Enclosed is your packet of information for the regularly
scheduled January Park and Recreation Commission meeting on
Thursday , January 27 , 1983 . The meeting will commence at
6 : 30 p.m. at which time we will address the few items placed
on the formal agenda which will be followed by a joint meeting
with the City Council at 7: 30 p.m.
. I have enclosed a list of possible review or discussion topics
that was prepared by Chairperson Burmeister and myself and would
envision that we would spend some time prior to the 7 : 30 p.m.
Council meeting reviewing the proposed discussion questions and
material that has been included .
Should you have any questions regarding the enclosed ififormation

or Chairperson Burmeister at 786-4890 prior to Thursday' s meeting .
As this meeting is extremely important, I would appreciate it

APPROVAL OF THE MINUTES Minutes corrected to read November 4 rather than
November 24 . Commissioner Silvis made a motion

was seconded by Commissioner Bowman. Motion

COUNCILMEMBER'S REPORT Councilmember Doty reported that the City Council
approved additional funds for the warming house
improvements as per the staff memorandum due to
unforseen electrical expenditures .
PARK SHELTER UPDATE Director Anderson reviewed the status of the park
shelter buildings and stated that they would be
operational for the 1982-83 skating season.
VIDEO GAMES The potential use of video games in park shelter
buildings as a fundraiser was reviewed by Director
Anderson. An article about the use of video
machines by various recreation departments through
out the country was discussed. It was the consen-
sus of the Commission to table discussion regard-
ing the use of video games as they would cause
more problems then they were worth. A motion was
made by Commissioner Silvis to table the issue
of video games , the motion was seconded by Commis-
sioner Weflen. Motion passed 5 ayes

1110TCHING MACHINE BASEBALL
Director Anderson presented a staff report regard-
PROGRAM ing the use of pitching machines in a nine year
old baseball league . An article and statistics
of these machines was discussed. The overall

opinion of the Commission was that the idea is
good . Commissioner Burmeister made a motion
to request staff to make a report to determine
the feasibility of the pitching machine as pro-
posed for a new youth league program. Motion
was seconded by Commissioner Silvis . Motion
passed. 5 ayes

VOLUNTEER WINTER FLOODING Director Anderson reviewed the volunteer winter
flooding proposal . The proposal was discussed
with special concern over the use of equipment
by volunteers . It was decided that a sign out
sheet would promote responsible use of equipment
by volunteers . Commissioner Burmeister made a
motion to adopt the volunteer flooding proposal,
the motion was seconded by Commissioner Silvis .

WINTER PROGRAMS Program Supervisor Saarion reviewed the winter
program of activities for January and February.
STAFF REPORT Director Anderson reviewed the staff report and
also informed the Commission that the D.N.R. will
be stocking Silver View Pond with 1500 - 2000
fish this spring . Director Anderson also informed
the Commission that all outside firms requesting
sponsorship of programs through the Parks, Rec-
• reation and Forestry Department will be asked for
25% of the fee and all registrations must be held
through the department' s registration system.

RE: Composting information
Attached are two articles outlining possible leaf composting
programs that could be initiated in the City of Mounds View.
City Forester Wriskey attended a one day seminar on composting
approximately one month ago and returned with some startling
information as to the major impact that leaves , grass clippings,
etc. add to our nationwide solid waste problem.
Staff is not looking for a resolution to this problem, on Thursday
evening , but rather is bringing the issue to the forefront as we
feel it should be dealt with at some level during the coming
months . The City of New Brighton was able to receive a grant
from the State Department for developing a neighborhood composting
program and they envision going into a citywide composting program
in 1983 . Staff would encourage each of the commissioners to read
the enclosed information so that we might be able to have City
• Forester Wriskey attend the February meeting and explain how
some type of a composting program might be initiated in the City
of Mounds View.
Once again, should you have any questions regarding composting or
the contents of the two articles , feel free to contact staff
directly at 784-3055 , extension # 41 and we would be more than
happy to answer any questions you might have prior to the February
meeting .

Landfill disposal of leaves and other organic wastes cost taxpayers $35.00
and more per ton in the Boston, New York and Philadelphia areas To bury
the daily wastes of cities throughout the U.S. would require a hole 10 feet deep
covering an area of 400 acres.
By contrast, finished composts finds a good market @ $20.00 per tdn . in 20
toniloads in these same metropolitan areas. In New York City there are several
small production plants producing thousands of tons annually. Small processing
plants in urban areas are efficient, as they are located near waste sources and
potential markets saving on the largest single cost, transportation.
City waste can become fertile farm soil. As a national policy we aren't
making soil but contributing to desertification. The world's two billion acres
of dessert, according to the United Nations, might become seven and a half
billion acres by the year 2000. The Mississippi carries away 40,000 tons of
soil every hour. The U.S.D.A. reports some farmland is losing 40 tons topsoil
per acre annually.

