The top priority item is the prioritizing of capital improvements to the parks, phase two. Please take time to review the 1986 survey results enclosed in your packet. This will give you an idea of the • people 's desires . If you are unable to attend the meeting, please call the office at 784-3055. "Snow Spectacular" is this weekend. If you have a chance , come and join in on the activities . The snoball tourament cancelled, but the broomball tournament is being held at Woodcrest all day Saturday and Sunday afternoon. ROLL CALL Commissioners present: Silvis , Long , Rowley, Daniels, Starr and Chairperson Burmeister. Councilmember present : Quick Staff present : Director Saarion APPROVAL OF MINUTES Commissioner Silvis made the motion to approve the October 22, 1987 minutes , seconded by Commissioner Long. The motion passed unanimously, 6 ayes , 0 nayes . AGENDA ADDITIONS AND INPUT Director Saarion requested discussion on • security lighting in the parks. Commissioner Silvis requested that the discussion of fertilizing criteria or guidelines be pursued. USE OF FERTILIZERS It was requested that Forester Wriskey write an article printed in the spring newsletter regarding information about lawn fertilizers including the make-up and use of chemicals , reprecussions of use, the appropriate timing for effectiveness and other informtion. It was also requested that staff write a proposal to recommend to the City Council an ordinance for the use of fertilizers . It was further requested that Forester Wriskey attend the January meeting to discuss this issue with the Commission. CHAIRPERSON' S REPORT Chairperson Burmeister reported on the meeting held with the Silver View pond residents regarding plantings and the Pinewood play structure project progress. COUNCILMEMBER' S REPORT Councilmember Quick reported on the Everest Development project , Greenfield Estate proceedings, an update on the pipeline, County Road I project and the plans for a city- wide survey. -2- 5 YEAR CAPITAL IMPROVEMENT PLAN To begin the five year capital improvement plan, the Commission brainstormed recreation activity ideas which would be an asset to the community. These activities included : Bocce ball , shuffle board, hockey, golfing, XC skiing, skating, archery, walking, softball/baseball , picnicking, biking, tennis , exercising, sliding, horseshoes , nature exploration, playing on play equipment, sandcourt volleyball , playing in sandboxes, outdoor entertainment, frisbee golf . Capital development and expenditures which would facilitate such activities include : Shuffle board courts , bocce ball courts , golf course, tennis courts , exercise trail, trails, exercise equipment, playground equipment, bridges on trails, archery range , frisbee golf course, picnic shelters , sliding hills , picnic grills, gazebo bandshell , picnic tables, nature paths , sandlot diggers , sandlot volleyball • courts , athletic fields. Capital improvements of existing facilities include : Security lighting, lighting of athletic fields , water fountains, toilet facilities , parking lots , landscaping, grounds improvements , signs, park buildings , repair of existing buildings , improvements to Lakeside Beach, regrading of the parks , re- doing the Silver View Amphitheater, installation of sprinkler systems on athletic fields, installation of water, gas and electricity at Silver View. The objective for the January meeting will be to prioritize the activities and necessary facilities to provide the activities . The priority criteria will be the need for the activity facility and available funding. OTHER BUSINESS A motion was made by Commissioner Silvis to direct staff to write a letter to the Council requesting input by the Commission 0 regarding the City-wide survey. The motion was seconded by Commissioner Daniels and passed unanimously, 6 ayes, 0 nayes. -3- Staff was also directed to research the resolution regarding spending criteria for • Park Dedication funds . PARK LIGHTING GUIDELINES Ideas regarding guidelines for park security and activity lighting were reviewed and discussed. Chairperson Burmeister suggested the addition of a criteria that states that lighting should avoid negative impact on surrounding residential property. Commissioner Silvis made a motion to forward the lighting guidelines to the City Council. Commissioner Long seconded the motion and it passed unanimously. 6 ayes , 0 nayes. ADJOURNMENT A motion was made by Commissioner Silvis , and seconded by Commissioner Starr to adjourn the meeting. Motion passed unanimously. FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: DECEMBER 17, 1987 RE: GUIDELINES FOR PARK DEDICATION SPENDING I have pursued the search for a resolution regarding guidelines for use of park dedication funds. A resolution was never passed regarding use of park dedication funds. Guidelines were discussed by the Commission in 1986 under Director Anderson 's leadership. It is my opinion that park dedication funds be available for use at opportune times and should not be limited for use by a set policy. • There will probably be only two other park dedications given to the City and they may not be acquired for many years . In the meantime, Mounds View parks require upkeep and development . In the occasion of a matching grant opportunity or an