Commissioners absent : Commissioner Weflen. Councilmembers present: Councilmember Quick. Staff present : Park and Recreation Director Anderson. CHAIRPERSON 'S REPORT Chairperson Burmeister welcomed new Commis- sioner Diane Wuori and indicated he had no formal report at this time . •OUNCILMEMBER REPORT Councilmember Quick reported that Super America was recently approved by the Mounds View City Council and that it would be locat- ed directly east of the Burger King at County Road I and Highway 10. Councilmember Quick also indicated that the Council was working on the 1986 budget and longterm financial plan . APPROVAL OF THE AUGUST 1 , 1985 MEETING MINUTES Commissioner Linnell stated that the minutes should reflect that it was she who reported the broken swing at Groveland Park rather than Chairperson Burmeister. A motion was • made by Commissioner Long , seconded by Com- missioner Linnell to approve the minutes as corrected. Motion passed unanimously: ' 5 ayes 0 nayes. REVIEW OF LONG TERM FINANCIAL PLAN Staff reviewed a memorandum outlinipg the longterm financial plan and reviewed each of • the park improvements that are proposed for the next five years . The Commission held a general discussion regarding the funding for Groveland Park tennis courts and staff indi- cated that this project potentially Gould be ill delayed until 1987 based on the Greenfield Park project. A motion was made by Co is- sioner Linnell , seconded by ChaiFF ,erson Burmeister to approve the five year lopg term financial plan as submitted. The mo igri pass( d unanimously: 5 ayes, 0 nayes. v Park and Recreation Commission Minutes August 22, 1985 Page two HERBST SUB-DIVISION 1 PROPOSAL Staff reviewed the Herbst sub-division request and indicated that Public Works Dir- ector Thatcher was currently negotiating with the Herbst and Sons firm to determine a fair market value for the property. Staff outlined the background up to the current negotiations and indicated that the Commis- sion needed to determine whether a 10 percent park dedication fee or land should be re- quested from Herbst and Sons. Staff indicat- ed at this time , the City' s comprehensive parks and open space plan does not recommend any park development or trail use through the property and recommend that cash be accepted in lieu of land dedication. A motion was made by Chairperson Burmeister, seconded by Commissioner Letendre to recommend to the City Council that staff continue to negotiate a fair market value for the Herbst and Sons property and furthermore request that 10 percent cash be accepted for the park dedica- tion fee in lieu of land prior to the actual sub-division occurring based on the City' s parks and open space plan. Motion passed unanimously: 5 ayes, 0 nayes. FALL RECREATION PROGRAMS Staff outlined the upcoming fall recreation programs and highlighted the current class offerings. Commissioner Linnell requested that the aquatics program stay with their current class ratio of one instructor per six students. A question was also raised regarding the senior boys softball league as to why their fields had not been rotated to include Silver View Park. Staff indicated that they would get an answer to this issue and report back at the September Park Commission meeting. MOUNDS VIEW COMMUNITY THEATER Staff outlined the dates for the upcoming Community Theater production of "Oklahoma" , and stated that complimentary tickets would be available for any Commissioner who may be interested. PARK TOUR Staff then conducted a brief park tour to include Greenfield Park, Groveland Park, and Random Park. At Greenfield Park, a review of the progress to date was conducted as well as the problems and current negotiations with the contractor . At Groveland Park, a review of the tot lot equipment was conducted as well as the relocation of the sand volleyball court. Staff also invited the Commissioners to attend the Groveland Park Picnic that was held on September 7, 1985. BKA/sll ,_ MEMO TO: Mounds View Parks and Recreation Commission FROM: Staff DATE: September 24 , 1985 RE: 1986 Budget Process The Mounds View City Council formally adopted the 1986 General Fund Budget at their regularly scheduled meeting on September 23 , 1985. Staff has attached a copy of the entire general fund bud- get broken down by department as well as two graphs that provide a review of the revenue and expenditures based on a comparison between 1985 and 1986. The Parks and Recreation budget was basically approved as pre- sented, as was distributed at the July Park and Recreation Commission meeting. Staff will be reviewing the entire budget process, as well as outlining the highlights of the 1986 Parks and Recreation, Forestry and Recreation Activity budget at the Thursday evening ' s meeting. • Should you have specific questions regarding the 1986 budget pro- cess or Park and Recreation budget, please contact myself direct- ly at 784-3055 , ext. #20 prior to Thursday evening ' s meeting and I will determine the best answers or contact City Finance Direc- tor Brager for more specific information . At this time, the information is relatively tentative, but it appears that Ramsey County will be providing a portable aeration system at no