ADJOURNMENT 4' MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW • COUNTY OF RAMSEY STATE OF MINNESOTA February 27 , 1986 Mounds View City Hall Council Chambers 6 : 30 p.m. CALL TO ORDER The meeting was called to order at 6: 37 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Commissioners Letendre , Silvis, Long , Wuori & Chairperson Burmeister . Commissioners absent: Commissioner Weflen & Linnell . Councilmembers present : Councilmember Quick Staff present : Parks and Recreation Director Anderson and Recreation/Athletic Supervisor Saar ion . CHAIRPERSON' S REPORT. Chairperson Burmeister stated that he felt the joint meeting between the parks and recreation commissions was very positive and felt a similar meeting should be held with the local parks and recreation commissions. A motion was made by Commissioner Wuori , seconded by Commissioner Silvis to hold a May park and recreation commission meeting with the City of Mounds View serving as the host agency. Motion passed unanimously 5 ayes, 0 nayes. Chairperson Burmeister also indicated that he attended the City Council meeting on Tuesday , February 18 and had a positive discussion with the City Council . COUNCILMEMBER' S REPORT Councilmember Quick indicated that a minor sub-division had been approved at 7692 County Road I which would provide a small park dedi- cation fee for the City. Mr . Quick also indicated that a settlement had been reached with Herbst Properties for their park dedica- tion fee in the amount of $39 ,000 . 1111 A -2- ESTABLISH A JOINT MTC. Following a • DIRECTIONS brief discussion, a motion was made by Chair- person Burmeister , seconded by Commissioner Silvis to set April 19 for a joint Park Com- mission/City Council meeting. Motion passed unanimously 5 ayes, 0 nayes. RED OAK SCHOOL SITE Staff reviewed the memorandum outlining the School District' s request for the City to outline the position on purchasing and/or leasing the Red Oak School site. Staff indi- cated that they could not justify excepting the property without a development proposal being planned for the immediate future . Staff estimated that $80 ,000 was needed to develop the site as a soccer complex and fur- ther stated that there were no dollars avail- able for the funding that they were currently aware of . The Commission had a long discussion on this issue, discussing possible alternatives for funding including; community block grants, joint powers agreements with the School Dis- trict, and requesting funding from local youth and adult soccer associations.Followinq • the discussion, a motion was made by Chair- person Burmeister, seconded by Commissioner Long to request that the City Council ask for a one year moritorium on the sale of the pro- perty to allow the City to explore possible funding alternatives. The motion further stated that the City was not interested in purchasing the property at the appraised value of $230 ,000 but rather to enter into a long term lease agreement for $1 .00/year . The motion passed unanimously 5 ayes, 0 nayes. DEPARTMENTAL SURVEY Staff reviewed the first draft of the depart- • mental survey and indicated that it was scheduled for print in the May/June City Newsletter. The Commission reviewed the pro- posed survey and offered the following changes : 1. That the survey should be color coded so that we could determine where the re- sponses were coming from. 2. Suggested eliminating the third park evaluation section . • 3. Suggested that additional spaces for comments or suggestions he placed under each of the questions. . ti -3- Commissioner Wuori also indicated that the 1111 survey should probably go out in the July/ August Newsletter so there would not be such a long gap between the return date and we could survey the residents who attend the I "Festival in the Park" . MRPA LEGISLATIVE ISSUES Staff reviewed the MRPA legislative platform for 1986 and invited the Commissioners to attend the Commission on Minnesota Outdoors scheduled for April 16 at the Earl Browne Center or April 23 in Minneapolis. Staff also reviewed the MRPA legislative platform and specifically outlined MRPA' s position on cross country ski licenses, which is to re- evaluate the existing program as it does not appear to be successful in its current for- mat. AQUATICS DIRECTOR POSITION Staff reviewed the Aquatic Supervisor posi- tion job description and joint powers agree- ment with the City of New Brighton . The Commission had reviewed this issue on three previous occasions and once again stated their support for the proposed position. A motion was made by Commissioner Silvis, • • seconded by Commissioner Long to recommend to the City Council that the Aquatics Director position be advertised and hired as proposed by staff. The motion passed unanimously 5 ayes, 0 nayes. STAFF REPORT Staff reviewed the written report indicating that the winter skating program had drawn to a close on February 23 and that the depart- ment had offered four successful program dur- ing energy week with over 100 young people participating. Recreation/Athletic Supervisor Saarion out- lined current recreation program offerings as well as reviewing the summer adult softball program. Major changes in the summer adult softball program would be classifying of each league based on previous experience, and team league records. ADJOURNMENT A motion was made by Commissioner Silvis, r. seconded by Commissioner Long to adjourn the meeting . The motion passed unanimously, 5 ayes, 0 nayes. Staff's recommendation was to only seek out a long term lease from the School District if monies were available to develop the proper— ty as outlined. The Mounds View Parks and Recreation Commission requested that a one year moratorium be placed on the property to allow staff to seek out alternative funding sources with which to develop the property. The Com— mission's proposal was then forwarded to the City Council on Monday evening and the City Council indicated that they did not feel there were development dollars available and recommended that the School District sell the property for the best offer. The City has utilized the two ballfields during the past three years as prac— tice fields, and we would continue to do so until the property is disposed of Should funding dollars become available, the City would contact the School District at that time to determine if a long term lease was feasible, but at this time, the City's formal position is to not accept the property or seek out a long term lease. I apologize for this long delay in getting hack to you, but as you may have heard , I was ill during the month of January as well extremely involved with a recent park referendum issue . I have enclosed some photographs of the new Groveland Park crea- tive play environment which was largely made possible through the generous donation from Honeywell in 1985. The structure has been installed and we are currently involved in landscaping plans which will be completed in the spring of 1986 . The concept of neighborhood park planning councils continues to be explored in the City of Mounds View, and we hope to expand this concept to additional neighborhood parks in the coming months. The City has in the past, and will continue to make a committment to the development of the neighborhood park planning 4111 fund, as grass roots involvement by local residents is an ideal means to develop and maintain our local park system. -2- • The City Council desires a formal presentation so they might acknowledge Honeywell ' s contribution as well as provide addition- al publicity to the neighborhood park planning fund program. The City Council meets on the second and fourth Mondays of each month at 7: 00 p.m. and I would like to recommend that we plan for a presentation on the 24th of March in the City Hall Council Chambers.
