CALL TO ORDER The meeting was called to order at 6: 35 p.m.
by Chairperson Burmeister .

APPROVAL OF MINUTES Motion was made by Commissioner Bowman ,
seconded by Commissioner Linnell to approve
4111 the March 28 , 1985 Parks and Recreation Com-
mission meeting minutes as presented. Motion
passed unanimoualy, 5 ayes, 0 nayes.
REVIEW OF GREENFIELD
PARK BID OPENING Staff reviewed the memorandum regarding the
bids for the Greenfield Park Phase I develop-
ment. Staff indicated that four formal bids
were received with the bids ranging from
$123 , 500 to $196 , 232 . Staff indicated that
the City Council awarded the bid to the low-
est responsible bidder , Midwest Asphalt, in
the amount of $123 , 500 . Staff indicated that
they had spoken with Midwest Asphalt and they
would be ready to commence work no later than
May 20 , 1985.
Staff raised a number of issues relating to
the Greenfield Park project that needed Com-
mission direction . The first item centered
around the two bridges that were to be con-
structed over Judicial Ditch No . 1 . Staff
distributed diagrams of two possible bridges ,

the first being a corten rigid span bridge in
4111 the price range of $12 , 000 - $14 ,000 per
bridge . The second option was to work with
the Twin City Tree Trust in constructing pole
bridges in the amount of $4 ,000 - $6 ,000 .
Staff indicated that the major problem with
the corten bridges was the need for extensive
footings and possibly piling which could be
extremely expensive from an installation
perspective . After reviewing the facts as
presented , the Commission directed staff to
go with the less expensive bridges to be
constructed with the Twin City Tree Trust ,
with the additional dollars used for possible
park projects.
Staff indicated that there were four options
for additional park construction projects
which were as follows :
1 . Completing the second trail loop at a
distance of approximately 2 ,600 linear
feet.
2 . Installing four lit horseshoe courts.
3 . Purchasing additional site amenities,
1111 i .e . benches , trash recepticles and
drinking fountain .
4. Security lighting by the baseball back-
stop, parking lot and tennis court area.
5 . Construction of two bird observation
towers.
The Commission directed staff to develop
additional research on each of the items so a
formal recommendation can be made at the May
Commission meeting . Following the review of
additional projects , it was the general con-
census of the Commission to proceed with
other projects and to spend the dollars at
Greenfield Park rather than return the grant
monies to the State .
Staff also indicated that formal approval had
been granted from the Rice Creek Watershed
District pending a hold harmless agreement
from the City Attorney and that approval
would have to be granted for the construction
of two bridges which staff is in the process

DISCUSSION OF TASK
FORCE AND PARK FUNDING
ALTERNATIVES

Staff reviewed the memorandum regarding the
establishment of a task force for park fund-
ing alternatives. The memo outlines specific
criteria that the task force would deal with
as well as timeframes. The Commission
reviewed the task force and a motion was made
by Chairperson Burmeister , seconded by Com-
mission Weflen , to establish a task force to
review park funding alternatives in concept.
The motion passed unanimously, 5 ayes, 0
nayes. Staff indicated they would begin
securing individuals for the task force
immediately and would report back at the May
Commission meeting .
REVIEW ORDINANCE 52 .03 Staff reviewed Ordinance 52.03 as it relates
to alcohol consumption in the City parks and
indicated that under the new ordinance , con-
sumption of 3 . 2 beer would be allowed in the
parks and sale of 3 . 2 beer would be permitted
by permit by the City Council .The Commission
reviewed the ordinance and indicated they
would like to increase the non-residents fee
for receiving a permit to $200 . The motion
to recommend that 52. 03 be approved with the
1111 modification of the $200 non-resident fee was
made by Commissioner Bowman , seconded by
Commissioner Long . The motion passed
unanimously, 5 ayes , 0 nayes.
STAFF REPORT Staff indicated that the Public Works re-
organization would take place effective April
29 , 1985 and that staff felt comfortable with
the proposed restructuring . Staff also
indicated that there was a potential of City
Aquatics Director Thielen taking a new posi-
tion as a teacher in Grand Rapids for the
1985-86 school year and that more information
would be forthcoming on this issue .
ADJOURNEMENT A motion was made by Commissioner Long ,
seconded by Commissioner Linnell to adjourn
the meeting at 9: 25 p.m. The motion passed
unanimously , 5 ayes , 0 nayes.