METHODOLOGY OF COMPOSTING
There are two basic methods-of-composting. One is the hot method, whethe
temperatures reach up to pasteurizing range within the pile. this method is most
adaptable of waste on the municipal level. Second, is composting via the cold
method, best utilized when there are smaller accumulations or a variety of waste
such as homeowners would have.
The hot method of municipal composting, leaves are piled in long windrows
10 to 12 feet wide by 8 feet high. The windrows are built up and down the grades
or contours of the site, so surface waters can drain away between the piles.
Municipal dump trucks can be fitted with 15 cubic yard capacity, 3/4" exterior
plywood boxes. Air vent on top, opening to receive hose in back, with a large
back door opening to dump. Box is just bolted to steel dump body. On the highway
the truck pulls a trailer mounted vacuum leaf collector reducing the volume of
leaves as blower . packs them into the box. When the truck is loaded, the vacuum
trailer is disconnected and reconnected to the next empty standby truck; Vacuum
is almost constantly in operation, while loaded truck

dumps his load to make an orderly straight line windrow,
dumping close enough together to make a continuous

hours of beingbuilt, The heatproduced bymicrobial

respiration. We say: "Let the microbes do the work".
METHODOLOGY OF COMPOSTING Continued:
• The windrow constructed as outlined, makes a near perfect environment for 1
bacteria, fungi, and other microbial life to thrive. The microbes can actually
double in number in as little as twenty minutes. At this rate of growth their
respiration can raise the temperatures of the windrow to pastuerizing temperatures.
The heat is sufficient to kill weed seeds and most harmful organisms. With this

method, man's work is kept to a minimum. The leaves have to be raked off the
streets anyway, the extra time is organizing the windrows. The size windrow is
critical (10 to 12 feet wide) as it controls the air intake, to keep an aerobic J
environment. The volume of the pile is important, sufficient to hold heat, even
when ambient temperatures falls to 300F. below zero. The windrow will retain heat
right into the following summer without danger of spontaneous combustion. Water
seldom need be applied unless you are in an area of less than 40 inches of annual
rainfall.
After building the windrows they should be left standing, undisturbed, for
at least 10 months. Some authorities recommend turning the windrows during the
summer. This would reduce composting time but time saved doesn't merit the labor
cost. We never find the space that limited or costly, even in metropolitan areas.
By mid summer, when windrows have been built about 8_months, weeds begin to 1
cover the pile but don't let them set seed. Apply one spraying of a biodegradable i
herbicide spray. By the end of summer the windrows will have shrunk to about one d
third their original size, becoming a nice black fibrous mulching material.
Just before the following fall's leaf season, pick up all the windrows with
a front end leader, don't dig into the original site grade. The thinest layer of
decaying leafmold should be left on the surface of the ground, to inoculate the
next years windrows with microorganisms. Each succeeding year you will find the
windrows will decay a little faster and/or have a better decay. It is best to
restack the composted leaves in a hugh high windrow around the perimeter of the
site, forming a berm. The width of the berm is not critical, it can be much more

than 12 feet. The berm will then go into a second heat, retaining higher than
ambient temperatures for at least two years! After two years, the leaves in the
berm will have reduced to only 10% of the original windrow volume. Now when used
for mulching, additional shrinkage will be negligible. The berms make a storage
area as well as a sound and wind barrier.and the mulch is always accessible.
MARKETING OF MUNICIPAL COMPOST:
In our introductory facts and figures, one can easily see, organic -matter
is necessary on the land. When our farmlands have less than 1% organic matter no
fertilizer made will still bring forth crops: Organic matter is the storehouse I
of water which in turn prevents soil erosion. Synthetic fertilizers require huge
amounts of petroleum products and these costs have risen as much as 800% in the
last decade. A revolution in agriculture is in the making as modern technology
will bring about hugh amounts of poultry wastes from concentrated operations so
these wastes will make cheaper fertilizers than the synthetic or chemical kinds
of the immediate past. These concentrated organic wastes asleaves,sewage sludgg,
farm wastes etc. will become a cheaper source of fertilizer, at the same time a
solution to the management of wastes. Nothing should be called wastes, it costs
too much to dispose of it:
Leaves will not escape this market. theyhavegood bufferingaction, ideal

high nutrient level but they have not found a popular demand. Everyone buys top i
soil and if more municipalities restricted the movement of top-sbil, leafmold could
then best be processed into a reconstituted topsoil. Reconstituted topsoil will
be the topsoil of the future: Leafmold, an excellent source of humus making up
about one third of the mix. Composted farm wastes or digested sludge in addition