emergency need or "good buy" for park facilities , park dedication funds should be available for use. • It is my opinion that a priority of total park development should be achieved before great monies are set aside for a savings program. The goal for the provision of City parks is for the leisure recreational use by residents. If facilities are not available to the residents for use of the parks , the parks will remain unused. Therefore , it is a goal to provide park recreational facilities to facilitate maximum usage by residents. Once this is accomplished, a savings program should be prioritized to ensure the future repair and maintenance of the parks and park facilities . Therefore, I suggest that the Commission discuss guidelines rather than policy for use of park dedication funds. These guidelines should be loose enough to provide funds for individual situations and should emphasize the goal for total development of recreational facilities in the parks. MS/sl • 42 .11 • Subdivision 2. Exceptions. The foregoing requirements in Subdivision 1 may be waived by the Council, if after study and r recommendation by the Planning Commission that (1) and/or (2) below are applicable to the proposed subdivision: (1) The placing of electric and telephone utilities under- ground would not be compatible with the development planned. (2) Unusual topography, soil, or other physical conditions make underground installation unfeasible from an engi- neering viewpoint or the cost impractical. 42.11 SOIL TESTS. Upon the advice of the City Engineer the Council may require soil tests prior to the approval of the final plat. Such test holes, when ordered by the City authorities;, shall be drilled at the expense of the owner or developer and the information disclosed shall be furnished to the Council together with a copy of the proposed plat showing the location of each test hole, the information as to the various types of soil encountered and their depths, the level of the ground water and a seepage test and may include additional information. The number of test holes to be drilled and their location on the property which is proposed to be platted will be as directed by the Council or their authorized representative. 42 . 12 PUBLIC SITES, PARKS AND PLAYGROUNDS. Where a proposed park, playground, school site or other public site as shown on the Comprehensive Plan or Open Space Master Plan is embraced in part or in whole by the boundary of a proposed subdivision and such public sites are not dedicated to the Municipality or Board of Education, such public ground shall be reserved and no action taken toward approval of a subdivision- for a period not to exceed ninety (90) days to allow the Council or Board of Education the opportunity to consider and take action toward acquisition of such public ground or park by purchase or other means. 42 .13 PARKS AND PLAYGROUNDS DEDICATION. Subdivision 1. Dedication Required. (1) Pursuant to Minnesota Statutes 462. 358, in all subdivisions to be developed for residential, commercial, industrial or other uses, or as a planned development which includes residential, commercial and industrial uses, or any combination thereof, a reasonable portion of each pro- posed subdivision shall be dedicated to the public for public use as parks , playgrounds , public open space, or storm water holding areas or ponds , or, at the option " of the Municipality, at its sole discretion, that the ( 1� subdivider contribute an equivalent amount in cash based on the fair market value of the undeveloped land. 42 . 13 (2) Cash payments so received shall be placed in a special fund and used only for the acquisition of land for parks, playgrounds, public open space, and storm water • holding areas or ponds, development of existing park and playground sites , public open space and storm water holding areas or ponds , and debt retirement in connection with land previously acquired for such public purposes. Expenses incurred by the City in acquiring said cash • • dedication may be deducted from said dedication before it is deposited in the park and playground fund. (3) The Municipality, at its sole discretion, may take into consideration the open space, park, recreational or common areas and facilities which the subdivider has provided for the exclusive use of the residents of the subdivision, except that storm water holding areas or ponds, whether required by the Municipality or any other regulatory body, may not be taken into consideration. Subdivision 2 . Procedures. Upon receipt of a qualifying subdivision the Council shall refer it to the Park and Recreation Commission. Said commission shall report to the Council its recommendation as to whether there should be a land or a cash payment dedication. Upon receipt of the recommendation, the Council shall call for either a land dedication or a cash payment, in size, location or amount as it determines. The Council may require a professional appraisal to determine market value for purposes of a cash payment. Subdivision 3. Credit for Existing Single Family Dwelling. • The subdivider of any parcel of land shall receive a credit for the existing single family dwelling unit by excluding the acreage of the occupied parcel remaining after subdivision from the compu- tation of dwelling units per acre, if the parcel of land is zoned for single family residence and has located thereon one single family dwelling. Subdivision 4 . Dedication for Residential Lands. The subdivider of any tract of land which is to be developed for residential uses shall dedicate to the public for public use as parks, playgrounds, public open space, or storm water holding areas or ponds, that dollar value of the tract to be subdivided, which corresponds with the applicable density of the subdivision in the following schedule: Cash Dedication Gross Density Per Acre 0.0 - 2.0 Dwelling units per acre $100 100 2 .1 - 3.0 Dwelling units per acre 200 3 .1 - 4 .0 Dwelling units per acre 250 4 .1 - 5 .0 Dwelling units per acre Cash or Land Dedication 10$ • over 5. 