Sharie will be camping July 27 - 31 and I wish to enjoy the lake July 22 , 23 and 24 . Since this falls on our regularly scheduled Parks and Recreation Commission meeting, I request that we meet one week earlier than normal on Thursday, July 16 . I know that summertime is extremely busy for everyone but I do think that it is important that the Commission meets to keep in touch during this active time. So, I look forward to seeing you on Thursday , July 16—at 6: 30 p.m. in the Council Chambers. If you cannot attend the meeting, please call me at 784-3055 , ext . #20 . ADJOURNMENT I suggest that we visit Woodcrest Park and Groveland Park to see the developments and stop by Greenfield to see first hand the complaint on the Satellite site and finally visit the new City Hall tot lot . We will meet at City Flail and carpool. MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW . COUNTY OF RAMSEY STATE OF MINNESOTA June 25 , 1987 Mounds View City Hall Council Chambers 6 : 30 p.m. CALL TO ORDER The meeting was called to order at 7: 00 p.m. following a tour of Oakwood Park, by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Commissioners Silvis, Rowley, Long, Anderson and Chairperson Burmeister. Commissioners absent: Commissioners Starr and Daniels. Councilmembers present: Councilmember Wuori . Staff present: Director Saarion and Administrative Asst. Linke . Vistors present : Carol Golden, Randy Miller • and, Rebecca and Mike Delmore APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the May 28 , 1987 minutes as written. Motion passed unanimously 5 ayes 0 nayes. CHAIRPERSON' S REPORT Chairperson Burmeister asked staff about the status of the irrigation system at Silver View. Director Saarion stated that the system was not operational and that it would most likely have to be replaced with a more substantial unit that would include the berms and ballfields. Commissioner Long inquired on the frequency of grading the ballfields. Staff explained that the fields are regraded about every five years . Commissioner Long suggested that city maintenance look into ways to im- prove grading of ballfields. COUNCILMEMBER'S REPORT Councilmember Wuori requested input from the Commission on the placement of the portable building at the July 6 agenda session. The • Commission asked what the possibility would be of getting dirt to use as fill in Random Park parking lot from the new Kraus- Anderson shopping center. Staff stated that she would check into it. -2- USE OF OAKWOOD PARK Staff referred to a letter written by • resident Richard Kops regarding the use of the Oakwood ballfield. Staff explained that the majority of ballfields in the City of Mounds View had homes near the fields . Staff explained the permit system and use of fields. The Park Department does the scheduling of games . Staff indicated that the request that Oakwood Park be limited to only t-ball teams would be very difficult , not only because of the limited availability of fields, but because the Park Department can only control the use of teams who go through our permit system. 'Teams who schedule practices without permits and neighborhood pick up games are not controlled. Also the lack of ballfield space offered limited alternatives. The Commission discussed the issue and concluded that the current ballfield use policy should remain the same. Chairperson Burmeister stated that he would send Mr. Kops a letter informing him of the • Commissions decision. OLD BUSINESS Portable Classroom: The portable classroom building location was still under consideration and that the Commissioners are welcome to give the Council input. Summer Program Update : Summer programs are under way. New programs are Willy Tilly ' s Summer Program and Co-rec Sandlot Volleyball League. Lakeside Beach: The lake is down considerably. The new buoys are out and new fencing has been put up around the park. Woodcrest Park The tot lot is completed and the tables and grills installed. The landscaping will be completed this fall . • -3- OLD BUSINESS (CONT D) Groveland Park : The tennis courts are • nearing completion. The seeding and landscaping will be done by City personnel. Community Theater: The production cast and crew is currently working on sets and beginning rehearsals. SILVER VIEW PARK TRAIL , Residents from the Silver View Park area stated their concern about the proposed trail behind their homes on the southside of the pond in Silver View Park. Carol Golden, 7417 Parkview Drive stated that at the time of purchase of the property she was told that there would not be a trail in back of her home . She also stated that they paid an $8 ,000 premium for the privilege of building on the lakefront. She presented letters to the Commission from the Mary Anderson Construction Company stating that they were under the assumption that a trail would not be built behind those homes. Commissioner Long asked Mrs. Golden if there • was any statements on her deed regarding the trail. She said no, but she did have proof of the $8 ,000 premium for lakeshore property. Mrs. Golden requested that the Commission visit the site to get a better perspective on the issue. The Commissioners stated that they were very familiar with the area having