to sand, silt, clay or subsoil could be the other ingredients. Balance out the
formula according to the waste products you have. Stack and blend the materials
together in a pile, using a front end loader and then through a Royer shredder
which will further mix and blend as well as remove trash and debris. This will
yield a nice friable homogenous soil comparible to a 1/2 inch screened material.
MARKETING OF MUNICIPAL WASTES Continued:
• Reconstituted topsoil, mixed as outlined on the preceding page, will find a
very ready market. In our area of the Northeast, reconstituted topsoil you will
find of better quality than the soil mongers topsoil. Reconstituted topsoil has
the same analysis and never acidic. Reconstituted topsoil will never have noxious
111/1 weeds or herbicide residue. If you vary the formula of wastes in the mix it can
be adapted to many uses, even florists, wanting a lite weight potting soil, you
have but to investigate industries packing materials. Polystyrene, (styrofoam)
can easily be milled into an aggregate, 15 to 20% of this added to your soil mix
along with necessary fertilizers. Any growing media can be made for professional
growers, that will have advantages over the soilless peat mixes and your formula
can be competitively priced. The chemistry, friability & water holding capacity
of a soil mix is most important to florists and plantsmenbut less in landscaping.
However for all professional uses, we have found reconstituted soil from waste
superior and more popular than synthetic formulas. Reconstituted soil can be made
so as to resemble soil exactly and it is soil! It can be made acidic and the high
microbial life contributes much to disease control. There is a world of research
to be done on the effects of the microbial life in reconstituted soil.
Our little family corporation, represents 125 man years of study and work
with soils. And collectivly, we feel steam sterilization of soils is even harmful.
Microbial life in soil would be a much better control of soil disease. We supply
a consultation service on a per diem basis, plus travel costs, to solve problems
and making recommendations on the initial set-up of a site. Waste management in
the future will cost a fortune unless: "We put the Microbe to Work". No one wants
a landfill in their neighborhood and they are not too receptive even to having a
compost site! We advise your processing equipment be on wheels. Loaders, shredders,
leaf blowers, even stone crushers (to make sand for soil mixes) . Move in, process
and move out. The compost can be left in neat windrows, even in a Park. In fact

where else would there be a better place to use the end product.
The mechanics and marketing of compost, we feel you will find completely
outlined in the above. However few municipalities have any desire to be involved
or State regulations may prevent becoming involved, what is actually a product.
A service contract with an interested operator in the private sector would be the
way to go. It is not necessary to concern us with this problem here. However it
has always been our experience these arrangements can create more employment in
the municipality and be very favorable to the taxpayer.
HOME COMPOSTING
Smaller quantities of assorted wastes may be composted in windrows but wastes
must be in the pile in layers. First, the windrow should not be more than ? to 8
feet wide to assure adequate air intake. The bottom or first layer should be of
woodchips, hay, leaves or other lite, highly carbonaceous waste. Carbonaceous
waste seldom contribute to odors, always layer them 6 inches deep. Nitrogenous
waste should make up the next layer and these wastes should never be more than
2 to 3 inches deep. Nitrogenous wastes are likely to be heavy, anaerobic, cause
odors and therefore we never suggest more than a 3 inch
layer. Keep alternating and repeating carbonaceous and
FREE STANDING PILE nitrogenous layers until your pile is about 5 feet high.
Opponsammilt The compost pile or windrow will look like a layer cake.
A front end loader can be used to bring materials to the
pile but it is hard to avoid the hand labor. There is no
AnWARIMIND magic in how high the pile is built , just remember in
;/jfJ the process of decay a 5 foot pile will shrink to less
III/1 than 3 feet when ready for use. No turning is required.
Carbonaceous and nitrogenous wastes are both necessary
7t 8 feet wide foods and energy to microorganisms as well as insect
life. If your pile gets hot in spots the microorganisms
found a good local environment but the cold spots will
still decay with insects digesting the waste.

COMPOST CELL
11111Is made for the smallest accumulations of wastes, usually kitchen and garden
Esthetically it is a nicely proportioned cube. Compost cannot be seen as
rastes.
t is built of 3/4 inch exterior plywood, treated with a preserative for outdoor
use. The dimensions are two by four feet, standing four feet high, divided down
the center with a plywood divider., making two chambers
COMPOST CELL each two by two feet square and four feet high. A large
�� size is also available, also with two chambers thirty
� �� two inches square by four feet high. These cells are
bolted together with stainles steel bolts and wing nuts
111 for easy assembly. All hardware is completely rustproof.
In use you fill one chamber atatime,carbonaceous
waste at the bottom, 6 inches deep. Then nitrogenous

waste 2 to 3 inches deep. Repeat these layers just as
the forgoing instructions on home composting of a free
standing pile. Keep filling one chamber ata time until
it is filled to the top. Always leave carbonaceous waste
4 ft long as the top layer when filling. If nitrogenous waste is
left (garbage for example) could attract flies.When the
first chamber is filled to the top, (it will keep settling between fillings, so
the time to fill will take much longer than you think) .When you have filled the
first chamber all the way to the top and the shrinkage is only slight, then start
the other chamber as you did the first one. By the time the second chamber is
filled, the contents of the first one will have shrunk to half way down and will i
be ready to use in the garden. First you take off the 6 winged nuts holding the 1
side panel, then you will be able to shovel out the contents. Immediately replace )
he side panel, so you can fill this chamber for the second filling while the
other chamber is decaying.
The height of the cell is adequate, so neighborhood dogs cannot reach the
top to investigate the contents and the solid sides completely hide the contents.
The cell will not attract flies,vermin or household pets. If a roaming rat is in
the neighborhood and is attracted to your cell, put a little container of Warfarin
pellets on the compost, protected from rain. The uninvited guest will soon leave.
A Cell when filled with wastes, a little at a time, cannot generate heat but
thenticrobes. are working and more especially larger insect life and worms do the
work of digesting the waste. Don't let this animal life concern you, it is just
as in the forest floor. You are helping a natural process and should you want to
go fishing dig into your compost cell after it has been working for a month or
so and the worms will be there.
The small cell cost $245.00 and is easily large enough for the kitchen and
garden waste of 8 people. The larger one cost $275.00 and will serve up to 12
people. A Cell is a good demonstration unit to show the speed and amount of decay
that takes place with microorganisms, insects and worms digesting and enriching
organic matter as it is recycled back to soil.

