CALL TO ORDER The meeting was called to order at 6 : 50 p .m. by Chairperson Wayne Burmeister . Commissioners absent : Wayne Weflen and Cindy Wermager • Councilmembers absent : Bill Doty Vistors present : Rollie Parteyka, President Mounds View Jaycees Doug Steeves , District Director Mounds View Jaycees Director Anderson introduced City Forester Rick Wriskey and briefed the Commission on the status of the joint powers agreement . APPROVAL OF MINUTES A motion was made by Commissioner Frank Silvis to approve the February 25 , 1982 Commission minutes as mailed. The motion was seconded by Commissioner Donna Bowman . The motion passed unanimously - - 5 ayes - 0 nays . FORESTRY PROGRAM City Forester Rick Wriskey informed the Commission of UPDATE his day to day responsibilities , sanitation program, and proposed reforestation/tree planting program. Mr . Wriskey further explained the current status of the State Shade Tree Disease Control Program . SILVER VIEW PARK Director Anderson updated the Commission on the UPDATE proposed plat modifications by Mary Anderson Homes to switch from townhouses to manor homes . • A motion was made by Commissioner Frank Silvis to recommend that the City Council approve the plat modifications and to request that Mary Anderson be requested to work with the City Staff in constructing four tennis courts at Silver View Park. The motion passes unanimously. 5 ayes - 0 nays CLOSED SCHOOLS Impact on Community Usage - Director Anderson reviewed the Community Education Advisory Council report which recommended that one of the two closed secondary schools remain open as a Resource Center. Staff further stated that April 12 is when the final School Board decision would be made regarding the status of Edgewood . A motion was made by Commissioner Donna Bowman and seconded by Commissioner Marilynne Dennehy to accept the Advisory Council report and forward it on to the School Board . The motion passed unanimously - 5 ayes - 0 nays LAKESIDE PARK Commissioner Donna Bowman stated that the Lakeside UPDATE Park Commission currently had a vacancy for a 1111 commissioner. The Commission requested staff to provide an update on Lakeside Park at every Parks and Recreation Commission meeting . STAFF REPORT Director Anderson thanked the Commission for their thoughtfulness and stated that Erica was born March 4, 1982 and everyone was fine. Staff further reported that the adult softball registration had gone very well even with the increased player eligibility restrictions . Staff concluded by reporting that the new mimeograph equipment had been purchased and was working well . ADJOURNMENT A motion to adjourn was made by Commision Frank Silvis and seconded by Commissioner Donna Bowman. Anse son, Director Parks, Recre. ion and Forestry BKA/sll MINUTES OF THE PROCEEDINGS OF THE AND RECREATION COMMISSION SPARKS CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA April 22 , 1982 Mounds View City Hall Council Chambers 6 : 00 p .m. CALL TO ORDER The meeting was called to order by Chairperson Wayne Burmeister at 6 : 00 p .m. ROLL CALL: Commissioners present : Chairperson Wayne Burmeister, Commissioners Donna Bowman , Marilynne Dennehy, Frank Silvis , Wayne Weflen and Cindy Wermager . Commissioners absent : Ed Letendre Councilmember present : Willard Doty Staff present : Director Anderson and Program Supervisor Saarion. 4110 Vistors present : Gerald Sunde , Hydrologist gist TOUR OF SILVER The Commission went on a walking tour of Silver VIEW View Park to view first-hand the development and review the revised pond structure with Hydrologist Sunde . Upon returning to City Hall , Commissioner Frank Silvis made a motion to accept the revised plan of the pond at Silver View Park as proposed by Hydrologist Sunde . The motion was seconded by Commissioner Bowman. The motion passed unanimously. 6 ayes - 0 nays CITY WIDE TREE Director Anderson apprised the Commission of the PLANTING PROGRAM major tree planting program scheduled for the coming months and requested commission input re- garding planting plan approval . It was the opinion of the Commissioners that the Parks and Recreation Director and City Forester should use their own discretion as to the locations of tree plantings . The commission did not feel they had to be consulted but did request a monthly update as to Forestry operations . S Staff then reminded the Commission of the Arbor Day tree planting set for May 8 , 1982 . SUMMER PROGRAM Program Supervisor Saarion reviewed the Summer activities program and responded to any questions the Commission had . Parks and Recreation Commission Minutes Page two April 22 , 1982 4111 STAFF REPORT Director Anderson reported that Sandra Wheaton Department Secretary has resigned effective April 30 , 1982 and commended her for the excellent service that she had provided the city during the past two years . The Lambert Park Shelter is under construction but frost footing could not be poured until May 5 due to street load limits . A 4 foot concrete apron, 2 ft . x 3 ft . window and second door has been added to the original Lambert shelter plans . LAKESIDE PARK UPDATE Commissioner Bowman reported on action taken by the Lakeside Park Commission which is preparing for an opening day of June 5 , 1982 . ADJOURNMENT Commissioner Silvis made a motion for adjournment which was seconded by Commissioner Wermager. The motion passed unanimously - - 6 ayes - .0 nays . Following a successful community wide tree planting program on Saturday, May 8 , 1982 , the park is really beginning to take shape . We have planted approximately 1200 trees at Silver View this year, and the landscape is becoming better defined. No asterisk means it has not been paid. • MEMO TO: Mounds View Parks and Recreation Commission DATE : May 14, 1982 4111 RE : Silver View Park Update PAGE: Four The totals to date show a deficit of $929 . 