APPROVAL OF MINUTES A motion was by Commissioner Bowman , seconded by Commissioner Weflen to approve the April 25, 1985 Parks and Recreation Commission meeting minutes as presented. Motion passed unanimously: 7 ayes, 0 nayes. EVIEW OF LAWCON AND1. Staff conducted a brief tour commencing at CMR GRANTS FOR RED 6: 30 p.m. to review the grants that were sub- OAK SCHOOL SITE AND mitted for the development of a soccer field SILVER VIEW PARK complex at the Red Oak School Site property and Phase II development of Silver View Park . Staff reviewed correspondence from the School District outlining the School District' s interest in providing a long term lease to the City for the development of an athletic complex should the grant be approved . Dis- cussion at the Red Oak School Site centered around the parking lot area and it was stated by the Commissioners; that the existing bitu- minous parking lot should remain with the proposed parking utilized as a neighborhood baseball/softball field . Staff concurred with this design change and a general concen- sus of the grant proposal for Red Oak was agreed upon . The Commission then reviewed the Phase II development at Silver View Park which propos- es construction of four tennis courts, bitu- minous parking lot, bollards , completion of the trail , and bridge construction. 4110 -2- The Commission stated that all the improve- ments as outlined were needed , especially upgrading the parking lot due to the vandal- ism and heavy traffic the that Silver View • Park parking lot currently generates. Staff also indicated that there were a number of residents calling to request a bridge accross the pond, which wouldalleviate walking behind the single family homes, as well as complet- ing the trail loop.The Commission agreed that the Phase II grant for Silver View Park was a necessary improvement to the City' s park sys- tem. GREENFIELD PARK UPDATE Staff reviewed correspondence that was for- warded to the abutting property owners of Greenfield Park and indicated that the time- frame for the site was currently behind scheduled but that all of the initial ground- work and planning has been completed. Staff then reviewed the written report regarding additional bid proposals for projects that could be completed due to the favorable bid by Midwest Asphalt. The four proposed pro- jects are as follows : 1 . Additional car parking lot with concrete curb and gutter at the corner of Hillview and Quincy $2, 600 4111 2. Security lighting for tennis court and parking lot area $3 ,000 3. Horseshoe courts to be con- structed at the corner of Hillview and Quincy $8 , 000 4 . Additional trail loops based on 1 ,850 lin .ft. at $3.00/1in . ft. $5, 550 Staff further indicated that with each of the proposed modifications, we would still be within the $180 ,000 budget. Follow general discussion of the Greenfield Park plan , a motion was made by Chairperson Burmeister , seconded by Commissioner Linnell to direct staff to develop an RFP and/or work with the consultant to establish bid specifi- cations for the four additional park projects as outlined. The motion passed unanimously: 7 ayes , 0 nayes. -3- REVIEW STATUS OF Staff indicated that ordinance 391 was ORDINANCE 391 approved by a unanimous vote by the Mounds View City Council at their regularly sche- • duled May 13 meeting . The only modification the Council made in the initial ordinance was that non-resident organizations would not be eligible to secure a permit to sell beer within the City ' s park system. DISCUSSION ON TASK Staff reviewed a memorandum regarding poten- FORCE FOR PARK FUNDING tial individuals to serve on the ad hoc task ALTERNATIVES force . After staff reviewed the individuals , staff requested any additional names or input regarding the process. A number of names were recommended and staff indicated that a letter would be drafted prior to the next Commission meeting to determine the interest of the individuals that were suggested. STAFF REPORT Staff reviewed a memorandum from Rita Docken , the City Energy Coordinator, regarding the changes in the City' s recycling program with Recycling Unlimited no longer providing ser- vices to the City. The Commission reviewed the proposal and felt that it was an item that should be addressed by the Energy Com- mission and that any formal requests to util- ize park facilities or Park and Recreation • Staff should be presented to the Commission and they would act on each specific proposal. Andersof Di 'ector Parks, Recreat . .n d Forestry BKA/sll V MEMO TO: Mounds View Parks and Recreation Commission FROM: Staff • DATE: June 26 , 1985 RE: Greenfield Park Update As you are aware , Staff is proposing a brief tour of Greenfield Park prior to the Commission meeting on Thursday, but a brief up- date as to our progress to date is as follows : 1 . We have completed the first lift for the tennis court/basket- ball/bang board area . 