cost, to Spring Lake during the coming winter season. In addition to working on the temporary solution, staff has been in contact with the DNR to determine how we might best develop a program for a permanent resolution to the low oxygen readings at Spring Lake . During the next two weeks, staff will be receiving additional information regarding grants, through the DNR, for permanent aer- 1111 ation systems as well as finalizing information through Ramsey County regarding the temporary portable aeration systems this coming winter. A complete report will be forwarded to the City Council for their review at the October 7 , 1985 agenda session and a complete review of the report and direction by the Council will be given to the Park Commission at the October Commission meeting. Les Tatarek - 2467 Hillview Rd. , Mounds View 55432 ( 786-1541 ) Mr . Tatarek is currently a CPA and has two teenaged sons actively involved in School District-wide recreation pro- grams. Les would be a positive asset due to his accounting background as well as his active family participation in municipal and school recreation programs. 2. Barbara Depew - 2601 Sherwood Rd. N.E . , Mounds View 55432 ( 786-9348 ) 1111 Barb is currently employed at Snyder Drugstore and has long been an active personal participant in our adult softball program, as well as have her family involved in our recrea- tion programs. Barb submitted an application to serve on the Parks and Recreation Commission and has proved in the past to be extremely interested in working on park and recreation related issues. 3 . Howard Neisen - 5150 Irondale Rd. , Mounds View, MN 55112 ( 784-4821 ) Howard is currently employed by Univac and has been actively involved in the City as a past mayor , as well as state legis- lator and his two daughters, have been employed by our de- partment. I think Howard would provide a good perspective on the big picture for this committee. 4 . Neal Valley - 8440 Knollwood Dr . , Mounds View, MN 55432 ( 780-3451 ) Neal is a postman and has been actively involved in our de- partment' s youth recreation programs, both as a coach and a participant. I think Neal would bring an excellent back- ground from participant involvement and as a concerned par- ent. -2- 5. Dorothy Kuluvar - 7815 Gloria Circle , Mounds View, MN 55432 ( 786-8003 ) Dorothy, who is currently a homemaker and substitute teacher, is actively involved in our recreation programs through her • church, and would bring a diverse background to the task force as both a participant and concerned parent. Dorothy ' s family is also involved in our programs and her husband Gordy served on the Parks and Recreation Commission for many years. 6 . Gary Engen - 2741 Laport Dr, Mounds View, MN 55432 ( 786-8755 ) Gary is employed by School District #621 as an instructor and high school coach. In addition, Gary' s family are active participants in the City' s recreation programs. 7 . Alice Fritz - 8072 Long Lake Rd . , Mounds View, MN 55432 ( 784-2808 ) Alice applied to serve on the Park Commission and I feel she would be an excellent representative due to her prior inter- ests as well as representing the senior citizen population of our community. In addition , Alice has been actively involved in community politics and feels she would be a positive addi- tion to a City commission. 8 . Dennis Flanagan - 8285 Pleasant Vw Dr . , Mounds View, MN 55432 ( 784-0248 ) Denny is actively involved in the youth baseball program and 1111 is currently employed at Univac . In addition, he currently coordinates the Mounds View Athletic Association program and has extensive contact with our department. 9. Gary Payment - 8430 Spring Lk. Pk. Rd. , Mounds View, MN 55432 ( 786-4471 ) Gary is employed by Medtronics and has been actively involved in youth athletics and has been the coordinator of the Iron- dale Basketball Association. Gary has been involved with our department for years in a variety of sports including base- ball , basketball and youth soccer . In addition to the aforementioned individuals, I would recommend that a representative from the Mounds View City Council , Parks and Recreation Commission and Planning Commission be appointed to the task force . Another representative could possibly be appointed from the Police Civil Service Commission and the logi- cal selection would be Jerry Blanchard due to his past involve- ment as mayor as well as active member of the community for many years. Attached is a copy of the initial task force for park funding , to determine if this is still the posture the Commission would like to pursue . Staff envisions a general discussion on this item in order to finalize this issue so that we can conduct our first meeting prior to our October Parks and Recreation Commission meeting. As you are aware , staff broached this issue with the Park Commis- sion at last month' s meeting and was directed by the Commission to develop specific criteria as to how the task force might func- tion . Staff would perceive the task force functioning as follows : 1 . The task force would be a seven member body at a minimum; ideally it would be larger , appointed by the Mounds View City Council . 