96 from the initial grant of $105,100 . 00 . It should be noted that in addition to the State and Federal grant , we have also received $8 ,107 . 58 in interest monies as of January 1 , 1982 . Including the interest, we are currently $7, 177 . 62 under budget on the entire project . The only item that has not been coded and accounted for in the project to date is the outfield fence which totalled $1 , 370 . 67 . Assuming that we code the fence to the Silver View Park account , we would continue to show a positive balance of $5, 806 .95 which does not include interest we have accrued to date in 1982 . Staff has also submitted a preliminary grant for Phase II development of Silver View Park for State and Federal funding. The grant was for the construction of four lighted tennis courts and 4000 ' of 8 ' bituminous trail . Should the grant be considered for funding, we will be asked to submit a formal application in Mid-June. The total grant application was for $140 , 000 .00 which would again be broken down on a 25% city, 25% state and 50% federal basis , assuming monies are available . In conclusion, staff feels the project has gone fairly well and • we envision completion of Phase I by June 1 , 1982 . Public Works • FROM: Bruce K. Anderson, Director Parks , Recreation and Forestry DATE : May 13 , 1982 RE: Spring/Summer Park Maintenance Projects The following items should be completed at your earliest possible convenience . They are not listed necessarily in priority. But rather by park location. Those items that should have immediate priority will have an asterisk prior to the point . CITY HALL PARK 1 . Attempt to straighten out the fences at both City Hall East and West , as they are curled up around the bottom. 2 . Use the Round-up chemical weed killer that I purchased last. year to spray underneath the bleacher and around the players benches of both City Hall #1 and #2 . *3 . Have the tennis and volleyball net installed on the standards . IIII 4 . The drinking fountain is still not working as well as it pos- sibly could. 5. Bicycle rack should be relocated to behind the building . 6 . Check the tot lot playground equipment for any broken chain links , jagged edges , and especially check over the whirl slides for any problem areas . In addition, scrape the sand over the cement block areas at the base of each equipment so no bare concrete is showing . 7 . Wash the tables down underneath the large picnic shelter . 8 . Pull the two U-posts out behind the volleyball court area . 9 . Have the weeds pulled in the sand volleyball court lot area. 10 . Clean the ashes out of the large brick fireplace area. 11 . Have a stencil made that says , Mounds View Parks , and have the trash barrels repainted in green with a white stencil saying Mounds View Parks . 12'.* All of the trash should be picked up around the City Hall Park property area. III *13 . The soccer field should be lined in front of City Hall as it was last year with the white spray paint as soon as possible . .MEMO TO: Larry Decheine DATE: May 13, 1982 PAGE : Two 410 As you are aware , Odis Newton will be preparing the flower garden area in front of City Hall as well as mowing the turf area including the bermed areas all the way out to Edgewood Avenue so the City Crew does not have to worry about that particular project . SILVER VIEW PARK There really is not maintenance projects at Silver View envisioned in the next two to three months , but I would recommend that the crew check the park on a periodic basis , i . e . to insure that no damage has been done and vandalism is kept to a minimum. Any vandalism or park projects that need repair at Silver View should be reported to myself directly, and I will deal with them at that time . WOODCREST PARK • *1 . The tire climber needs to be repaired at Woodcrest Park. It ' s broken and lying on the ground. Should be completed as soon as possible . 2 . The drainage ditch needs to have the weeds mowed and cleaned out to ensure good flowage of water . 1111 3. The whirl should be painted this summer .4 . The fence behind the hockey rink on the east side should be examined and retightened. 5 . The building will be removed in the next two weeks and the crew should go back and reclean-up the area after the building has been removed. 6 . The hockey rink boards should be trimmed of weeds at least twice during the summer months . 7 . The trash should be picked up around the entire park area, es- pecially up by the warming house area, regarding the remains of the winter skating program. 8 . The stop sign and chain should be reconnected across the easter border of the park. 9 . Again use Round-up around the rock and have it trimmed were it says Nelson ' s Rink and Memorial to Jim and Tucker Nelson, so that area looks at least somewhat nice. KNOLLWOOD PARK This is the park located at the corner of County Road H2 and Knollwood. III *I have spoken to local Boy Scout Troop and they will be cleaning up this area as part of their Spring City Clean-up project day, and they are stacking all the dead wood branches etc . on County Road H2 and they should be picked up and cleaned up shortly thereafter clean up day as possible . MEMO TO: Larry Decheine DATE: May 13 , 1982 • PAGE : Three EDGEWOOD PARK SCHOOL The city will be using all four fields at Edgewood during the entire Summer . Although the School District will perform the major maintenance , i .e . lawn mowing, etc . , the city will be responsible for field lining, and general maintenance of the field area. *1 . We need players benches down on Field #3 as soon as possible . Please contact Cliff Kardell at School District to find out where they have placed them. 2 . The barrels should be emptied on a weekly basis . 