Lake Rd. APPROVAL OF MINUTES A motion was made by Commissioner Silvis , seconded by Commission er 1988 Stevenson to approvetheJune16 , 6 minutes as written. Motion passed. ayes , 0 nayes. CHAIRPERSON ' S REPORT Chairperson Burmeister reported on two meetings attended by Director Saarion and himself regarding the redevelopment of Lakeside Beach. He reviewed the project planning and goals stating that the committee plans to install a new playgrund this fall. Other planned projects are a new beachhouse , fishing pier, dredging of lake , trail system and picnic shelter with restroom facilities. The committee will be working with the DNR in establishing fish stock, construction of the fishing pier, etc. Chairperson Burmeister stated that the committee would like to complete the • project within 1 - 1-1/2 years. COUNCILMEMBER' S REPORT Councilmember Wuori reported that the Council is working on the 1989 budget at this time and any special req should be made now. -2- MVCT REPORT Councilmember Wuori reported that the play "West Side Story" will open on Friday, July 29 followed by a reception at Robert Lee ' s. SILVER VIEW PARK POND WATER MANAGEMENT Staff contacted experts in water • management for maintaining Silver View Pond. Scott Carlstrom, a hydrologist who specializes in recreational areas which have storm water drainage , agreed to develop a proposal for Silver View Park pond. Mr. Carlstrom, along with specialists in wild life management , water quality, and fisheries , has been requested to study the pond and present their suggestions to the commission at the August 25 meeting. Councilmember Wuori requested that the meeting be video taped. Director Saarion stated that it can be if staff is available to do the taping. Commissioner Starr asked how far the water level of the pond was down. Resident Bob Carpenter stated that it was down approximately 18 inches. Mr. Carpenter also requested that staff retain the services of a trapper again. Director Saarion stated that she would • request him to come out again. HILLVIEW PARK REDEVELOPMENT Director Saarion welcomed the residents from the Hillview Park area who were invited to the meeting. Staff distributed information regarding the redevelopment of Hillview Park and reviewed the proposal. Resident Kurt Entsminger expressed his concern with the proposed location of the hockey rink which would be located next to his home. He fears that pucks will be flying over the boards and hitting his house. In addition, he is concerned about the lights and noise during hockey season. Director Saarion stated that the commission had discussed the installation of pine trees located between the park property line to serve as a buffer between the hockey rink and house. A cyclone fence extending the height of the hockey boards on that side was also discussed. -3- The commission suggested that the residents abutting Hillview Park meet with Forester Wriskey to plan the • planting of trees along the border. -3- Resident Jackie Entsminger asked why the proposal included new lights because she thought they were new. Staff explained that the lighting old system was approximately 20 years and sub-standard. She added that Gopher Electric has reviewed the system and stated that the entire electrical system needs to be replaced. Mrs. Entsminger requested the dates and times of the hockey season. Staff stated that the season began the third week in December and ran through the second week in February. Rink houses close at 9 : 00 p.m. Sunday - Thursday and are open until 10 : 00 p.m. on Friday and Saturday evenings. Mrs. Entsminger was also concerned about the amount of usage of the rink. Staff explained that only one team, a • mites team, used Hillview Rink as its home park last year. This age group does not usually have the potential of shooting pucks over the boards. They had only three scheduled games at Hillview and some practices. Other broomball usages are for pick-up games , and boot hockey games. Staff added that during the open hours , an attendant is on duty and is instructed to call the police it there is rowdiness or uncontrollable behavior. Resident Don Seivert expressed concern nerne about the drainage of the park hockey rink thaws in the spring. Director Saarion explained that the park will be regraded and sloped toward the storm sewer drainage. Mr. Seivert requested that an additional drain be added. The Commission agreed that the addition of two flat drains located at both rinks would beneficial in aiding drainage. • -4- Mr. Seivert was also concerned about balls from the softball field flying into his yard. Staff stated that the teams scheduled by the Park and Recreation Department for usage of the • field do not normally have the potential of hitting balls over the fence. Youth playing pick-up baseball games are probably responsible for this and the department has no control over pick-up games. The Commission felt that the installation of an 8 foot outfield fence would help alleviate the problem. Mrs. Entsminger asked when the redevelopment would begin. Staff stated that the City Council must first approve the proposal and appropriate spending tor the completion. Resident Dale Bently expressed concern with parking cars on the residential side of the street. He has experienced turf damage to his lawn and requests that parking be on the park side only and that NO PARKING signs be posted on the residential side on Hillview, Greenwood and Long Lake Roads. The Commission added that the proposal • includes diagonal off street parking on Hillview which should help alleviate the parking problem. Director Saarion explained the lighting proposal , options and funds available for the project. The Commission suggested that three of the present southernly facing