Attached is a memorandum from Engineering/Planning Technician Kampel
outlining the recent subdivision application that has been brought
to the attention of the city planning department. As can be noted,
the subdivision consists of one large lot being divided into two
separate parcels approximately . 8 acres in size. The property is
located on Silver Lake Road just south of Highway 10. As the
property is surrounded by apartment complexes and industrial develop-
ment, we currently do not have any park lands directly adjacent to
the proposed subdivision. Silver View Park located approximately
two blocks south of the property currently services the recreational
needs of the residential neighborhood.
As there is no apparent need for trail access or trail easement
through the property nor would staff recommend a small parcel .08 acres
be retained for park dedication . Staff would recommend that the
Park and Recreation Commission accept a cash donation of $2, 800 . 00

based on 10 percent of the appraised value of $28 , 000 .00 for the
property.
It should also be recommended to the City Council that the $2 , 800 . 00
be placed in the park improvement fund to be used for the closest
neighborhood park in that area which would be Silver View Park .

SUBJECT: PARK FUND DEDICATION
Our department has received an application to subdivide the
property outlined on the attached section map. The property
would be subdivided into a east and west half (approximately) .
Present City Code requires the Park and Recreation Commission
to make a recommendation as to whether the dedication should
be a cash or land dedication.
In the process of investigating what a lot similar to this
newly created lot is worth, it was determined that a figure of
$28, 000 would be used from which to determine that Park Fund
Dedication amount. Ten percent of this figure or $2, 800 is the
amount of Park Fund Dedication that would be collected with this
subdivision.
Please review this item with the Park and Recreation Commission
1110 and advise me of their decision.

RE: Jugs Baseball Program
In response to the Mounds View Parks and Recreation Commission dir-
ective to provide background information regarding the feasibility
of establishing a Jugs or pitching machine league for nine year olds
during the 1983 baseball season; we have compiled the following
report. During the past month , staff has been in contact with the
City of Edina Parks and Recreation Department who currently operates
a Jugs league, to determine whether or not the program might be
feasible for the City of Mounds View. After reviewing the inform-
ation that was provided to us by Edina as well as local distributing
firms , staff would recommend that a pitching league for nine year
old youth be established in Lhe City of Mounds View.
In order to initiate a pitching machine league for nine year olds ,
there would be initial outlay of approximately $2, 610 . 00 which would
be used as follows : (Based on a four team league with 60 participants) .
1 . 2 pitching machines at $700 . 00 $1, 400 .00
• 2 . 64 batty helmets at $10 .00/helmet 640 .00
3 . 60 team shirts at $2 . 50/shirt 150 .00
4 . 10 dozen baseballs at $30 .00/dozen 300 .00
5 . 4 sets of bases at $30 .00/set 120 .00
$2 , 610 .00
We would anticipate revenues of $720 . 00 based on 60 youth at: $12 .00
registration fee . As can be denoted , staff would envision an initial
program loss of approximately $1 , 900 .00 .
We would envision structuring the program similar to the E .B.A.
program with the major difference being that we would use volunteer
coaches , with two teams sharing one of the pitching machines which
would be kept at one of the local parks , probably Lambert and Groveland.
The major issue that staff sees as a potential hang up would be
the conflict with the Mounds View Athletic Association who current-
ly runs a youth baseball or little league program for nine year
old children. Staff has spoken with Curt Mathison, President of
the Mounds View Athletic Association regarding this issue and they
have invited us to attend their M.V.A.A. meeting on Wednesday,
February 2 . Our initial contact did prove to be very positive, as
they are currently exploring modifications in their nine year old
league .
Staff will deep the Park Commission informed of the M.V.A.A. feelings
on this situation , but feel that some type of direction prior to
next Wednesday' s meeting would be beneficial to the M.V.A.A . We will
be going to press with our summer baseball programs sometime in
- 2 -
early April so a final decision could be delayed until the February
meeting. •

The job description outlines the organizational placement and responsibilities
of the E.B.A . Park Supervisor. The job description also helps assure that
significant aspects of the job are explained to the supervisor.

ORGANIZATIONAL PLACE:iE::T:
•
The E.B.A. Supervisor directly supervises all assigned youngsters placed at
his field and is therefore recdnized as the authoritative fig-ure at his par - •
ticular field. The E.3.A. Park pe r.-vi.:;�r. is directly supervised by the E.B .A .
Supervisor
Program Director and to a lesser extent, is accountable to the E.B.A. Board
of Directors.