3 . Check the tennis court nets on a weekly basis to ensure that they are in working order, and that the coin operating boxes have not been damaged. Should the coin-operating boxes be damaged, please report that to myself so I may deal with the School District on that particular issue . RIDGE LANE PARK *Other than mowing of the park area, please be careful of the twelve additional willows that were placed on the sight . We should be • filling the area with some of the fill from drudge material from across the street and have the park area mowed as soon as possible . LAMBERT PARK *1 . The tot lot area should be sprayed again with Round-up and the weeds pulled from the area to eliminate them. 2 . The entire park area should be cleaned up, there is a large amount of glass under a small Canada Red Cherry Tree just east of the tot lot area. 3 . Stenkel Construction will be installing the building during the next two weeks as you are aware and a continual or daily check up of the area to ensure there is no problem regarding vandalism, footings , building construction, in general , should be taken care of. *4 . The players bench and bleachers behind the backstop , the middle bench is broken and should be repaired. 5 . The trash in general should be picked up from the park area. 6 . There is a great deal of standing water which would be on the south end of the football field. You may want to see if you can • pump it out of there to eliminate a possible mosquito breeding ground. This is not a high priority but it ' s a project that if you have time, you can get to . A good Summer CETA project would be to build a retaining wall in the northwest corner of the park where the hockey rink goes to eliminate the errosion. Other than that , once again the School District will be assuming the balk of the general maintenance . OAKWOOD PARK *1 . The old pleasure skating rink area should be cleaned out from trash and street sweeping should be brought in there to level the area out a little bit . 2 . The tot lot area should be sprayed with Round-up to eliminate weed problems and reduce weeds all the way around . Also , install a second level of beams of the lower end of the tot lot to keep the sand in. 3 . We are missing two of the diggers in the top third of the tot lot area which should be replaced. GREENFIELD PARK *1 . At the entrance of the parking lot on the left there is a very large area that needs to be refilled with black dirt and seeded. 1111 2 . The drainage ditch area needs to be cleaned out of all the trash, etc . that is in there . 3 . The tot lot area should be examined for any broken chain links , etc . 4 . We should pull all the weeds in the two planters on either side of the tot lot area and fill them up to the brim with wood chips from Arden Park. 5 . You should rake smooth the two dirt piles on the southwest corner of the pleasure skating area so that they are smoothed out and seeded. 6 . The building should be cleaned out and either storage racks or some type of arrangements made within the building so that it can be kept in a much more neat and orderly condition . 7 . We need to order additional egg lime for the field at Greenfield Park to bring that up to grade . 8 . The trash barrels need to be emptied on a regular basis . HILLVIEW PARK 4111 *1 . Hockey rink U-posts should be pulled out as soon as possible . 2 . The trash should be cleaned up . There is a number of beer cans and glass in the entry way as well as general trash in the area. 2 . You should walk through the wooded area on the west end of the park 1111 and clean that area up of dead branches and underbrush which is located there now. GROVELAND PARK 1 . Check the tot lot area for broken jagged edges on the swings , missing links , etc . 2 . The park area should be cleaned up of general trash . 3 . Round-up should be sprayed at the bottom of each bleacher area to reduce weed growth. 4 . The bleachers should be moved back behind the backstop rather than their current location. 5 . Each of the listed items are strictly inform- ation oriented and not intended for formal Commission action: 1 . New Secretary - Sharie Linke has been hired as our new Department Secretary, effective May 10 , 1982 . She has 410 picked up her new duties quickly and appears to be enjoying her first two hectic weeks . 2 . Forestry Planting - We had a very successful community tree planting celebration on Saturday, May 8 , 1982 , with over 65 volunteers participating . We planted over 150 trees and the park is really beginning to take shape . 3. Park Vandalism - On Monday evening , we had 5 of our newly planted trees stolen from Silver View Park. They dug the trees right out of the ground and left a barren hole . Can you believe it ! 4 . Flower Planting - Under the direction of City Forester Wriskey, we have expanded and we feel improved our flower planting program in 1982 . Lambert Park Shelter Building - We poured the footings on Tuesday, May 25 , 1982 and we will begin the brick work on Thursday. 6 . Puppet Wagon - The puppet wagon is in the process of getting a new face lift and it will be ready for the June 21 , 1982 opening day. 7 . Public Works Department - The City Council has restructured . the Public Works Department effective June 1 , 1982 . At this point, it has not been determined how this will effect our park maintenance division. Staff has been meeting with the new Public Works Director and some decisions should be made in the coming two weeks . I have attached a copy of Sour summer park maintenance "chores" to give you an idea of our daily maintenance tasks . •