2 . The task force would have representatives from each of the existing athletic assocations including but not limited to: a. Irondale Basketball Association b. Lake Region Hockey c . Mounds View/New Brighton Soccer Association d. Mounds View Athletic Association e . Mounds View Football Association f . Adult softball g. Mounds View Wrestling Club 3. In addition to local athletic association representatives , • representatives would be sought from local civic and communi- ty organizations including , but not .Limited to: a. Mounds View Lions Club b. Local Boy Scouts and Girl Scouts troops c . Local P.T.O. and related school organizations d. Groveland Park Foundation e . North Suburban Chamber of Commerce 4 . The group would meet for a period not to exceed three months. Illk5. The task force responsibility would he as follows : . a. To evaluate the City Comprehensive Parks and Open Space Plan and determine our progress to date regarding imple- mentation . A -2- b. Evaluate different funding priorities as to how the Park and Open Space Plan can be implemented. This phase o their assignment would include but not be limited to: ( 1 ) Park bond referendums ( 2 ) Establishment of special taxing districts. ( 3 ) Additional financial committment by the Mounds View City Council. c . The task force would- evaluate existing programs and determine what additional facilities and/or programs are needed on a community-wide basis. 6 . The task force would also include representatives from the Mounds View City Council and Parks and Recreation Commission as well as the Mounds View Parks and Recreation Department staff . 7 . The task force would report back to the Parks and Recreation Commission with a report no later than three months after being formed , outlining specific recommendations as to how the findings of the task force . 8 . The Parks and Recreation Commission .would then hold a publi hearing to review the task force results prior to formal sub mission to the City Council . 9. The report would then be adopted , rejected or accepted by the Parks and Recreation Commission and passed onto the City Council for their review and/or final action . 10. The City Council would take the next steps necessary to implement, reject or accept the task force and Park and Rec- reation Commission findings as submitted . 11 . Implementation would then he the responsibility of staff to ensure that the recommendations are accomplished as outlined. DATE: Septe er '24 , 1985 RE: September 1985 Staff Report The following items are issues that do not require Commission action but will hopefully provide a better update as to recent issues and activities that have occurred within our department. 1 . Groveland Park Picnic . The Groveland Park Picnic was held on September 7 , 1985 with over 200 local neighbors attending this annual affair . The picnic included a volleyball tourna- ment, neighborhood games, bingo , kids carnival , as well as youth and adult races. This is one of the annual fundraisers for the Groveland Park Foundation and they raised over $900 for park development at this year ' s picnic . The park main- tenance crew worked long hours to complete the Groveland Park tot lot for the picnic and had about 75 percent of the unit complete prior to Saturday' s picnic . This was actually a major accomplishment, as the major pieces didn' t arrive until Friday, September 6. 1110 2. Community Education . Staff has been elected to serve as the secretary of the Mounds View School District Community Educa- tion Advisory Council . The Community Education Advisory Council is actively involved in reviewing current Community Education programs, as well as determining how we can best involve the 77 percent of the School District that currently does not have school age children in education/recreation oriented programs. One of the major undertakings our commit- tee is reviewing is to determine whether a School District- wide policy should be adopted insisting that youth volunteer coaches receive some type of training prior to using any School District or municipal facilities. 3. Mowing bid. Bids for the purchase of a 72 inch mowing unit and turf sweeper were opened on Thursday, September 19, 1985 with bids received from both John Deere and Toro. The bids will be reviewed and a formal recommendation made to the City Council at the next council agenda session on October 7, 1985. The bids were extremely favorable and we look forward to the new equipment coming on board. 4 . Community Theater Production. We had an extremely positive run with "Oklahoma" during the month of August, as we played to over 2, 400 people . It appears from preliminary figures, that we may have not only broken even, but made a profit of $3,000 - $4 , 000 . 111 -2- 5. Tree Vandalism. We experienced major tree vandalism to four trees, once again, at Silver View Park last week, and have issued a reward that will be placed in the New Brighton on Thursday, October 3, 1985. The two trees we lost were valued at over $200 and we had major damage to two other large Mar- shall seedless ash. Staff is extremely concerned about the vandalism that is occurring to our City trees, and hopes the reward will alleviate future problems. BKA/sll 4111 •