RE: Grant applications
Staff would like to request a brief tour of the Red Oak School
site and Silver View Park to discuss the enclosed preliminary
grant applications that have been submitted for State and Federal
funding . The first grant application is a L.A.W.C .O.N. grant for
phase II development of Silver View Park . The proposed develop-
ment includes construction of four lit tennis courts , completion
of the trail loop around the pond area , construction of a 100
foot rigid span bridge and overlaying the parking lot with a
bituminous surface and concrete curb and gutter . The total grant
request for Silver View Park is $201 ,000 . Staff feels that the
phase II development of Silver View Park is imperative to the
City park system as we are experiencing a large amount of vandal-
ism to the turf because the parking lot is not barricaded off , as
well as the need to construct additional tennis courts in the
1111 City.
The second grant project is for the development of a soccer field
complex and parking lot at Red Oak School site . As can be noted
in the attached letter from Paul Donley, the School District is
willing to provide us with a fifteen year lease on the property.
We have already discussed the possibility of extending that lease
should the grant project be approved by the State L.C .M.R. Staff
is extremely excited by the feasibility of the Red Oak site and
will be discussin the project in greater lengths as well as view-
ing the site first hand on the park tour .
Staff will be needing formal approval regarding these two grant
applications before a final grant can be submitted. Should you

Dear Mr. Anderson,
This is just a short note on behalf of Mounds View School District 621
to indicate our support and endorsement of the city's effort to secure a
park development grant for the Red Oak school site. As you are aware, Red
Oak school site is no longer used as a school and has been declared surplus
property by Mounds View School District. We are currently in the process of
marketing this site in the current market appraisal of $230,000.
11111 Although no formal action has been taken by the Mounds View School Board,
School District administrative staff would support a long term lease to the
city for the Red Oak property. The lease would be for a minimum of 15 years
and be made available to the city at reasonable cost.
We are extremely supportive of the development plans to include a
soccer/football complex, as the district is currently experiencing a shortage
of said facilities. We feel strongly that the myriad of Youth Athletic
Associations would make great use of the first class athletic complex.

RE: Greenfield Park Update
Attached is a letter and 8-1/2 x 11" rendering of the Greenfield
Park concept plan which was mailed to the abutting 176 residents
to Greenfield Park two weeks ago outlining the proposed park
development project. Since that time , we received a number of
phone calls from residents requesting information about the site
and have received extremely positive feedback regarding the pro-
posed park improvements. Specific progress to date has included
the location of 1 ,500 cubic yards of fill on the site , as well as
general staking and demolition of the old park shelter building .
Future timeframe has the grading sub-contractor in on Friday, May
24 with the fencing and backstops to be removed on Thursday, May
23 , 1985. We have received a list of the subs from Midwest
Asphalt as well as the performance bond and certificate of insur-
ance , so the project is basically proceeding on schedule , al-
though a week to ten days late .
Staff has contacted Barton-Aschman to received specific prices
on the following five projects which staff will be presenting
4110 them verbally at Thursday evening ' s meeting :
1 . Completing the second trail loop at a distance of approx-

2 , Installing four lit horseshoe courts.
3 , Purchasing additional site amenities, i .e . benches, trash
recepticles and drinking fountain .

Staff will be requesting specific direction on the additional
projects and will be providing a detailed proposed budget based
on the Barton-Aschman estimates , for your review tomorrow even-
ing .
We will be driving past the Greenfield Park site on Thursday as
part of the park tour to walk through a few specific problem
areas that have developed.