RESPONSIBILITIES:
The bas411_ ic sic res;>ensibilitics are listed as follows. They do not imply exclusion
I ' of others which may help the E.B.A. Park Supervisor serve the youngsters,E.B.A.
Program Director, E.B.A. Board of Directors, and the community of Edina.
1. The E.B.A. Park Supervisor' s basic concerns are to develop the child
toward the following goals:
A. Attempt to develop a spirit of fairness and good sportsmanship.
B. Encourage participation--allow as many youngsters to play baseball
as want to play.
C. Teach the basic fundamentals of baseball. •
II. Each supervisor will have an assistant sutervisor to help and assist him
• with the youngsters at his field. The assistants that have been hired have
a moderate amount of baseball knowledge, but more imtortantly, genuinely
like and relate well with youngsters. The supervisor should allow the
assistant supervisor to help in encouraging each child to develop the basic
skills of baseball to the best of his ability. The assistant supervisor
should not take full responsibilities of duties that are delegated to both •
(e.g. taking a practice session alone) . The supervisor should not channel
his responsibilities onto the assistant supervisor.•
III. Only. the supervisor and the assistant supervisor will be permitted to
operate the Jugs pitching machine. iAh:,olutcly, under no conditions, should
any youngster or unauthorized individual be allowed to operate the Jugs
pitching machine.
IV. During game competition,petition, supervisors will instand operateruct, umpire,
the Jugs pitching machine when one of the teams is in the field; he will
then keep score and instruct this team when they arc batting. The
t . assistant supervisor does the same with the other team. Supervisors •
and assistant supervisors should rotate teams so they are able to instruct
each of the teams at their field. .
V. The overall season for supervisors and assistant supervisors will start
June 11th and end on July 24th. Checks will be distributed on June 30th
and again on July 30th when equipment , farm league uniforms, and player
ratings are turned into the program director.
The Jugs League practices will start June 11th. Both supervisors and
assistant supervisors must be present at these practices. Each team will
be permitted a week of practice before the season games start.
Beginning June 11th supervisors and assistant supervisors must be present
from 10:00 a.m. to 3:00 p.m. , Monday through Friday.
After the second practice of the first week (June 11th) , supervisors
will pass out uniforms to each child on the team. It is important that the
number given to the child matches the number on the roster sheet.
VI. Supervisors are expected to start as planned. It takes thought and plan-
ning to use the first week of practice to get the teams ready for comps- .
. ' . ta.tion. At these practices, the youngsters should be instructed in the
. basic fundamentals: holding the ball properly to throw the actual throw
(overhand); catching a thrown ball, a fly, and ground ball; batting
techniques; pitching techniques; etc. Establish your most important
skilled position as soon as possible (catching) . Remember, infield
- practice as well as the games themselves, should be used for developing
a youngster's skills. In addition, several afternoons are set aside
during the season for each team to have organized practice sessions.
Constructive criticism and praise should be given during the actual
playing of the Gams. When you are umpiring, operating the Jugs, or
keeping score, advise youngsters on what they should do and what not
. to do. Encourage enthusiasm and hustle. Correct mistakes with .a
positive approach.
Select captains for each of the teams. Captains may call an extra
practice anytime that a field can be found and when his teammates can
Get together. At these practices, the captain is free to call on any
Icoaching talent to help him and his team (father, brother, or neighbors) .

