how you would like us to proceed in this area. In addition, staff feels that some type of discussion with the commissioners might be helpful regarding the success of the Sunday Ice Cream Social so that we might use that evaluation for future events. BKA/bc MEMO TO: Mounds View Parks and Recreation Commission 41/ FROM: Staff DATE : May 25, 1983 SUBJECT: MEMORIAL DONATION Attached is a staff report that was forwarded to Councilmember Blanchard approximatey a month ago regarding a possible memorial donation from the Sinderson family. Councilmember Blanchard did formally present a check to Mayor McCarty at Monday evening ' s Council meeting for a youth coaches training program. Staff has ordered the training films and will have them on board for our 1983 Youth Soccer Coaches Training Program. BKA/bc Attachment MEMO TO: Councilmember Blanchard 4111 FROM: Bruce K . Anderson, Dire ll.r Parks , Recreation and IF esa\y/ DATE : March 21, 1983 RE: Memorial donation After reviewing our youth athletic program regarding potential equipment and/or training needs, there is one area which we feel would really improve our program as well as provide lasting benefits to both the participants and youth sports coaches . This specific program I am referring to is the NYSCA certification coaching program which is conducted through local municipal parks and recreation departments . We have been exploring the feasibility of becoming a part of the NYSCA (National Youth Sport Coaches Association) for the past two years but have been unable to partic- ipate in the program due to the current costs . • The area of coach certification is relatively new to the municipal recreation program and definately one whose time has come. The specific program that we are proposing would include video tapes , complete procedural guidelines packet and all necessary 411 program material to implement the youth coaches certification program which encompasses a number of areas including but not limited to: A. The psychology of coaching youth sports . B . Preventing injuries in youth sports . C. First aid for the volunteer coach. The major addition that this program would make to our department would be to increase the awareness of the important role that all youth coaches play in our program. Through the excellent work of Dr . McGill, the tapes provide specific goals and coaching techniques through a series of actual situations . In addition to outlining the role of a coach, the area of injury prevention is discussed by Mr . Roger Hunt, including nutrition, conditioning, practice considerations, food intake and proper equipment fitting . The final area which is also narrated by Mr . Hunt discusses first aid which is geared for the youth volunteer coach and provides completed understanding of how to handle minor sports injuries . Our department has personally viewed the tapes at a national conference and they are currently being used by the City of Roseville as well as other park and recreation departments . There are two costs involved with the program. The first would be the basic three tapes as outlined which would be psychology of coaching youth sports , prevention of injuries and first aid for the volunteer coach which would be $395 . 00 including all three tapes . The second option would be the special individual sports certification packets which not only include the aforementioned • three tapes but would also include three tapes on specific baseball - 2 - techniques such as organizing a fun and interesting practice, teaching techniques part I and II . In addition to' all six tapes , the price of $690 . 00 would include our department' s membership 41/fee as an official NYSCA training center which would include the procedure guidelines , incites , their official newsletter, updates and the $300 ,000 in liability insurance . As a final note, our department would be more than happy to work with your family in sharing a portion of the cost of this program to whatever degree your family would so desire. We do have funds available through the recreation activity account which could be utilized to match any donation your family would provide to the City . I3KA/s 11 S 411 'i MEMO TO: Mounds View Parks and Recreation Commission 411 FROM: Staff DATE: May 25, 1983 SUBJECT: SILVER VIEW PARK FINAL REPORT Staff will be presenting a formal written report outlining all expenditures for Silver View Park at Thursday evening ' s meeting. BKA/bc 411 • MEMO TO: Mounds View Parks and Recreation Commissioners FROM: Staff DATE : May 25 , 1983 SUBJECT : WEEKEND TOURNAMENT POLICY CHANGE As you are aware, the City rented the four fields at City Hall and Silver View Park to a local team for a 20 team softball tournament on May 21st and 22nd. Although the tournament went relatively well , there were three issues that did arise; the first being a conflict with a picnic permit, the second being a team parked on the soccer field at Silver View, and the last being consumption of keg beer. Staff was able to resolve two of the three issues, but the illegal parking did continue. As staff will not always be available to oversee the weekend tournaments , we would like to recommend that our current policy be modified to require that a paid staff representative be in attendance for all weekend tournaments, with the actual costs to be borne by the tournament sponsor. 1110 In addition to supervising and/or "policing" the grounds, staff would be responsible for lining and dragging fields , setting bases, and general enforcement of park rules. This will approximately double the costs of weekend tournaments from an average of $125 . 00 to $175. 00 to $300. 00. Staff recognizes that this may discourage the possible field rental application, but feel that the need for stricter super- vision is imperative. Staff will be available for any further input on this issue on Thursday. pf •
