Commissioners will be arriving at 7:00 p.m. Hopefully, the Lakeside Park discussion can be opened at their arrival. • MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY 41/ STATE OF MINNESOTA October 23, 1986 Mounds View City Hall Council Chambers 6:30 p.m. CALL TO ORDER The meeting was called to order at 6:35 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Commissioners Long, Wuori, Silvis and Chairperson Burmeister. Commissioners absent: Commissioners Letendre, Linnell and Weflen. Staff present: Acting Director Saarion. AGENDA ADDITIONS Commissioner Wuori requested two agenda additions: 1 . Review the Quincy St. and County Road I signal light controversy. 2. Review Park and Recreation Commission member's attendance records. • CHAIRPERSON'S REPORT None COUNCILME:MBER'S REPORT None SOCCER COACHES Six youth volunteer soccer coaches were introduced and thanked. The coaches present were: Tom Kayser, Carl Rasmussen, Christy Smith, Jim Gmeinder, Paul Farnham and Patti Hollerung. Volunteer coaches were presented with sweatshirts in appreciation of their services. The coaches offered some suggestions for ne::ct year's program. These suggested included: 1. Utilize nine players on the field rather than seven players. 2. Play four - 10 minute quarters so that substitutions can he more easily implemented. 3. Fill in small potholes on the Silver View field. 4. Implement the roll-in kick rather than the toss from the side-out in the mite's division. SIGNAL LIGHT AT • QUINCY & CTY.RD. I Commissioner Diane Wuori made a motion that the Park and Recreation Commission write a letter to Ramsey County to urge retaining the signal light at Quincy St. and County Road I even after street improvements, in consideration that several children travel this intersection as they participate in recreation programs at the Pinewood School site located on the corner of County Road I and Quincy St. Commissioner David Long seconded the motion. The motion passed 4 ayes, 0 nayes. PARK 9., RFC. COMMISSIONER'S ATTENDANCE RECORDS Commissioner Diane Wuori made a motion that the Park and Recreation Commission request the Mayor and City Council review the Park and Recreation Commissioner's attendance records and that the Mayor and City Council implement the policy regarding attendance requirements. Commissioner David Long seconded the motion. The motion passed: 4 ayes, 0 nayes. • QUARTERLY PAR:. Acting Director Saarion reviewed the quarterly & RE_C. REPORT Parks and Recreation report. GROVE LAND FK AND GREENFIELD F'k. PROJECT REPORTS Acting Director Saarion reported on the developments of Groveland Park tennis courts and Greenfield Park play structure. STAFF DIRECTION The Commission requested staff to submit the 1986 attendance record to the City Council and Mayor. The Park and Recreation Commission requested staff to write a letter to request the signal light at Pinewood School intersection of County Road I and Quincy St. remain for reasons said. The Park and Recreation Commission requested staff to write a card of thanks and appreciation to all the 1986 volunteer coaches. The Park and Recreation Commission requested staff to register Commissioners for the Park Commissioners networking meeting to be held Tuesday, November 18. The Park and Recreation Commission requested that staff • schedule the moving of the sandlot volleyball court at City Hall Park and the addition of a second court if possible ASAP. r III The Park and Recreation Commission requested that staff request that the dirt from the Groveland Park project be dumped at the Hill.view/Quincy skating rink corner where it is low in elevation. The Park and Recreation Commission requested that the walking path at the end of the Greenfield Trail be re- routed to connect onto the Quincy Street sidewalk. (This probably will have to wait to be implemented in the summer with JPTA workers. ) ' ADJOURNMENT The meeting adjourned at 8:00 p.m. Respectfully submitted, Mary aarion, Acting Director Parks, Recreation and Forestry MS/sl III • MEMO TO: Mounds View Parks and Recreation Commission FROM: Mary Saarion, Acting Director Parks, Recreation and Forestry • DATE: November 7, 1986 RE: Commission meeting date change Spring Lake Park Parks and Recreation Commission will have at least one member present for a joint discussion on Lakeside Park. Spring Lake Park Parks and Recreation Director Jay McCluskey has a conflict with the planned Thursday, November 13 date and therefore, the meeting has been changed to Thursday, November 20. I don't think this will be a problem as Commissioners stated that any Thursday date in November, except Thanksgiving, was convenient. THURSDAY, NOVEMBER 20 THE REGULAR PARKS AND RECREATION COMMISSION MEETING WILL BE HELD AT 6::30 P.M. AT MOUNDS VIEW CITY HALL COUNCIL CHAMBERS. DATE: November 7, 1986 RE: News Update For your information: 1. Groveland Park soil corrections and NSP line burial is finished! 2. Greenfield Park playstructure is upand finished! 3. City irrigation system is in! • 4. The dirt from Groveland has been dumped at the Hillview/Quincy skating rink site and it is graded and ready for flooding! S. The Halloween Party was a huge success! /-. School's Out Days have been popular and are continuing. 7. This project is on the 1987 summer project list. The path has been constructed by the J.P.T.A. youth service program over the past two summers. It is a perfect project For youth and I plan on utilizing this workforce again to complete the trail to the concrete sidewalk in June of 1987. The • J.P.T.A. crew usually begins the second week of June for orientation and by the third week, they are out in the field. It will be the first project on the list and it should take only a short time since the distance is so close to complete the hook up. Again, I thank you for your interest in enhancing the recreational experience of walking the Silver View pond path. Be assured, your suggestion has been taken to heart and will be followed through as per your suggestion in June of 1987. Sincerely, w. Mary giaarion, Acting Director Parks, Recreation and Forestry MS/sl FROM: Mary Saarion, Acting Director Parks, Recreation and Forestry DATE: November 6, 198A 411 RE: Perspectives on Gymnasium Usage The last two meetings with the basketball associations, the recreation and community education departments did communicate gymnasium needs, but did not solve the problem of limited space for many community activities requiring such gymnasium facilities including: gymnastics, adult volleyball, adult basektball, adult floor hockey, adult exercise, the wrestling association, scout pack meetings, district resident groups such as church volleyball leagues, neighborhood