0 Dwelling units per acre 42.14 { --�`— �.•.f Subdivision i5idDditaitfor t eldal hand LandsIhdustrial evelop ( }1 J • for commercial and industrial uses shall dedicate to the public for public use as parks , playgrounds, public open space, or storm water holding areas or ponds , 10% of the land of the proposed subdivision, or at the option of the Municipality, an equivalent amount of cash. Subdivision 6. Dedication for Re-subdivision. For any subdivision of a parcel on which a cash dedication for parks has previously been made , but on which an additional cash dedi- cation is required due to re-subdivision, the amount of cash dedication required on the re-subdivided parcel (s) shall be based on the new gross density less any applicable credit for the prior cash dedication. (Cross reference: Chapter 23 Park & Playground Fund) • 42 . 14 REGISTERED LAND SURVEYS AND CONVEYANCE BY METES AND BOUNDS. All Registered Land Surveys shall be filed subject to the same procedure as required for the filing of a preliminary plat for platting purposes . The standards and requirements set forth in this ordinance shall apply to all Registered Land Surveys. Unless the Council shall approve the Registered Land Survey in •: : �:. accordance with this ordinance, building permits of the tracts shall be withheld, tracts set aside for street purpose shall not be accepted and no public money shall be spent towards installing • utilities or improvements. No Registered Land Survey shall receive final approval without deeding of streets to the City in a recordable form. No conveyance by metes and bounds shall be permitted except where mandated by specific provisions of Minnesota Statutes Annotated or where allowed under minor subdivision procedures herein. 42.15 MODIFICATIONS, VARIANCES AND EXCEPTIONS. Subdivision 1. Planned Developments. Exceptions, variances or modifications of the strict application of this Chapter may be granted in case of planned unit developments , provided the Council , upon review and recommendations from the Planning Commission, shall find that the proposed development is fully consistent with the purpose and intent of this Chapter. A "planned unit development" shall be considered any development which conforms to the definition and requirements thereof in the Zoning Chapter. This provision of the Chapter is intended to provide flexibility needed for new land planning and land development trends and techniques. ( •' FIVE QUESTIONS FOR THE CITY-WIDE SURVEY 1 . The survey was distributed to every residence in Mounds View via the City Newsletter. The surveys were returned by mail. The results of question number three (3) are given on the attached page. A sample of the survey is also attached. FROM: MARY SAARION, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: DECEMBER 17 , 1987 RE: FERTILIZER USE I have been advised by Clerk-Administrator Pauley that consideration of policies regarding the use of fertilizers is a City issue and therefore is beyond the realm of the Parks and Recreation Commission. Issues to consider regarding fertilization control are : 1 . Enforcement is difficult and for this reason guidelines and impact information would probably be more advantageous than a policy regarding fertilization limitations . 2 . There may be strong resident opposition to fertilizer limitations . • 3. A very small percentage of Mounds View residents live on a water source that is impacted due to run off by fertilizer, although all metropolitan residents are impacted by water polluted by chemicals . 4 . Other substances such as geese droppings, oil , gasoline, and salt which are washed into holding ponds and run-off areas may provide as much damage as fertilizers . MS/sl • r' MEMO TO: MAYOR AND CITY COUNCIL • FROM: MARY SAARION, DIRECTOR 146 PARKS, RECREATION AND FORESTRY DATE: JANUARY 12, 1988 RE: PURCHASE OF PARK DRINKING FOUNTAINS It is the desire of the Parks and Recreation Commission that drinking fountains be installed at all active park sites. The commencement of this plan began last year when the work for installation and purchase of water fountains was completed at Woodcrest and Lambert Parks. The 1988 budget capital equipment fund includes the purchase of four more drinking fountains for park sites in 1988. These four park locations including Hillview, Groveland, Greenfield and Random, currently have access to a water hydrant A` and therefore a water source. Haws Drinking Fountain Company distributes the fountain currently installed at City Hall, Lambert and Woodcrest parks. For the purpose