Dear Resident:
The Mounds View City Council awarded a contract to Midwest Asphalt at their
regularly scheduled meeting on April 22, 1985 for Phase I development of
Greenfield Park. A copy of the park master plan is included, which outlines
the proposed as well as future development slated for Greenfield Park.
The park is 35-1/2 acres in size and is defined as a community park by the
Mounds View Parks and Open Space Plan. Projected projects slated for Phase I
include: Approximately 4,230 linear feet of bituminous and limestone trail,
11111 relocation and upgrading of the existing baseball field, bituminous entrance
road and parking lot, twin tennis courts, storm sewer extension, culvert
installation and tennis court lighting. The construction is slated to com-
mence the week of May 20, 1985 with completion scheduled for early August.
In addition to the listed amenities, the Mounds View Parks and Recreation Com-
mission is currently reviewing additional development plans including comple-
tion of a secondary trail loop, construction of four lit horseshoe courts and
security lighting by the tennis court and baseball area.
It should be noted that all of the proposed construction costs are being fund-
ed through State and Federal grants with no local monies being used for the
development of this project.
Future projects include construction of a picnic shelter and picnic grounds as
well as upgrading of the existing play structure/tot lot.

RE: Ordinance 52.03
The Mounds View City Council held the first reading of the
revised Ordinance 52 .03 at their regularly scheduled May 13 meet-
ing . The ordinance was adopted by unanimous vote and it appears
will be formally approved at their regularly scheduled May 27
meeting . The major change that was made was that non-resident
organizations would not be eligible to secure a permit to sell
beer within the City' s park system rather than increasing the fee
to $200 as proposed by the Parks and Recreation Commission .
Should you request a copy of the final draft of the ordinance ,
staff will have them available for you at Thursday evening ' s
meeting .

Council and Park and Recreation Commission to be determined as
per your direction .

Unlimited--is no longer doing recycling in Ramsey County. Don Pauley
asked me to look into other providers to see what is available.
Katy Boone of the Metro Council informed me that there is up to
50¢/household available for recycling. There will be a meeting on the
proposal rules Wednesday, May 22 at the Met Council .
Ms. Boone tole me to contact Rick Hlavka of Ramsey County Environmental
Center. He stated that they also have landfill surcharge funds available--
again, up to 50¢/household. They would like us to commit some of our
recyclables to their center so those details would need to be worked out.
He would like to see the hours at our compost site expanded and I think
that would be possible by working closely with Mounds View volunteer
groups.
I am proposing that a committee be formed consisting of civic groups

in Mounds View. If six groups responded, each group would go to the
compost/recyling site every six weeks. This would not place undue
effort on any particular group and would hopefully reduce the burn out
so often experienced with volunteers. If money were generated from these
efforts, it would be divided equally among all parties participating.
I would like to see the recycling center he a part of the Ardan Hills
Park compost site. Champlin is currently running a center in a 32' x 40'
area which encloses a small trailer for newspapers and a building (14' x 22' )
to house the barrels and bins for aluminum, steel , glass, and plastic. I
foresee having the site open every Saturday from 9-1, year around.
The area where I see the most money being generated is waste oil
recovery. There is a 350=gallon underground tank located near the main-
tenance garage. It is drained at approximately six month intervals and
the oil is sold for 12¢/gallon. I have found a dealer who will drain the
tank and pay us 38¢/gallon. If it were open to the public (again on a
limited time basis to control what is actually dumped into the tank) we
could perhaps make this a self supportive program.
Discussions with various recyclers and townships provided various
other options for our recyclables. One recycler would charge us $10-12/
ton to provide permanent dumpsters with a call-when-full pick up service.
Another group currently serving Blaine and Mounds View, Minnesota Soft

Drink Recycle (MSD) , buys plastic one- and two-liter pop bottles and
aluminum and steel pop and beer cans only. (They will accept glass and
aluminum if we deliver it. They do not take paper. ) They serve Country
Club Food stores and Cub Foods so they have a pretty good market because
they pay for these items.

• Bruce, I would like to get going on this as soon as possible. I will
attend the meeting at the Met Council this Wednesday and will again contact
the Ramsey Environmental Center to establish their requirements for grant
funds. Please let me know what information you have on these programs or
any other existing programs that I should consider.
I have a feeling they will be mandating recycling centers within a
year or two and I doubt if there will be funding available at that time.