2. The underground wiring has been installed for the tennis courts as well as pouring of the footings for the light standards. 3 . Fence posts should be in place by Thursday evening for the exterior perimeter fence . 4 . The initial trail base and a small section of bituminous trail section has been laid. 5. The additional fill has finally been secured and should be on site by Thursday. 11116. Staff is meeting with the Rice Creek Watershed District on Wednesday, June 26 to receive formal approval for the two bridge crossings. 7 . A grant has been received for Twin City Tree Trust for staff- ing and supplies for the construction of the bridges. 8 . We have dug and framed the footings for the first bridge and cleared out the trail area . 9 . The storm sewer extension has been completed. 10. The trail loop has been roughed in with the D3 cat and is ready for the base to be applied. Staff will be reviewing major site problems at Thursday' s tour. The one item that recently came up this week is the "flip- flopping" of the tennis court/basketball area , to minimize the construction damage to the two red oaks on the westside of the tennis court area. Staff has also included a copy of some cor- respondence with Midwest Asphalt indicating some of the modifica- tions and changes that have been made to date with the contrac- tor . Peterson , Manager Paving Division Midwest Asphalt Corporation 6401 Industrial Drive Box 338 Hopkins, MN 55343 Dear Mr. Peterson : This is just a short note to follow up on our phone conversation • on Monday , June 10 , 1985 regarding the modifications to the Greenfield Park project. The following items need to be adhered to as outlined in the original bid specifications: 1 . We need to have the necessary compaction test taken on the tennis court base prior to the bituminous being laid. The compaction test should be presented to David Warzala at Barton-Aschman Assoc . , 332-0421 , prior to installing the two lifts of bituminous. 2. We are willing to accept the 4 inches of recycled bituminous as a base for the bituminous trail in place of class 5, based on the understanding that you will place an additional 2 inches of class 5 material over the bituminous prior to plac- ing the final trail overlay. 3 . The northeast corner of the tennis courts needs to have the ag lime replaced with class 5 material and the entire base needs to be re-rolled prior to installation of the bituminous surface. 4 . I have attached a drawing as to how we want the corrigated pipe to be installed which recommends that an 8 - 10 foot swath, 12 inches deep, of material be excavated underneath the trail area and the geotextile fabric would then be placed down with 12 inches of granular material on top of that and • the 12 inch pipe would then be placed at grade level with 12 inches of granular material placed over the top of that. Should you have any questions regarding the installation of that culvert , please contact either myself or Dave Warzala at Barton-Ashman . -2- In addition, the City will be retaining Barton-Ashman to have an inspector on site commencing Thursday, June 13 , 1985 to answer • any questions or respond to any concerns you have , from 1: 30 - 3 : 30 p.m. , Monday - Friday. Lastly, I have been actively seeking out additional fill for the northeast corner of the soccer field and would appreciate any assistance you may be able to provide in locating fill to com- plete the necessary soccer field area as well as the two berms. It is basically the same as the ordinance that staff for- warded to you two weeks ago , but the language has been tightened up and clarified as directed by the City Council . The City Coun- cil will be reviewing this issue at their agenda session on Mon- day, July 1 , 1985 with formal action slated for Monday, July 8 , 1985. Staff will be outlining the changes in the ordinance at Thursday evening ' s meeting . BKA/sll Attachment • • ORDINANCE NO. 391 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY AMENDING CHAPTER 52 ENTITLED, "PARKS , PLAYGROUNDS , OPEN SPACE AND RECREATION AREA RULES AND REGULATIONS" , SUBCHAPTER 52. 03 INTOXICATING AND NON-INTOXICATING LIQUOR The Council of the City of Mounds View does hereby ordain: SECTION I . Chapter 52. 03 , INTOXICATING AND NON-INTOXI- CATING BEVERAGES is amended to read as follows , CONSUMPTION OF INTOXICATING AND NON-INTOXICATING BEVERAGES . No intoxicating or non-intoxicating bev- erages shall be consumed , displayed , or possessed in any park , playground, open space , or recreation area in the City with the exception of Silver View and City Hall Parks. Malt beverages containing not more than 3 .2 percent of alcohol by weight may be con- sumed in Silver View and City Hall Parks between the hours of 8 :00 a.m. and 9 :00 p.m. No individual may have in his or her possession more than 72 ounces of • beer at any time. SECTION II . Chapter 52. 