lights be utilized for the 1988-89 skating season by turning them towards the pleasure rink and make the hockey rink available only during the daylight hours. Staff conveyed concern about the safety of sub-standard lighting and about the possibility that the whole electrical system is interwoven. Staff will discuss the possibility of dividing the system. • -5- Commissioner 5- Commissioner Stevenson made a motion to proceed with the Hillview RelocationPark of redevelopment including : the building , permanent• foundation, lete landscaping , P ramps and stairs , regrading and installation of flat drain, electrical work for building , and installation of outfield fence. He further moved that the Commission request additional funds from the City Council to complete the electrical work at Hillview Park. The motion was Motion seconded by Commissioner Long. passed: 6 ayes , 0 nayes. Commissioner Starr made a motion that the installation of the tot lot equipment commence as soon as staff becomes available to do the work. The motion was seconded by Commissioner Silvis. Motion passed: 6 ayes , 0 nayes. THE PARK Director Saarion reviewed the "Festival FESTIVAL IN in the Park" celebration. She stated that the City Council had requested information regarding the possibility of changing the "Festival" to September. A motion was made by • Commissioner Long , seconded by Commissioner Stevenson to recommend that the "Festival in the Park" celebration be held in September Motion passed: 6 ayes , 0 nayes. FRIENDS OF THE PARKS Director Saarion reviewed information sent to the Commission regarding a request for a donation to the Ramsey County Friends of the Parks Committee which is studying the need for additional park facilities in Ramsey County. A motion was made by Commissioner Silvis , seconded by Commission Long to donate $50. 00 to the Ramsey County sFriends aof the Parks. Trees are being which is unavoidable, but Forester Wriskey plans to replace the lost trees with more drought resistant varieties. -6- The Commission suggested that staff request Ric Minetor to write an article , for the next City Newsletter on where the City of Mounds View gets its water. PARK SECURITY TASK FORCE Staff reviewed the proposed Park • Security Task Force, a security plan which could include lighting , resident watch committee , speed bumps, 10 mph speed limits , etc. Once the security plan is developed it could be administered by the department and monitored by the commission. A motion was made by Chairperson Burmeister, seconded by Commissioner Silvis to devote the September k ecemeeting to the development of a p plan. The motion further directed staff to request representatives from the police department , City Council and interested citizens to attendthe meeting. Motion passed: 6 ayes , nayes. The hill is currently an eyesore. It is really not useful as a sliding hill. It is too small and one side leads towards Long Lake Road. The hill requires hand mowing and therefore, requires extra maintenance labor. The removal of the hill would allow the area for either a grassy play area or sand volleyball court. The park would be aesthetically pleasing and functional. • The dirt could be used for the curbing backfill of Silver View Parking Lot. This issue will be open tor discussion at the meeting to be held August 25, 1988. MS/SL • MEMO TO: MAYOR AND COUNCILMEMBERS FROM: MARY SAARION DIRECTOR � � Y � • PARKS, RECREATION AND FORESTRY DATE: AUGUST 3, 1988 OA\-\{ SUBJECT: "WATER A PARK TREE" CAMPAIGN The City Council's suggestion for a "Water a Park Tree" program has been implemented into a publicity campaign. An article has been released to the New Brighton Bulletin, information placed on cable TV, announcement on the City Hall marque, article placed in the City Newsletter and letters sent to local service organizations including Girl Scouts and Boy Scouts, church youth groups, Mounds View Baseball Association, Mounds View/New Brighton Soccer Association and fall softball leagues. Public Works staff have placed faucets at each hydrant. Four attachments were purchased and hoses have been purchased for each hydrant. Two concerns are that hoses may be stolen and water kept running. Fire hydrants and hoses were used at Summer Playcenters for water before the drinking fountains were installed. Several hoses were stolen and water turned on and kept running, flooding areas in the park. For this reason, we required leaders to lock the • hoses in the park buildings and disconnect the faucet handles when leaving the park. Yesterday Forester Rick Wriskey informed me that he was leaving the sprinkler up at Groveland on the black locust tree grove all night in hopes of saving the trees. This morning, public works staff found the hoses cut and water spewing from the hydrant. Hopefully problems will not occur during this program, but the possibility exists. The police department has been asked to keep an eye out for faucets that remain running during the evening hours. 