However, the actual development and responsibility forprogress of the
t youngster is dererdent for the most part on the knowledge and teaching •
skills of the sut rvisor and assistant sup..lvisor.
VII . Infield and baseline fill may be secured from the Park and Recreation
Department by calling 927-8&S1 and asking for i' r. Mary Huiras The .t'ark
and Rec. Department will mow the infield and outfield and cut the foul
lines at your request.
VIII. Supervisors must not allow ;pectators(especially children) to sit on
the bench with the players, nor should they stand directly behind the
fence as they might disturb the batters. Everyone not directly involved
'- in the baseball practices or games should sit on the bleachers or on the
ground far enough away from the playing field to safe from batted or
thrown balls. Please enforce thi. ! ! There 1s a definite liability factor
. involved with the Jugs pitching machine-Be careful! ! ! ! •
Suporvisors must review with the youn ter:3 the: importance of handling
�1,..;... ' equip,cnt properly. Each batter and coach ::houl.d wear a helmet and con-
tinuo to wear it when they arc on base. Players must not throw helmets
or bats( please read article, "You're Safe"). The program director will
replace broken or :lost equipment. It is the supervisor's responsibility
Ilt to report broken or non-playable equipment. Safety precautions involving
the Jugs pitching machine should also be discussed.
X. Supervisors will write a brief summary of each week's games. The summary
will appear in the Sun Newspaper as it is given to the Public Relations
Director. Supervisors should try to include as many names as possible.
Summaries must be in drop box at Police Dept.
XI. Supervisors and assistant supervisors must not use profanity nor allow
the youngsters to do so.
XII. The Jugs pitching machines will be stored in a park building or school
depending upon the location of the park. The parks involved with the
Jugs League proram ar e:Cornelia, Countryside, Normardale, and Pamela.
XIII. Supervisor's responsibilities for the Jugs League uniforms;
• A. The Jugs Lea guo uniform for each youngster consists of a monogrammed,
E.B.A. T-shirt, cap, socks, and baseball Punts. Baseball shoes with ' '
spikes are not allowed. The cap and T-shirt are the youngsters to keep;
whereas, the baseball rants and socks must be returned at the end of
•
the season. Pants should be fitted according to size(sall pants sizes
were ordered this year for each team) . Adjustments will have to be
made by the mother with pants that do not fit.
B. Supervisors should insist that youngsters be in full uniform for all
games. This procedure should also be enforced during playoffs. Uniforms
should not be worn during practice.
C. Sup2rv:isois will have to devise their own system for collecting uni-
forms at the end of the season. It is suggested that uniforms be
collected directly atter the last game(y'oungs tors wear gym shorts or .
bathing suit under uniform) . The pants and socks returned to the
• program director must be clean.
XIV. The Supervisor must be attentive to the child's personal safety at all
times. The Edina Rescue Squad number is 925-2233. If an injury does not
require the rescue squad, please call the youngster's parents at home
to explain the circumstances.
XV. Supervisors must make up all postponed games. •
. XVI . Supervisors will be given an ample number of practice balls plus four
dozen new baseballs. At least four to five new baseballs should be used
each week for games. New baseballn should be "rubbed down" so they are
not slippery for the youngsters when they are throwing. For safety reasons,
softened baseballs should not be used in the Jugs pitching machine.
XVII. Supervisors should enroll any new child that wants to play. Make sure
the youngster' s name is given to the program director. Parents must
fill out a registration card and make a payment of$20. made payable to
the Edina Baseball Association.
)VIII . Dress code for supervisors and assistant supervisors is shirt, pants(shorts),
• and shoes.

the Jugs League competition. The following modifications and exceptions
will also be adhered to:

the Public Relations Director immediately following the game. Supervisors
will umpire the games through the championship game (Tues. , July 24) .
XXI. Supervisor's responsibilites for the championship game at Countryside:
A. All supervisors will report to Countryside forty-five minutes early
to aid in any last minute preparation for the Jugs championship.
B. Supervisors with teams not in championship game will score, announce,
or ump.
C. All youngsters should be encouraged to attend the championship game.
All Jugs Iee ;ue first place teams from each field should be there
to receive medals. The winners and r•u:nner.up team of the championship
Jugs League game should be present after the game to receive awards.

A more serious injury is waiting for the absent-minded player who unconsciously walks
into the swing of the coach's bat when he is knocking out flies, or the equally unwary
individual who walks into the swing of a player in the on-deck circle. These situations
demonstrate the need for everyone becoming safety minded , not only for their own good,
but also for the safety of the other fellow. The following, precaustios are sucpested :
1. The player, usually a catcher, who is assigned to catchin; balls for the conch,
who is knocking; out flies, should be riven the specific assignment of warning
away anyone who comes up too close behind.
2. All players should be trained to walk around the on-deck circle, whether it is
in use or not. Unfortunately, it must be near the dugout, but the ingrained
safety habit of keeping clear may save someone a painful smash from a hat.

RE: Policy for use of outside programs
Staff prepared a memo on the development of a policy for outside
firms providing recreational services to the City of Mounds View
on September 22, 1982 which outlined ten specific issues or policies
that should be followed when contracting with outside agencies .
At the September Park Commission meeting , the Park and Recreation
Commission directed staff to review these issues in more depth
with our local contracting agencies to determine their reaction
to the policies . Since that time, staff has talked to each of
our related firms and have found that the policies as initially
prescribed by staff were extremely stringent and they felt that
the policies should be somewhat loosened up.
After reviewing the issue, staff would concur with their position
and would recommend that the following policies would be established
for hiring of outside firms :
1 . No firm would be allowed to sell any related items without
prior permission of the Parks , Recreation and Forestry
410 Department.
2 . Our department would set the class minimums and maximums of
participants allowed to register for the programs .
3 . All registrations would go through our office rather than through
the contracting agency .
4 . All firms would be interviewed first by our department to insure
that our high quality standards for instructors was maintained;
but the actual hiring of instructors would be the responsibility
of the contracting agency.
5 . We would establish a minimum mark up from the program costs
that were forwarded to us of 20% per program which would be
allocated back to the Recreation Activity Fund and labeled
as administrative costs .
The major items that staff agreed to withdraw for contracting of
outside agencies were the issues of insurance, hourly pay rate,
requirement of wearing Mounds View shirts and submittal of time
sheets for all outside instructors .