leagues, etc. The problem is simple, there are too few faciltiies available to satisfy the gymnasium needs of the many activities of the residents within the school district. This problem leaves two options. The first option would be to restrict the use of groups on a percentage of participants/amount of gym use. This would mean that the larger the group, the more the time. A second alternative is the suggestion described by Nick which gives specific times for special population use such as 5:30 - 7:30 p.m. for youth and and 7::30 - 9:30 p.m. adults. Neither of these two examples for option one would accomplish the necessary results. The first suggestion implies that numbers infer importance and this is an unjust conclusion. The second suggestion would give random time slots which would not necessarily meet the needs of organizations such as IBA and would require participant limitations. • Registration limits for youth sports is riot the answer. It has always been the direction of the minicipal recreation field to provide experiences and activities to all people regardless of age, sex, skill or wealth. Registration for youth activities should not be restricted due to any of these reasons and certainly not because the numbers of those interested in participation is large . . . for this is the goal of offering such activities. . . to attract the interest of many. Therefore, the only conclusion is Option II. Option II is simply to alter programs and activities to enable all parties interested the opportunity for gymnasium usage. The program alterations that I suggest for the basketball associations are as follows: 1. Limiting practice to 1 hour rather than 1-1/2 hours. 2. Practicing on 1/2 courts when necessary, thus enabling more than one team on a court at one time. 3. Limiting practices to no more than two per week. 4. Offering great emphasis that all available practice time be used, thus eliminating empty gyms due to no shows. • 5. Use available Friday evening gym space. These five programming points would allow the great numbers of participants adequate space and time to participate in the sport of basektball. Granted, the program compromises may not offer the intense basketball training for competitive play, but would provide enough time and space for a solid fun and instructional experience. 410 Other programs will have to offer compromises too. As a recreational programmer, I have the responsibility to look at the whole picture of gymnasium needs by the many community groups and therefore, I believe I have a duty to provide as fair and equitable usage without determining the importance of programs due to numbers, age, sex or wealth. It is obvious to me in the last ten years that I have participated in the basketball association and recreation/community education negotiations that individual groups such as the basketball association have difficulty understanding that their program is just ONE program among others that serve the people of the community . . . that their needs are just ONE of many that need to be met. I take offense at the assumptions that the recreation departments are not advocates of the basketball associations. We submit permits to the basketball associations that greatly supercedes any other individual program. Programs such as gymnastics and jazz exercise have taken a back seat to IBA in many occasions to accomodate for "the best" faciltiies. There are definitely some programs I chose not to change such as the Thursday night open adult volleyball and basketball. This is my decision as I look to the broad spectrum of community recreational needs and endeavor to fulfill all needs as equitably as possible. Finally, I would like to outline the goals and objectives of the recreation • department because I think that often they are different than the basketball association's goals. As directed by the Mounds View Parks and Recreation Commission, the department is given the responsiblity to offer opportunities to the community to participate in recreational leisure activities. These activities are to offer enjoyment and instruction. Competition is an offshoot of play experience, but in no way is competition to be the sole criteria of an activity. This is highlighted more so in the effects of children's activities which involve skill development. Competition holds a second fiddle in youth sports to the first and foremost aim of providing an enjoyable experience and instr•uct.ional base. As members of the NYSCA (National Youth Sports Coaches Association) it is our aim to provide youth with healthy concepts of leisure activity in lifelong pursuits. Regardless of skills, the participants receive equal time and experiences. Winning is obviously "icing on the cake", rather than a necessary factor to provide "fun". For this reason, game scores and standings are not kept in the recreation programs offered through this department. The NYSCA suggests no more than 1-1-1/2 hour practices two times per week for youth athletics. The NYSCA does recognize the necessity for a well-balanced diet in leisure pursuits and thus sees the need for youth to participate in many athletic and non-athletic activities rather than concentrating in one. It is a conflict of agency goals to overlook organizations which continue to foster win attitudes and competition in a manner other than described. It has been my directive to educate the coaches and organizers in Mounds View youth . athletic programs to the goals and objectives as described by NYSCA and adopted by the Mounds View Parks and Recreation Commission. I am sure that this memo has "stood the hairs up on many a person's neck", but I hope it better clarifies the position of Mounds View Parks and Recreation Department pertaining to the basketball associations. It is the Commission's understanding that the County does not foresee the funding of a signal light system at this corner. • Please be aware that many youth programs are scheduled at the Pinewood School site including youth softball leagues, games and practices, after—school activities, gymnastics instructions, and basketball league games and practices. The many children who are participants in these activities usually walk to and from the activity site. The signal light at the intersection of County Road I and Quincy Street offers these participants the opportunity for a safe trip to and from the Pinewood site. As custodians of safe leisure recreation opportunities in the City of Mounds View, the Parks and Recreation Commission highly recommends the funding of a signal light at the intersection of County Road I and Quincy Street by Ramsey County even after the county road has been re—surfaced.