111 li MEMO TO: NEW BRIGHTON BULLETIN FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY • DATE: AUGUST 3, 1988 SUBJECT: PRESS RELEASE -FOR IMMEDIATE RELEASE- WATER A PARK TREE Calling all volunteers ! ! The City of Mounds View is requesting citizens to help water trees in local parks. Due to drought conditions, sandy soils and warm winds, the neighborhood park trees are stressed to the limit. They need water on a daily basis. You can help by choosing a particular tree and watering it on a daily basis. These parks have water sources : Woodcrest Park Lambert Park Greenfield Park • Groveland Park Silver View Park Hillview Park Random Park Each of these parks have fire hydrants which have hoses attached. These hoses can be used to fill buckets or pails with water. Simply turn on the faucet and fill your bucket. Remember to turn off the faucet! Take the water to your chosen tree and pour the water slowly near the base of the tree. Be sure to let the water soak into the ground. Several pail-fulls on a daily basis will help save the tree. Flower beds located under park signs also need daily watering. This will ensure the beauty of the flowers until frost. You can make a difference. Thank you for "watering a park tree". Citizens are asked to choose a park tree and water it on a daily basis during the and fall season until the ground freezes. Such remainder of this summer watering will help ensure the likelihood of these trees staying alive during this drought. The following parks have fire hydrants as water sources: - Groveland Park - Hillview Park • _ Lambert Park Random Park - Woodcrest Park - Greenfield Park - Silver View Park One must simply turn the hydrant faucet on, fill a bucket and remember to turn the faucet off. Use the bucket to pour water slowly at the base of the tree. Be sure that the water soaks into the ground and does not run off. Several bucket-fulls will be necessary to adequately soak the ground so that tree roots can absorb the water. Flower beds located under park signs need daily watering too. Virtually all trees planted or transplanted during April and May of this year are stressed to the limit, even with periodic watering. Trees are being lost on exposed sites in parks. Most, however, are still alive on more moderate park sites. Suffering most are pines and spruce trees recently planted as well as all seedlings planted the last two years. Some large established shade trees on vulnerable sites on both public and private property have turned brown and dropped leaves as a result of 100 degree temperatures with hard south winds. Water and cooler temperatures will enable refoliation of these trees. The second set of leaves must be retained. SILVER VIEW PARKING LOT Curb protection for the fringe trees at Silver View Park is finally in place. Some of the adjacent trees will be lost however, due to root loss and subsequent hot weather. More suitable species selection will be chosen for replanting to better endure the conditions associated with heated asphalt. This planting will take place in 1989 . DUTCH ELM AND OAK WILT DISEASES Increases for both of these diseases are expected for 1988 . Current losses , however, are no more than 1987 . Increased fall inspection, because of the weather conditions of the summer will be necessary. Insect pests and other diseases of trees and shrubs have been favored by the drought and have prompted numerous calls to the forestry office for advice and assistance. These will be detailed in the year-end report. • MEMO TO: MAYOR AND COUNCILMEMBERS ,ngypp FROM: MARY SAARION, DIRECTOR 1V`� PARKS, RECREATION AND FORESTRY DATE: JULY 27 , 1988 SUBJECT: LAKESIDE PARK RE-DEVELOPMENT UPDATE The Committee for the Redevelopment of Lakeside Park has met twice. A priority list of projects has been established. PRIORITY #1 Replacement of the tot lot equipment. It is planned that equipment can be chosen, ordered and installed this autumn. PRIORITY #2 Removal of the existing beachhouse and the construction of a new beachhouse by opening next summer. The beach house will include separate restrooms with a least three stalls in each, drinking fountain, first aid room ( including a bathroom) , concession area, changing rooms , public phone, shower area, storage room and possibly lockers. A beachside patio area, walkways and addition of a garage door to the existing storage building will also be included. PRIORITY #3 • Lake improvements. This includes necessary dredging, aeration and stocking of fish as per the requirements of the Department of Natural Resources ( DNR) . A fishing dock and ramp will also be constructed during this phase. This will occur over time since such projects must follow permit procedures and be in accordance with regulations enforced by the DNR. PRIORITY #4 Activity area facilities. As monies become available, such facilities as sandcourt volleyball , trailway system, additional picnic shelter (with restroom facilities , water and electricity) , parking lot renovation, bocceball court, horseshoe pits and croquet field will be developed. Please advise staff as to the amount of participation the Council wishes to have in the process of re-development of Lakeside Park. The money is available now and the committee would like to complete as much of the re-development as possible before next year ' s swimming season which begins in June. Are informational updates sufficient or does Council wish to officially approve each development phase? The Spring Lake Park City Council meets alternate weeks as the Mounds View City Council , therefore Council approval by both Cities may take two to four • weeks. A second choice would be Sunday, September 17 , 1989. The City Council has decided to change the date of the annual festival to September. In the past , the celebration has always occurred during July. Please notify the City of the approved date as soon as possible so that plans can begin. Since the "Festival in the Park" is planned a year ahead of time, it is imperative that a date is confirmed as soon as possible. The opportunity to use the showmobile for the annual "Festival in the Park" celebration is greatly appreciated. While in the past it has been held in July, it will be held in September in 1989. The exact date has yet to be confirmed. I wish to let you know about this change right away so that you can plan commitments for the upcoming year. A letter announcing the exact date will follow as soon as • confirmation is received by Ramsey County for use of the Showmobile , probably after the first of the year.