of uniformity, it is suggested that the same fountain be purchased and installed at the parks. Model 3060 is an aggregate exterior fountain, vandal resistant, freeze-proof 0 (see attached flyer). The 1988 cost of this fountain is $483.34 each. RECOMMENDATION: To consider the approval of the purchase of the budgeted item of four Haws drinking fountains at the cost of $483.34 each to be funded from parks capital equipment, 100-360-4703 and to be installed at four park locations in 1988. My understanding is that you propose to continue the wood chip trail from the north end of the concrete walk westerly and northerly to connect to the existing wood chip trail on the northwest corner of the pond. • The existing wood chip trail appears to have been constructed on top of the existing ground. In certain locations, this has the potential for blocking drainage. However, based on the lot grades I saw west of the concrete walk, it appears that this method of construction could be continued without blocking drainage. The location of the trail would need to be carefully picked so as to have enough cross slope toward the pond so that the additional height created by the wood chips would not be higher than the ground south of the trail . If the desired trail routing does end up in a flatter area adjacent to the back lot lines, it may be desirable to dig the trail down into the topsoil so that the existing grade can be continued toward the pond. A need for such a resolution was determined this autumn as the city was requested, by residents , to provide security lighting at Lambert and Groveland Parks. Security lighting has not been an item on past capital improvement plans, nor has it traditionally been budgeted. This resolution, if approved, will offer a systematic guide to pursue the need of security lighting in the parks. MS/sl Attachment ( 1 ) • • • RESOLUTION NO. 2281 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A PARKS SECURITY LIGHT INSTALLATION POLICY WHEREAS, City parks are frequently vandalized ; and WHEREAS, security lighting has been proven to be a deterent to vandals ; and WHEREAS, the City Council desires to maintain and enhance the safety of park users through the provision of safe and maintained facilities ; and WHEREAS, security lighting , being a deterent to vandals, may decrease the frequency of facility repairs or replacement. • NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Mounds View that the following policy shall govern the installation of park security lighting. 1. All buildings shall have a security light above each door to provide adequate light for the entry of evening recreational users and after hours security . 2. All neighborhood parks should have at least one high sodium light installed at an area of vandalism risk or for the safety of individuals pursuing recreational activities during dusk darkness, i .e. skating rinks , trailways and parking lots. 3. Citizen input regarding the need for additional lighting should be considered when need can be validated. 4 . Lighting facilities and fixtures should be uniform whenever possible. 5. A maximum of 15 players per roster. First and second place winners will receive individual awards. This is a tournament designed for the recreational player and neighborhood teams are encouraged to enter. The fee is $30.00/team. Minimum 4 teams/division, maximum 8 teams/division. Games will be officiated. Registration deadline is Wednesday, January 20. Tournament will be held snow, rain, sleet, hail or shine! Co-rec Snow Volleyball Tournament SATURDAY AND SUNDAY, JANUARY 23 AND 4 A co-rec volleyball tournament played on snow volleyball courts will be held • Saturday and Sunday, January 23 and 24. The tournament will be double elimination. The first and second place teams will receive awards. Fee is $16.00/team. Team rosters may now exceed eight players. An equal number of men and women must be playing on the court at all times although less than six players may form a team. The tournament will be played at either City Hall or Groveland Park courts depending upon the number of teams. Maximum of 12 teams and minimum of four teams. Registration deadline is Wednesday, January 20. ' Gloves are allowed during play. All entries must be received at City Hall by 4:00 p.m. , Friday, January 22. Entries will be judged beginning at 1:00 p.m. Sunday afternoon, January 24 by a panel of community organization representatives. The transition of summer outdoor activities shifts to autumn indoor activities and since school is in session, many activities are shifted from daytime to evening or weekend times . Also attached, please note the first three months of scheduled activity use at the Random Park building. The users of the building have been very satisfied with the facility. The only group that has not been accommodated is the Senior exercise class because the group requires too much space when floor exercises are performed. Beginning in February, the building will also host an adapted recreation program for children and teens who attend special education classes within the School District. The teen program will . meet Friday evenings and the youth will meet on Saturday mornings . The program will be in the form of a social "club" engaging in leisure recreational activities .