03 , SALE OF BEER BY PERMIT. Subdivision 1 . Definitions. The following terms shall have the meanings described herein ; ( 1 ) "Sale" means all means of furnishing and includes but is not limited to the furnishing for money or other consideration. ( 2 ) "Beer" means any beverage which is produced wholly or in part from the brewing of any grains or malt or malt substitute and contain- ing more than one-half of one percent alcohol by volume and not more than 3 .2 percent by weig ht. ( 3 ) "Organization" means any entity having relig- ious, veteran , charitable or non-profit activ- ities as its principal purpose and which qual- ities in all respects for the issuance of a license to sell the type of beer to be fur- nished at the activity or event for which the permit is being sought . 41/1 Subdivision 2 . Permit. Organizations shall apply for a permit to sell beer in a City park to do so. Such application shall be made using forms furnished by the City Parks and Recreation Director . ORDINANCE NO. 391 PAGE TWO Subdivision 3 . Application . The application shall contain the following information together with any additional information requested by the City: ( 1 ) Full name and address of the organiza- tion . ( 2 ) A brief statement of the organization' s purposes and activities . ( 3 ) The length of time the organization has been in existence . ( 4 ) The number of active members. ( 5 ) A brief description of the event or acti- vity for which the permit is being re- quested. ( 6 ) The park proposed to be used for the activity including any facilities in the park which will be used. ( 7 ) The dates and times for which the permit 1110 is requested . ( 8 ) The anticipated number of participants . ( 9 ) The person or persons from the organiza- tion who will be responsible for the event or activity and of the sale of beer. The application shall be made to the City Parks and Recreation Director. The Director shall refer the application to such departments as he deems advis- able for review. The City Parks and Recreation Dir- ector shall then present the application and related background information to the City Council for for- mal action. Subdivision 4 . Permit Fee . The fee shall be $50 and shall be paid in full at the time of applica- tion . Subdivision 5 . Insurance. The Council shall re- quire , as a condition of issuance of the permit , that Dram Shop insurance be purchased , adequately cover- ing all claims and/or costs pertaining to the permit and that the City of Mounds View shall be made an 4111 additional insured. The Council shall require an indemnity bond holding the City harmless from lia- bility of any kind or character and reimbursing the City for property damage or clean up costs. ORDINANCE NO. 391 PAGE THREE Subdivision 6 . Conditions of Issuance. Organiza- tion permits may be issued only to organizations which qualify in all respects with the following criteria: ( 1 ) Is located in the City of Mounds View or dir- ectly affliated with the City through an ath- letic league. ( 2 ) Has been in continuous existence for a period of at least one year. ( 3 ) Has at least 20 active members . ( 4 ) Has established to the satisfaction of the City that the proposed event or activity will be conducted and will be controlled in such a way as not to constitute a hazard to or a source of nuisance or annoyance to other per- sons in the park or on adjacent property . Subdivision 7 . Conditions of Permitted Activity. The following conditions apply to the activity: ( 1 ) Sale of beer is allowed only in connection with civic celebrations , sanctioned athletic tournaments and community organization spon- sored events . Sale and consumption arelimited to the dates and times specified by the Coun- cil in the permit. ( 2 ) The sale and consumption of beer is not al- lowed in streets or parking areas adjacent to the park. The Council may limit the areas within the park where beer may be sold or con- sumed. ( 3 ) The sale of beer to and consumption of beer byindividuals who are forbidden by any statute or chapter of the Municipal Code from purchas- ing or consuming such beverage is not allowed under the permit. The Council may limit the sale or consumption to be allowed under the permit . ( 4 ) Non-intoxicating liquor, other than the beer sold by the organization holding the permit , may not be consumed in the park except as authorized in Chapter 52 .03 . • r ORDINANCE NO. 391 PAGE FOUR ( 5 ) The event or activity shall be conducted and controlled in such a manner so as not to con- stitute a hazard to or a source of nuisance or annoyance to other persons in the park or on • adjacent property. ( 6 ) All rubbish, trash and debris shall be removed from the park and disposed of by the organiza- tion promptly at the conclusion of the event or activity. The organization shall be re- sponsible for all clean-up expenses. ( 7 ) Only non-glass containers are permitted. Subdivision 8 . Cancellation of Permit. If , at any time following the issuance of the permit , the City Parks and Recreation Director or the Chief of Police conclude that the sale of beer for which the permit was granted may be detrimental to the public health, safety or welfare , or may result in violation of statutes or ordinances relating to the sale of alco- holic beverages, or not adequately controlled by the organization, then shall recommend to the Council that the permit be cancelled. The Council shall consider the recommendation at its • next regularly scheduled Council meeting occurring no less than five days from the date of such recom- mendation. The Council may cancel the permit, allow it to continue in effect or modify the permit. If the event has commenced, or if sufficient time does not exist to bring the matter before the Coun- cil , the City Parks and Recreation Director, in cooperation with the Chief of Police , may act to revoke the permit. If the permit is revoked, while the activity is in progress , police officer shall notify the person in charge of the sale of beer of such revocation. Upon notification , the organiza- tion shall cease the sale of beer and shall remove all unsold beer from the park. The organization shall assist in the restoration of order in the park and shall , cancel the event or activity. SECTION III . Chapter 52.03. This ordinance shall take effect 30 days after the date of its publication . Read by the Council of the City of Mounds View on this day of , 1985. ATTEST: 1111 Mayor (SEAL) Clerk-Administrator MEMO TO: Mounds View Parks and Recreation Commission 410 FROM: Staff DATE: June 26 , 1985 RE: Monthly Staff Update JUNE , 1985 The following issues and programs are outlined to provide the Commission with a better overview of our department' s day to day operation . Each of the listed items are strictly information oriented and not intended for formal Commission action . 1 . Park Vandalism - We have experienced some severe park vandal- ism once again at Silver View Park during the past two weeks. The damage included the loss of 12 flowering crabs on top of the amphitheater and also two blue spruce had the top 5 feet snapped off of them. We have taken pictures of the damage and will be placing an article in the local newspaper to attempt to bring more public notice to this issue . 1111 2 . City Composting Site - We have made available a key for the City composting site so that people can come in and pick up compost throughout the summer now that the site is closed for the year . Although we haven' t had a great number of requests for this service , it appears to be beneficial , and we will be advertising it in future newsletters to let people know compost can be secured throughout the year . 3. J .P.T.A. Crew - The City has submitted and once again receiv- ed approval for the summer J .P.T.A. Grant program. We cur- rently have nine young people working under the grant program and as in the past years , it is hard to imagine trying to maintain our current level of services without their assis- tance . We have found the young people to be extremely cooper- ative and skilled in the areas they are working in and feel fortunate to have them as a part of our staff . One of the strongest assets of the J.P.T.A. program has been the addi- tion of Deanna Mortenson , who is returning to assist us in the clerical division for the fifth consecutive year. -2- 4 . Aquatics Director - The City is currently negotiating with 411/ the City of New Brighton to develop a joint powers agreement for a combined Aquatics Director on a full-time basis for 1986 . We are very excited about this possibility and will be apprising the Commission of further progress as it is made . In addition , it should be noted that Maureen Thielen , our current City Aquatics Director has tentatively assumed a new position in the Grand Rapids School District as a teacher for 1985-86 and at this time , we do not envision replacing the position during her absence . 5. City Computer System - The City has been working with the Management Advisors Consulting Firm to establish a City-wide computer system. A formal report will be presented to the City Council on Monday, July 1. Staff is extremely excited about this proposal , as the Parks and Recreation Department is one of the departments scheduled to be upgraded and com- puterized in 1986 , which will greatly improve our service level to our residents. 