As per your request dated January 6 , 1983 , I have attached additional
support material regarding the specific recreation programs that
our department currently offers . In addition to the recreation
program offerings that T have attached , T would like to state that
of the four divisions our department is reponsible for; the recreation,
park maintenance and park development divisions arc all budgeted
and funded out of the City ' s general fund .
The fourth division would he the City forestry fund which is funded
out of the City forestry account which is a segment of the general
fund hut is listed w ;a cepa ru Lu entity or fund above and beyond
the general fund . Through this special "treatment" of the forestry
program, we are able to keep a running account of the forestry
program on a year to year basis . It should also be noted that the
forestry fund could be levied above and beyond the general fund but

department head to list current services that are provided within
our respective departments ; I have prepared the following staff memor-
andum outlining our specific department services and a copy of our
current goals within the department broken down by each of our respec-
tive divisions.
Services currently provided under our RECREATION PROGRAMMING DIVISION
include the following:
1. Recruitment, interviewing , hiring , training of 250 - 300 part-time
seasonal employees who in turn coordinate over 250 individual
recreation programs.
2 . We plan, implement and evaluate all recration and leisure oriented
programs within the entire city of Mounds View which currently
number over 250 programs ranging from pre-school to senior citizens .
4110 3 . We serve in an advisory capacity to local community clubs including
Sunrise Senior Club, Lakeside Park Commission, School District #621,
Community Education Council, Mounds View Athletic Association,
Irondale Basketball Association, Lake Region Hockey, Mounds View
A.A.U . Swim Club, Boy Scouts , Girl Scouts and other related
community agencies .
4 . Develop and coordinate the City Newsletter including compilation
of materials , preparation and final printing through the delivery
stage.
5 . Serve as the City' s public relations agency through effective use
of local media, flyers , school announcements and posters and
letter correspondence.
6 . Develop policies and procedures required to maintain our ongoing
recreation programs for full time , part-time, seasonal employees
and volunteer employees .
7 . Purchase and inventory all recreation equipment for the current
250 recreation programs that are offered in the City.
8 . Serve as leisure experts for residents whereby we identify exist-
' ing programs in other communities that may be of interest to
residents .

The second area that we arc involved with would be the FORESTRY
DIVISION which has the following functions .
• 1 . Enforcement of the shade tree disease control program in order
to minimize the effects of epidemic tree diseases in the immediate
community .
2 . Work and consult with local community groups and individual res-
idents to help them meet the established municipal and shade tree
disease control rules and regulations.
3 . Coordinate the City tree planting program including the planning,
selection , ordering and planting of all materials , not only for
city grounds and municipal parks , but also maintaining the formal
flower aarden area located front of and around city hall.
4 . Establish maintenance and care program for all city owned trees ,
shrubs and flowers to minimize loss and the additional cost of
replacement .
5 . Oversees the three city owned tree nurseries and continues an
annual maintenance program to keep tree replacement costs at a
minimum for future years .
6 . Disseminates information concerning the overall city forestry
program to the public regarding care of plants , shrubs and trees
through news articles , community presentations and response to
telephone inquiries .
7 . Negotiates and oversees the annual city-wide tree contract for
tree removal .
8 . Assists in the preparation of the annual forestry budget.
The PARK MAINTENANCE DIVISION is responsible for developing a continuous
and systematic program of repair , replacement and maintenance of all
park and recreation facilities and equipment. A partial listing of
current park functions include:
1. Ordering all materials and equipment necessary to maintain the
city parks on an annual basis .
2 . Maintain and trash out all city parks and buildings .
3 . Maintain the existing city park shelter buildings including heating
system, lighting system, plumbing, matting in buildings , etc .
4 . Maintain winter skating facilities including plowing , flooding,
grooming and installation of hockey boards on an annual basis .
5 . Attend to any vandalism that may occur to the city park system,
to the physical building or park system proper .
' • 6 . Maintain turf and establish city turf establishment including
fertilization , mowing, weed control and watering .
7 . Perform routine maintenance on city owned maintenance equipment.

8 . Do light park construction including park building repair, tot lot
construction and minor building modifications .
4111 9 . Drag line infields for summer baseball program as well as all
athletic field complexes including soccer, football and special events .
The fourth responsibility or service area that our department provides
would be in the area of PARK DEVELOPMENT AND CITY COUNCIL LIASON WORK.
Services provided under the Park Development area include:
1. Writing and submission of grant applications to state , county and
federal agencies in order to supplement funding of the City 's park
development and acquisition program.
2 . Work in coordination with the public works superintendent to develop
a comprehensive park maintenance program to include mowing , care and
grade of ballfields , parking lot maintenance, shelter building,
flooding of ice rinks , etc.
3 . Provide liason work between our department and City Council and
provide staff reports with supporting data and background research
in order for the Council to make the best possible decisions on
matters relating to Parks and Recreation .
4 . Develop city-wide comprehensive park plans, including preparation
of park master plans , specifications and construction supervision
for all park related projects within the city.
11115 . Supervise and act as the general constractor for all park develop-
ment projects that are carried out within the City of Mounds View.
6 . Prepare, administer and oversee the annual Parks and Recreation
Department budgets as directed by the City Council .
7 . Serve as the official city liason between the Mounds View Parks
and Recreation Commission and the City Council .

