The third Thursday is already here! The Park and Recreation Commission packet is enclosed. As suggested at the last meeting, we will be meeting at Hillview Park at 6:30 p.m. to discuss the re-development proposal. At 7:00 p.m. we will head back to City Hall to resume the meeting. ADJOURNMENT MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA • May 26, 1988 6:30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6:34 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Burmeister, Long, Rowley, Silvis, Starr and Stevenson Commissioners absent: Anderson Staff present: Director Saarion, Adm. Asst. Linke Councilmembers present: Quick and Hankner APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the April 28 minutes as written. Motion passed unanimously. AGENDA ADDITIONS Discussion of Silver View Park parking lot was added to number 10 of the agenda. • COUNCILMEMBER'S REPORT Councilmember Hankner reported on the possibility of the formation of an Environmental Task Force. She stated that this would be an advisory board to the Council, not a commission and membership would be based on equal geographical representation throughout the city. Councilmember Hankner reported on the meeting with residents adjacent to Silver View Park regarding the installation of a pathway. She said the council had agreed that the pathway will go in but the residents, although aware of that, were not in favor of the path. Issues discussed at the meeting including plantings, drainage and maintenance. Chairperson Burmeister indicated that plans for completion of the path behind Scotland Green should be a priority. CITY SURVEY Director Saarion reviewed the recent City Survey. She stated that the residents tended to like more non-structured recreational activities such as walking, biking and nature studies and were very interested in wetlands preservation. HILLVIEW PARK SITE PLAN Director Saarion requested feedback from the • Commission regarding the redevelopment of Hillview Park. After a lengthy discussion, Chairperson Burmeister tabled further discussion until the June Commission meeting at which time the Commission would meet at the site. -2- POLICY FOR HANDICAPPED ACCESSIBILITY IN THE PARKS Director Saarion advised the Commission that she would be meeting with a Mr. Szyman from Courage Center to find out what would be needed to make our parks accessible to the handicapped. She • stated that she would compile the data and present it to the Park Commission at the June meeting. At that time the Commission could develop a policy for providing handicapped accessible facilities in City parks. USE OF ROLLER BLADES ON CITY TENNIS COURTS Director Saarion stated that the tennis courts were being used for roller blading. Suggestions for avoiding this usage in tennis courts was requested. The Commission agreed that signs should be posted specifically prohibiting roller blade use in tennis courts. In addition, it was suggested that alternative areas for roller blading be posted in the city newsletter such as Greenfield Park parking lot in the morning and afternoon and possibly the Silver View Park parking lot when completed. SILVER VIEW POND TREATMENT REQUEST A resident contacted Director Saarion with a concern about the odor from Silver View Pond which is caused by excessive algae growth. The Commission requested staff to get estimates on the cost of treating the pond to eliminate the odor. SILVER VIEW PARKING LOT Director Saarion reviewed quotes for the installation of curb, gutter and asphalt in the Silver View Park parking lot. The low bid of $43,884.25 was submitted by C.W. Houle. This bid was much lower than anticipated because C.W. Houle already had equipment at the Mounds View Business Park. Staff suggested that the entire project be completed as soon as possible to take advantage of the quote. Funds would be $32,000 budgeted in 1988 for the parking lot plus $14,000 from the park dedication fund. A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to recommend that the City Council accept the bid proposal from C. W. Houle in the amount of $43,884.25 for installation of curb, gutter and asphalt in the Silver View Park parking lot with work to begin immediately. Motion passed unanimously 6 ayes, 0 nayes. • -3- The Commission discussed the possibility of adding a multi-purpose hardcourt surface at Silver View along with the parking lot. A motion was made by • Commissioner Silvis, seconded by Commissioner Long to direct staff to pursue the installation of a multi-purpose hardcourt surface at Silver View Park with the $5,400 in funds previously budgeted for Hillview Park building relocation. The motion passed unanimously 6 ayes, 0 nayes. LAWCON GRANT PROPOSAL Director Saarion reviewed the ranking procedures for LAWCON funding and asked suggestions from the Commission on possible projects. After a discussion of possibilities, a motion was made by Commissioner Silvis, seconded by Chairperson Burmeister to request LAWCON funding of an ungraded pathway system in Silver View Park. The motion passed unanimously 6 ayes, 0 nayes. OLD BUSINESS The following items were reviewed: 1. Completion of the Pinewood Playground project. 2. Auditions for the MVCT production "West Side Story" to be held on June 6 and 7. 3. Update on preparations for the upcoming opening of Lakeside beach. • ADJOURNMENT A motion was made by Commissioner Silvis, seconded by Commissioner Stevenson to adjourn the meeting at 8:45 p.m. Motion passed unanimously 6 ayes, 0 nayes. This plan would require: - The purchase and installation of new hockey rink and pleasure rink lighting. - The installation of electricity to the building. - The re-location and installation of permanent foundation and ramp entrance to the building. - 10 foot high fencing along the field arch of the softball field. • - Fixing the drainage ditch. - Re-designing the tot lot and installation of the new equipment. The City of Mounds View just received a park dedication fee from Amoco Oil Company for their development of a station located on the corner of Silver Lake Road and Highway 10. This fee is $17,000. This money is a possible funding source for Hillview Park development.