6. Senior Boys Softball Tournament - Our department is sponsor- 4111 ing a senior boys softball tournament this weekend at Silver View Park. We currently have five teams enrolled in the tournament and we are hoping for eight before the tournament commences. This is the first time our department has offered a tournament for this age level and we are excited to be a part of the growing youth softball movement. BKA/sll MEMO TO: Mounds View Parks and Recreation Commission FROM: Staff 4111 DATE: June 26 , 1985 RE: Groveland Park playground equipment Enclosed is a staff memorandum that was submitted to the Mounds View City Council for their review at their regularly scheduled June 10 , 1985 City Council meeting. As can be noted, the recom- mendation was to purchase the Durascape Plus playground equipment from Gametime in an amount not to exceed $15,000 based on the formal bid proposals. The funding was based on the $5,000 Neigh- , borhood eigh- borhood Park Planning Fund Grant, $7 , 500 from the Groveland Park Foundation and $2, 500 from the MSA Bond Fund. Staff has also included a copy of the schematic of the proposed playground equipment which gives a better feel for the specific equipment that was purchased. The major reason this equipment was selected by the Groveland Park Foundation Directors was because we received a very favor- • able bid proposal and also the Groveland Park Foundation felt it had the best play value , as well as variety of equipment. Staff is especially pleased that the City Council allocated an additional $2 , 500 from the MSA Bond Fund to match the Groveland Park Foundation and Neighborhood Park Planning Fund to make the playground equipment a reality. Anderson , • r- iter Parks, Recreation yrs• •,. st y f DATE : June 6, 1985 RE : Groveland Park Playground Equipment During the past three months, City staff has been working with the Groveland Park Foundation to upgrade the existing playground equipment currently located at Groveland Park. The process was initiated in March of this year when tours were conducted with the Groveland Park Board of Directors to a number of local play- ground sites to observe first hand the variety of playground equipment that is available . Following the tour of five differ- ent sites, bid specifications were prepared and forwarded to seven major playground manufacturing firms located within the Twin Cities area. Four proposals were submitted and formally reviewed by the Groveland Foundation Board of Directors at a special meeting on Wednesday, June 5 , 1985. A schematic of the playground equipment that was selected by the Groveland Park Foundation is enclosed for your review and avail- able through GameTime and entitled Durascape+. The equipment is all aluminum, with redwood decks and , as can be noted , fairly extensive in nature , with five major slide beds and five large deck areas with an additional six climbing or entry points. In • addition to the major structure that is shown, a pre-school structure has also been proposed , which includes a space net, slide and deck area. In addition, the equipment will be complet- ed with three spring animals, two backhoe diggers and a redwood slat swinging bench. The total cost of the equipment is $15 ,000 including tax and delivery. As you are aware , the Groveland Park Foundation has been conducting a number of fundraisers during the past three years, and has been utilizing their funds to develop Groveland Park with new facilities including sand volleyball court, City park sign , shrubbery, landscaping and bench areas. The Groveland Park tot lot project is the first project that is being proposed under the Neighborhood Park Planning Fund and the Park Foundation has broached the Park and Recreation Commission in 1984 and 1985 for a $2 ,500 matching fund. The Park and Recreation Commission has approved the two Neighborhood Park Planning Fund grants, as they have met all the criteria outlined in the fund guidelines. Based on the approved $5,000 Neighborhood Park Planning Fund grant, and an additional match of $7 ,500 from the Groveland Park Foundation funds, the Foundation currently has $12 , 500 available for funding the project. Staff presented this issue to the City Department Heads at their regularly scheduled staff meeting , and City Administrator Pauley has indicated that the remaining $2, 500 could be funded from the proceeds from closing out the MSA bond fund , as it appears that the Administrative Aide position , which 1111 he had hoped would be approved , was not. -2- Staff recently met with Honeywell , Inc. who has donated $2,000 in the past for the Neighborhood Park Planning Fund , to request an additional $50 ,000 to fund the Neighborhood Park Planning Fund . Staff feels it is imperative to get a major project " in the ground" , to be able to showcase how the Neighborhood Park Plan- ning Fund can be used to develop other neighborhood parks and community facilities. In conclusion , staff feels that the Groveland Park Foundation has done extensive groundwork in researching and developing fund raising activities for the purchase of this playground equipment . Staff would recommend that the equipment be purchased as out- lined, based on the funding sources as provided. The meeting will commence at 6 : 30 p.m. with a brief tour of two park areas including Red Oak Park and Silver View Park. Staff would like to review recent park improvements as well as discuss future 1111 grant applications at each of the two sites.