DEPARTMENT IS TO DEVELOP A COMPREHENSIVE AND BALANCED SYSTEM OF
4111 PARKS , OPEN SPACE, TRAILS AND LEISURE ORIENTED PROGRAMS FOR ALL
RESIDENTS OF MOUNDS VIEW IN AS ECONOMIC A MANNER AS POSSIBLE .
There are four basic elements necessary to accomplish this goal:

RECREATION PROGRAMMING
The overriding recreation objective is the continued enrichment and
growth of Mounds View through leisure education and recreational
opportunities for all city residents. This goal includes:
1 . Leisure recreation education 2 . Promotion in the use of
4111 recreational facilities 3 . Provision of organized, supervised
and non-organized programs 4 . Development of a yearly plan of
priorities and objectives to continually renovate and initiate
creative and _innovative programs which will enrich community living .

FORESTRY PROGRAM
The primary objective of the forestry program is to preserve and
supplement the existing floral canopy in Mounds View through public
information, reforestation and enforcement of Minnesota Statute
18 .023 and municipal code chapter 92 and to provide additional
services relative to plants for the residents enjoyment, fun and
education.

1111 The following report is a sLaLisLical accounting of the number of
recreational activity classes offered and held in a single year .
This report counts each class as related to separate registrations ,
staff assignments and facility usage. Therefore one classification
may be "Beginners 1 swimming " . This class is offered all sessions
including fall , winter , spring and four summer sessions totaling
seven sessions . In each session two or more classes may be held;
i . e . , Monday and Saturday classes . In all reality , the Beginners I
swimming class may he Mold 1 .1 times in a given year. .
If anything , the following statistics are conservative . For
instance , the "Saturday movies" program is held for two sessions,
five times per session totaling ten times . However , because the
staff and facility is the same and because registrations are not
taken, this activity has only been numbered as two. However the
time involved and staff responsibilities in this program are just
as demanding as other activities .

RE: 1982 End of Year Forestry Summary
TREE LOSSES
Dutch elm and oak wilt diseases accounted for the loss of 102
elm trees and 116 red oaks . This represents a total loss of
1 . 11% of the City ' s total elm population and . 22% of the oak
population . This is a 29% decrease in Dutch elm disease
incidence over 1981 . Red oak losses were down a total of 31% .
Clark Landscaping , the New Brighton/Mounds View 1982 tree removal
contractor removed 78 (or 36%) of all marked trees . The average
removal cost per tree was $76 . 17 compared to $88 . 25 for 1981 .
Four ( 4) major trenching jobs were undertaken in red oak groves
to separate the root systems of healthy trees from those of
diseased trees .
Thirteen ( 13) owners of elm woodpiles were notified to remove
potentially dangerous pieces from the piles . All complied .
iOTHER TREE DISEASES
During the course of the growing season , several other tree diseases
were active on ornamental and shade trees such as maple, linden and
apple. The most severe disease observed was fireblight bacteria
which fatally infects apple , pear and mountain ash . Other less
damaging diseases were cedar-apple rust and verticillium wilt.
DAMAGING TREE INSECTS
Insect damage to trees and shrubs was extremely heavy during 1982 .
Again , a major infestation of the linden looper was observed on
nearly all heavily wooded areas of the City during the month of May .
Additionally , these worms seemed to show a preference to newly
planted flowering crabapples , lindens and oaks and fed concurrently
•.with both the spring and fall cankerworms . Control of the insects
on park trees was attempted by using Dipel (Bt) , an organic formulation.
Some success was noted but a stronger control will be looked at for
1983 .
The usual spring/summer aphid attacks occurred but minimal damage
was realized . It was felt that none of these cases warranted control .
Several "new" insects were seen in Mounds View for the first time by
410 this forester. Most potentially damaging was an aphid -caused de-
formation called long spruce cone gall on Colorado blue spruce .
Others were mountain ash sawfly and forest tent caterpillar .

Maple velvet gall, caused by a small mite on silver maple seemed to
be more prevalent than in previous years . Rose chafer beetle
populations decreased from past years.
The Gyp:;),, moth larvae , 1>0l cent i �� Ll_y flit_ ��rc.ate:, t_ i_nsecl_ threat to
oaks this area would ever see, have not yet surfaced . However, the
adult stays moth (male) has been trapped in surrounding communities .
This devastating pest is seemingly being carried west from eastern
U .S . environs where it is inflicting millions of dollars of damage
to countless acres of urban and rural forest .
PARK TREE PLANTING
A total of 335 large shade trees were planted on public land in 1982 .
Of these , 232 were planted in Silver View Park. Eighteen ( 18)
different species of trees were planted . Additionally, 900 seedlings
were planted, almost all at Silver View .
Vandalism and failure •of root establishment accounted for the loss
of 59 large trees planted over the last two years .
Tree donations to the City were down somewhat over 1981 as most
potential transplants were either poorly located with no tree spade
access or much too large to attempt transplanting . The spade was
used, however , to move trees about in parks to more favorable locations .
JOINT POWERS AGREEMENT

Mounds View' s use of New Brighton ' s tree spade, trencher and water
truck was completely offset by New Brighton ' s use of Mounds View ' s
forestry truck during the course of the year . All other requirements
and responsibilities concerning Forester ' s time, licences , etc . were
properly met at the set ratio ( 40% Mounds View , 60% New Brighton) .