walked the trails often. The residents inquired about the bridge that was originally proposed in the conceptual plan. Staff stated money was not available to construct a bridge. Randy Miller, 7409 Parkview felt that a sturdy wooden bridge could be built for considerably less that the $18 ,000 quoted to staff earlier. Your skill and sensitivity were appreciated by both families. The tree will serve as a fitting living memorial to Bev and Jenny Spano. If ever I can be of help to you, just let me know. Also, if anything happens to the tree, I will want to help repair the damage or replace it. Mary Saarion July 3 , 1987 The Moundsview Park Board Dear Board: Your urgent attention is requested to change the location of the portable toilet in Greenfield Park . This park is large , with many areas to place this toilet , other than right in front of a Moundsview taxpayers patio . To leave it were it is is unexcusable , with absolutely no consideration of this Moundsview homeowner . We would invite you to come and sit on our patio and • look at this toilet , then you would realize what we are so upset about. With all the foul balls that come into our yard each day, many fall where the toilet is , we feel the children who use this toilet would be in danger of being hit. Also the tennis courts , which are being used day and night ,are much to far away to use thet toilet . The police could not patrol this area from the squad car at night , it is in • to dark a spot . Our fence has been broken six times this summer already, and the police have not been checking this area of Greenfield Park , as they would have to walk over from the parking lot to do so. We believe none of you would want a smelly toilet in front of your patio . There is no reason for it to be placed where it is . All the Commissioners were given copies of your past letters and correspondences concerning this issue. The Commission also visited the site as a group. • It was the consensus of the Park and Recreation Commission that the current policy continue to be followed for these reasons : 1 . Use of City parks cannot always be controlled. Residents have the right to use park grounds for leisure recreational pursuits . 2 . The City has limited ballfield space for the interest and needs, and therefore, cannot put limits as to the specified team use of the ballfields. Most teams reserve fields suitable to their skills. All teams do not use the permit system and in such a case, the Park and Recreation Department has no control of its use . League games are scheduled by the Park and Recreation Department according to the skills and field requirements appropriate to each league. In conclusion, the Mounds View Parks and Recreation Commission considers the current policy of ballfield use appropriate and does not desire to change to a policy which would set limits to the use of leisure recreational activity in the parks. Steve Golden 7417 Parkview Drive Moundsview, Minnesota 55432 Dear Steve: 4 Since our visit pertaining to the park walkways in the facinity of your home, I visited with Fred Haas and reviewed our development file pertaining to Silver Lake Woods . Fred pointed out to me that the very first preliminary drawing that we shared with the planning commission as well as the city council of the City of Moundsview, had shown what we under- stood to be was a foot bridge to be installed by the City from the easement walkway which is in existence , running from Parkview Drive to the pond, with a foot path extending easterly and southerly from the walking bridge, but with no foot path leading weasterly past your property living westerly of the proposed foot bridge . • This was the concept that the City agreed with and accepted . In summary, we understood as you did , that there would be no walking path behind your property. If we can be of help to you in your discussion with the City, we will certainly do so. ANDERSON CONSTRUCTION COMPANY 8901 Lyndale Avenue South Bloomington, MN 55420 Dear Mr. Grant, A situation has developed in our community with the Mounds View Park Board which I believe will ultimately involve your company. There were several reasons we chose to build in the area of which two were, the reputation your company had and the other is the lot met our expectations. The representative of your company told us there would be no walking path behind us when we asked about the future plans for this development. Based on this statement we chose the lot our home was built on. We have interviewed other neighbors and they were told the same thing. We are now being told by the Park Board that these plans didn't mean anything. My wife was also told that we were "Bamboozled" by the real estate company. First of all, we paid a premium for this lot and was willing to do so on the information we were given at the time. Second, I find it hard to accept that a company of your reputation would misrepresent a transaction of this nature. We have reached a point that we are requesting your assistance in clearing up this matter before any other action is taken. I feel compelled to bring this to your attention since it is obvious the Park Board does not have too high a regard for your business practices.
